When an artist is put in charge of a city, he will use the town as his canvas. Edi Rama became Mayor of Tirana in 2000 and since them has undertaken an unusual and colourful renewal program for the Albania capital.

Patent law is a regime of intellectual property, which provides exclusive rights regarding scientific inventions, which are novel, inventive, and useful. There has been much debate over the limits of patentable subject matter relating to emerging technologies. The Supreme Court of the US has sought to rein in the expansive interpretation of patentability by lower courts in a series of cases dealing with medical information (Prometheus), finance (Bilski), and gene patents (Myriad). This has led to a reinvigoration of the debate over the boundaries of patentable subject matter. There has been controversy about the rise in patenting of geoengineering - particularly by firms such as Intellectual Ventures.

This paper examines how the reinvigoration of the exceptional American historical experience appears as a solution to some of the leading neoconservatives, considering Nathan Glazer and Irving Kristol as emblematic, regarding the fall of the American empire, beginning in the 1960s and 1970s, after its rise during the Cold War, the so-called 25 glorious years. We note that the arguments of these authors is rooted in the revival of reactionary rhetoric as an antidote to the decadence of American virtue supposedly caused by Communism, by the counterculture movement and the alleged perverse effect of the welfare state.

Southern Ocean sediments reveal a spike in authigenic uranium 127,000 years ago, within the last interglacial, reflecting decreased oxygenation of deep water by Antarctic Bottom Water (AABW). Unlike ice age reductions in AABW, the interglacial stagnation event appears decoupled from open ocean conditions and may have resulted from coastal freshening due to mass loss from the Antarctic ice sheet. AABW reduction coincided with increased North Atlantic Deep Water (NADW) formation, and the subsequent reinvigoration in AABW coincided with reduced NADW formation. Thus, alternation of deep water formation between the Antarctic and the North Atlantic, believed to characterize ice ages, apparently also occurs in warm climates.

A sediment core from the western tropical Atlantic covering the last 21,000 yr has been analysed for centennial scale reconstruction of sea surface temperature (SST) and ice volume-corrected oxygen isotopic composition of sea water (delta18O(ivc-sw)) using Mg / Ca and delta18O of the shallow dwelling planktonic foraminifer Globigerinoides ruber (white). At a period between 15.5 and 17.5 kyr BP, the Mg / Ca SST and delta18O(ivc-sw), a proxy for sea surface salinity (SSS), reveals a warming of around 2.5 °C along with an increase in salinity. A second period of pronounced warming and SSS increase occurred between 11.6 and 13.5 kyr BP. Within age model uncertainties, both warming intervals were synchronous with air temperature increase over Antarctica and ice retreat in the southern South Atlantic and terminated with abrupt centennial scale SSS decrease and slight SST cooling in conjunction with interglacial reactivation of the meridional overturning circulation (MOC). We suggest that during these warm intervals, production of saline and warm water of the North Brazil Current resulted in pronounced heat and salt accumulation, and was associated with warming in the southern Atlantic, southward displacement of the intertropical convergence zone and weakened MOC. At the termination of the Younger Dryas and Heinrich event 1, intensification of cross-equatorial heat and salt transport caused centennial scale cooling and freshening of the western tropical Atlantic surface water. This study shows that the western tropical Atlantic served as a heat and salt reservoir during deglaciation. The sudden release of accumulated heat and salt at the end of Younger Drays and Heinrich event 1 may have contributed to the rapid reinvigoration of the Atlantic MOC.

The OSCE’s Special Monitoring Mission in Ukraine functions as the eyes and ears of the international community in Eastern Ukraine; it monitors, impartially, the ongoing conflict between Ukraine and Russia and observes whether or not both parties comply with the Minsk II Agreement. The success, or failure, of this Mission will not only be of crucial importance for the situation in Eastern Ukraine, but will also determine the OSCE’s entire future and ability to operate in conflict regions. Although the SMM is a flawed tool, Dennis Sammut and Joseph D’Urso argue that its deployment and the subsequent reinvigoration of OSCE is the perfect opportunity for the EU to rethink its relation to and position in the organisation, and to assume a bigger and more decisive role.

This article analyses the complex process that deracialised and democratised South African football between the early 1970s and 1990s. Based mainly on archival documents, it argues that growing isolation from world sport, exemplified by South Africa's expulsion from the Olympic movement in 1970 and FIFA in 1976, and the reinvigoration of the liberation struggle with the Soweto youth uprising triggered a process of gradual desegregation in the South African professional game. While Pretoria viewed such changes as a potential bulwark against rising black militancy, white football and big business had their own reasons for eventually supporting racial integration, as seen in the founding of the National Soccer League. As negotiations for a new democratic South Africa began in earnest between the African National Congress (ANC) and the National Party (NP) in the latter half of the 1980s, transformations in football and politics paralleled and informed each other. Previously antagonistic football associations began a series of 'unity talks' between 1985 and 1986 that eventually culminated in the formation of a single, non-racial South African Football Association in December 1991, just a few days before the Convention for a Democratic South Africa (CODESA) opened the process of writing a new post-apartheid constitution. Finally, three decades of isolation came to an end as FIFA welcomed South Africa back into world football in 1992 - a powerful example of the seemingly boundless potential of a liberated and united South Africa ahead of the first democratic elections in 1994.
