Canada releases over 150 billion litres of untreated and undertreated wastewater into the water environment every year1. To clean up urban wastewater, new Federal Wastewater Systems Effluent Regulations (WSER) on establishing national baseline effluent quality standards that are achievable through secondary wastewater treatment were enacted on July 18, 2012. With respect to the wastewater from the combined sewer overflows (CSO), the Regulations require the municipalities to report the annual quantity and frequency of effluent discharges. The City of Toronto currently has about 300 CSO locations within an area of approximately 16,550 hectares. The total sewer length of the CSO area is about 3,450 km and the number of sewer manholes is about 51,100. A system-wide monitoring of all CSO locations has never been undertaken due to the cost and practicality. Instead, the City has relied on estimation methods and modelling approaches in the past to allow funds that would otherwise be used for monitoring to be applied to the reduction of the impacts of the CSOs. To fulfill the WSER requirements, the City is now undertaking a study in which GIS-based hydrologic and hydraulic modelling is the approach. Results show the usefulness of this for 1) determining the flows contributing to the combined sewer system in the local and trunk sewers for dry weather flow, wet weather flow, and snowmelt conditions; 2) assessing hydraulic grade line and surface water depth in all the local and trunk sewers under heavy rain events; 3) analysis of local and trunk sewer capacities for future growth; and 4) reporting of the annual quantity and frequency of CSOs as per the requirements in the new Regulations. This modelling approach has also allowed funds to be applied toward reducing and ultimately eliminating the adverse impacts of CSOs rather than expending resources on unnecessary and costly monitoring.

The main objective pursued in this thesis targets the development and systematization of a methodology that allows addressing management problems in the dynamic operation of Urban Wastewater Systems. The proposed methodology will suggest operational strategies that can improve the overall performance of the system under certain problematic situations through a model-based approach. The proposed methodology has three main steps: The first step includes the characterization and modeling of the case-study, the definition of scenarios, the evaluation criteria and the operational settings that can be manipulated to improve the system’s performance. In the second step, Monte Carlo simulations are launched to evaluate how the system performs for a wide range of operational settings combinations, and a global sensitivity analysis is conducted to rank the most influential operational settings. Finally, the third step consists on a screening methodology applying a multi-criteria analysis to select the best combinations of operational settings.

As the population of Colorado continues to grow, the impacts from individual sewage disposal systems, or onsite wastewater systems (OWS), are becoming more apparent. Increased use of OWS impacts not only water quality but land use and development as well. These impacts have led to the need for a new generation of wastewater regulations in the state, a transition from the historic prescriptive requirements to a more progressive, performance-based system. A performance-based system will allow smarter growth, improved water quality, and cost savings for both the regulatory agencies and the OWS industry in Colorado. This project outlines the challenges and essential elements required to make this transition, and provides guidance on how to meet the challenges and overcome barriers to implementing a performance code in Colorado.

Rapidly depleting stocks of fossil fuels and increasing greenhouse gas (GHG) emissions have necessitated the exploration of cost effective sustainable energy sources focussing on biofuels through algae. Abundant wastewaters generated in urban localities every day provide the nourishment to nurture algae for biofuel generation. The present communication focuses on the lipid prospects of algae grown in wastewater systems. Euglena sp., Spirogyra sp. and Phormidium sp. were collected from selected locations of sewage fed urban lakes and sewage treatment plants of Bangalore and Mysore. The total lipid content of Euglena sp. was higher (24.6%) compared to Spirogyra sp. (18.4%) followed by Phormidium sp. (8.8%) and their annual lipid yield potential was 6.52, 1.94 and 2.856 t/ha/year, respectively. These species showed higher content of fatty acids (palmitate, stearate followed by oleic and linoleic acids) with the desirable biofuel properties. (C) 2013 Elsevier Ltd. All rights reserved.

La gestió de l'aigua residual és una tasca complexa. Hi ha moltes substàncies contaminants conegudes però encara moltes per conèixer, i el seu efecte individual o col·lgectiu és difícil de predir. La identificació i avaluació dels impactes ambientals resultants de la interacció entre els sistemes naturals i socials és un assumpte multicriteri. Els gestors ambientals necessiten eines de suport pels seus diagnòstics per tal de solucionar problemes ambientals. Les contribucions d'aquest treball de recerca són dobles: primer, proposar l'ús d'un enfoc basat en la modelització amb agents per tal de conceptualitzar i integrar tots els elements que estan directament o indirectament involucrats en la gestió de l'aigua residual. Segon, proposar un marc basat en l'argumentació amb l'objectiu de permetre als agents raonar efectivament. La tesi conté alguns exemples reals per tal de mostrar com un marc basat amb agents que argumenten pot suportar diferents interessos i diferents perspectives. Conseqüentment, pot ajudar a construir un diàleg més informat i efectiu i per tant descriure millor les interaccions entre els agents. En aquest document es descriu primer el context estudiat, escalant el problema global de la gestió de la conca fluvial a la gestiódel sistema urbà d'aigües residuals, concretament l'escenari dels abocaments industrials. A continuació, s'analitza el sistema mitjançant la descripció d'agents que interaccionen. Finalment, es descriuen alguns prototips capaços de raonar i deliberar, basats en la lògica no monòtona i en un llenguatge declaratiu (answer set programming). És important remarcar que aquesta tesi enllaça dues disciplines: l'enginyeria ambiental (concretament l'àrea de la gestió de les aigües residuals) i les ciències de la computació (concretament l'àrea de la intel·ligència artificial), contribuint així a la multidisciplinarietat requerida per fer front al problema estudiat. L'enginyeria ambiental ens proporciona el coneixement del domini mentre que les ciències de la computació ens permeten estructurar i especificar aquest coneixement.

This paper takes its root in a trivial observation: management approaches are unable to provide relevant guidelines to cope with uncertainty, and trust of our modern worlds. Thus, managers are looking for reducing uncertainty through information’s supported decision-making, sustained by ex-ante rationalization. They strive to achieve best possible solution, stability, predictability, and control of “future”. Hence, they turn to a plethora of “prescriptive panaceas”, and “management fads” to bring simple solutions through best practices. However, these solutions are ineffective. They address only one part of a system (e.g. an organization) instead of the whole. They miss the interactions and interdependencies with other parts leading to “suboptimization”. Further classical cause-effects investigations and researches are not very helpful to this regard. Where do we go from there? In this conversation, we want to challenge the assumptions supporting the traditional management approaches and shed some lights on the problem of management discourse fad using the concept of maturity and maturity models in the context of temporary organizations as support for reflexion. Global economy is characterized by use and development of standards and compliance to standards as a practice is said to enable better decision-making by managers in uncertainty, control complexity, and higher performance. Amongst the plethora of standards, organizational maturity and maturity models hold a specific place due to general belief in organizational performance as dependent variable of (business) processes continuous improvement, grounded on a kind of evolutionary metaphor. Our intention is neither to offer a new “evidence based management fad” for practitioners, nor to suggest research gap to scholars. Rather, we want to open an assumption-challenging conversation with regards to main stream approaches (neo-classical economics and organization theory), turning “our eyes away from the blinding light of eternal certitude towards the refracted world of turbid finitude” (Long, 2002, p. 44) generating what Bernstein has named “Cartesian Anxiety” (Bernstein, 1983, p. 18), and revisit the conceptualization of maturity and maturity models. We rely on conventions theory and a systemic-discursive perspective. These two lenses have both information & communication and self-producing systems as common threads. Furthermore the narrative approach is well suited to explore complex way of thinking about organizational phenomena as complex systems. This approach is relevant with our object of curiosity, i.e. the concept of maturity and maturity models, as maturity models (as standards) are discourses and systems of regulations. The main contribution of this conversation is that we suggest moving from a neo-classical “theory of the game” aiming at making the complex world simpler in playing the game, to a “theory of the rules of the game”, aiming at influencing and challenging the rules of the game constitutive of maturity models – conventions, governing systems – making compatible individual calculation and social context, and possible the coordination of relationships and cooperation between agents with or potentially divergent interests and values. A second contribution is the reconceptualization of maturity as structural coupling between conventions, rather than as an independent variable leading to organizational performance.

O presente relatório, desenvolvido no âmbito do estágio curricular realizado na Câmara Municipal de Cinfães, tem como objetivo caracterizar os sistemas de Abastecimento de Água e Drenagem de Água Residuais em Cinfães, analisando o seu funcionamento e a sustentabilidade de possíveis cenários futuros. Deste modo, o relatório inicia-se com a caracterização do Concelho, no seu enquadramento regional. Em seguida, são caracterizados os sistemas de água e saneamento, incluindo a evolução das redes de abastecimento, antes e depois da integração no sistema multimunicipal da Águas do Douro e Paiva (AdDP), de acordo com registos camarários. Nessa linha, foram analisados os problemas existentes e realizada uma caracterização da qualidade do serviço prestado atualmente, por ambos os sistemas. Tomando em consideração os dados de avaliação da Entidade Reguladora (ERSAR), conclui-se que os sistemas em causa estão ainda, de forma geral, aquém dos valores considerados de referência para a boa qualidade da prestação de serviços, em especial no que toca à cobertura dos serviços. Não obstante, por realização de um inquérito a uma amostra de 53 utentes dos sistemas de abastecimento de água e drenagem de águas residuais de Cinfães foi possível verificar que, o grau de satisfação é razoável ao nível da qualidade da água, garantia de pressões, níveis de falhas, rapidez de resposta na correção das mesmas e ainda das tarifas praticadas. Por último, é analisado um estudo, levado a cabo pelo consórcio Norteágua, para o grupo Águas de Portugal, relativamente à evolução dos sistemas de abastecimento de água e de drenagem e tratamento de águas residuais, em Cinfães. Neste capítulo, são abordadas situações de intervenção, propostas de evolução dos sistemas e estimativa de custos para essas soluções. Com base nesses elementos é feita uma avaliação simplificada da sustentabilidade económica dos sistemas na situação futura. Dessa análise foi possível concluir que a situação mais gravosa corresponde à drenagem e tratamento de águas residuais.

Ce mémoire porte sur l’étude de deux réseaux d’eau distincts, soit celui de la ville d’Arthabaska et celui de la ville de Victoriaville. Nous souhaitons éclairer le rôle joué par les facteurs environnementaux, naturels et urbains, au cours du processus ayant mené à l’implantation de réseaux d’eau potable et d’eaux usées dans les deux villes à l’étude. Divers travaux ont traité de la mise en place des réseaux d’aqueduc et d’égout à la grandeur du Canada. Toutefois, ce sont essentiellement les grandes villes comme Montréal ou Toronto qui ont retenu l’attention de l’histoire urbaine, politique et environnementale canadienne. L’objectif de cette démarche consiste à montrer que le milieu physique rural doit être incorporé à l’analyse comme élément vivant qui se transforme, qui influence et qui est influencé à son tour par l’être humain, puisqu’un et l’autre sont en constante interaction. Nous soutenons que la mise en place et le développement de réseaux d’eau sont influencés par le territoire dans lequel ils sont implantés et qu’ils ne peuvent pas être correctement analysés sans celui-ci. Afin de mettre l’espace au cœur de l’étude, nous avons mené une analyse des villes d’Arthabaska et de Victoriaville en considérant la géographie de la région à l’aide des cartes et des plans d’assurance-incendie, en plus de consulter des documents officiels et des articles tirés des journaux locaux.

L’utilisation accrue des nanomatériaux manufacturés (NM) fait en sorte que les différents acteurs de réglementation se questionnent de plus en plus par rapport à leur destin et leurs impacts sur les écosystèmes et la santé humaine suite à leur rejet dans l’environnement. Le développement de techniques analytiques permettant de détecter et de caractériser les NM en matrice environnementale est impératif étant donné la nécessité d’évaluer le risque relié à ces polluants émergents. Une des approches de plus en plus favorisée est d’utiliser une technique chromatographique et un ou plusieurs détecteurs sensibles dans les buts de réduire les effets de matrice, d’identifier des nanoparticules (NP) selon leurs temps de rétention et de les quantifier à des concentrations représentatives de la réalité environnementale. Une technique analytique utilisant la chromatographie hydrodynamique (HDC) et des détecteurs en ligne ou hors ligne (détecteurs de diffusion statique ou dynamique de la lumière, spectromètre de masse par torche à plasma en mode particule unique (SP-ICPMS), l’ultracentrifugation analytique) a donc été développée. Le couplage de la colonne HDC avec ces détecteurs a permis de caractériser des NP standards et l’optimisation des conditions de séparation de ces nanoparticules de polystyrène, d’or et d’argent a permis de confirmer que les NP y sont bel et bien séparées seulement selon leur taille, tel que la théorie le prédit. De plus, l’utilisation de la colonne HDC couplée au SP-ICPMS a permis de séparer un mélange de nanoparticules d’argent (nAg) et de les détecter à des concentrations représentatives de celles rencontrées dans l’environnement, soit de l’ordre du μg L-1 au ng L-1. Par exemple, dans un échantillon d’eau usée (effluent), un mélange de nAg de 80 et de 40 nm a été séparé et les nAg ont été détectées à l’aide du SP-ICPMS connecté à la colonne HDC (temps de rétention de 25.2 et 25.6 minutes et diamètres déterminés de 71.4 nm et 52.0 nm). Finalement, pour plusieurs échantillons environnementaux auxquels aucun ajout de nanoparticules n’a été fait, les analyses HDC-SP-ICPMS effectuées ont permis de déterminer qu’ils ne contenaient initialement pas de nAg.
