William Dickson (1799-1877) was the son of the prominent Niagara businessman and politician William Dickson (1769-1846). William was educated in Edinburgh, Scotland, and settled in Galt, Ontario, upon his return to Canada. His father had business affairs in Dumfries and Galt, which he left in his sons charge when he retired to Niagara in 1837. William had an older brother, Robert, and younger brother, Walter, both of whom served in the Militia and became involved in politics.

In spite of the wealth generation potential of the world's large metropolitan cities, poor living conditions for much of the world's urban population persist. Although the city has been widely studied, urban policy often remains ineffective. The paper adopts a policy process approach to analyze the relationship between knowledge and governmental action. Impediments to improving urban policy are found in the inadequate capacity of government to act and in the politics of democratic decision-making. The paper recommends that a pragmatic view of knowledge generation be adopted.

Enormous change and innovation in governmental practices are occurring throughout the world. Local governance, in particular, has become a concern in many countries. Processes such as redemocratization and decentralization and imperatives of international lending agencies have focused attention on developing good governance practices. Improvement in local government remains a high priority in most countries, but unless the relationship between citizens and government is more fully developed the actions of local government will not necessarily lead to improvement in the conditions of people's lives. This paper will explore the concept of governance and propose an analytical framework for the study of local governance in an international context. The article concludes with recommendations on strategies to improve governance systems and government performance.

O problema que este trabalho busca compreender possui o seguinte paradoxo: o federalismo municipalista, oriundo da Constituição de 1988, que, a princípio, traria como efeito perverso a crise da gestão metropolitana, devido aos problemas que enfrentou, sobretudo, de natureza fiscal e financeira nos municípios, terminou por se mostrar um jogo de soma zero para o conjunto da federação e representou um fator de estímulo ao reaparecimento da agregação intermunicipal do país. Isso se demonstra pela observação da retomada da gestão metropolitana no Brasil, a partir do final dos anos 1990 e na primeira década do século XXI. O procedimento de análise adotado para demonstrar este problema será histórico-institucional, tendo por base de explicação os processos de mudanças incrementais observados na gestão metropolitana brasileira.

Este artículo presenta una primera propuesta de determinación de subsidios y contribuciones de tarifas de servicios públicos domiciliarios – SPD para la Capital colombiana, que no parta de una clasificación de grupos (estratos socioeconómicos). A partir de un ejercicio exploratorio, se diseña un esquema de pagos del servicio de acueducto a partir del avalúo catastral del inmueble en que habita cada hogar. El ejercicio establece el pago por unidad de consumo de agua, de manera que cada hogar en Bogotá destine una misma proporción de su gasto total al gasto en el servicio de acueducto y garantiza que el total de pagos cubran los costos de provisión del servicio.

A cornerstone of conservation is the designation and management of protected areas (PAs): locations often under conservation management containing species of conservation concern, where some development and other detrimental influences are prevented or mitigated. However, the value of PAs for conserving biodiversity in the long term has been questioned given that species are changing their distributions in response to climatic change. There is a concern that PAs may become climatically unsuitable for those species that they were designated to protect, and may not be located appropriately to receive newly-colonizing species for which the climate is improving. In the present study, we analyze fine-scale distribution data from detailed resurveys of seven butterfly and 11 bird species in Great Britain aiming to examine any effect of PA designation in preventing extinctions and promoting colonizations. We found a positive effect of PA designation on species' persistence at trailing-edge warm range margins, although with a decreased magnitude at higher latitudes and altitudes. In addition, colonizations by range expanding species were more likely to occur on PAs even after altitude and latitude were taken into account. PAs will therefore remain an important strategy for conservation. The potential for PA management to mitigate the effects of climatic change for retracting species deserves further investigation.

Trata do problema da localização de instituições de saúde de uma ótica de marketing. A partir do momento em que as instituições de saúde se apresentam ante o mercado, oferecendo serviços, é necessário que estes serviços cheguem ao mercado-alvo dentro de uma perspectiva de utilidades de tempo e lugar; ou seja, é necessária uma escolha conveniente para a prestação dos serviços. Através de explorações feitas utilizamos técnicas de varejo,o estudo permite vislumbrar um tratamento mercadológico ao estudo de localização,abrindo novas perspectivas para esse campo de conhecimento.

The spondylarthritides (SpA), including ankylosing spondylitis (AS), psoriatic arthritis (PsA), reactive arthritis, and arthritis associated with inflammatory bowel disease, cause chronic inflammation of the large peripheral and axial joints, eyes, skin, ileum, and colon. Genetic studies reveal common candidate genes for AS, PsA, and Crohn's disease, including IL23R, IL12B, STAT3, and CARD9, all of which are associated with interleukin-23 (IL-23) signaling downstream of the dectin 1 β-glucan receptor. In autoimmune-prone SKG mice with mutated ZAP-70, which attenuates T cell receptor signaling and increases the autoreactivity of T cells in the peripheral repertoire, IL-17-dependent inflammatory arthritis developed after dectin 1-mediated fungal infection. This study was undertaken to determine whether SKG mice injected with 1,3-β-glucan (curdlan) develop evidence of SpA, and the relationship of innate and adaptive autoimmunity to this process.

Aim To evaluate the climate sensitivity of model-based forest productivity estimates using a continental-scale tree-ring network. Location Europe and North Africa (30–70° N, 10° W–40° E). Methods We compiled close to 1000 annually resolved records of radial tree growth for all major European tree species and quantified changes in growth as a function of historical climatic variation. Sites were grouped using a neural network clustering technique to isolate spatiotemporal and species-specific climate response patterns. The resulting empirical climate sensitivities were compared with the sensitivities of net primary production (NPP) estimates derived from the ORCHIDEE-FM and LPJ-wsl dynamic global vegetation models (DGVMs). Results We found coherent biogeographic patterns in climate response that depend upon (1) phylogenetic controls and (2) ambient environmental conditions delineated by latitudinal/elevational location. Temperature controls dominate forest productivity in high-elevation and high-latitude areas whereas moisture sensitive sites are widespread at low elevation in central and southern Europe. DGVM simulations broadly reproduce the empirical patterns, but show less temperature sensitivity in the boreal zone and stronger precipitation sensitivity towards the mid-latitudes. Main conclusions Large-scale forest productivity is driven by monthly to seasonal climate controls, but our results emphasize species-specific growth patterns under comparable environmental conditions. Furthermore, we demonstrate that carry-over effects from the previous growing season can significantly influence tree growth, particularly in areas with harsh climatic conditions – an element not considered in most current-state DGVMs. Model–data discrepancies suggest that the simulated climate sensitivity of NPP will need refinement before carbon-cycle climate feedbacks can be accurately quantified.
