This thesis explores interwar town planning in Australia, focusing on the period of large-scale urban expansion in the 1920’s. It problematises aspects of Australia’s urban planning history, particularly the 1920s ‘garden suburb. It also investigates the question of the use of international planning ideas in Australia, and the assertion or creation of authority by the Australian planning movement. The thesis additionally investigates the use of authoritative planning rhetoric for commercial or creative advantage. The thesis argues that the majority of innovative planning projects in the interwar years took place in the formation and foundation of the garden suburb. It shows that the garden suburb – assumed in much planning history to be an inferior form of Ebenezer Howard’s ‘garden city’ ideal – has, in fact, a number of precedents in 19th century Australian suburbia, some of which were retained in 20th century commercial estate design. Much of the Australian town planner’s authority at this time required recognition and awareness of the interests and needs of the general public, as negotiated through land vendors. As Australians looked to the future, and to the US for guidance, they were invited to invest in speculative real estate development modelled on this vision. The thesis concentrates primarily on the lives, careers and work of the British-Australian architect-planner Sir John Sulman; the Chicagoan architect-planners Marion Mahony and Walter Burley Griffin; and the Australian surveyor-planner Saxil Tuxen. These individuals were among the most prominent planners in Australia in the interwar years. All designed Australian garden suburbs, and combined advocacy with practice in private and public spheres. The thesis examines images and personas, both generic and individual, of the planner and the vendor. It shows that the formulation of the garden suburb and design practices, and the incorporation of international elements into Australian planning, are important in the creation of planning practice and forms. It also outlines the way these continue to have significant impact, in diverse and important ways, on both the contemporary built environment and planning history itself.

It is an accepted tenet of planning history that Australia's planning practice in the first half of the 20th century was dominated by experts delivering a package of international planning ideas. Is this story made more    complicated, however by the attitudes of the lay Australian to urban planning at this time? What role have the approaches of planners and planning  bodies played in advising the public of the best routes to take  towards comprehensive and appropriate planning? This paper discusses these  issues with use of examples of the general public's letters to  Melboume's Metropolitan Town Planning Commission (MTPC)( 1923-30) about planning issues in Melbourne; the MTPC's responses; and responsive propaganda generated by prominent Melbourne planner Saxil Tuxen (1885-1975).

El Cementerio Este de Malmo (1916-1973) ha sido analizado en el ámbito internacional sólo en contadas ocasiones, aunque en este lugar el arquitecto sueco Sigurd Lewerentz (1885-1975) realizó un proyecto experimental a gran escala, rechazando los trazados de cementerios pintorescos que se habían popularizado en Europa en aquella época y proponiendo una disposición más ortogonal, vinculada con el lugar de distintas maneras. Después de que Lewerentz ganase el concurso, el proyecto se desarrolló durante casi sesenta años. El Cementerio Este de Malmo ofrece una lente única a través de la cual se puede examinar la forma en la que se establecieron relaciones entre el proyecto de arquitectura y diversos aspectos del paisaje: con el entorno urbano y diversas circunstancias del entorno social mediante la vegetación como límite, con la topografía a través de la escala y los materiales de construcción, con la tradición organizando plantas, secciones y construcción, con el ámbito internacional a través de los paramentos constructivos, con las técnicas constructivas habituales en Suecia por medio de materiales cotidianos y con los alrededores a través del planteamiento de los detalles. La hipótesis de trabajo plantea que el concepto de límite en la obra de Lewerentz y en el Cementerio Este de Malmo en particular tiene un carácter dual, produciendo simultáneamente separaciones y relaciones con distintos aspectos del lugar y del tiempo. Esta investigación documenta y examina la construcción del Cementerio Este de Malmo apoyándose en planos y escritos originales de distintos archivos, datos recogidos en el proyecto así como en otros cementerios de la época y en análisis previos ya publicados. Proporcionando un estudio detallado de la evolución del enfoque de Lewerentz respecto a la relación entre arquitectura y paisaje, se define un marco en el que la obra de este arquitecto puede entenderse de una manera más completa. Lewerentz mantuvo una postura crítica con algunos modelos de su época, al tiempo que planteó vínculos con aspectos de la vida cotidiana de las personas. Este conjunto de referencias redefine, un conjunto de circunstancias vinculadas con el proyecto, que redefinen el lugar de forma abstracta. En esta doble cualidad del límite se da lugar a un espacio de intersección, entendido como un lugar de convergencia de personas. En estas relaciones, el usuario siempre es el centro, ya sea para crear un pórtico para resguardar, una avenida de árboles para crear un espacio más tranquilo o una ventana simplificada. Esta tesis contribuye a la investigación en el ámbito de la integración del proyecto de arquitectura en el lugar, describiendo una metodología de proyectar, en la que los elementos que sirven para separar espacios, también se emplean para vincularlos a un conjunto seleccionado de referencias a distintas escalas, lugares y tiempos. Este doble proceso que implica la construcción de los límites permite favorecer la proximidad a algunos aspectos del entorno y al mismo tiempo rechazar otros, permitiendo una perspectiva crítica y pudiendo proponer situaciones alternativas. ABSTRACT Malmó Eastern Cemetery (1916-1973) has received little international attention, despite the fact that Swedish architect Sigurd Lewerentz (1885-1975) led a large-scale experimental project, rejecting picturesque cemetery plans, popular in Europe at that time, and developing a more orthogonal layout, which was linked to the site in different ways. After Lewerentz won first prize in the competition to develop Malmó Eastern Cemetery, the project unfolded over a period of nearly sixty years. Malmó Eastern Cemetery project offers a unique lens through which to examine how different relationships were established between the architectural project and various features of the landscape: with the urban environment and various social circumstances using greenery as a boundary; with topography using the scale of construction and materials; with tradition by designing plans, sections and construction; with the international architectural arena by building walls; with common construction methods in Sweden using ordinary materials and with the surroundings by using detail. The hypothesis of this thesis explores the dual nature of the notion of limit in Lewerentz's work, and in Malmó Eastern Cemetery in particular, through the simultaneous creation of separations and connections with various aspects of place and time. This research documents and examines the construction of Malmó Eastern Cemetery by examining original drawings and writings from various archives, field exploration into the project and other cemeteries of the time, and the existing literature. By providing a detailed study of Lewerentz's evolving approach to the relationship between architecture and landscape, this thesis defines a framework in which Lewerentz's work may be understood in a more comprehensive way. Lewerentz was critical of some of the models of his time, although he established different connections with aspects of people's everyday lives. This set of connections defines a particular setting or set of circumstances for the project, which are more of an abstract notion. Within this double role of limits, a space of intersection is generated, which can be understood as a place of convergence for people. In this set of connections, the user is always at the centre of the design. For example, Lewerentz designed a portico that would provide shelter, an avenue of trees to produce a tranquil space of commemoration or a simplified window. This thesis contributes to research in the field of integration of an architectural project in a site, by describing a methodology of design, in which the elements used to subdivide spaces are also used to connect a set of selected references for different scales, locations and times. The dual process involved in building limits encourages proximity to some aspects of the environment, while rejecting others, thereby allowing for a critical perspective and the proposal of alternative situations.

This article was written in 1997. After a 2009 review the content was left mostly unchanged - apart from this re-written abstract, restructured headings and a table of contents. The article deals directly with professional registration of surveyors; but it also relates to government procurement of professional services. The issues include public service and professional ethics; setting of professional fees; quality assurance; official corruption; and professional recruitment, education and training. Debate on the Land Surveyors Act 1908 (Qld) and its amendments to 1916 occurred at a time when industrial unrest of the 1890s and common market principles of the new Commonwealth were fresh in peoples’ minds. Industrial issues led to a constitutional crisis in the Queensland’s then bicameral legislature and frustrated a first attempt to pass a Surveyors Bill in 1907. The Bill was re-introduced in 1908 after fresh elections and Kidston’s return as state premier. Co-ordinated immigration and land settlement polices of the colonies were discontinued when the Commonwealth gained power over immigration in 1901. Concerns shifted to protecting jobs from foreign competition. Debate on 1974 amendments to the Act reflected concerns about skill shortages and professional accreditation. However, in times of economic downturn, a so-called ‘chronic shortage of surveyors’ could rapidly degenerate into oversupply and unemployment. Theorists championed a naïve ‘capture theory’ where the professions captured governments to create legislative barriers to entry to the professions. Supposedly, this allowed rent-seeking and monopoly profits through lack of competition. However, historical evidence suggests that governments have been capable of capturing and exploiting surveyors. More enlightened institutional arrangements are needed if the community is to receive benefits commensurate with sizable co-investments of public and private resources in developing human capital.

Historically, the development philosophy for the two Territories of Papua and New Guinea (known as TPNG, formerly two territories, Papua and New Guinea) was equated with economic development, with a focus on agricultural development. To achieve the modification or complete change in indigenous farming systems the Australian Government’s Department of External Territories adopted and utilised a programme based on agricultural extension. Prior to World War II, under Australian administration, the economic development of these two territories, as in many colonies of the time, was based on the institution of the plantation. Little was initiated in agriculture development for indigenous people. This changed after World War II to a rationale based on the promotion and advancement of primary industry, but also came to include indigenous farmers. To develop agriculture within a colony it was thought that a modification to, or in some cases the complete transformation of, existing farming systems was necessary to improve the material welfare of the population. It was also seen to be a guarantee for the future national interest of the sovereign state after independence was granted. The Didiman and Didimisis became the frontline, field operatives of this theoretical model of development. This thesis examines the Didiman’s field operations, the structural organisation of agricultural administration and the application of policy in the two territories.

Brisbane writers and writing are increasingly represented as important to the city’s identity as a site of urban cool, at least in marketing and public relations paradigms. It is therefore remarkable that recent Brisbane fiction clings strongly to a particular relationship to the climatic and built environment that is often located in the past and which seemingly turns away, or at least elides, the ‘new’ technologically-driven Brisbane. Literary Brisbane is often depicted in the context of nostalgia for the Brisbane that once was—a tropical, timbered, luxuriant city in which sex is associated with heat, and, in particular, sweat. In this writing sweat can produced by adrenaline or heat, but in particular, in Brisbane novels, it is the sweat of sex that characterises the literary city. Given that Brisbane is in fact a subtropical city, it is interesting that metaphors of a tropical climate and vegetation occur so frequently in Brisbane stories (and narratives set in other parts of the state) that writer Thea Astley was prompted at one point to remark that Queensland writing was in danger of developing into a tropical cliché.

My thesis concerns the plans drawn up by architect Bertel Liljequist (1885 1954) for an industrial corporation and a city in Finland during the interwar years. These were two quite different clients: the Kymi Company operating in Kuusankoski and the City of Helsinki. My study includes the micro-examination of the wider social issues involved. That the industrial community and factories in Kuusankoski be constructed correctly in a way supporting corporate strategy was of primary importance for the company s operations. Through the planning process for Helsinki s abattoirs, I show how a city dealt with the twin problems of hygiene and increasing demand for food resulting from a growth in population. I clarify how society and its economic, political and class structures affected the practice of architecture and its expression in the built environment. I analyse how the different backgrounds and starting points of the clients affected the construction projects under study and architect Bertel Liljequist s work. In studying Liljequist as an industrial designer, I have considered it vital to ascertain the client s intentions and objectives within the framework of the prevailing social situation. I examine the meanings the client wished the architecture to express and also to communicate to those working in the factory and the area as well as to the workers living on company land. The social outlook of the owners and management of Kymi Company implicitly affected the appearance of the factory. A brick fairface for the factories was a safe and natural material at the beginning of the 1920s when taking into consideration the events of the 1918 Civil War. To have built a White factory in the style of a defence building would have been provocative. Outside the factory gates, however, the company supported White architecture. The company used the factory buildings to manifest its power and the dwellings to bind the workers and make them loyal to the company. Architecture was thus one way in which the company manifested its position as the higher and undisputed authority. The role of the City of Helsinki within the planning process was for its officials to provide expert opinions but also to arrange study trips for the architect and the abattoir s general manager. The city also decided on the standard of the design. The city s responsibility for the health of its inhabitants and the requirements of modern meat production can be seen in the minimal architecture and clear functionality of the plant. The architecture left no doubt about the trustworthiness of the modern city. Translation: Michael Wynne-Ellis

Suomen ja Viron välillä on ollut kontakteja tuhansien vuosien ajan. Vilkkaammiksi yhteydet muuttuivat kansallisen heräämisen ajalla ja sotien välisenä aikana. Toinen maailmansota katkaisi suomalais-virolaiset suhteet lähes 20 vuodeksi Neuvostoliiton miehitettyä Viron. Yhteydet Viroon palasivat jossakin muodossa 1960-luvulla, mutta olivat silloin ja tutkimusajankohtana 1970-luvulla tiukasti säädeltyjä. Kaikki virallisen tason yhteydenpito tapahtui Moskovan kautta ja valvonnassa, ja kansalaisyhteiskunnan tasolla tapahtuvaa toimintaa maiden välillä ei ollut. Myös lehtikirjoittelu oli Moskovan seurannassa ja Neuvostoliitto puuttui usein, mikäli Suomessa kirjoitettiin Virosta jotakin mikä ei ollut sille mieleen. Tutkielman tavoitteena on selvittää, millainen maa Viro oli 1970-luvun alkupuolella ja millainen kuva siitä oli Suomessa sekä Ruotsissa eläneen pakolaisvirolaisen yhteisön keskuudessa. Aineistona on sanomalehtiartikkeleita vuosilta 1973–1975 neljästä suomalaisesta ja kahdesta ruotsinvirolaisesta sanomalehdestä. Erityinen painopistealue on Euroopan turvallisuus- ja yhteistyökokous eli Etyk, jonka järjestelyihin Suomi otti aktiivisesti osaa. Länsivaltiot ajoivat Ety-asiakirjaan periaatteita mm. vapaammasta tiedonvälityksestä ja ihmisten liikkumisesta, Neuvostoliitto taas tavoitteli rauhansopimuksen korviketta, jolla Euroopan toisen maailmansodan jälkeiset rajat vahvistettaisiin. Etyk oli siis virolaisille monella tavalla merkittävä: he saattoivat toivoa kokouksen tuovan mahdollisuuksia ottaa Baltian asia esille ja saada Baltian maille itsenäisyys, tai ainakin suurempi itsemääräämisoikeus. Toisaalta he pelkäsivät Neuvostoliiton vain vahvistavan otettaan Virosta Etykin avulla. Etykiin liittyvässä kirjoittelussa suomalaislehtien haluttomuus ottaa Viron asiaa esille näkyy erityisen selvästi.Virosta ei muutenkaan 1970-luvulla uutisoitu usein ja Etykin yhteydessä virolaisten toiveita ja tavoitteita ei juuri julkistettu. Baltian maista paenneet pyrkivät kyllä tuomaan asiaansa julkisuuteen Helsingin 1973 ja 1975 kokousten aikaan, mutta suomalaislehdissä se ei näkynyt. Virosta myös annettiin siloiteltu kuva sanomalehdissä ja epäkohtia kuten venäläistämistoimenpiteitä, pidätyksiä tai elintarvikepulaa ei julkistettu. Samaan aikaan Ruotsissa pakolaisvirolaisten toimesta ilmestyneiden lehtien maailma oli aivan toisenlainen. Niiden Etyk-aiheiset kirjoitukset käsittelivät lähes pelkästään Viron asiaa ja Etykin kolmannen korin asioita eli ihmisoikeuskysymyksiä. Ne myös toivat esille aivan toisenlaisen kuvan Neuvosto-Viron oloista kuin suomalaislehdet. Muissa kuin Etykiin liittyvissä artikkeleissa suomalaislehtien välillä on kuitenkin eroja. Yhdenkään tutkituista suomalaislehdistä (Helsingin Sanomat, Hufvudstadsbladet, Kansan Uutiset ja Uusi Suomi) ei voi sanoa noudattaneen täysin horjumatta mitään tiettyä linjaa Viro-kirjoittelussa. Yhdenmukaisimmin suhtautui Kansan Uutiset, joka harvoja poikkeuksia lukuun ottamatta ei tuonut esiin kritiikkiä Neuvostoliittoa kohtaan. Vaihtelevin suhtautuminen oli Helsingin Sanomilla, jonka tapauksessa ei oikeastaan voi puhua minkäänlaisesta linjasta. Hufvudstadsbladet oli melko neutraali joskin etäinen ja maltillinen. Eniten neuvostokritiikkiä viljeli Uusi Suomi. Kuitenkin myös siinä ilmestyi esimerkiksi kaunistelevia kuvauksia elämästä Neuvosto-Virossa, eikä sekään Ety-kokousten aikaan asettunut balttipakolaisten puolelle. Yhdessäkään lehdessä ei ilmestynyt Viro-aiheisia kirjoituksia usein; kaikkiaan artikkeleita aineistossani oli 4 lehdestä 3 vuodelta 247. Monissa niistäkään Viro ei ollut pääasia vaan sitä vain sivuttiin. Ruotsinvirolaisia lehtikirjoituksia aineistossani oli 318. Lehtien (Eesti Päevaleht ja Teataja) välillä ei ollut merkittäviä sisällöllisiä eroja. Suomalaislehdistä ne taas erosivat täysin. Viron kuulumisten ja maailmanpolitiikan lisäksi ne seurasivat myös Suomen asioita ja etenkin niitä tapauksia, joissa Viro ylitti uutiskynnyksen suomalaislehdissä. Suomen lehdissä taas ei paria lähinnä Uuden Suomen poikkeusta lukuun ottamatta kirjoitettu pakolaisvirolaisista mitään, eikä etenkään heidän toiminnastaan Viron asian eteen. Pakolaisvirolaisten lisäksi myös Neuvosto-Viro oli 1970-luvulla suurimmalle osalle suomalaisista varsin tuntematon, sillä julkisessa keskustelussa se esiintyi erittäin harvoin ja oli poistettu jopa oppikirjoista. Suomalaisten yleisen käsityksen mukaan Virossa kaikki oli hyvin ja siellä asui tyytyväisiä ihmisiä. Myös Etyk nähtiin Suomessa täysin toisenlaisessa valossa kuin Pohjanlahden toisella puolella, jossa kirjoittelua leimasi pettymys Etykiin toisen maailmansodan jälkeisten rajojen vahvistajana.
