Este trabalho investiga a influência da imersão social e institucional na aquisição de capacidades de empresas calçadistas em suas relações com clientes, fornecedores e entidades setoriais. Imersão social foi considerada na perspectiva da imersão relacional, e imersão institucional, no âmbito de sua influência sobre as capacidades das firmas e sobre o grau de imersão com clientes e fornecedores. As ligações das firmas com outros atores, não participantes do setor, foram também investigadas como influenciando as capacidades e a participação das firmas em entidades setoriais. A coleta de dados envolveu pesquisa realizada com 78 firmas, e utilizou-se de modelagem de equações estruturais para avaliar as relações propostas. Os resultados indicam que os relacionamentos das firmas com fornecedores e a participação em entidades são os elementos que têm maior relevância para a aquisição de capacidades. As relações com clientes e com outros atores não apresentaram contribuição para a aquisição de capacidades.

This work consists in a study of the Shrimp Industry in the state of Rio Grande do Norte, whose central issue relates to the understanding of how the Triple Helix (University, Government and the productive sector) interrelationship limits or expands the industry s innovation process. The study aims to understand how the Triple Helix relationship interferes in the innovation process of shrimp in Rio Grande do Norte. As the knowledge becomes the resource key for production methods, the generation of new technologies, new products and processes which demands joint and integrated action of the institutions comprising the Triple Helix: University, Government and productive sector, which possess the essential resources to innovate the process and can be maximized from cooperative relationships between the referred Institutions. Thus, in this work, it was sharply used the pioneering studies of Sabato and Botana (1968) regarding the cooperation relationship between the scientific-technological sphere, the governmental and the productive base, and studies on the Triple Helix approach, proposed by Etzkowitz and Leydesdorff (2000), in which the university has a key role in the process of technological and innovative development of countries and regions, and under which it is assigned to the very University - the character of the entrepreneurial institution, through the concept of entrepreneurial University. Aiming to overcome the criticism of Cooke (2005), regarding the limitations of the Triple Helix approach, in this study it was used - as analytical perspectives - the perspective of social immersion (Granovetter, 1985, 2005) and the theory of resources dependence (PFEFFER; SALANCIK, 1978). The analytical perspectives presented in here, despite of the different assumptions, are essential to eliminate the bias that one only approach can lead (ASTLEY; VAN DE VEM; 2007). The authors arguments focus on the fact that the integration is possible if the researcher acknowledged that different perspectives may have different descriptions of the same phenomenon. As a research strategy, this study is characterized as a study case, along with the proposed objectives - the qualitative method was used as an approach and, depending on the gathering of the sector s historical, a sectional longitudinal view approach was applied (VIEIRA, 2004). The primary and secondary data were used in order to understand the sector s evolutionary process and its inter-institutional relations - regarding the shrimp culture in Rio Grande do Norte - to promote the development, as the content was used for the technical analysis (BARDIN, 1977). The approach of social immersion and resources addiction dependence made it possible to understand that relationships are established within and between each sphere (university, government and productive sector) characterizing a network of low density relationships and strongly internal and external dependence. Based on the speech of Etzkowitz and Mello (2006), a successful Triple Helix strategy of innovation requires not only the involvement and commitment of the parts, within the institutional sphere and among them, but also the development of mechanisms to coordinate the multiple and complex interactions and interfaces, focusing on promoting both environment and context for innovation and learning; it can be acknowledge from study results that the shrimp in the State of the RN, although there are several institutional mechanisms to promote greater integration and technological development, has been presented disjointed - both internally and between the spheres - and under no legitimate practice when facing the innovational promotion and integration institutions. Due to those factors, the central institutions of the network are crucial to the promotion of innovations, spreading through their direct contacts the importance factor of the sustainable competitive activity in the world market and on the national level. However, it may be concluded, from the data, that the Triple Helix relations are interfering in a negative way on what concerns the promotion of innovations in the shrimp industry in RN

Apresenta-se uma história de vida com o intuito de traçar uma análise das manifestações particulares de uma trajetória individual em diálogo com os elementos presentes na vida de jovens de grupos populares. Foca-se na discussão dos equipamentos sociais na produção de sentidos, lugares e sofrimentos em algumas vidas, ocasionando processos em que "doenças" e medicalização são geradas a partir de problemas sociais. Com base nos pressupostos da pesquisa etnográfica, acompanhou-se a trajetória de uma jovem, por quatro anos, em sua passagem por serviços sociais de atenção à infância e à juventude, assim como de saúde mental. Considera-se que as políticas sociais devem intervir com jovens sob uma compreensão ampliada dos problemas sociais, sendo que o campo da atenção em saúde mental, em conexão com a esfera social, deve cuidar das situações de sofrimento sem que haja a homogeneização das necessidades, traduzindo-se numa iatrogenia e na medicalização do social.

Este artigo apresenta e discute os dados de uma pesquisa sobre violência institucional em maternidades públicas, realizada no município de São Paulo. Foram entrevistadas 21 puérperas, com roteiro semiestruturado contando com questões sobre experiências de parto e assistência recebida. Os dados revelaram que as entrevistadas relatam e reconhecem práticas discriminatórias e tratamento grosseiro no âmbito da assistência em maternidades públicas, reagindo com estratégias de resistência ou de acomodação. Essas experiências ocorrem com tal frequência que muitas parturientes já esperam sofrer algum tipo de maltrato, o que revela uma banalização da violência institucional.

O objetivo do presente relat??rio de pesquisa ?? apresentar os resultados finais obtidos por meio da Avalia????o de Efic??cia do curso Elabora????o de Indicadores de Desempenho Institucional, realizado pela ENAP em turma fechada junto ?? Companhia Nacional de Abastecimento (CONAB), entre os dias 10 e 21/05/1999. Os objetivos espec??ficos desta pesquisa ser??o analisados para investigar se o treinamento foi considerado satisfat??rio pela institui????o que contratou o curso; se os objetivos pedag??gicos do curso foram atingidos; se os conhecimentos e habilidades foram transferidos para o ambiente de trabalho; e se o treinamento modificou pr??ticas cotidianas, aumentando o desempenho da empresa e de suas unidades, demonstrando, de forma geral, se os benef??cios alcan??ados compensaram os custos envolvidos nos treinamentos

Diante do programa de desregulamenta????o do governo federal, em vigor, e as dificuldades para executar os trabalhos de fiscaliza????o no Estado de Minas Gerais, fazendo cumprir a legisla????o vigente do Minist??rio de Minas e Energia/D.N.C., foi iniciada a experi??ncia inovadora, com parceira de autoridades, entidades com sede nos munic??pios, visando a reprodu????o da informa????o t??cnica, com o objetivo de proteger o consumidor final, fazendo cumprir, de maneira respons??vel e transparente, as normas emanadas do ??rg??o que regula o petr??leo e os seus derivados. O citado trabalho institucional, traz tamb??m como objetivo, de dividir com as autoridades situadas em munic??pios, fora de nossa sede regional, nosso compromisso p??blico, bem como, sensibiliza-las para os diversos n??veis de responsabiliza????o, inerente a cada uma delas, dentro de sua comunidade. Este estudo analisa o desenvolvimento institucional das experi??ncias de duas escolas de governo - o Instituto Nacional de Administra????o P??blica (INAP), da Argentina, e a Escola Nacional de Administra????o P??blica (ENAP), do Brasil -, que implantaram nos anos oitenta, respectivamente, Programas de Forma????o de Administradores Governamentais e de Especialistas em Pol??ticas P??blicas e Gest??o Governamental. Para tal, ?? utilizado o marco te??rico que se baseia na teoria de institution building e, especialmente, o modelo conceituai de Esman, acrescido de fatores peculiares aos pa??ses estudados. A Ecole Nationale d'Administration (ENA), da Fran??a, modelo de cria????o dessas escolas, ?? analisada como paradigma. Com base no marco te??rico e no modelo franc??s, a an??lise comparativa propicia inferir que tanto o INAP como a ENAP, nos contextos em que foram criados, n??o se institucionalizaram. Al??m do mais, o estudo possibilita identificar e priorizar, como respons??veis por esse insucesso, alguns fatores internos e externos ??s escolas, como a car??ncia de lideran??a, de doutrina, de programa, de recursos e de v??nculos com outras organiza????es e fatores de natureza pol??tico-administrativa e cultural, como clientelismo, corporativismo e descontinuidade administrativa
