Objective: Developing the scientific underpinnings of social welfare requires effective and efficient methods of retrieving relevant items from the increasing volume of research. Method: We compared seven databases by running the nearest equivalent search on each. The search topic was chosen for relevance to social work practice with older people. Results: Highest sensitivity was achieved by Medline (52%), Social Sciences Citation Index (46%) and Cumulative Index of Nursing and Allied Health Literature (CINAHL) (30%). Highest precision was achieved by AgeInfo (76%), PsycInfo (51%) and Social Services Abstracts (41%). Each database retrieved unique relevant articles. Conclusions: Comprehensive searching requires the development of information management skills. The social work profession would benefit from having a dedicated international database with the capability and facilities of major databases such as Medline, CINAHL, and PsycInfo.

A doença de Alzheimer (DA) afeta mais de um milhão de habitantes no Brasil com grande impacto tanto na saúde como social e financeiro. O uso adequado de medicamentos e os programas de cuidado integrado são recomendados como as melhores práticas nesta doença. Em 2002, o Ministério da Saúde criou o Programa de Assistência Farmacêutica aos Portadores de doença de Alzheimer que garante aos portadores desta patologia acesso à avaliação por especialistas e tratamento medicamentoso de alto custo. Mas, para um melhor planejamento das ações relacionadas ao programa, é importante entender os padrões de morbi-mortalidade da população alvo, qualidade da assistência oferecida e o seu impacto. Com foco nesse cenário, esta tese teve como objetivo o estudo da adesão, mortalidade e sobrevida em uma população portadora de doença de Alzheimer assistida nesse programa de assistência farmacêutica. Para apresentação dessa pesquisa, dividiram-se os resultados em três artigos. No primeiro artigo, o objetivo foi avaliar a viabilidade de se utilizar as informações de reabastecimento de receitas coletadas por esse programa na construção de medidas de adesão, uma metodologia já explorada na literatura internacional, mas com experiência limitada no Brasil. Os dados foram acessados nos formulários de Autorização de Procedimentos de Alto Custo (APAC) armazenados na base de dados do programa de acesso de medicamentos excepcionais do Sistema de Informação Ambulatorial (SIA). Como resultado, foram criadas várias medidas de adesão com potencial aplicação no campo da farmacoepidemiologia e planejamento em saúde. No segundo artigo, o foco foi entender que fatores individuais, terapêuticos ou relacionados à assistência, poderiam estar relacionados com um aumento do risco de abandono do programa. Fatores como o sexo feminino, o número de comorbidades na APAC, o tipo de inibidor de colinesterase iniciado e a irregularidade nos reabastecimentos foram associados a um maior risco de abandono do programa. No terceiro artigo, pelas técnicas de relacionamento probabilístico de base de dados, agregaram-se os dados presentes no Sistema de Informação sobre Mortalidade (SIM) para avaliação dos padrões de mortalidade desta patologia. Cerca de 40% dos pacientes foram a óbito durante todo o período de seguimento e principal causa básica de mortalidade foi a doença de Alzheimer (19%). Idade mais avançada e sexo masculino foram as únicas variáveis associadas com uma menor sobrevida. A persistência no programa em seis meses e os diferentes níveis de adesão, medidos pela proporção de posse da medicação, não mostraram associação com a sobrevida. Conclui-se que os dados disponíveis nas bases possibilitaram a investigação do padrão de mortalidade e utilização de um programa de assistência na doença de Alzheimer. E, a possibilidade de analisar grandes populações, em caráter contínuo, com medidas objetivas e com um custo relativamente baixo suplanta o caráter limitado das informações individuais e da doença. Políticas que suportem o aumento na disponibilidade, qualidade e escopo da informação e o avanço nas metodologias de pesquisa em bases de dados devem ser uma prioridade da saúde, pois contribuem com a criação de informações relevantes para um uso racional de recursos e melhora nas práticas de cuidado.

El fenómeno del ciberterrorismo se constituye como una nueva amenaza a la seguridad internacional, este fenómeno es el resultado de distintos procesos en el sistema internacional como el de la globalización. La definición del concepto se establece por la convergencia entre el ciberespacio y el terrorismo. El objetivo de esta investigación es explicar las distintas dimensiones del ciberterrorismo, métodos de ataque, acciones pasadas, propósito del fenómeno, situación actual y vulnerabilidades. El objeto de estudio de esta investigación es la Unión Europea como actor del sistema internacional que se ha visto afectado por este fenómeno. También se dará uso al aparato teórico de los complejos de seguridad desarrollado por Barry Buzan para evidenciar las nuevas amenazas del sistema internacional y analizar los procesos de securitización del fenómeno en el seno de la Unión Europea.

Objective: The study aimed to examine the difference in response rates between opt-out and opt-in participant recruitment in a population-based study of heavy-vehicle drivers involved in a police-attended crash. Methods: Two approaches to subject recruitment were implemented in two different states over a 14-week period and response rates for the two approaches (opt-out versus opt-in recruitment) were compared. Results: Based on the eligible and contactable drivers, the response rates were 54% for the optout group and 16% for the opt-in group. Conclusions and Implications: The opt-in recruitment strategy (which was a consequence of one jurisdiction’s interpretation of the national Privacy Act at the time) resulted in an insufficient and potentially biased sample for the purposes of conducting research into risk factors for heavy-vehicle crashes. Australia’s national Privacy Act 1988 has had a long history of inconsistent practices by state and territory government departments and ethical review committees. These inconsistencies can have profound effects on the validity of research, as shown through the significantly different response rates we reported in this study. It is hoped that a more unified interpretation of the Privacy Act across the states and territories, as proposed under the soon-to-be released Australian Privacy Principles will reduce the recruitment challenges outlined in this study.

Context: Electronic bibliographic databases are a key source for professional publications about social work and community care more generally. This article describes and evaluates a method of identifying relevant articles as part of a systematic review of research evidence. Decision making about institutional and home care services for older people is used as an example. Method: Four databases (Social Science Citation Index, Medline, CINAHL, and Caredata) that abstract publications relevant to health and social services were searched systematically to identify relevant research studies. The items retrieved were appraised independently using a standard form developed for the purpose. The searches were compared in terms of sensitivity, precision, overlap between databases, and inter-rater reliability. Results: The search retrieved 525 articles, of which 276 were relevant. The four databases retrieved 55%, 41%, 19%, and 1% of the relevant articles respectively, achieving these sensitivities with precision levels of 54%, 48%, 84% and 94%. The databases retrieved 116, 73, 24 and 15 unique relevant articles respectively, showing the need to use a range of databases. Discussion: A general approach to creating a search to retrieve relevant research has been developed. The development of an international, indexed database dedicated to literature relevant to social services is a priority to enable progress in evidence-based policy and practice in social work. Editors and researchers should consider using structured abstracts in order to improve the retrieval and dissemination of research.

The purpose of the paper is to analyse different narratives about al Qaeda (AQ) in Terrorism Studies, and to demonstrate the methodological and empirical problems associated with them. It demonstrates that AQ as it emerges within Terrorism Studies is more of an artefact of preconceived notions about fundamentalist ideology than the result of rigid empirical research.

From the Introduction. This article seeks to examine the relationship between European Union law, international law, and the protection of fundamental rights in the light of recent case law of the European Court of Justice (ECJ) and the Court of First Instance (CFI) relating to economic sanctions against individuals. On 3 September 2008, the ECJ delivered its long-awaited judgment in Kadi and Al Barakaat on appeal from the CFI.3 In its judgment under appeal,4 the CFI had held that the European Community (EC) is competent to adopt regulations imposing economic sanctions against private organisations in pursuance of UN Security Council (UNSC) Resolutions seeking to combat terrorism; that although the EC is not bound directly by the UN Charter, it is bound pursuant to the EC Treaty to respect international law and give effect to UNSC; and that the CFI has jurisdiction to examine the compatibility of EC regulations implementing UNSC resolutions with fundamental rights not as protected by the EC but as protected by jus cogens. On appeal, following the Opinion of Maduro AG, the ECJ rejected the CFI’s approach. It held that UNSC resolutions are binding only in international law. It subjected the contested regulations to full review under EC human rights standards and found them in breach of the right to a hearing, the right to judicial protection and the right to property. Kadi and Al Barakaat is the most important judgment ever delivered by the ECJ on the relationship between EC and international law and one of its most important judgments on fundamental rights. It is imbued by constitutional confidence, commitment to the rule of law but also some scepticism towards international law. In the meantime, the CFI has delivered a number of other judgments on anti-terrorist sanctions assessing the limits of the “emergency constitution” at European level. The purpose of this paper is to examine the above case law and explore the dilemmas and tensions facing the EU judiciary in seeking to define and protect the EU’s distinct constitutional space. It is divided as follows. It first looks at the judgment in Kadi. After a short presentation of the factual and legal background, it explores the question whether the EU has competence to adopt smart sanctions. It then examines whether the EU is bound by resolutions of the Security Council, whether the ECJ has jurisdiction to review Community measures implementing such resolutions and the applicable standard of judicial scrutiny. It analyses the contrasting views of the CFI, the Advocate General, and the ECJ taking account also of the case law of the European Court of Human Rights (ECtHR). Further, it explores the consequences of annulling the contested regulation. It then turns to discussing CFI case law in relation to sanctions lists drawn up not by the UN Security Council but by the EC. The paper concludes by welcoming the judgment of the ECJ. Whilst its reasoning on the issue of Community competence is questionable, once such competence is established, it is difficult to support the abrogation of Community standards for the protection of fundamental rights. Such standards should ensure procedural due process whilst recognising the importance of public security.

Terrorism poses both direct and indirect threats to the operations of the firm. It represents a market imperfection that increases transaction costs and creates barriers to the free flow of goods, affecting potential gains that would occur in the presence of unhindered exchange. Terrorism reflects the risk or actual encounter of violent acts, whose goal is to engender fear, coercion, or intimidation. We investigate terrorism and its association with marketing strategy and operations. Key concepts on terrorism are reviewed and a collection of propositions is offered. We highlight the pivotal roles of sourcing, production, distribution, pricing, communications, and general business strategy as functions influenced by, or capable of influencing, terrorism. Lastly, we offer managerial implications, as well as directions and guidelines for future research.

The study here highlights the potential that analytical methods based on Knowledge Discovery in Databases (KDD) methodologies have to aid both the resolution of unstructured marketing/business problems and the process of scholarly knowledge discovery. The authors present and discuss the application of KDD in these situations prior to the presentation of an analytical method based on fuzzy logic and evolutionary algorithms, developed to analyze marketing databases and uncover relationships among variables. A detailed implementation on a pre-existing data set illustrates the method. © 2012 Published by Elsevier Inc.
