This article explores the interactions between disabled forced migrants with care needs and professionals and the restrictive legal, policy and practice context that health and social care professionals have to confront, based on the findings of a qualitative study with 45 participants in the South-East of England. In-depth interviews were conducted with 15 forced migrants who had diverse impairments and chronic illnesses (8 women and 7 men), 13 family caregivers and 17 support workers and strategic professionals working in social care and the third sector in Slough, Reading and London. The legal status of forced migrants significantly affects their entitlements to health and social care provision, resulting in prolonged periods of destitution for many families. National asylum support policies, difficult working relationships with UK Border Agency, higher eligibility thresholds and reduced social care budgets of local authorities were identified as significant barriers in responding to the support needs of disabled forced migrants and family caregivers. In this context, social workers experienced considerable ethical dilemmas. The research raises profound questions about the potential and limitations of health and social care policies, provision, and practice as means of protection and support in fulfilling the human rights of forced migrants with care needs.

OBJECTIVE To assess the association between socio-demographic factors and the quality of preventive care and chronic care of cardiovascular (CV) risk factors in a country with universal health care coverage. METHODS Our retrospective cohort assessed a random sample of 966 patients aged 50-80years followed over 2years (2005-2006) in 4 Swiss university primary care settings (Basel/Geneva/Lausanne/Zürich). We used RAND's Quality Assessment Tools indicators and examined recommended preventive care among different socio-demographic subgroups. RESULTS Overall patients received 69.6% of recommended preventive care. Preventive care indicators were more likely to be met among men (72.8% vs. 65.4%; p<0.001), younger patients (from 71.0% at 50-59years to 66.7% at 70-80years, p for trend=0.03) and Swiss patients (71.1% vs. 62.7% in forced migrants; p=0.001). This latter difference remained in multivariate analysis adjusted for gender, age, civil status and occupation (OR 0.68; 95% CI 0.54-0.86). Forced migrants had lower scores for physical examination and breast and colon cancer screening (all p≤0.02). No major differences were seen for chronic care of CV risk factors. CONCLUSION Despite universal healthcare coverage, forced migrants receive less preventive care than Swiss patients in university primary care settings. Greater attention should be paid to forced migrants for preventive care.

With projected climatic changes it is expected that refugees and other forced migrants will increasingly spend protracted amounts of time in transit countries or will resettle in locations that experience ecological vulnerability. A submission to the Queensland Floods Commission Inquiry 2011 by MDA reported that the floods displaced about 70 refugee client families and that 30 families had ongoing complex needs at the time of the submission. The findings reported in this chapter are derived from a follow-up of a cohort of men from refugee backgrounds who participated in the 2008–10 SettleMEN project. The chapter provides an insight into the experiences of refugee migrants who experience environmental disaster in a site of settlement

The present scale of migration raises a number of public health challenges. In this paper, the health consequences of migration are examined among forced migrants (internally displaced people and refugees) and voluntary migrants. Alongside we also focus on the health needs of migrants in developed and developing nations. Theory and evidence are linked to document existing needs and access to health services. We argue that public health has a role to play in building social inclusiveness and equity, and make recommendations about how this process of inclusion can be facilitated.

Refugiados ambientais são refugiados não convencionais e são migrantes forçados, interna ou internacionalmente, temporária ou permanentemente, em situação de vulnerabilidade e que se veem obrigados a deixar sua morada habitual por motivos ambientais de início lento ou de início rápido, causados por motivos naturais, antropogênicos ou pela combinação de ambos. Embora não existam reconhecimento e proteção específica para esses migrantes no direito internacional em escala global, alguns instrumentos jurídicos regionais e leis nacionais assim o fazem. Argumenta-se, nesta tese de doutorado, que os refugiados ambientais possuem modos de proteção geral em certas áreas do direito internacional e que as possibilidades atuais e futuras de proteção específica podem ser encontradas nas fontes primárias do direito internacional, indicadas no artigo 38(1) do Estatuto da Corte Internacional de Justiça. Foram identificadas sete vias de proteção dos refugiados ambientais no direito internacional e no direito interno estatal: (i) a via da ação humanitária, (ii) a via da proteção complementar, (iii) a via da legislação nacional, (iv) a via da justiça climática, (v) a via da responsabilidade compartilhada, (vi) a via da judicialização do refúgio ambiental e (vii) a via do tratado internacional. Sugere-se, ainda, o estabelecimento de uma governança migratória-ambiental global baseada nos regimes internacionais e na ação dos atores nos níveis local, nacional, regional e internacional para a execução das formas de proteção e para o atendimento das necessidades dos refugiados ambientais no mundo.

Les politiques migratoires européennes sont conçues en termes de contrôle de l’entrée et du séjour des étrangers. Depuis la mise en place des conditions de libre circulation dans les années 1980, l’Union européenne est impliquée dans le traitement des non-nationaux qui, auparavant, relevait exclusivement de la discrétion étatique. La migration et l’asile sont aujourd’hui des domaines de compétence partagée entre l’Union et ses membres. La priorité est accordée à la lutte contre la migration irrégulière, perçue non seulement comme un défi à la souveraineté, mais aussi comme une menace à l’État providence et un risque pour la sécurité. Cette recherche porte sur l’européanisation de la lutte contre la migration irrégulière et ses effets sur les droits humains des étrangers. Il est soutenu que l’européanisation définie comme un processus de construction, de diffusion et d’institutionnalisation des normes, des pratiques et des convictions partagées, permet aux États d’atteindre leur objectif de limiter le nombre d’étrangers indésirés, y compris des demandeurs d’asile, sur leur sol. L’européanisation légitime et renforce les mesures préventives et dissuasives existantes à l’encontre des migrants clandestins. De nouvelles normes communes sont produites et de nouveaux dispositifs de coopération européenne sont créés en vue de réprimer la migration irrégulière. Ce phénomène transforme le paradigme migratoire dans les États membres ainsi que les pays candidats à l’adhésion qui se trouvent désormais chargés de la sécurisation des frontières extérieures de l’Union. La recherche démontre que ces développements ont un impact négatif sur les droits fondamentaux. Ils exacerbent aussi la vulnérabilité des demandeurs d’asile assimilés aux migrants économiques. Une analyse comparative de l’européanisation du renvoi forcé en France, au Royaume-Uni et en Turquie montre que la politique européenne engendre des atteintes aux droits et libertés des étrangers et limite leur capacité de contester les violations devant les tribunaux. L’accent est mis sur la nécessité de trouver un équilibre entre la préoccupation légitime des États et de l’Union d’assurer la sécurité et le bien-être de leurs citoyens et la protection des droits des migrants irréguliers. Il revient ultimement aux tribunaux de veiller à ce que le pouvoir discrétionnaire étatique s’exerce en stricte conformité avec les normes constitutionnelles et les obligations internationales découlant du droit international des réfugiés et des droits de l’homme.

This article examines precarious employment in the context of the mushroom industry in Northern Ireland. Migrant workers engaged in mushroom picking were interviewed in the context of wider research investigating forced labour in Northern Ireland. The research found that, while the boundaries between exploitation and forced labour are complex and difficult to discern, there was some evidence of borderline forced labour, according to ILO definitions. However, workers found themselves on a ‘continuum of exploitation’, where initial engagement with the prospect of decent work was superseded by increasing endurance of exploitative practices, brought about by unequal power relationships with employers originating in immigration status. This is examined in the wider theoretical context of precarity, of which precarious employment comprises a part.

This paper describes the current status of a program to develop an automated forced landing system for a fixed-wing Unmanned Aerial Vehicle (UAV). This automated system seeks to emulate human pilot thought processes when planning for and conducting an engine-off emergency landing. Firstly, a path planning algorithm that extends Dubins curves to 3D space is presented. This planning element is then combined with a nonlinear guidance and control logic, and simulated test results demonstrate the robustness of this approach to strong winds during a glided descent. The average path deviation errors incurred are comparable to or even better than that of manned, powered aircraft. Secondly, a study into suitable multi-criteria decision making approaches and the problems that confront the decision-maker is presented. From this study, it is believed that decision processes that utilize human expert knowledge and fuzzy logic reasoning are most suited to the problem at hand, and further investigations will be conducted to identify the particular technique/s to be implemented in simulations and field tests. The automated UAV forced landing approach presented in this paper is promising, and will allow the progression of this technology from the development and simulation stages through to a prototype system

In this paper we provide a migrant perspective on how women and men from a different culture perceive wellness while settling down in a new country. We are discussing the texts of research interviews with Indian migrant women and men that illuminate their perception of lifestyle enhancement in their adopted country Australia. Our purpose is to show how socio-cultural factors influence the migrants‟ perspective of lifestyle enhancement, and to what extent they direct their wellness. Personal development, both in theory and practice, is a huge concept in Australia. Concerted efforts are made towards increasing public awareness about health literacy leading to a better understanding and practice of wellness. However, as research studies have pointed out, lifestyle enhancement leading to holistic wellness is not void of socio-cultural factors. The number of women and men migrating to Australia from India has increased greatly in the present decade. As migrants their participation in developing Australian society is significant. So what is their socio-cultural perception of wellness including nutrition and physical exercises as active citizens? How do young Indian migrants participate in lifestyle enhancement programmes? As parents what are their socio-cultural beliefs, attitudes, practices and values, and how do they influence their children‟s participation in personal development and PE progammes? To what extent gender differences exist in such participation levels? What is the space available in State school curriculum to learn from the migrants‟ cultures towards enhancing lifestyles including nutrition and personal development?The findings may sensitise Australian researchers, academics, school teachers and practitioners of wellness therapies. Long term research studies may inform the governments and HPE practitioners of the changes occurring in such values, beliefs and practices as they incorporate nutrition and lifestyles of Australian society.

In recent years, increasing numbers of Chinese migrants have come to Australia to study or to live. In doing so, they have entered a new cultural space. They are faced with many challenges, not only to do with study experience, workplace experience and life-style practices, but also to do with language, communication, culture and identity. Such new challenges can feel dangerous, unstable and uncomfortable as they require moves out of the safety zone of primary cultural experience. This qualitative research study investigates the perceptions and narratives of three Taiwanese-Australian migrants in terms of their experience of this process of acculturation and social identity construction as migrant tertiary students in the new Australian context and of their subsequent experience professionally. Their accounts of where they see themselves to have 'landed' in terms of their acculturation process and identity construction might provide relevant insights to the experience of hybridity which is intercultural Australia.
