This paper estimates the effect of lighting on violent crime reduction. We explore an electrification program (LUZ PARA TODOS or Light for All - LPT) adopted by the federal government to expand electrification to rural areas in all Brazilian municipalities in the 2000s as an exogenous source of variation in electrification expansion. Our instrumental variable results show a reduction in homicide rates (approximately five homicides per 100,000 inhabitants) on rural roads/urban streets when a municipality moved from no access to full coverage of electricity between 2000 and 2010. These findings are even more significant in the northern and northeastern regions of Brazil, where rates of electrification are lower than those of the rest of the country and, thus, where the program is concentrated. In the north (northeast), the number of violent deaths on the streets per 100,000 inhabitants decreased by 48.12 (13.43). This moved a municipality at the 99th percentile (75th) to the median (zero) of the crime distribution of municipalities. Finally, we do not find effects on violent deaths in households and at other locations. Because we use an IV strategy by exploring the LPT program eligibility criteria, we can interpret the results as the estimated impact of the program on those experiencing an increase in electricity coverage due to their program eligibility. Thus, the results represent local average treatment effects of lighting on homicides.

In June 2000, the Authority convened a Criminal Justice Planning Assembly in which policy makers, service providers, researchers, practitioners, and elected officials participated. The goals and objectives for the criminal justice system, which came out of the Assembly, were refined in the following months and recommended action steps to address identified priorities were developed. This work resulted in a Criminal Justice Plan for the State of Illinois. A primary purpose of the Plan was the development of a framework for a comprehensive statewide approach to coordinating the allocation and expenditure of all federal and state funds appropriated to the Authority and made available for juvenile and criminal justice purposes. The Plan as well as past funding initiatives, the latest data on drug and violent crime in Illinois, and new criminal justice issues that have arisen in the last several years were taken into account in the development of the strategy. The strategy describes the role that Illinois' Anti-Drug Abuse Act Edward Byrne Memorial Fund award plays in the larger plan for Illinois, coordinating research, policy, and the legislative activities with funding initiatives.

Background: A sharp reduction in heroin supply in Australia in 2001 was followed by a large but transient increase in cocaine use among injecting drug users (IDU) in Sydney. This paper assesses whether the increase in cocaine use among IDU was accompanied by increased rates of violent crime as occurred in the United States in the 1980s. Specifically, the paper aims to examine the impact of increased cocaine use among Sydney IDU upon police incidents of robbery with a weapon, assault and homicide. Methods: Data on cocaine use among IDU was obtained from the Illicit Drug Reporting System (IDRS). Monthly NSW Police incident data on arrests for cocaine possession/ use, robbery offences, homicides, and assaults, were obtained from the Bureau of Crime Statistics and Research. Time series analysis was conducted on the police data series where possible. Semi-structured interviews were conducted with representatives from law enforcement and health agencies about the impacts of cocaine use on crime and policing. Results: There was a significant increase in cocaine use and cocaine possession offences in the months immediately following the reduction in heroin supply. There was also a significant increase in incidents of robbery where weapons were involved. There were no increases in offences involving firearms, homicides or reported assaults. Conclusion: The increased use of cocaine among injecting drug users following the heroin shortage led to increases in violent crime. Other States and territories that also experienced a heroin shortage but did not show any increases in cocaine use did not report any increase in violent crimes. The violent crimes committed did not involve guns, most likely because of its stringent gun laws, in contrast to the experience of American cities that have experienced high rates of cocaine use and violent crime.

O presente trabalho tem como principal objectivo identificar qual o conteúdo das notícias sobre crime violento retratados na imprensa portuguesa, em termos quantitativos, e perceber se apresentam diferenças significativas em dois jornais de informação geral. Consequentemente, importa reflectir em que medida a comunicação social pode influenciar as nossas representações sociais acerca dos fenómenos criminais, em especial o medo do crime, num prisma selectivo, implícito ao próprio processo de constituição e construção no campo dos media. Para a realização desta recolha fáctica ou documental procedeu-se à construção duma grelha de análise com o intuito de objectivar a recolha de dados. Posteriormente fez-se uma análise de conteúdo de notícias sobre crime violento, presentes nas primeiras páginas de dois jornais diários portugueses, o Correio da Manhã (CM) e o Diário de Notícias (DN), do mês de Agosto de 2008. Época em que os meios de comunicação social e o Poder político sustentaram que estávamos a viver uma onda de crime.

We describe what is meant by mental disorder, offending and substance misuse and how often they are seen together. Also we will talk about treatments and other sources of help. We examine whether people with mental illness are more likely to commit violent crimes. Offending and mental health: Mental illness is sometimes called a â?~mental disorderâ?T. This includes schizophrenia, bipolar disorder, drug-induced psychosis, personality disorder, depression, anxiety and post-traumatic stress disorder. These are just some examples of mental disorders. SERIOUS CRIMES: the rate decreased 6.6 percent from 3,669 crimes per 100,000 population in 2002 to the adjusted rate of 3,427 crimes per 100,000 population in 2003. Also known as the Crime Index, serious crimes include the violent crimes of murder, forcible rape, robbery and aggravated assault and the property crimes of burglary, larceny and motor vehicle theft. VIOLENT CRIMES: decreased 5.2 percent from 2002 to 2003, violent crimes dropped from an adjusted rate of 313.8 crimes per 100,000 population reported in 2002 to 297.4 crimes per 100,000 population in 2003. PROPERTY CRIMES: decreased 6.7 percent from an adjusted rate of 3,355 crimes per 100,000 population in 2002 to 3,131 crimes reported in 2003.

In recent years, the Department of Corrections has made major strides in assessing offenders’ risk to reoffend, particularly in measuring changes in that risk over time. Earlier this year, the DOC worked with the Board of Parole to develop a risk assessment that focuses on assessing offenders’ risk to commit violent crimes.

L’élaboration de programme d’interventions propres aux fraudeurs soulève la question de la particularité de leur personnalité. Des écrits suggèrent que la personnalité des fraudeurs présenterait des similitudes avec les traits psychopathiques. L’objectif de l’étude est donc de décrire et d’explorer ces traits chez des fraudeurs spécialisés incarcérés, et ce, à l’aide des questionnaires Psychopathic Personality Inventory (PPI) et Psychological Inventory of Criminal Thinking Styles (PICTS). Trois groupes de détenus (35 hommes, 17 femmes) ont rempli les questionnaires: fraudeurs spécialisés (n=23), autres délinquants sans crimes violents (ASV, n=19) et autres délinquants avec crimes violents (AAV, n=10). Un groupe d’étudiants (n=430) a aussi complété le PPI, permettant ainsi d’ajouter un groupe de comparaison. Les analyses ont permis de constater que le groupe de fraudeurs diffère peu des autres groupes quant à leurs traits psychopathiques. Cependant, ils sont moins enclins que le groupe d’AAV à adopter des pensées criminelles, fréquentes chez les psychopathes.

La mesure traditionnelle de la criminalité (taux pour 100 000 habitants) pose problème dans l'analyse des variations de la criminalité dans le temps ou l'espace. Le problème est dû au fait que le taux de criminalité est essentiellement déterminé par des infractions moins graves et très fréquentes. La présente étude a permis de tester l’utilité du nouvel outil développé par Statistique Canada qui procure un index de « gravité de la criminalité » dans lequel chaque crime est pondéré par son score de gravité (basé sur les décisions sentencielles moyennes au Canada de 2002 à 2007 pour chaque forme de crime). Appliquées aux statistiques officielles du Québec de 1977 à 2008, nos analyses montrent que l’indice de gravité s’avère une mesure utile pour dresser un portrait plus juste des tendances des crimes violents d’une année à l’autre. Plus exactement, l’indice de gravité montre que le taux de crimes violents est demeuré stable de 1977 à 1992 contrairement à l'image fournie par le taux traditionnel qui montre plutôt une montée fulgurante durant cette période. L’indice de gravité peut également être utile à l’égard des crimes violents pour comparer plus adéquatement les territoires entre eux afin d’établir ceux qui présentent une criminalité plus grave. Cependant, à l’égard de la criminalité globale et des crimes sans violence, l’indice de gravité n’est d’aucune utilité et présente la même lecture de la criminalité que la mesure traditionnelle. Cela s’explique par le fait que ce sont toujours les mêmes infractions (les vols, les méfaits et les introductions par effraction) qui contribuent majoritairement à chacune des deux mesures de la criminalité.
