A temática sobre redes organizacionais tem ocupado um lugar importante no campo de estudos da ciência social aplicada à administração dado o grau de interesse dos pesquisadores compreenderem o fenômeno da coopetição nos mercados e sua relação entre os atores na economia. A análise proposta neste estudo apresenta o sistema de consorciamento de municípios tendo como ponto central da rede o CIS/AMUNPAR em torno das políticas públicas de saúde. A proposta foi de entender quais foram os ganhos/conquistas que o consórcio obteve a partir dos conceitos da teoria de redes. Dado esse contexto, buscou-se revisitar nesta pesquisa a memória social do CIS/AMUNPAR caracterizado como uma rede de cooperação intergovernamental, sendo apoiada pelo SUS como parte integrante das políticas públicas de saúde no período de democratização e municipalização do setor de saúde no Brasil. Os Consórcios Intermunicipais de Saúde assumiram a responsabilidade de atendimento das especialidades no Estado, deixando de serem apenas um mero coadjuvante e passando a ser um ator social principal na prestação de serviços de saúde no país. A partir do processo de redemocratização política do país, os consórcios foram criados objetivando a aproximação dos municípios com os usuários do sistema SUS. Trata-se portanto, de uma pesquisa metodologicamente calcada na abordagem qualitativa, exploratória e descritiva, valendo-se da história oral e análise documental. Os procedimentos de análise dos dados foram baseados no modelo analítico geral e bibliografia fundamentada. Os dados permitiram compreender que o CIS/AMUNPAR passa por uma fragmentação na parceria estabelecida na rede em sua gênese e que precisa unir esforços para planejar suas ações em conjunto, assim como se caracteriza uma rede cooperativa efetiva. A pesquisa ainda revelou que isoladamente os municípios não conseguiriam oferecer toda a assistência necessária e requerida pela União a partir do processo de descentralização da saúde e que a estratégia mais adequada para a região do noroeste do Paraná seria na forma de consorciamento dos 28 municípios que compreendiam esta região.

Since the 1980s, in Australia and other developed nations, public sector management philosophies and how the public sector is organized have changed dramatically. At the same time, there have been many demands, and several attempts, to preserve and promote ethical behaviour within the public sector - though few go much beyond the publication of a code. Both developments require an understanding of how public organizations operate in this new environment. Organizational and management theory are seen as providing important potential insights into the opportunities and pitfalls for building ethics into the practices, culture and norms of public organizations. This book brings together the experience and research of a range of "reflective practitioners" and "engaged academics" in public sector management, organizational theory, management theory, public sector ethics and law. It addresses what management and organization theory might suggest about the nature of public organizations and the institutionalization of ethics.

From the perspective of network, a project team’s social capital consists of conduits network, and resource exchange network. Prior research intensively studies the effect of the structure of conduits network on the team’s performance, assuming knowledge transfer is the causal mechanism linking conduits network to performance. This paper attempts to explore the interrelations between conduits network and knowledge network, and further distinguish the different influence between various conduit networks, and hypothesizes that a project team’s knowledge network mediates the effect of various conduit networks on the team’s performance. This research can enrich our knowledge of disparate influence of the various conduit networks on knowledge transfer, and imply some management practices to enhance the organization’s social capital, and hence improve the organization’s performance.

It comprises a critique of a recent internet post called ‘The Shock of Inclusion’ by Clay Shirky (his contribution to The Edge World Question of 2010), in which he claims (among other things) that ‘the average quality of public thought has collapsed.’

Successful project management depends upon forming and maintaining relationships between and among project team members and stakeholder groups. The nature of these relationships and the patterns that they form affect communication, collaboration and resource flows. Networks affect us directly, and we use them to influence people and processes. Social Network Analysis (SNA) can be an extremely valuable research tool to better understand how critical social networks develop and influence work processes, particularly as projects become larger and more complex. This chapter introduces foundational network concepts, helps you determine if SNA could help you answer your research questions, and explains how to design and implement a social network study. At the end of this chapter, the reader can: understand foundational concepts about social networks; decide if SNA is an appropriate research methodology to address particular questions or problems; design and implement a basic social network study.

Taking the secondary school education level into account, some successful cases can be found in literature. In this paper we describe a particular remote lab network supporting physical experiments accessible to students of institutions geographically separated. The network architecture and application examples of using some of the available remote experiments are illustrated in detail.

The objective of this paper is to integrate mobility as across component of the management of specific public actions. The case of study concerns the public health services in Argentina, and mother’s mobility conditions in the suburban of the Buenos Aires Metropolitan Area. In terms of methodology, the paper working on the concept of access trying to identify, measure and evaluate the relationship between mobility conditions and maternal health care. Access is weighted according to the realization of health services, and not according to the arrival at the places where they are offers. The result is innovative empirical evidence, useful as an indicator to make more relevant the role of mobility within the public agenda of transport and others specific sectors, asa basic social right behind the access that requires coordinated actions and cross-sectoral approaches.

The thesis aims to understand the processes of entrepreneurship that try to create businesses or products with a high degree of complexity. This complexity comes from the fact that these products or initiatives can only be viable with the concurrence of a large number of heterogeneous actors (public, private, from different regions, etc..) which interact in a relational context. A case with these characteristics is the Camí dels Bons Homes. The thesis analyzes the evolution of the relational network from the point of view of its structure and content of its links. The results show and explain the observed changes in the network structure and the changes in the ties content. This analysis of the content of ties contributes to a new systematization and operationalization of ties’ content. Moreover this analysis takes in account negative ties, a less discussed issue in literature.

In recent years it has been noted that boundaries between public and private providers of many types of welfare have become blurred. This paper uses three dimensions of publicness to analyse this blurring of boundaries in relation to providers of healthcare in England. The authors find that, although most care is still funded and provided by the state, there are significant additional factors in respect of ownership and social control which indicate that many English healthcare providers are better understood as hybrids. Furthermore, the authors raise concerns about the possible deleterious effects of diminishing aspects of publicness on English healthcare. The most important of these is a decrease in accountability

O objetivo desta pesquisa foi compreender de que modo a emergência de estilos de gestão pública baseados em rede pode contribuir para a construção de políticas públicas relacionadas à prevenção e repressão à lavagem de dinheiro. O arcabouço teórico fundamentou-se nas teorias de redes interorganizacionais, mais especificamente, nas redes de políticas públicas. Foram estudadas relações de colaboração e cooperação que, por transcenderem os limites organizacionais, garantem maior flexibilidade e abrangência ao processo de construção de políticas públicas. As reflexões sobre estas teorias foram realizadas a partir de um contexto empírico específico: o da articulação entre instituições brasileiras que atuam na prevenção e repressão à lavagem de dinheiro. Este contexto foi escolhido pela percepção de que a prática de ilícitos financeiros traz enormes prejuízos a nações que precisam superar desigualdades econômicas e sociais. A escolha metodológica foi motivada por questões ontológicas e epistemológicas que apontaram a metodologia reflexiva como a mais adequada para o alcance dos objetivos propostos na pesquisa. A partir da construção dos dados empíricos foi possível criar construtos que sintetizam os benefícios e desafios da constituição de redes de políticas públicas. As conexões interpretativas subsequentes reforçam a ideia de que os espíritos democrático, republicano e de cooperação devem nortear os valores compartilhados na rede. Assim, se a atuação interna da rede se aprimora, torna-se possível superar entraves endógenos (foco apenas na boa reputação externa) e exógenos (pressão das elites corruptas) à rede, o que resulta em uma melhor interação entre os participantes, gerando resultados mais efetivos para a sociedade.
