Este trabalho abordou a relação Executivo–Legislativo no Estado do Pará através do Projeto de Lei 01/2008 que implantaria a Superintendência do Planejamento Territorial Participativo (SPTP), durante a 16ª Legislatura da Assembleia Legislativa do Pará no período 2007-2010. Elaborado pelo Governo do Estado, o projeto previa a implantação de uma instituição que coordenaria o processo de participação popular e controle social proposto pelo governo Ana Júlia Carepa no início de seu governo. Como problemática, a pesquisa abordou a rejeição pelos parlamentares ao referido projeto, cuja questão de pesquisa foi a seguinte: que fatores contribuiram para a rejeição do Projeto de criação da SPTP pelo Poder Legislativo? Além disso, o que ela significa na relação Executivo–Legislativo segundo a literatura corrente. As hipóteses inferidas seriam as de que a rejeição foi motivada pela própria relação conflituosa entre Executivo e Legislativo na arena parlamentar ou pela percepção do conflito de interesses dos atores políticos locais quanto às fronteiras de atuação entre instituições políticas participativas e instituições políticas representativas. Os deputados contrários ao projeto não consideravam a SPTP enquanto prática efetiva de gestão democrática, mas suspeitavam que a mesma, por exemplo, pudesse estar vinculada a estratégias por parte do Executivo para fins eleitorais ou de barganha perante o Legislativo. O Desenvolvimento da pesquisa concentrou-se na busca pelas respostas a problemática apresentada bem como verificar a validade das hipótese inferidas. Quanto ao objetivo se avaliou o comportamento dos deputados na tramitação do projeto de criação da SPTP. Como ferramentas de pesquisas foram utilizadas pesquisas bibliográficas e empíricas.

The numerous political theories of the modern time were committed to thesocial-political and economic restructuring of the European States, but parallel to those conceptions emerged proposals of a broader range regarding the concern with the harmony among the States and their respective external safety, that is, they envisioned an International System among the European States. In that purpose, the Project of peace by the abbé de Saint-Pierre which glimpses perpetual peace in Europe under institutionalized conditions in order to legitimate a space that aims at facilitating a unified market among the member States. In this context, the sovereign role stands out, given the fact that he is the mediator between the interests of the State and the objectives proposed by the International System of States. However, according to Jean-Jacques Rousseau’s point of view it is evident that the thought of Saint-Pierre is impregnated by a naivety regarding the sovereigns’ government policy and, moreover, for believing that, mediated by a confederal assembly, the princes would voluntarily agree to be part of this project of perpetual peace. Nevertheless, Rousseau does not consider impossible the realization of this project, however, to achieve peace it is necessary force. Therefore, the comprehension of this debate was only possible guided, mainly, by the analyses of the primary works of such thinkers and the theoretical basis of the experts that is necessary, for instance, Evaldo Becker, Gelson Fonseca Jr., Luiz Felipe de Andrade e Silva Sahd, José Oscar de Almeida Marques, José Benedito de Almeida Jr. who enabled a broad comprehension of the purpose to which we dedicated ourselves in this research, allowing the understanding of thekey concepts elaborated by the Genevan philosopher and the themes that concern the relationship between States.

A synthesis of (+)-±-terpineol from (+)-limonene was proposed as a project for undergraduate organic laboratory course. Terpineol is a useful flavor and fragrance compound, and several aspects of this preparation are suited for experimental organic classes, including basic techniques for extraction and analyses of essential oils, different reaction types and the possibility of a high degree of student interest.

A practical and didactic sequence of experiments was proposed to illustrate the stereochemistry concept, optically active compounds, resolution of racemates, and use of the NMR technique, including 2D-COSY for identification of organic compounds, on a laboratory course for undergraduate students. The sequence was: extractions of racemic ibuprofen and chiral naproxen from commercial tablets; syntheses of diastereoisomeric amides reacting chiral (S)-(-)-α-methylbenzylamine with (±)-ibuprofen; separation and determination of absolute configuration of amides by ¹H NMR spectroscopy and GC analysis, and hydrolysis of amides to obtain (+)- and (-)-ibuprofen.

A base-cutter represented for a mechanism of four bars, was developed using the Autocad program. The normal force of reaction of the profile in the contact point was determined through the dynamic analysis. The equations of dynamic balance were based on the laws of Newton-Euler. The linkage was subject to an optimization technique that considered the peak value of soil reaction force as the objective function to be minimized while the link lengths and the spring constant varied through a specified range. The Algorithm of Sequential Quadratic Programming-SQP was implemented of the program computational Matlab. Results were very encouraging; the maximum value of the normal reaction force was reduced from 4,250.33 to 237.13 N, making the floating process much less disturbing to the soil and the sugarcane rate. Later, others variables had been incorporated the mechanism optimized and new otimization process was implemented .

Losses of horticulture product in Brazil are significant and among the main causes are the use of inappropriate boxes and the absence of a cold chain. A project for boxes is proposed, based on computer simulations, optimization and experimental validation, trying to minimize the amount of wood associated with structural and ergonomic aspects and the effective area of the openings. Three box prototypes were designed and built using straight laths with different configurations and areas of openings (54% and 36%). The cooling efficiency of Tommy Atkins mango (Mangifera Indica L.) was evaluated by determining the cooling time for fruit packed in the wood models and packed in the commercially used cardboard boxes, submitted to cooling in a forced-air system, at a temperature of 6ºC and average relative humidity of 85.4±2.1%. The Finite Element Method was applied, for the dimensioning and structural optimization of the model with the best behavior in relation to cooling. All wooden boxes with fruit underwent vibration testing for two hours (20 Hz). There was no significant difference in average cooling time in the wooden boxes (36.08±1.44 min); however, the difference was significant in comparison to the cardboard boxes (82.63±29.64 min). In the model chosen for structural optimization (36% effective area of openings and two side laths), the reduction in total volume of material was 60% and 83% in the cross section of the columns. There was no indication of mechanical damage in the fruit after undergoing the vibration test. Computer simulations and structural study may be used as a support tool for developing projects for boxes, with geometric, ergonomic and thermal criteria.
