The career of civil engineer Henrique de Novaes, a remarkable figure in the academic, technical and political fields, demonstrates its extensive and relevant work across Brazil in the first half of the twentieth century. It covered from the design of water supply and sewage works, road and rail transport networks, works against drought in the Northeast, hydroelectric and harbor facilities to the urbanization planning and architectural projects, which displays a systematic and multiple production. City and territory conformed to his fields of verification, practical and above all, transformation. The search for understanding of the inclusion of a social actor in this process thus contributes to the specific analysis of the doings of Henrique de Novaes, who graduated at Polytechnic School of Rio de Janeiro in 1906. From a polymorphic activity in different scales, one tries to figure how, through academic education or professional practice, urban history in Brazil can be told or built. The introduction of technological innovations matched the purposes of planning and urban sprawl, as well as met the specifications of regulation and institutionalization of public infrastructure services at the time. The overall plans proposed by the engineer thought of the city as a whole, interconnected to the structural networks. At the same time, the knowledge of a larger physical scale the territory bounces back in the urban in a relationship of reciprocity and completeness. The objective research, therefore, tries to understand the roles played by Henrique de Novaes s works and academic education in the accomplishment of systematic modernization of Brazilian urban space and territory, recovering a little known historical figure by current historiography. It is proposed, as methodological axis, that the study of this professional career configures itself as an essential element for understanding the idea of progress embodied in the technical studies and proposals for improvements and sanitation nationwide in the first half of the twentieth century . The primary sources for the construction of this analysis were technical articles in journals of the period ( Clube de Engenharia , Viação e Revista Brasileira de Engenharia ), and technical reports, government messages, newspaper articles published at the time, autobiographical reports and the engineer s verbal communications with relatives. The work is structured in three chapters: "Biographical traces, academic education and 'technical and political' activities" illustrates the initiation into the technical, public and political environment; Chapter 2, "Technique and territory" outlines his network understanding through sanitation and transport services; Chapter 3 "Technique and City" describes the influence of polytechnics knowledge on the propositions of modernization of cities; Finally, "Final Thoughts: An Evaluation," presents an overview of the affiliations and practice of an engineer in the different scales, and its contribution to the modernization of Brazilian urban and territorial space

Apresenta uma contribuição para a reflexão sobre a Administração Pública no Brasil, em especial, no que diz respeito à Administração Municipal no contexto federativo. Focaliza o tema da formação de gestores municipais como tarefa estratégica para a superação das desigualdades sociais no país. Com base na experiência brasileira e alemã propõe que através da formação sistemática se apóie a moldagem de um novo perfil de agente municipal, o "gestor-cidadão", que congrega no mesmo profissional a expressão do compromisso civil com o bem comum e as competências políticas e administrativas úteis ao conjunto das sociedades locais e regionais. Discute ainda uma estratégia institucional para formação de gestores municipais.

Esta dissertação debruça-se sobre a educação profissional brasileira no tocante a sua evolução, debate atual e experiência recente. No que se refere à evolução, revi sita esta modalidade de educação, desde sua origem até os dias atuais. No que tange ao debate atual, elucida as principais idéias/argumentos que permeiam os debates atuais e instigam a disputa social em torno da educação profissional no país. E, finalmente, no que concerne a experiência recente, a partir da análise de uma política pública do Mec, mostra como se faz à expansão e modernização da educação profissional no Brasil.

Este artigo fornece subsídios à discussão sobre regionalização do salário mínimo brasileiro. Inicialmente, avaliamos a efetividade da política de salário mínimo nacional sobre a determinação dos salários nas diversas formas de inserção ocupacional do mercado de trabalho brasileiro, analisadas separadamente para as diversas realidades regionais do país. A nossa técnica consiste, essencialmente, em mapear pontos de pressão/soluções de canto produzidas pela política de salário mínimo brasileira. O grau de efetividade do salário mínimo é estimado para os diversos estados brasileiros, destacando-se a heterogeneidade de seus efeitos sobre os diferentes segmentos do mercado de trabalho. A seguir, realizamos um estudo FURVV VHFWLRQ que procura identificar os principais determinantes do grau de efetividade do salário mínimo nos diversos estados brasileiros. Finalmente, procuramos quantificar diferenças espaciais de custo de vida a fim de balizar propostas de regionalização do salário mínimo. O trabalho aponta a importância dos chamados “efeitos informais” do mínimo nas regiões Norte e Centro-Oeste do país (isto é, empregados sem carteira recebendo exatamente um mínimo e empregados com carteira recebendo determinados múltiplos do mínimo) e a predominância de efeitos tradicionais do mínimo (i.e., indivíduos do setor formal recebendo um mínimo) na região Nordeste.

Analisa o atual estágio das práticas turísticas, no Brasil, do ponto de vista ético, considerando as características dos serviços turísticos e a questão da qualidade percebida. Examina aspectos da evolução sócio-política brasileira, com vistas a compreender as dificuldades de propagação das práticas éticas no turismo, no país. Mostra que está em curso um processo de alteração do patamar ético no plano da sociedade brasileira e prevê que estas modificações no macro-ambiente devem de alguma maneira, estar ocorrendo no plano dos serviços turísticos. Adicionalmente, reflete sobre a possibilidade de incluir a disciplina Ética no curriculum das Universidades de Turismo.

This research objectify to analyze the effects of minimum wage recovery in the household consumption in the Brazil, northeastern region of the Brazil and the state of the Rio Grande do Norte, in the period of 1995 to 2011. This is because the search for the strengthening of the internal market, via incentive policies to private demand has assumed prominence in the Government agenda. Thus, under the justification of the fierce debate about the effectiveness of countercyclical policies of Brazil, in view of the recent economic crisis, aims to: 1) retake the theoretical debate and, to a certain extent, the evolution of the theory of household consumption, as well as some conclusions about their connection with the minimum wage; 2) to describe the experiences and the effects of this legislation in economic history, with emphasis on the Brazilian case; 3) to present some of the available statistics to research bases, with attention to the specifics of each and the empirical results found for consumption in Brazil; 4) to estimate the effects of minimum wage variation in household consumption in Brazil (BR), northeast (NE) and Rio Grande do Norte (RN). From this, in order to quantify this relationship, makes inferences from the effects of the wage bill and the minimum wage on consumption, in quarterly series (with ad hoc adjustment from the "weights" of each quarter), from classic model of multiple linear regression. The hypothesis is that released: increments in income, derived from the policy of minimum wage recovery will influence directly the household consumption. However, when comparing the results between the units analyzed, the expressiveness of the northeastern families of Brazil and Rio Grande do Norte families front national dynamics with income linked to this floor, drives most significant impacts spending decisions in NE and RN, thus reducing regional disparities in the consumer. The results indicate contrary evidence, because while for the BR a unitary variation in minimum wage increases the consumption in units monetary 1.28, to the NE and RN these parameters are respectively 1.05 and 1.09

Este estudo problematiza a inserção dos psicólogos nas equipes municipais de saúde, a partir da análise da experiência de um grupo formado por psicólogas que trabalham nas equipes de saúde de municípios do Vale do Taquari. São municípios pequenos: um deles tem 70 mil habitantes, os demais são menores, entre 3 e 20 mil habitantes. O estudo foi realizado no período de março de 2002 a janeiro de 2004. Partiremos do pensamento foucaultiano com relação aos dispositivos, que no nosso estudo funcionam para o disciplinamento que forma-conforma psicólogos enquanto profissionais da área da saúde. Através de encontros mensais com o grupo de psicólogas, discutimos e conhecemos suas práticas nos serviços municipais de saúde, e os conceitos de Sistema Único de Saúde (SUS) e do processo saúde-doença que sustenta essas práticas. A separação entre teoria e prática, ciência e profissão, mantida pelos cursos de graduação, aliado à manutenção de currículos voltados para a clínica tradicional (modelo médico hegemônico), mostrou que os psicólogos não se reconhecem como trabalhadores do SUS, mas importam para os serviços do Sistema práticas tradicionais, desconsiderando necessidades e especificidades do contexto sócio-econômico e cultural. A partir destas constatações entendemos que o psicólogo não se reconhece como trabalhador de saúde do SUS e, uma das razões fortes pode ser atribuída ao modelo de formação e prática que vem produzindo e reproduzindo esses modelos há 41 anos. Precisamos formar parcerias para inventar estratégias e promover mudanças nos modos de “fazer psicologia”.

The theme of this dissertation is the quality in assistance and services rendered: a study on the satisfaction of the students from the Social Studies school. In a school, leader are supposed to always believe that the best form of attaining success derives from their performance in decentralizing activities, do away with barriers and help in the front line. This is the participative management. Students satisfaction is the goal. When the whole school community feels emotionally involved, success is assured, since all the educational segments are supposed to get together for achieving school success. When investment is made in the continued education of the school staff, such as the establishing a teaching of quality is sedimented. To have a school of quality in assistance and services rendered and, thereafter, to obtain favorable results, it is necessary for everyone to be aware of their roles, which is only possible through a cooperative effort on the part of the people forming the institution, with a commitment of the whole team: teaching, technical and administrative staff, as well as its external and internal clients, with values of excellence and relevance, which ought to be present in the whole of the educational effort. The four fundamental dimensions for a program of quality are: Planning to change; organizing to act; Acting to transform; Assessing to improve. In planning the institution establishes its objectives. In organizing it defines the structure for a more flexible action. In acting what has been established is implemented. In assessing it constantly improves the program of quality. To look for the students quality and satisfaction is the virtue of persistence is the doing right from the word go. To have a zeal and care in everything one does e for whom it is intended to, since to achieve the maximum in result with the least effort, reaching goal, objectives and finalities are everything the target population wishes.

Este trabalho busca identificar um campo específico de atuação para instituições vinculadas a governos estaduais que atuam com capacitação e que são denominadas Escolas de Governo. Toma como estudo de caso as experiências da FUNDAP, em São Paulo e da FESP, no Rio de Janeiro e, a partir de uma análise crítica sobre o modo de funcionamento, missão e público alvo dessas instituições, busca sinalizar novos caminhos e possibilidades para consolidação dessas instituições no Brasil. Examina o modelo adotado pela Escola Nacional de Administração Pública, ENAP, que serviu de referência para as Escolas de Governo estudadas, buscando identificar os problemas existentes na práxis dessas duas instituições e demonstrar que esses se situam, não na qualidade e no desempenho de seus cursos e programas de capacitação, mas sim na sua própria concepção e missão.
