Multimedian elementit aikuiskoulutuksen kehittämisessä

Tämän työn teoreettisen sisällön tavoitteena on esitellä multimedian eri elementit ja Moving Picture Experts Groupin kehittämä MPEG-formaattiperhe, joka yhdistää kattavimmin eri elementit multimediaesityksiksi. Työssä esitellään videon ja audion pakkausformaatit MPEG-1 ja MPEG-2, interaktiivisen median jakelun verkoissa mahdollistava MPEG-4, multimediasisällön kuvausstandardi MPEG-7 sekä multimedian toimitusketjun hallinnan verkoissa määrittävä MPEG-21. Edellisten lisäksi teoreettisessa osassa esitellään multimediaohjelmistoista SMIL-teknologia ja selostetaan yksityiskohtaisesti, kuinka sillä luodaan multimediaesityksiä. Empiirisessä osassa laaditaan Helsingin yliopiston Maaseudun tutkimus- ja koulutuskeskukselle kehittämissuunnitelma, jossa multimedian elementtejä käytetään mahdollisimman monipuolisesti kehittämään aikuiskoulutusta. Suunnitelman perustaksi tehtiin koulutushenkilökunnalle osaamiskartoitus ja kartoitettiin yksikön tekninen valmius hyödyntää multimediaa. Suunnitelman mielekästä jäsentämistä varten yksikön aikuiskoulutus jaettiin neljään osaan: varsinaiseen koulutukseen, sitä tukevaan tutkimus- ja kehittämistoimintaan, opetusmateriaaleja tuottavaan julkaisu- ja tietopalvelutoimintaan sekä edellisiä avustaviin tukitoimintoihin.

Mäntsälän Sähkö Oy:n jakeluverkon kehittämissuunnitelma

Työn tavoitteena oli laatia Mäntsälän Sähkö Oy:n jakeluverkon kehittämissuunnitelma vuodelle 2020. Työn laadinta aloitettiin selvittämällä verkon nykytila ja käyttövarmuus korvaustilanteissa. Tämän jälkeen työssä paikannettiin alueet, joissa korvattavuuden parantaminen tai kuormituksien kasvaminen tulevaisuudessa edellyttää mittavia investointeja jakeluverkon käyttövarmuuden takaamiseksi. Työssä tarkastellaan yksityiskohtaisemmin Järvelän alueen käyttövarmuuden kehittämistä ja Hennan alueen kuormituksen kasvuun varautumista. Järvelän alueen käyttövarmuuden parantaminen edellyttää joko uutta sähköasemainvestointia tai 110 kV johdon rakentamista. Hennan alueen kuormituksen kasvu edellyttää, alueen kuormituksista riippuen, joko yhtä tai kahta uutta sähköasemainvestointia.

Rovakaira Oy:n keskijänniteverkon kehittämissuunnitelma toimitusvarmuuskriteeristön näkökulmasta

Diplomityössä tavoitteena on etsiä teknistaloudellisimmat ratkaisut sekä tutkia niiden vaikutuksia sähkönjakeluverkoston käyttövarmuuteen ja luotettavuuteen toimitusvarmuuskriteeristön näkökulmasta. Lisäksi työssä esitetään uusi tunnusluku kriteeristön ylityksestä aiheutuvan haitan arvostukseen. Merkittävä osa Rovakaira Oy:n keskijänniteverkosta joudutaan uusimaan lähivuosikymmeninä teknistaloudellisen pitoajan täyttyessä. Verkon uusiminen antaa mahdollisuuden toteuttaa verkkoa nykyisiin vaatimuksiin paremmin sopivilla ratkaisuilla. Kehitysvaihtoehtoina vertaillaan johdon tien varteen siirtoa, maastokatkaisijoiden lisäämistä, pienitehoisten ja päättyvien haarajohtojen korvaamista 1 kV tekniikalla sekä pienoissähköaseman kannattavuutta. Työssä tarkastellaan yksityiskohtaisemmin Sodankylän käyttövarmuuden parantamista sähköasemavian aikana ja alueen kuormituksenkasvuun varautumista.

O princípio constitucional da redução das desigualdades regionais e o transporte de gás natural

In a country of continental dimensions as Brazil, one of the top challenges to its economic growth is the logistic related to energetical demand supply. We live now in the era of environmental protection and, in this new context of priorizations, it passes trough the search for alternative energies for the energetic matrix, due the petroleum elevated costs in the global market (and its finitude), but also due its pollution over the environment. This attempt of substitution needs solutions related to the national reality, into a national long term developing plan and based at a juridical-economic analysis of its realization. This study will look for, also based in an economical analysis, the juridical legitimity of choosing natural gas as the new protagonist of national economic growth (as a substitute of petroleum) and the necessary boost that must be done by law, based on an economic policy focused strictly for that fact, as a modifying agent of this reality. This study, therefore, will always be turned to a constitutional aspect, respecting the principles of economic order and the goal of reducing regional inequalities, which must influence the making off of a developing plan. At the end, it will try to demonstrate the juridical viability of such undertaking, tuned in jus-economical criteria. Another goal is related to the analysis of the natural gas industry, due the regulation of its transport has a major importance for national energetic integration, not only because this activity be characterized as a net industry, still under control of a natural monopoly, but also because the competitive or cooperative profile that should be priorized at the beginning of the economic planning for this activity (such as investment policies and its own rules that will submit private agents)

Analysis of the pathway of developing a national mental health plan for Suriname

ABSTRACT: The aim of this analysis was to analyze and describe the steps that have been taken in the development of the mental health policy in Suriname after the WHO AIMS. The objectives are: 1.To review the steps to be taken in developing a mental health policy and plan for a country 2.To gather information and data concerning mental health policy and plan development in Suriname 3.To draw conclusion from the experience gained that can be applied to other countries. In general, the information that was gathered from the four countries Guyana, Barbados, Trinidad & Tobago and Suriname, was compared with the WHO steps for developing a mental health policy and plan. Were these steps taken into consideration, when developing their mental health policy and plan? If not, what were the reasons why it did not happen? The checklist for evaluating a mental health plan was used in Suriname. This checklist assisted to see if the results of the recommendations given by the WHO AIMS to develop a effective and balanced mental health plan were taken into consideration. The mayor findings of the analysis are that Suriname as well as Guyana used the steps in developing their mental health policy and plan. Barbados and Trinidad & Tobago did not develop a mental health policy and plan. Suriname and Guyana have a mental health coordinating body at the Ministry of Health. Trinidad & Tobago as well as Barbados have a mental health focal person at the Ministry of Health of the respective countries. It can be concluded that successfully improving of health systems and services for mental health is combining theoretical concepts, expert knowledge and cooperation of many stakeholders. The appointment of a mental health coordinating unit at the Ministry of Health is crucial for the development of mental health in a country. Furthermore, mental health is everyone’s business and responsibility. Implementing the steps to be taken when developing a mental health policy and plan as recommended by WHO may be a slow process requiring the mobilization of political will. That’s why it is crucial that persons responsible for this process work close with all stakeholders in relevant sectors, taking their needs into consideration and try to translate that in clear objectives. It is common knowledge that improving the quality of mental health must be accompanied by the availability of financial and human resources. Finally, a mental health policy and plan should be one document tackling all aspects of mental health of a community.

NLG Museum Connecting to Collections, Statewide Planning Grant, Developing a Statewide Disaster Preparedness and Response Plan for Iowa, Final report.

The Iowa Conservation and Preservation Consortium, Iowa Museum Association, the State Historical Society of Iowa and the State Library requested the IMLS CTC grant funds so we could develop a statewide plan to help the stewards of cultural property plan for protection and disaster recovery of collections. We are very pleased with the results of our grant activities. Thanks to the IMLS CTC grant over 200 Iowa collection care takers have received basic training in disaster preparedness and response, 24 care takers have signed up to become cultural collection first responders, a dozen disaster planning/response trainers are available upon request, and over 40 institutions have ReAct Paks. We have created a variety of training tools ranging from basic awareness to in-depth training, established a website of disaster resources, and geo-referenced hundreds of cultural collection sites around Iowa. In addition, the IMLS grant was just the motivator we needed to participate in other national/international efforts which in turn strengthened our IMLS grant project.

Customizing for clients: developing a library liaison program from need to plan*

Building on the experiences of librarian representatives to curriculum committees in the colleges of dentistry, medicine, and nursing, the Health Science Center Libraries (HSCL) Strategic Plan recommended the formation of a Library Liaison Work Group to create a formal Library Liaison Program to serve the six Health Science Center (HSC) colleges and several affiliated centers and institutes. The work group's charge was to define the purpose and scope of the program, identify models of best practice, and recommend activities for liaisons. The work group gathered background information, performed an environmental scan, and developed a philosophy statement, a program of liaison activities focusing on seven |primary areas, and a forum for liaison communication. Hallmarks of the plan included intensive subject specialization (beyond collection development), extensive communication with users, and personal information services. Specialization was expected to promote competence, communication, confidence, comfort, and customization. Development of the program required close coordination with other strategic plan implementation teams, including teams for collection development, education, and marketing. This paper discusses the HSCL's planning process and the resulting Library Liaison Program. Although focusing on an academic health center, the planning process and liaison model may be applied to any library serving diverse, subject-specific user populations.

The Timber Wolf Preservation Society: Developing a Management Plan for Long Term Sustainability & Prosperity

The timber wolf has been eradicated from most of its North American range, but in recent decades has been recovering. The Timber Wolf Preservation Society (TWPS) was founded to assist in the reestablishment of wolf populations in Wisconsin. The public education mission of the TWPS is a key element in increasing human tolerance of wolves. This capstone summarizes principles of wolf ecology and the care of captive mammals. Challenges faced by the TWPS, including more effective board management practices and the need for a strategic plan, are also identified. Suggestions and recommendations for improving the TWPS administration, board governance and organizational growth are presented to allow the TWPS to become sustainable and continue to contribute to wolf recovery efforts in Wisconsin.
