The paper argues that if the state, as an expression and part of a pact of domination, operates as a corporate actor with relative autonomy, vision and capacity to promote the development, it is a key institution to the economic transformation. Supported in the neo-Marxism, exposes the limits of institutionalist approach of autonomy of the state to explain its origin, but does not rule out this approach. Maintains that the class-balance theory of the state may explain its relative autonomy and at the same time aid in understanding the historical experiences of social-developmentalist state action, particularly in the social democratic regimes and in the current Latin America.

The research project on "Seniors in Society. Strategies to Retain Individual Autonomy" (2002 - 2004) is supported by the Grant Agency of the Czech Republic. It's importance is empha-sized by the relevance of social and economic aspects of demographic ageing of the popula-tion and that of fundamental changes associated with the transformation of Czech society. The objectives of the research are (1) to find out seniors' material and social resources sup-porting their relative autonomy in everyday life, (2) to record their personal expectations from state, community, or formal and informal support and aid institutions, respectively, and (3) to uncover their engagement in social interaction and individual experiencing of the integration into social groups. The data acquired become the base for (4) identifying the typologies corre-sponding to the levels of seniors' social integration (i.e. groups of relatives, friends, neighbours, special-interest and professional groups). By applying qualitative methods, we explore (5) strategies of everyday life and coping with life cycle events and crisis within par-ticular types. Special attention is paid to the family background of the seniors, including rela-tives in the vertical line. Specifically, we focus on (6) conditions under which family is capa-ble and willing to help or actually is helping it's oldest members, as well as on their interpre-tation within (7) identified types of the relatives supportive systems.

The main goal of psychosocial rehabilitation is to compensate the vulnerability underlying psychiatric disorders through intermediate institutions when the persistence and recurrence of these disorders have led to social and professional exclusion. Intermediate institutions refer to services which allow transition between the state of dependence on the hospital to the state of relative autonomy in social community. Psychosocial rehabilitation is a comprehensive approach which link the type of interventions: treatment, rehabilitation and support integrated in multimodal and individualized programs. A study of the out-patients followed by the rehabilitation unit of the psychiatric department in Lausanne has shown that provision of services is divided into 60% for rehabilitation, 20% for treatment and 20% for support independently of the psychiatric disorders. The implementation of these programs necessitates institutional support from psychiatric hospital to outpatient clinics through different types of facilities in order to offer a medical and psychosocial device of rehabilitation into the community

The integrity of central and peripheral nervous system myelin is affected in numerous lipid metabolism disorders. This vulnerability was so far mostly attributed to the extraordinarily high level of lipid synthesis that is required for the formation of myelin, and to the relative autonomy in lipid synthesis of myelinating glial cells because of blood barriers shielding the nervous system from circulating lipids. Recent insights from analysis of inherited lipid disorders, especially those with prevailing lipid depletion and from mouse models with glia-specific disruption of lipid metabolism, shed new light on this issue. The particular lipid composition of myelin, the transport of lipid-associated myelin proteins, and the necessity for timely assembly of the myelin sheath all contribute to the observed vulnerability of myelin to perturbed lipid metabolism. Furthermore, the uptake of external lipids may also play a role in the formation of myelin membranes. In addition to an improved understanding of basic myelin biology, these data provide a foundation for future therapeutic interventions aiming at preserving glial cell integrity in metabolic disorders.

When compared to Latin America, Asian economies since 1980 have grown faster and have done so with relatively modest inequalities. Why? A comparison of Asia and Latin America underlines the superiority of the nationalist capitalist model of development, which has often been pursued more explicitly in Asia, over that of a dependent capitalist model, which has often been pursued in Latin America. In comparison to Latin America, the Asian model has facilitated higher and less volatile rates of economic growth and a greater political room to pursue social democratic policies. The "tap root" of these alternate pathways is relative autonomy from global constraints: states and economies in Asia have been more nationalist and autonomous than in Latin America.

Almost all Latin American countries are still marked by extreme forms of social inequality – and to an extent, this seems to be the case regardless of national differences in the economic development model or the strength of democracy and the welfare state. Recent research highlights the fact that the heterogeneous labour markets in the region are a key source of inequality. At the same time, there is a strengthening of ‘exclusive’ social policy, which is located at the fault lines of the labour market and is constantly (re-)producing market-mediated disparities. In the last three decades, this type of social policy has even enjoyed democratic legitimacy. These dynamics challenge many of the assumptions guiding social policy and democratic theory, which often attempt to account for the specificities of the region by highlighting the purported flaws of certain policies. We suggest taking a different perspective: social policy in Latin American should not be grasped as a deficient or flawed type of social policy, but as a very successful relation of political domination. ‘Relational social analysis’ locates social policy in the ‘tension zone’ constituted by the requirements of economic reproduction, demands for democratic legitimacy and the relative autonomy of the state. From this vantage point, we will make the relation of domination in question accessible for empirical research. It seems particularly useful for this purpose to examine the recent shifts in the Latin American labour markets, which have undergone numerous reforms. We will examine which mechanisms, institutions and constellations of actors block or activate the potentials of redistribution inherent in such processes of political reform. This will enable us to explore the socio-political field of forces that has been perpetuating the social inequalities in Latin America for generations.

In the relations between society and the state, the two forms of politically organized societies – the nation and civil society – play a key role, as also do class coalitions and political pacts. The relation between both is dialectical, but, initially, the state exerts more influence on the society; as democratization takes place this relation gradually changes in favor of society. Despite the fact that politics (the art of governing the state) is subjected to economic and political constraints, it counts with a relative autonomy. It is not the state but politics that has relative autonomy. Whereas society and the economy are the realm of necessity, politics is the realm of men’s will and freedom. The deterministic political theories that search to predict political behavior fail because they ignore this relative autonomy of politics. It is through politics, in the framework of the democratic state, that men and women build their state and their society.

O livre arbítrio na forma de uma independência de que todo ser humano é capaz no processo formativo, não poderia permanecer restrito, também no campo da Educação, à afirmação vaga de uma autonomia relativa característica de todo processo social. A procura de seus fundamentos filosóficos, na esperança de poder encontrar determinações mais precisas de sua possibilidade, é dever irrecusável para quem pretende escapar a uma certa ambiguidade ideológica. Esta ambiguidade se manifesta, por um lado, na incorporação do determinismo dos fenômenos naturais ao campo social e, por outro, na valorização daquilo que pertence à essencia do homem: a capacidade de constituição de sua própria humanidade"junto ao processo de formação"do social. Kant e Heidegger. cada um de maneira própria, mas de modo algum excludentes entre si, permitem fundar filosoficamente a autonomia formativa, através da categoria transcendência. Em Kant, a liberdade, enquanto possibilidade inscrita no âmbito da humanidade do homem de inaugurar uma ação absolutamente nova, à revelia do mecanismo causa-efeito dos fenômenos naturais; e em Heidegger, a abertura da pré-sença - entidade ontológica do homem - que lhe permite constituir sua humanidade junto à constituição/revelação do mundo constróem a realidade daquilo que chamamos livre-arbítrio.

O presente estudo propõe uma interpretação da Psicologia Social como expressão da relação homem/meio, baseada no modelo dialético genético-estrutural Piagetano. É conceituada uma interdependência entre diferentes níveis de análise teórica e uma continuidade do mais simples ao complexo, mantendo-se a autonomia relativa, em cada nível que, com suas próprias leis, obedecerá ao sistema global da organização vital: níveis biológicos, psicológicos e sociológicos encadeiam-se, sem que se possa definir um limite estrito entre eles. Supera-se assim o problema metodológico de abstração de níveis que leva a consideráveis distorções, especialmente quando se abstrai o nível político-social. Psicologia Social será o estudo da ação que uma estrutura social provoca no indivíduo e a ação recíproca que o indivíduo exerce sobre a estrutura social: o sujeito participa ativamente, em grupo, da construção da estrutura que sobre ele atua. Frente à abordagem psicossocial dominante, empírico-analítica e à abordagem alternativa, histórico-social, e introduzida uma visão interacionista que integra como complementares posições conflitantes, sendo criticadas teorias que pretendem reduzir o comportamento humano ao meio ou ao sujeito. É proposta uma teoria psicobiológica da relação homem/meio que definira o grau de desenvolvimento atingido pelo indivíduo e grupo como função da interação permitida: se o contexto for repressor, ocorrera uma atualização empobrecida de fenótipos culturais. O psicólogo social deverá ter um enfoque do desenvolvimento do indivíduo e sociedade, para poder atuar de forma politicamente relevante. A ideologia ê interpretada como expressa0 de uma função humana mais geral, a função simbólica e será sempre dependente da autorregularão atingida pelo grupo em um contexto sócio-político específico. Como uma ação concreta sempre é ideológica por sua práxis, um nível meta-ideológico só será atingido através da atuação num nível ideológico; apenas através da pesquisa psico e sociogenética se atingirá um dado não-ideológico.

Os conhecimentos e valores transmitidos pela escola não servem igualmente a todos os grupos sociais. Ela não se constitui num instrumento de mudança social pois, perpetuando as diferenças culturais e sociais, vem, na verdade, trabalhando na manutenção do "status quo". O objetivo que aqui se propõe a analisar a atuação da escola, verificando se sua ação ideológica e voluntária ou inconsciente, se ê independente ou determinada. O referencial teórico tomado como base para a análise do problema, é dado pelos estudos da ideologia em Gramsci. Embora admitindo que as ideias e valores (ideologia) são, muitas vezes veiculados inconscientemente e concluindo que essa ideologia é determinada por fatores sócio-econômicos, acredita-se, no entanto, que a ação educativa da escola tem uma autonomia relativa, podendo inclusive influenciar a base econômica e social que a determina. Como decorrência. pode-se esperar da escola um trabalho construtivo, emancipador, com repercussões sociais mais amplas. Para tanto é importante a ação consciente do educador. Assim é que também a psicologia, na educação escolar, deve trabalhar consciente dos condicionamentos sociais e de seus mecanismos, bem como da possibilidade e necessidade de superá-los.

This paper, first, situates the nation-state historically, as a product of the capitalist revolution. Second, it distinguishes the state (the law system and the organization that guarantees it) from the nation-state or country (the territorial political unit formed by a nation, a state and a territory). Third, it defines nation, civil society and class coalitions, understanding that they are forms of society politically organized, which role is to act as intermediary between society and the state. Fourth, it uses these concepts plus the ones of relative autonomy and of anteriority to understand the ever changing relation between the state and society, where in early moments the state or its elites assumed the lead, and later, as democratization takes place, the protagonist role changed gradually to the people. The paper emphasizes the class coalitions, and argues that behind the two basic forms or economic and political organization of capitalism – developmentalism and economic liberalism – there are the correspondent class coalitions

The rural settlements represent a mark in the expensive historical process of fight by the land in Brazil. At first offer basic terms of survival, through the access the land and of the fundamental supports for exploration. At the same time, have stimulated organization forms politicizes of the families who manage to work with the new challenges of the everyday. The moment that follows the land conquest, and therefore, the settlements construction while life and work project, it is crossed for objective and subjective demands, with highlight for options of agricultural production and strategies of collective action. Originally formed as representation instance legitimates of the families - front to the government and social actors - the settlers associations are private spaces for political sociability, that guided by principles participative, can lead the settlers the new conquests through indeed democratic experiences. The goal of this work is to comprehend the participation forms in the scope of these associations and the way as that translates in life best terms for the group, from the settlements experiences located in the Territories of the Citizenship Mato Grande and Açu-Mossoró, in Rio Grande do Norte's State. The theoretical conceptions that guide this analysis are concentrate on discussions about democracy and participation (Patermam, Putnam, Bodernave) and in the reflections about the rural world (Medeiros, Martins, Woodman e Woodman and Bergamansco). About methodological, different point of view strategies were developed: The direct observation, the application in locate of questionnaires to the families settlers and interviews semi-structured with the internal leaderships. With that could verify that the participation forms in the associations operate in two heartfelt: Of a side, they promote assimilation opportunities of democratic abilities accompanied of notions of social rights and redefinition of political standards; Of another, it offers indeed the possibility of the settlers lead, with relative autonomy, the political organization and her changes in direction to a way of life that wish to have in the settling
