To what extent do bestselling travel books, such as those by Paul
Theroux, Bill Bryson, Bruce Chatwin and Michael Palin, tell us as
much about world politics as newspaper articles, policy documents and
press releases? Debbie Lisle argues that the formulations of genre,
identity, geopolitics and history at work in contemporary travel writing
are increasingly at odds with a cosmopolitan and multicultural world in
which ‘everybody travels’. Despite the forces of globalisation, common
stereotypes about ‘foreignness’ continue to shape the experience of
modern travel. The Global Politics of Contemporary Travel Writing is
concerned with the way contemporary travelogues engage with, and try
to resolve, familiar struggles in global politics such as the protection of
human rights, the promotion of democracy, the management of
equality within multiculturalism and the reduction of inequality. This is

In recent years, governments, international institutions, and a broad array of social movements have converged around what an OECD report has described as an emerging “global anti-poverty consensus.” This new global social policy agenda has changed the terms of the debate between the left and the right, and redefined the world of policy possibilities, in global but also in domestic politics. This article proposes a constructivist interpretation of this multi-scale shift in discourse, and discusses the political and policy implications of the new global politics of poverty.

How is the rise of China perceived in the West? Why is it often labelled as ‘threat’ and/or ‘opportunity’? What are the implications of these China imageries for global politics?

Taking up these important questions, this ground-breaking book argues that the dominant Western perceptions of China’s rise tell us less about China and more about Western self-imagination and its desire for certainty. Chengxin Pan expertly illustrates how this desire, masked as China ‘knowledge’, is bound up with the political economy of fears and fantasies, thereby both informing and complicating foreign policy practice in Sino-Western relations. This dissertation investigates China’s recent shift in its climate change policy with a refined discourse approach. Methodologically, by adopting a neo-Gramscian notion of hegemony, a generative definition of discourse and an ontological pluralist position, the study constructs a theoretical framework named “discursive hegemony” that identifies the “social forces” for enabling social change and focuses on the role of discursive mechanisms via which the forces operate and produce effects. The key empirical finding of this study was that it was a co-evolution of conditions that shaped the outcome as China’s climate policy shift. In examining the case, a before-after within-case comparison was designed to analyze the variations in the material, institutional, and ideational conditions, with methods including interviews, conventional narrative/text analysis and descriptive statistics. Specifically, changes in energy use, the structure of decision-making body, and the narratives about sustainable development reflected how the above three types of social force processed in China in the first few years of the 21st century, causing the economic development agenda to absorb the climate issue, and turning the policy frame for the latter from mainly a diplomatic matter to a potential opportunity for better-quality growth. With the discursive operation of the “Science-based development”, China’s energy policy has been a good example of the Chinese understanding of sustainability characterized by economic primacy, ecological viability and social green-engineering. This way of discursive evolution, however, is a double-edged sword that has pushed forward some fast, top-down mitigation measures on the one hand, but has also created and will likely continue creating social and ecological havoc on the other hand. The study makes two major contributions. First and on the empirical level, because China is an international actor that was not expected to cooperate on the climate issue according to major IR theories, this study would add one critical case to the studies on global (environmental) governance and the ideational approach in the IR discipline. Second and on the theory-building level, the model of discursive hegemony can be a causally deeper mode of explanation because it traces the process of co-evolution of social forces.

The European Union with its sophisticated institutional system is the most important regional integration on Earth. This tight form of economic integration converges to the level that Dani Rodrik calls hyperglobalization in his model, the political trilemma of globalisation. In our paper we develop the mentioned model and then we apply it to the case of the European Integration. We argue that if we want to maintain the deep integration among member states in the EU we have to pass more and more functions of the nation states to the federation level. In case of the EMU that means that federal fiscal policy is needed which could lead to multi-speed Europe considering new member states’ reluctance to give up their specific institutions.

Az Európai Unió a világgazdaság egyik legfontosabb integrációja. A benne megvalósuló gazdasági integráció szorossága megfelel annak a szintnek, amit Rodrik hiperglobalizációnak nevez. Az elmélet szerint a politika szintjén egyszerre nem megvalósítható a demokratikus politikai döntéshozatal, a teljes világgazdasági integráció, illetve a nemzetállam. A trilemma a globalizáció útjában álló intézményi különbségeken alapszik. Megoldása három módon lehetséges: a demokrácia kiiktatásával a megoldás az arany kényszerzubbony, ahol a piaci mechanizmusok veszik át az állami gazdaságpolitika szerepét; a globális kormányzás megvalósulása esetén a szuverén nemzetállamok tűnnek el a nemzetközi rendszerből; végül a Bretton Woods kompromisszum esetében a globalizáció útjába állítunk akadályokat. Írásunkban a modellt az európai integrációra, egészen pontosan a Gazdasági és Monetáris Unióra alkalmazzuk. Érvelésünk szerint, ha fent kívánjuk tartani az integráció szorosságát, erősíteni kell az integráció szintjén a gazdasági kormányzást, ami pedig csak a tagállami szuverenitás rovására mehet. Ez, mely a GMU esetében leginkább a fiskális föderáció erősítését jelenti ugyanakkor, megnövelve az integráció költségeit, egy többsebességes Európa kialakulása irányába hathat. _____ The European Union with its sophisticated institutional system is the most important regional integration on Earth. In this model Rodrik assumes that from the three desired element of world politics (deep economic integration, the nation state, and democratic politics) only two can be chosen. We can either choose deep integration and the nation state but then we have to abandon democracy; or we can choose deep integration and democracy, but then we have to forfeit the nation state; or we have to circumscribe globalisation to maintain democracy and the nation state. In our paper we develop the mentioned model and then we apply it to the case of the European integration. This article examines Philip Reeve’s novel for children, Mortal Engines, and M.T. Anderson’s young adult novel, Feed, by assessing these dystopias as prototypical texts of what Ulrich Beck calls risk society. Through their visions of a fictional future, the two narratives explore the hazards created by contemporary techno-economic progress, predatory global politics and capitalist excesses of consumption. They implicitly pose the question: “In the absence of a happy ending for western civilisation, what kind of children can survive in dystopia?”

Cosmopolitan arguments for global forms of democracy and governance have intensified in the last decade because of the increasing significance of transnational interconnections and the increased impact of global problems. However, questions remain as to how cosmopolitan structures are going to be realized in practice, given the continued significance of the state in global politics. This paper advocates the importance of considering republican arguments for redeveloping the state alongside the proposals for global democratic structures advocated by political cosmopolitans such as David Held. It contends that many forms of cosmopolitan thought are too quick to dismiss the state as a potential locus of ethical global governance and that republican conceptions of the state and political practice are important counterpoints to political cosmopolitanism. Consequently, this paper critically considers the assumptions embedded in the literature of political cosmopolitanism in relation to the proposals for global democracy and governance. Then the paper considers republican arguments that developing civically minded citizens and responsive state institutions could be a crucial foundation for transnational forms of governance to be realized in practice. The paper then concludes by considering the practical tensions between republican and cosmopolitan proposals.
