Oral health is essential for the general well being of the individual and collectively for the health of the population. Oral health can be maintained by routine dental care and visits to dental professionals, but accessing professional dental care may be a continuing difficulty in vulnerable older adult population. Many older adults are not frequent users of dental care, though oral health is crucial to their well-being and overall health. Access to care is the timely use of personal health services to achieve the best possible health outcomes. ^ Objectives: The aims of this review are to (i) to analyze and elucidate the relationship between socio-economic disparities in gender, ethnicity, poverty status, education and the continuing public issue of access to oral care, (ii) to identify the underlying causes through which these factors can affect access to oral care. This review will provide a knowledgeable basis for development of interventions to provide adequate access to oral care in older adults and implementing policies to ensure access to oral care; through highlighting the various socio economic factors that affect access to oral care among older adults. ^ Methods: This paper used a purposeful review of literature on socioeconomic disparities in access to oral care among older adults. The references considered in this review included all the relevant articles, surveys and reports published in English language, since the year 1985 to 2010, in the United States. The articles selected were scrutinized for relevancy to the topic of access to oral care and which included discussions of the effects of gender, ethnicity, poverty status, educational status in accessing oral care. ^ Results: Evidence confirmed the continuing disparity in access to oral care among older adults. The possible links identified were gender inequality, ethnic differences, income levels and educational differences affecting access to oral care. The underlying causes linking these factors with access to oral care were established. ^ Conclusion: The analysis of the literature review findings supported the prevalence of disparities in gender, ethnicity, income and education with its possible links affecting access to oral care. The underlying causes helped to understand the reasons behind this growing issue of inaccessible oral care. Further research is needed to develop policies and target dental public health efforts towards specific problem areas ensuring equitable access to oral services and consequently, improve the health of older adults.^

Staffing rural and remote schools is an important policy issue for the public good. This paper examines the private issues it also poses for teachers with families working in these communities, as they seek to reconcile careers with educational choices for children. The paper first considers historical responses to staffing rural and remote schools in Australia, and the emergence of neoliberal policy encouraging marketisation of the education sector. We report on interviews about considerations motivating household mobility with 11 teachers across regional, rural and remote communities in Queensland. Like other middle-class parents, these teachers prioritised their children’s educational opportunities over career opportunities. The analysis demonstrates how teachers in rural and remote communities constitute a special group of educational consumers with insider knowledge and unique dilemmas around school choice. Their heightened anxieties around school choice under neoliberal policy are shown to contribute to the public issue of staffing rural and remote schools.

This is an important book that ought to launch a debate about how we research our understanding of the world, it is an innovative intervention in a vital public issue, and it is an elegant and scholarly hard look at what is actually happening. Jean Seaton, Prof of Media History, U of Westminster, UK & Official Historian of the BBC -- Summary: This book investigates the question of how comparative studies of international TV news (here: on violence presentation) can best be conceptualized in a way that allows for crossnational, comparative conclusions on an empirically validated basis. This book shows that such a conceptualization is necessary in order to overcome existing restrictions in the comparability of international analysis on violence presentation. Investigated examples include the most watched news bulletins in Great Britain (10o'clock news on the BBC), Germany (Tagesschau on ARD) and Russia (Vremja on Channel 1). This book highlights a substantial cross-national violence news flow as well as a cross-national visual violence flow (key visuals) as distinct transnational components. In addition, event-related textual analysis reveals how the historical rootedness of nations and its symbols of power are still manifested in televisual mediations of violence. In conclusion, this study lobbies for a conscientious use of comparative data/analysis both in journalism research and practice in order to understand what it may convey in the different arenas of today’s newsmaking.

Family mobility decisions reveal much about how the public and private realms of social life interact and change. This sociological study explores how contemporary families reconcile individual members’ career and education projects within the family unit over time and space, and unpacks the intersubjective constraints on workforce mobility. This Australian mixed methods study sampled Defence Force families and middle class professional families to illustrate how families’ educational projects are necessarily and deeply implicated in issues of workforce mobility and immobility, in complex ways. Defence families move frequently, often absorbing the stresses of moving through ‘viscous’ institutions as private troubles. In contrast, the selective mobility of middle class professional families and their ‘no go zones’ contribute to the public issue of poorly serviced rural communities. Families with different social, material and vocational resources at their disposal are shown to reflexively weigh the benefits and risks associated with moving differently. The book also explore how priorities shift as children move through educational phases. The families’ narratives offer empirical windows on larger social processes, such as the mobility imperative, the gender imbalance in the family’s intersubjective bargains, labour market credentialism, the social construction of place, and the family’s role in the reproduction of class structure.

This chapter questions whether Japanese administrative law reform agenda aimed at promoting greater transparency in decision-making will necessarily lead to better policy outcomes for Japanese women. The chapter evaluates recent legislative reforms and policymaking initiatives in the area of sexual harassment and argues that these developments do not improve the situation for Japanese women. The reason is that the new rules effectively charge corporations with the responsibility to self-regulate, thereby transforming sexual harassment from a public issue of human rights to a domestic issue of corporate governance.

O período entre 2009 e 2012 foi considerado um marco na história das pessoas com autismo no Brasil, devido à sanção da Lei Federal n 12.764, no dia 27 de dezembro de 2012, que reconheceu os autistas, para todos os efeitos legais, como pessoas com deficiência. A tomada da deficiência como instrumento político-identitário caracterizou, assim, novos rumos da luta por direitos. A partir da análise de diferentes estratégias de atuação política desenvolvidas por três grupos de pais de autistas no Estado do Rio de Janeiro (APADEM, Mundo Azul e Pelo Direito dos Autistas), este trabalho discorrerá acerca de suas principais demandas e alegações. A escolha destes três dispositivos associativos é justificada por suas respectivas coordenações, exclusivamente, atribuídas a pais e familiares de autistas, além do reconhecimento nacional de suas participações na formulação de projetos, leis e eventos relacionados ao espectro. Portanto, esta dissertação pretende responder às seguintes questões: a) quais processos e motivações permitem que uma questão privada (ter um filho autista) se transforme em uma questão pública? b) como se agrupam, quais são e a quem se dirigem suas reivindicações? c) quais expectativas, estratégias e tensões estão envolvidas no movimento dos movimentos sociais do autismo? Além de entrevistas com informantes qualificados, a metodologia de pesquisa envolveu observação participante em passeatas, audiências públicas, palestras e celebrações de datas comemorativas, como o Dia Mundial da Conscientização do Autismo. No entanto, a maior parte do trabalho etnográfico se concentrou no município de Volta Redonda, onde, há quinze anos, foi fundada a APADEM, caso paradigmático de atuação política de pais de autistas no Estado do Rio de Janeiro. Por meio da parceria entre sociedade civil e poder público, atualmente, Volta Redonda detém três legislações municipais direcionadas ao autismo e uma gama de serviços especializados. Por fim, ao apresentar como os três grupos de pais de autistas configuram a politização da experiência da deficiência, esta dissertação pretende contribuir academicamente com os campos dos novos movimentos sociais e dos estudos sobre deficiência, ambos de grande potencial heurístico, mas ainda pouco explorados no Brasil.

La question du pluralisme religieux est au Québec, l’objet de désaccords et de variations dans son mode de régulation et ses instruments d’action publique. La consultation publique sur le projet loi n° 94, Loi établissant les balises encadrant les demandes d’accommodement dans l’Administration gouvernementale et dans certains établissements, est au cœur de ceux-ci. En se basant sur l’analyse des séances d’auditions publiques en commission parlementaire qui ont eu lieu au Québec entre mai 2010 et janvier 2011 sur le projet de loi n° 94, cette thèse vise à interroger les enjeux liés à la publicisation des prises de positions et de l’échange d’arguments entre différents acteurs. À partir d’une méthodologie par théorisation enracinée et d’un cadre conceptuel qui se rattache à la communication publique, cette thèse cherche à mettre en évidence quelques-unes des propriétés des interactions verbales et non verbales qui composent et incarnent cette activité délibérative. Elle approche ces interactions du point de vue de leur publicisation en s’appuyant sur deux principes : la participation publique en tant qu’un instant de la construction du problème public et l’audition publique en commission parlementaire comme maillon d’un réseau dialogique qui participe à la publicisation du désaccord sur les accommodements raisonnables. Mettant l’accent sur l’usage du langage (verbal, non verbal et para verbal), l’objectif de cette thèse est de mieux comprendre comment des groupes minoritaires et majoritaires, engagés dans une arène publique où les points de vue par rapport aux accommodements raisonnables sont confrontés et mis en visibilité, gèrent leur situation de parole publique. La démarche de recherche a combiné deux stratégies d’analyse : la première stratégie d’inspiration conversationnelle, qui observe chaque séquence comme objet indépendant, a permis de saisir le déroulement des séances d’audition en respectant le caractère séquentiel des tours de parole La deuxième stratégie reviens sur les principaux résultats de l’analyse des séances d’auditions pour valider les résultats et parvenir à la saturation théorique pour élaborer une modélisation. L’exploitation des données selon cette approche qualitative a abouti au repérage de trois dynamiques. La première fait état des contraintes discursives. La seconde met en évidence le rôle des dimensions motivationnelles et socioculturelles dans la construction des positionnements et dans l’adoption d’un registre polémique. La troisième souligne la portée de la parole publique en termes d’actualisation des rapports de pouvoir et de confirmation de son caractère polémique. La modélisation proposée par cette thèse représente le registre polémique comme un élément constitutif de l’engagement argumentatif des acteurs sociaux mais qui est considérablement enchâssé dans d’autres éléments contextuels et motivationnels qui vont orienter sa portée. En tant qu’elle est exprimée dans un site dialogique, la parole publique en situation d’audition publique en commission parlementaire est en mesure de créer de nouvelles intrigues et d’une possibilité de coexister dans le dissensus. Le principal apport de cette thèse est qu’elle propose une articulation, concrète et originale entre une approche de la parole publique en tant que révélatrice d’autre chose que d’elle-même (nécessaire à tout éclaircissement des points de vue dans cette controverse) et une approche de la parole publique en tant que performance conduisant à la transformation du monde social. D’où, le titre de la thèse : la parole en action. School choice-the movement towards increased parental and student control over public education-has been endorsed extensively as a means of revitalizing and improving public schools. Part of this movement is the concept of charter schools, which have expanded rapidly in the United States and around the globe. In stark contrast, Canadians have remained relatively content with current educational arrangements; only 13 charter schools currently exist in Canada, all in the province of Alberta. This study sought to identify why charter schools have failed to situate themselves in Canadian education. The study used an agenda setting framework to determine the salience of charter schools as a public issue in three provinces: Alberta, British Columbia, and Ontario. Results largely indicate that over the past 18 years, charter schools have gradually declined as a salient issue. Additional discussion concerning the unique characteristics of Canadian education highlights factors that appear to discourage the expansion of such schools. However, although charter schools do not appear to be a current issue for Canadians, they may still emerge in the future, as parents and teachers continue to seek new ways of improving educational outcomes. Thus, although the impact of charter schools on public education has been minimal to date, they provide an illuminating lens towards better understanding educational reform and policy, as well as the fundamental values that shape education in Canada.

Depuis la fin des années 1990, les jeux de hasard et d’argent (JHA) sèment régulièrement la controverse dans l’espace public québécois. En effet, au cours des dernières années, la question du management et de la régulation des JHA a pris une place de plus en plus importante dans les débats publics. Dans le cadre de cette thèse, qui prend la forme d’une thèse par articles, nous nous intéresserons au processus de construction du problème public que représente maintenant le jeu excessif au Québec. Pour ce faire, nous tracerons, dans un premier temps, la genèse de ce problème public en remontant à ses origines. Ce détour historique nous permettra de mettre en relief les diverses constructions par lesquelles l’action de s’adonner aux JHA et ce, de manière excessive ou non, est passée au cours du dernier siècle, soit de vice, à crime, à loisir en passant par maladie et problème de santé publique. Cette genèse nous permettra d’apporter un nouvel éclairage sur la présente controverse relative aux JHA au Québec. Nous tenterons, dans un premier temps, de mettre en relief comment la santé publique a réussi à construire ce « nouveau risque » que représente maintenant l’action de s’adonner aux JHA. Par la suite, nous tenterons de tirer des leçons pour la compréhension, l’analyse et le management des politiques publiques et ce, via une analyse de la controverse portant sur les JHA (article 1), un travail de reconceptualisation théorique (article 2) ainsi qu’une réflexion épistémologique sur des fondements de l’analyse et du management des politiques publiques (article 3).

Este artículo pretende explicar el auge que, en Colombia, ha tenido la defensa judicial de la Constitución. Para tal efecto, se hace una breve caracterización del constitucionalismo colombiano, identificando y explicando ocho de sus rasgos: la existencia de una historia y de una tradición de control constitucional, la defensa de la Constitución como asunto público, la Carta Política como norma invasiva de la vida social, económica y política del país, la desconcentración del control constitucional, la construcción permanente y progresiva del constitucionalismo por vía judicial, el diálogo con otros sistemas constitucionales, la existencia de una identidad constitucional, y la continuidad relativa con el sistema y la tradición jurídica. Con fundamento en esta caracterización, se obtendrán algunas conclusiones sobre la defensa judicial de la Constitución.

This article presents findings of a larger single-country comparative study which set out to better understand primary school teachers’ mathematics education-related beliefs in Thailand. By combining the interview and observation data collected in the initial stage of this study with data gathered from the relevant literature, the 8-belief / 22-item ‘Thai Teachers’ Mathematics Education-related Beliefs’ (TTMEB) Scale was developed. The results of the Mann-Whitney U Test showed that Thai teachers in the two examined socio-economic regions espouse statistically different beliefs concerning the source and stability of mathematical knowledge, as well as classroom authority. Further, these three beliefs are found to be significantly and positively correlated.
