Pharmacovigilance is responsible for monitoring the safety of medicines in normal clinical use andduring clinical trials. Legal requirements for pharmacovigilance in some Latin American countries (Argentina, Brazil, Chile, Paraguay and Uruguay) were reviewed. Disparities in the legal framework among the countries are observed being those for marketing authorization holders one of the most evident. Theactive rol of the universities and drug information centers for/of pharmacovilance seems to be a positivecommon point. Legal requirements regarding pharmacovigilance of biosimilar medicines, is still a pointto be developed.

Objective: To examine the quality of diabetes care and prevention of cardiovascular disease (CVD) in Australian general practice patients with type 2 diabetes and to investigate its relationship with coronary heart disease absolute risk (CHDAR). Methods: A total of 3286 patient records were extracted from registers of patients with type 2 diabetes held by 16 divisions of general practice (250 practices) across Australia for the year 2002. CHDAR was estimated using the United Kingdom Prospective Diabetes Study algorithm with higher CHDAR set at a 10 year risk of >15%. Multivariate multilevel logistic regression investigated the association between CHDAR and diabetes care. Results: 47.9% of diabetic patient records had glycosylated haemoglobin (HbA1c) >7%, 87.6% had total cholesterol >= 4.0 mmol/l, and 73.8% had blood pressure (BP) >= 130/85 mm Hg. 57.6% of patients were at a higher CHDAR, 76.8% of whom were not on lipid modifying medication and 66.2% were not on antihypertensive medication. After adjusting for clustering at the general practice level and age, lipid modifying medication was negatively related to CHDAR (odds ratio (OR) 0.84) and total cholesterol. Antihypertensive medication was positively related to systolic BP but negatively related to CHDAR (OR 0.88). Referral to ophthalmologists/optometrists and attendance at other health professionals were not related to CHDAR. Conclusions: At the time of the study the diabetes and CVD preventive care in Australian general practice was suboptimal, even after a number of national initiatives. The Australian Pharmaceutical Benefits Scheme (PBS) guidelines need to be modified to improve CVD preventive care in patients with type 2 diabetes.

This paper studies the quantitative implications of changes in the composition of taxes for long-run growth and expected lifetime utility in the UK economy over 1970-2005. Our setup is a dynamic stochastic general equilibrium model incorporating a detailed scal policy struc- ture, and where the engine of endogenous growth is human capital accumulation. The government s spending instruments include pub- lic consumption, investment and education spending. On the revenue side, labour, capital and consumption taxes are employed. Our results suggest that if the goal of tax policy is to promote long-run growth by altering relative tax rates, then it should reduce labour taxes while simultaneously increasing capital or consumption taxes to make up for the loss in labour tax revenue. In contrast, a welfare promoting policy would be to cut capital taxes, while concurrently increasing labour or consumption taxes to make up for the loss in capital tax revenue.

This paper studies the limits of discrete time repeated games with public monitoring. We solve and characterize the Abreu, Milgrom and Pearce (1991) problem. We found that for the "bad" ("good") news model the lower (higher) magnitude events suggest cooperation, i.e., zero punishment probability, while the highrt (lower) magnitude events suggest defection, i.e., punishment with probability one. Public correlation is used to connect these two sets of signals and to make the enforceability to bind. The dynamic and limit behavior of the punishment probabilities for variations in ... (the discount rate) and ... (the time interval) are characterized, as well as the limit payo¤s for all these scenarios (We also introduce uncertainty in the time domain). The obtained ... limits are to the best of my knowledge, new. The obtained ... limits coincide with Fudenberg and Levine (2007) and Fudenberg and Olszewski (2011), with the exception that we clearly state the precise informational conditions that cause the limit to converge from above, to converge from below or to degenerate. No Brasil, a sociedade observa atônita a corrupção, o descaso com o dinheiro público e a prestação de serviços essenciais, que ficam aquém de suas expectativas. Para que haja mudanças no setor público, torna-se imprescindível a adoção de boas práticas de governança que promovam a adequação dos serviços prestados, de forma que possam se tornar mais eficientes e eficazes. Nessa seara, incluem-se as instituições provedoras de segurança pública, que, para cumprir suas atribuições, precisam estar bem equipadas, possuir recursos humanos suficientes e apresentar uma gestão íntegra, transparente e responsável. Nesse contexto, esta dissertação teve como objetivo diagnosticar as práticas de gestão da Polícia Federal e compará-las aos padrões de boa governança no setor público recomendados pelo Estudo 13 do PSC/IFAC. Os resultados demonstraram que grande parte das práticas de gestão adotadas pela Polícia Federal apresenta-se em conformidade com as boas práticas de governança sugeridas no referido Estudo. Destacaram-se positivamente as práticas relacionadas a padrões de comportamento e a estruturas e processos organizacionais. Por outro lado, constatou-se a inexistência de um código de conduta próprio e a ausência de treinamento inicial do membro do grupo governante, quando de sua nomeação ou durante seu mandato. Quanto às práticas de gestão relacionadas a controle, foram diagnosticadas falhas em gestão de riscos, em decorrência da falta de aplicação em todos os objetivos organizacionais. Comportamento semelhante foi observado no controle interno, que, apesar de ser constantemente monitorado, não pode ser avaliado quanto à adequação e efetividade. Quanto às práticas relativas a relatórios externos, constatou-se que a instituição elabora relatórios equilibrados, transparentes e de fácil compreensão, em conformidade com a legislação vigente e padrões contábeis. Entretanto, a Polícia Federal não demonstrou expressamente o cumprimento de códigos de governança, tampouco empregou indicadores de desempenho suficientes para mostrar que os recursos vêm sendo usados com eficiência. Concluiu-se que a Polícia Federal adota boas práticas de gestão, mas ainda pode implementar outras recomendações de boa governança, contribuindo para que o país caminhe para atingir a excelência na gestão dos recursos públicos e assuma uma posição de destaque no cenário internacional.

This paper tries to show the reality of one of the trades more important for historians, the officials of the notaries. The work of these officials has allowed us to have great historical sources; we refer to the notarial documentation and documenta-tion of the City Council. They were the executive arm of the pub-lic notaries. Nevertheless, the approach to this figure seems diffi-cult, since we do not find lavish allusions of them or any of their obligations in the documentation preserved. However, we have one of the most important historical sources by middle of Eight-eenth century; this is known as the Cadastre of Ensenada. We have been able to approach this type of job through analysis and study of the Cadastre, so we know who were those men who did this huge undertaking and what was his salary for performing their tasks. In addition, we proceeded to the consultation of doc-umentation kept in local files to have a more accurate understand-ing of the real situation of those officials.

Public providers have no financial incentive to respect their legal obligation to exempt the poor from user fees. Health Equity Funds (HEFs) aim to make exemptions effective by giving NGOs responsibility for assessing eligibility and compensating providers for lost revenue. We use the geographic spread of HEFs in Cambodia to identify their impact on out-of-pocket (OOP) payments. Among households with some OOP payment, HEFs reduce the amount by 29%, on average. The effect is larger for households that are poorer, mainly use public health care and live closer to a district hospital. HEFs are more effective in reducing OOP payments when they are operated by a NGO, rather than the government, and when they operate in conjunction with the contracting of public health services. HEFs reduce households' health-related debt by around 25%, on average. There is no significant impact on non-medical consumption and health care utilisation
