OBJECTIVE To investigate the concept understood by Family Healthcare Strategy (ESF) professionals of knowledge, education and subjects participating in learning activities. METHOD Qualitative study carried out with the ESF professionals with university degree, members of the healthcare staff who undertook educational health group activities at Basic Healthcare Units (UBS) in Belo Horizonte. The following triangulation techniques were used: participant observation, photos and field notes; interviews with professionals; and document analysis. RESULTS We identified three interaction patterns that are different from each other. Firstly, the professional questions, listens and provides information to users, trusting in the transmission of knowledge; secondly, the professional questions and listens, trusting that users can learn from each other; thirdly, the professional questions, listens, discusses and produces knowledge with users, both teaching and learning from each other. CONCLUSION There are educational practices that include unique methods capable of creating a militant space for citizenship engagement.

The State of Iowa and the Hiring Practices Working Group commissioned this review of the State’s hiring practices in response to recent concerns about these practices involving racial discrimination claims against the Departments of Human Services, Transportation, and Iowa Workforce Development. The State of Iowa should be commended for undertaking this review. The State has a longstanding Affirmative Action Program and commitment to diversity – they instituted their Affirmative Action Program in 1973, and continue their commitment to its success by making the changes necessary to ensure the program is viable and sustainable. Iowa Department of Administrative Services In July 2003, the State created the Iowa Department of Administrative Services (DAS) as a way to manage and coordinate the major resources of state government. DAS provides human resource services through an entrepreneurial management model. Entrepreneurial management is a customer-focused approach to delivering services. The customer departments have input about what services and products they want from DAS and in turn DAS is funded by the customer departments through purchases of DAS services and products. DAS looks to offer new and additional services (for example recruitment support and coordination) to various customers on a fee-for-service basis. A customer council is charged with approving the DAS business plan, establishing the rate for services, and reviewing service delivery and complaints. Under this entrepreneurial model, human resource services are provided by DAS-HRE (Human Resources Enterprise) central staff, 12 DAS-HRE Personnel Officers located at the customer departments, and customer agency staff. The majority of the recruitment and hiring functions are done by the customer (hiring) departments and their staff. Applications for employment are submitted using the BrassRing system with applicants being qualified by DAS-HRE employees. Since the creation of Human Resources Enterprise, DAS-HRE has strived to provide human resource tools to the departments. The Screening Manual and the Supervisor’s Manual are just two examples of the resources created for the hiring departments. They also provide Supervisor Training for newly appointed supervisors. Larger departments have dedicated staff assigned to human resource activities. The staff at the departmental level may or may not have a human resources background. Iowa Population and Workforce The 2000 U.S. Census indicated that Iowa’s population was 2,926,324. According to this census, 92.6 percent of Iowa’s population identified their race as white (alone). The nonwhite alone or minority population (including Black or African American, Asian, Native Hawaiian or Pacific Islander, Hispanic or Latino, American Indian or Alaska Native, two or more races, or some other race) was 7.4 percent.

Hidden Motives: An Analysis of Online English as a Second Language (ESL) Teacher Hiring Practices in Japan and Hong Kong is a qualitative research paper examines and compares two large-scale Asian English language teaching programs: Japan’s Japan Exchange and Teaching (JET) Programme (JET Programme, 2010) and Hong Kong’s Native-speaking English Teacher (NET) Scheme (NET Scheme, 2013). Both government sponsored programs recruit internationally and invite participants to work within each country’s public schools while living amongst local communities and both programs utilize their online presence to attract, inform, and recruit individuals. The purpose of this research is to investigate whether the JET and NET websites are transparent with their governmental motives aside from improving their students’ English language abilities. While JET and NET websites were interrogated, the research questions were regularly revisited to determine if the two sites made any underlying motives clear to the candidates. The research, supported by academic literature, exposed the JET Programme website to be a branch of the Japanese government’s soft power campaign, whereby JET teachers were hired firstly as potential advocates for Japan and Japanese culture rather than English teachers. Conversely, the NET Scheme appeared to be solely commissioned for English language improvement as reflected by their website. Findings from the research can provide insight to applicants to help them decide if they want to participant in these programs. Without clearly understanding the background that motivates these programs, participants may unknowingly be used to support the host government’s agendas.

This study examines the organizational structures and decision-making processes used by school districts to recruit and hire school librarians. For students to acquire the information and technology literacy education they need, school libraries must be staffed with qualified individuals who can fulfill the librarian’s role as leader, teacher, instructional partner, information specialist, and program administrator. Principals are typically given decision rights for hiring staff, including school librarians. Research shows that principals have limited knowledge of the skills and abilities of the school librarian or the specific needs and functions of the library program. Research also indicates that those with specific knowledge of school library programs, namely school district library supervisors, are only consulted on recruiting and hiring about half the time. School districts entrust library supervisors with responsibilities such as professional development of school librarians only after they are hired. This study uses a theoretical lens from research on IT governance, which focuses on the use of knowledge-fit in applying decision rights in an organization. This framework is appropriate because of its incorporation of a specialist with a specific knowledge set in determining the placement of input and decision rights in the decision-making processes. The method used in this research was a multiple-case study design using five school districts as cases, varying by the involvement of the supervisors and other individuals in the hiring process. The data collected from each school district were interviews about the district’s recruiting and hiring practices with principals, an individual in HR, library supervisors, and recently hired school librarians. Data analysis was conducted through iterative coding from themes in the research questions, with continuous adjustments as new themes developed. Results from the study indicate that governance framework is applicable to evaluating the decision-making processes used in recruiting and hiring school librarians. However, a district’s use of governance did not consistently use knowledge-fit in the determination of input and decision rights. In the hiring process, governance was more likely to be based on placing decision rights at a certain level of the district hierarchy rather than the location of specific knowledge, most often resulting in site-based governance for decision rights at the school-building level. The governance of the recruiting process was most affected by the shortage or surplus of candidates available to the district to fill positions. Districts struggling with a shortage of candidates typically placed governance for the decision-making process on recruiting at the district level, giving the library supervisor more opportunity for input and collaboration with human resources. In districts that use site-based governance and that place all input and decision rights at the building level, some principals use their autonomy to eliminate the school library position in the allotment phase or hire librarians that, while certified through testing, do not have the same level of expertise as those who achieve certification through LIS programs. The principals in districts who use site-based governance for decision rights but call on the library supervisor for advisement stated how valuable they found the supervisor’s expertise in evaluating candidates for hire. In no district was a principal or school required to involve the library supervisor in the hiring of school librarians. With a better understanding of the tasks involved, the effect of district governance on decision-making, and the use of knowledge to assign input and decision rights, it is possible to look at how all of these factors affect the outcome in the quality of the hire. A next step is to look at the hiring process that school librarians went through and connect those with the measurable outcomes of hiring: school librarian success, retention, and attrition; the quality of school library program services, outreach, and involvement in a school; and the perceptions of the success of the school librarian and the library program as seen from students, teachers, administrators, parents, and other community stakeholders.

Hiring minority coaches is a serious concern in the National Football League (NFL). The NFL's hiring practices are inconsistent, specifically for minority candidates. The author investigates why NFL teams underutilize minority coaches with research from Central Florida University and the University of Pennsylvania. Research findings suggest that minority hires positively affect the NFL, yet the hiring process remains weak. Case study examples show the poor decision-making trends of NFL personnel, implying that although minority coaches' success is better than non-minorities, the negative perception of minorities, as aspiring head coaches and leaders, is a barrier. As a result, the NFL has a unique opportunity to improve its hiring process by aligning its approach to hiring within the guidelines of federal law.

O objetivo desta tese é analisar que práticas de tradução educacional foram feitas em relação às crianças e jovens excluídos da/na escola da Primeira República (1889-1930) no Estado do Espírito Santo. Período este em que a cultura ocidental, mais especificamente a europeia, exercia forte influência nas políticas de regulação e de emancipação do Brasil. Assim constando, na área educacional, muitas das experiências e teorias defendidas e socializadas na Europa foram traduzidas para o Brasil, e por extensão, para o Espírito Santo. Para compreender as traduções na área educacional, situada no contexto da modernidade é que se reportou a Boaventura de Sousa Santos, à luz das ferramentas disponíveis pela Sociologia das Ausências, pela Sociologia das Emergências, bem como o Trabalho de Tradução. A proposta de pesquisa está ancorada numa perspectiva qualitativa de base hermenêutica e, para construir a investigação, foram utilizadas fontes históricas bibliográficas e documentais. As fontes de investigação permitiram explicar parte das possíveis razões para as exclusões da escola ou defesas de segregação (exclusão na escola). Estas exclusões se concentram em torno de cinco tempos: 1909, 1917, 1923, 1924 e 1929. Nos anos de 1909 e 1924, disserta-se pela via educacional, sobre as práticas da área jurídica em relação aos órfãos. A Escola Normal do Espírito Santo, por sua vez, reproduzia a ideia de ordem ao atrelar a Pedagogia à educação cívica. Em 1917, a partir do episódio relativo a uma jovem, associada a um possível caso de loucura/alienação mental, é abordada a influência da área médica na área educacional, no Estado do Espírito Santo. Quanto à década de 20, existiu todo um discurso sobre o estudo da criança, na formação de educadores, como tentativa de apreender a totalidade do ser humano. Algumas práticas de tradução construtivas na área educacional foram evidenciadas, como por exemplo, quando o professor Elpídio Pimentel sugere que os educadores trabalhem com o que o aluno sabe ou poderá aprender. Ao final do trabalho, percebe-se que, muitas exclusões poderiam ter sido evitadas, mas para isso, a sociedade, os educadores teriam que ter adotado uma outra postura em relação às práticas de tradução: talvez uma menos idealizada e que valorizasse o que emergia de potencial nas realidades locais.

Elaborado com vista à reflexão fundamentada acerca do percurso, das práticas educativas e das políticas de ensino, o presente trabalho pretende reunir um conjunto de saberes inerentes à atividade docente. Relacionando teorias e práticas no âmbito do ensino da música, a apresentação de uma filosofia de trabalho, congregando como eixo estruturante a prática musical supervisionada realizada no âmbito do ensino vocacional, apresenta-se como pano de fundo à análise dos vários conteúdos referentes à literatura específica inerente à prática pedagógica. Partindo da caracterização da escola do ensino vocacional de música, nos ensinos Básico e Secundário, a presente reflexão emerge no seguimento do pensamento articulado das várias áreas do saber através da apreciação, fundamentação e discussão das perspetivas de ensino vigentes ao longo do processo de estágio. Deste modo, será exposta toda a perspetiva de ensino por nós desenvolvida, partindo de uma linha temporal, tendo por princípio a descrição de um plano modelo, com o objetivo de podermos demonstrar a direção do nosso pensamento. Tendo como objetivo verificar a eficácia da abordagem ao jogo, como estratégia de ensino, na aprendizagem do ritmo, na disciplina de Formação Musical, partimos de uma investigação bibliográfica sobre a relação entre a escola tradicional e a escola moderna, o jogo e a motivação, e por último, a aprendizagem do ritmo sobre a perspetiva das atividades de aprendizagem sequencial, sustentadas por Edwin Gordon. O projeto de investigação aborda uma nova conceção do jogo, aliando o mesmo às atividades de leitura rítmicas.

Using a social identity theory approach, we theorized that recruiters might be particularly biased against skilled immigrant applicants. We refer to this phenomenon as a skill paradox, according to which immigrants are more likely to be targets of employment discrimination the more skilled they are. Furthermore, building on the common ingroup identity model, we proposed that this paradox can be resolved through human resource management (HRM) strategies that promote inclusive hiring practices (e.g., by emphasizing fit with a diverse clientele). The results from a laboratory experiment were consistent with our predictions: Local recruiters preferred skilled local applicants over skilled immigrant applicants, but only when these applicants were qualified for a specific job. This bias against qualified and skilled immigrant applicants was attenuated when fit with a diverse clientele was emphasized, but not when fit with a homogeneous clientele was emphasized or when the hiring strategy was not explained. We discuss the implications of our findings for research on employment discrimination against skilled immigrants, including the role of inclusiveness for reducing discriminatory biases.

A escola inclusiva continua a caminhar para a realidade que se pretende. Não obstante, há que contribuir para continuar a abrir o caminho que as escolas necessitam de percorrer, no sentido de se adaptarem e criarem as condições essenciais para a realização e felicidade de todas as crianças/jovens que a essas mesmas condições têm direito. No Trabalho de Projeto apresentado, aborda-se a trajetória de um grupo/turma, tendo como perspetiva o abrir caminho para práticas inclusivas, nas nossas escolas. Esta investigação surge, assim, como uma forma ou tentativa de intervir na construção de uma escola e educação para todos, tendo como ponto de partida uma turma do 8º ano de escolaridade, numa escola básica, situada no concelho de Almada. É feita a apresentação teórica da temática em questão, após ter sido realizada uma investigação documental, procedendo-se posteriormente à recolha e análise de dados, utilizando a pesquisa documental, a entrevista, a observação naturalista e a sociometria. Segue-se a caracterização da turma, do aluno e dos contextos em que as mesmas se inserem, partimos para uma intervenção estruturada, a longo e a curto prazo, numa dinâmica de planificação/ação/reflexão, onde se aplicam práticas educativas diferenciadas e inclusivas. Foi nosso objetivo, com este trabalho de projeto, conseguir que o grupo alvo seja inclusivo, tendo como base uma abordagem sistémica e ecológica, numa aprendizagem e ensino cooperativos, onde imperem pedagogias e ambientes fomentadores de um contexto escolar aberto à diversidade e à entrada das tecnologias de apoio na sala de aula. A família assume, neste projeto, um papel ativo no contexto escolar, sendo dada a relevância que a mesma deve ter no processo educativo dos seus educandos, partindo do princípio que qualquer intervenção que se planeie só tem sucesso efetivo com a participação ativa das famílias, colaborando e articulando com a comunidade escolar e desenvolvendo, em contexto familiar, medidas e estratégias interventivas que se vão repercutir fortemente no sucesso educativo das crianças e dos jovens. Neste projeto, implementaram-se estratégias que vão da caraterização inicial da situação à reflexão final que dão continuidade ao desenvolvimento de competências na área da autonomia, sociabilização e aprendizagens académicas do grupo, onde emerge o Teresa Figueiredo – Uma escola para todos: práticas, estratégias e metodologias ULHT-Instituto de Educação 4 João1, aluno com necessidades educativas especiais decorrentes de paralisia cerebral, que se encontra ao abrigo do Decreto-Lei 3/2008, de 7 de Janeiro, acompanhado pela educação especial. Foram alvo desta intervenção vários contextos, considerados prioritários: escolar; sala de aula; conselho de turma; apoio especializado e familiar. O desenvolvimento da intervenção, nos contextos mencionados foi norteado pelos princípios defendidos pela educação inclusiva, princípios explanados no enquadramento teórico da pesquisa realizada, no desenvolvimento deste Projeto. Como resultados da intervenção conseguimos um grupo/turma mais autónomo, com melhor funcionalidade no contexto escolar, onde os alunos aprendem todos juntos, com a entrada de tecnologias de apoio na sala de aula e pedagogias que vão ao encontro das necessidades do grupo e de cada um. As aprendizagens tornaram-se mais acessíveis a todos, com os professores a planificarem atividades direcionadas para o desenvolvimento do trabalho cooperativo e da parceria pedagógica, práticas que contribuem para uma comunidade escolar motivada para a construção de uma escola, cada vez mais, para todos.

This qualitative research aimed to understand the educational activities carried out in Family Health Units, of the municipality of Mossoró-RN. It was used symbolic cartography to organize and present data from reality. It started on the approach of Health Education and knowledge transformation practice, aiming at the development of autonomy and responsibility of individuals and healthcare, publicized by the appreciation of the interpersonal relations area established in services, such as educational emancipator practices contexts. Individual and collective interviews were realized, conducted with health professionals and users of ESF, about themes, activities, membership, the difficulties, the potential and the design of health education that permeate everyday Family Health Strategy. From what was apprehended, thematic maps were done with the analysis of educational practices of professionals belonging to the Family‟s Health. Links are built with the wires of conceptions of education reflected on themes and activities of family health teams. The storylines are rebinded by voices about the difficulties and the potential of educational processes for emancipator postures. For users, health education means proper care and information on disease prevention. Professionals understand that it is all information that is given to users, about health, social well-being, economic and general condition of human being as a way of preventing and treating disease. Mark printed on voices denote that activities and themes worked don‟t motivate users enough for their participation, being that physicians and dentists also get excluded themselves from educational practices. Elderly groups are those who get most involved with the activities. The size of the contained area and its seclusion from community make harder the access of users, as well as diminishing the quality of educational actions and links users-professionals. Therefore, the searching for medicines, medical consultations and wish to be well served are trademarks of voices from the users that interconnect with enlightening information and guidelines offered by professionals to users. It brings out practices that need to incorporate the social, the subjective and act with practices of prevention and health promotion, on the basis of lifestyles. The dialogical model, which needs to be approached since planning phase of health education actions could arouse interest of involved groups; promoting a relationship of dialogue and listening; discussing the local reality; stimulating practical methodological dialetics; promoting processes of deconstruction of concepts, values and attitudes, as more necessary than construction, using multiple languages. The defended thesis denotes paths to other studies aimed at understanding a dialogical template committed to exchanges of knowledge, and discover strategies that encourage formation of critical consciousness and the discovery of how is the training of new generations of healthcare professionals to belong to the project of society, in its technical, scientific, pedagogical, ethical, political and humanistic dimensions

Este artigo discute as maneiras pelas quais os professores relacionam-se com discursos que propõem inovações para a docência. Partindo das considerações de Michel de Certeau acerca das práticas de consumo cultural, questiona-se o caráter “reacionário” geralmente atribuído às práticas pedagógicas docentes, em oposição ao teor “revolucionário” que costuma ser associado aos discursos acadêmico-educacionais. O tema é discutido a partir de dados reunidos no âmbito de uma investigação etnográfica que focalizou as práticas de leitura realizadas por professoras no interior de um programa de formação continuada. Os resultados daquele estudo ressaltam a existência de especificidades na cultura do magistério que se fazem presentes nas maneiras pelas quais os professores concebem a docência e a (re)inventam no cotidiano escolar. A consideração de tais aspectos possibilita identificar certos limites para a atuação da universidade na inovação das práticas pedagógicas e no movimento atualmente em curso de profissionalização do magistério. A universidade é desafiada, pois, a criar novas formas de relacionar-se com os professores e de atuar em seu desenvolvimento profissional.
