Uma das ambições da sociedade atual é a obtenção da carta de condução, havendo cada vez mais jovens a tirar a sua carta mal atingem a idade mínima necessária. Muitos destes jovens envolvem-se em acidentes rodoviários, provavelmente devido à sua inexperiência e ao seu estilo de vida. Dados os problemas de inexperiência foi realizado um estudo de forma a averiguar se seria possível desenvolver uma ferramenta de modo a contribuir para uma melhoria do ensino do código da estrada, ajudando os atuais e futuros candidatos a condutor a sentirem-se mais bem preparados para quando adquirirem as suas licenças de condução. O objetivo principal do presente estudo focou-se no desenvolvimento de uma solução capaz de simular situações de trânsito permitindo ao instrutor de condução alterar os componentes da simulação, como veículos e sinalização, permitindo a criação de múltiplas situações de trânsito demonstrando aos seus alunos o modo correto de proceder quando confrontados com situações semelhantes. No final são apresentadas as conclusões retiradas do presente estudo, onde são retiradas as conclusões principais da analisa de resultados efetuada, permitindo verificar que a ferramenta desenvolvida é interessante para uma melhoria do ensino atual do código da estrada. No fim são apresentadas as perspetivas de trabalho futuro.

By virtue of the volume and nature of their attributions, including secondary school as well as problem-areas such as security and traffic, the Brazilian states are the ultimate responsible entities for young people. This study argues in favour of granting greater freedom for the states to define their own public policy parameters to deal with local features and to increase the degree of learning about such actions at the national level. In empirical terms, the study assesses the impacts of new laws, such as the new traffic code (from the joint work with Leandro Kume, EPGE/FGV doctor’s degree student) and traces the statistics for specific questions like drugs, violence and car accidents. The findings show that these questions produce different results for young men and women.The main characters in these dramas are young single males, suggesting the need for more distinguished public policies according not only to age, but also by gender. The study also reveals that the magnitude of these problems changes according to the youth’s social class. Prisons concern poorer men (except for the functional illiterate) while fatal car accidents and the confessed use of drugs concern upper-class boys.

In the contemporary society, the language is presented in all social spaces and assumes many different purposes in order to meet the needs that emerge from each of these sphere. In traffic, this reality is not different. To guide vehicles, it is necessary to know, by means of reading artifacts, what the legislation establishes in what concerns the way to act in this domain. Thus, this works aims at describing the practices of literacy held in events of driver trainings and know the expectations generated by drivers/learners from this training. In theoretical terms, it anchors in Literacy Studies, comprehended here as social practices (BARTON; HAMILTON, 1998; KLEIMAN, 1995, 2008; MORTATTI, 2004; STREET, 1984; OLIVEIRA, 2008, 2010; ROJO, 2009; PAZ, 2008). Genre Theory (BRONCKART, 2004, 1999; OLIVEIRA, 2010) and in your multimodal instance (KRESS; VAN LEEUWEN, 1996; DIONÍSIO, 2006). In terms of methodology, it follows the bias of qualitative research, because of its ethnographic nature (BOGDAN; BIKLEN, 1994; MINAYO, 2010; CANÇADO, 1994; CHIZZOTTI, 2005). The research corpus was generated by reading the Brazilian Traffic Code, by observing the literacy events held in Drivers Training Centers of Natal, analysis of course books used in these events, plus questionnaires with open and closed questions and semistructured interviews. The collaborators are constituted of drivers in training, and instructors who work in this field. The analyses show significant contributions regarding the placement more committed of future drivers with the welfare and safety of those who use the public roads, from the practice or reading done during the traffic training. The contribution of this work lies in the possibility to expand the discussion about the language practice uses regarding the training for the traffic, more specifically, the training of drivers of vehicles

Neste trabalho são feitas comparações entre os principais sinais horizontais de trânsito (Parada Obrigatória, Faixa de Pedestre e Lombada) padronizados pelo Código de Trânsito Brasileiro (CTB), com modelos alternativos que sofreram variações na forma e/ou cor, alguns deles já usados em algumas cidades brasileiras, com o objetivo de identificar se essas alterações melhoram ou não a percepção do sinal (impacto visual). Para isso são utilizados dois métodos da Psicofísica. Numa primeira etapa a análise é feita utilizando o Método de Comparação aos Pares, para um grupo de quatro estímulos para cada sinal estudado. Em seguida, aplicando o Método de Estimativa das Categorias, foi avaliado o impacto visual do sinal horizontal de Parada Obrigatória quanto à presença ou ausência de orla externa. Por fim, também pelo Método de Comparação aos Pares, foi avaliado o impacto visual causado pelo uso conjugado de sinais horizontais em cruzamentos não semaforizados. Foram estudadas as combinações entre os sinais de parada obrigatória, faixa de pedestres e faixa de retenção. Os resultados obtidos permitem inferir as seguintes conclusões: as alterações na forma e cor propostas para os sinais de parada obrigatória e faixa de pedestres causam maior impacto visual quando comparadas ao modelo padronizado pelo CTB mas, no caso das lombadas, a sinalização padrão mostrou-se ser mais perceptível; quanto a presença ou não da orla externa no sinal de parada obrigatória, esta demonstrou ser positiva; o uso conjugado dos sinais de parada obrigatória, faixa de pedestres e faixa de retenção é a combinação que mais desperta a atenção dos usuários.

Public travel by motor vehicles is often necessary in road and street sections that have been officially closed for construction, repair, and/or other reasons. This authorization is permitted in order to provide access to homes and businesses located beyond the point of closure. The MUTCD does address appropriate use of specific regulatory signs at the entrance to closed sections; however, direct guidance for temporary traffic control measures within these areas is not included but may be needed. Interpretation and enforcement of common practices may vary among transportation agencies. For example, some law enforcement officers in Iowa have indicated a concern regarding enforcement and jurisdiction of traffic laws in these areas because the Code of Iowa only appears to address violations on roadways open to “public travel.” Enforcement of traffic laws in closed road sections is desirable to maintain safety for workers and for specifically authorized road users. In addition, occasional unauthorized entry by motor vehicles is experienced in closed road areas causing property damage. Citations beyond simple trespass may be advisable to provide better security for construction sites, reduce economic losses from damage to completed work, and create safer work zones.

Transportation agencies in Iowa are responsible for a significant public investment with the installation and maintenance of traffic control devices and pavement markings. Included in this investment are thousands of signs and other inventory items, equipment, facilities, and staff. The proper application of traffic control devices and pavement markings is critical to public safety on streets and highways, and local governments have a prescribed responsibility under the Code of Iowa to properly manage these assets. This research report addresses current traffic control and pavement marking application, maintenance, and management in Iowa.

The purpose of the METKU Project (Development of Maritime Safety Culture) is to study how the ISM Code has influenced the safety culture in the maritime industry. This literature review is written as a part of the Work Package 2 which is conducted by the University of Turku, Centre for Maritime Studies. The maritime traffic is rapidly growing in the Baltic Sea which leads to a growing risk of maritime accidents. Particularly in the Gulf of Finland, the high volume of traffic causes a high risk of maritime accidents. The growing risks give us good reasons for implementing the research project concerning maritime safety and the effectiveness of the safety measures, such as the safety management systems. In order to reduce maritime safety risks, the safety management systems should be further developed. The METKU Project has been launched to examine the improvements which can be done to the safety management systems. Human errors are considered as the most important reason for maritime accidents. The international safety management code (the ISM Code) has been established to cut down the occurrence of human errors by creating a safety-oriented organizational culture for the maritime industry. The ISM Code requires that a company should provide safe practices in ship operation and a safe working environment and establish safeguards against all identified risk. The fundamental idea of the ISM Code is that companies should continuously improve safety. The commitment of the top management is essential for implementing a safety-oriented culture in a company. The ISM Code has brought a significant contribution to the progress of maritime safety in recent years. Shipping companies and ships’ crews are more environmentally friendly and more safety-oriented than 12 years ago. This has been showed by several studies which have been analysed for this literature research. Nevertheless, the direct effect and influence of the ISM Code on maritime safety could not be isolated very well. No quantitative measurement (statistics/hard data) could be found in order to present the impacts of the ISM Code on maritime safety. In this study it has been discovered that safety culture has emerged and it is developing in the maritime industry. Even though the roots of the safety culture have been established there are still serious barriers to the breakthrough of the safety management. These barriers could be envisaged as cultural factors preventing the safety process. Even though the ISM Code has been effective over a decade, the old-established behaviour which is based on the old day’s maritime culture still occurs. In the next phase of this research project, these cultural factors shall be analysed in regard to the present safety culture of the maritime industry in Finland.

Due to increasing waterborne transportation in the Gulf of Finland, the risk of a hazardous accident increases and therefore manifold preventive actions are needed. As a main legislative authority in the maritime community, The International Maritime Organization (IMO) has set down plenary laws and recommendations which are e.g., utilised in the safe operations in ships and pollution prevention. One of these compulsory requirements, the ISM Code, requires proactive attitude both from the top management and operational workers in the shipping companies. In this study, a crosssectional approach was taken to analyse whether the ISM Code has actively enhanced maritime safety in the Gulf of Finland. The analysis included; 1) performance of the ISM Code in Finnish shipping companies, 2) statistical measurements of maritime safety, 3) influence of corporate top management to the safety culture and 4) comparing safety management practices in shipping companies and port operations of Finnish maritime and port authorities. The main results found were that maritime safety culture has developed in the right direction after the launch of the ISM Code in the 1990´s. However, this study does not exclusively prove that the improvements are the consequence of the ISM Code. Accident prone ships can be recognized due to their behaviour and there is a lesson to learn from the safety culture of some high standard safety disciplines such as, air traffic. In addition, the reporting of accidents and nearmisses should be more widely used in shipping industry. In conclusion, there is still much to be improved in the maritime safety culture of the Finnish Shipping industry, e.g., a “no blame culture” needs to be adopted.

Traffic Control Signs or destination boards on roadways offer significant information for drivers. Regulation signs tell something like your speed, turns, etc; Warning signs warn drivers of conditions ahead to help them avoid accidents; Destination signs show distances and directions to various locations; Service signs display location of hospitals, gas and rest areas etc. Because the signs are so important and there is always a certain distance from them to drivers, to let the drivers get information clearly and easily even in bad weather or other situations. The idea is to develop software which can collect useful information from a special camera which is mounted in the front of a moving car to extract the important information and finally show it to the drivers. For example, when a frame contains on a destination drive sign board it will be text something like "Linkoping 50",so the software should extract every character of "Linkoping 50", compare them with the already known character data in the database. if there is extracted character match "k" in the database then output the destination name and show to the driver. In this project C++ will be used to write the code for this software.
