O rápido e desordenado crescimento urbano ocorrido principalmente durante o século XX teve consequências na ocupação dos espaços das cidades, conduzindo à emergência de áreas desqualificadas e à degradação dos centros das cidades. Para a resolução destes problemas, as sociedades têm vindo a desencadear variadas políticas de intervenção urbana, que iniciaram com a reestruturação das áreas degradadas e evoluíram até ao actual conceito de requalificação urbana – que integra os problemas do planeamento urbano com as questões sociais, económicas e ambientais, contribuindo para o desenvolvimento sustentável das cidades. A requalificação urbana também tem vindo a merecer uma atenção crescente nos últimos anos em Portugal. Tendo-se iniciado com intervenções modestas assistiu-se, com a implementação do projecto da Expo’98, ao surgimento de um novo paradigma de qualidade do espaço urbano e valorização das suas componentes ambientais. Foi neste enquadramento que, em 2000, se lançou o Programa Polis - Programa Nacional de Requalificação Urbana e Valorização Ambiental das Cidades, cujo principal objectivo é melhorar a qualidade de vida nas cidades, através de intervenções nas vertentes urbanística e ambiental, melhorando a sua atractividade e competitividade. É precisamente sobre o Programa Polis que se debruça esta tese, que pretende, numa primeira fase, analisar a forma como se integrou e acompanhou a componente ambiental em três cidades Polis, representativas das intervenções pertencentes à Componente 1, procurando compreender se as metodologias aplicadas foram similares entre si e/ou se o modelo de gestão definido e a área de intervenção influenciaram a metodologia aplicada. Para tal, analisou-se um conjunto de parâmetros que permitiram identificar os procedimentos aplicados, tais como: os estudos de caracterização realizados; a monitorização implementada; a forma como se realizou o acompanhamento ambiental de empreitadas e as acções de participação e divulgação realizadas, entre outras. Por fim, tendo por base a literatura pesquisada e a análise realizada aos casos de estudo, apresenta-se uma metodologia para a gestão de um programa/projecto de requalificação urbana. Concebida sob a forma de um guião, esta pretende ser, por um lado, suficientemente generalista para poder ser aplicada a qualquer tipo de projecto/programa deste género e, por outro, específica e detalhada, sempre que possível, na forma como se poderão aplicar os procedimentos.

Este estudio de caso tiene como finalidad examinar el tráfico de armas pequeñas y ligeras en Colombia, y la implicación que tiene la cooperación internacional para resolver dicho fenómeno en el país. Para ello, se analizará la cooperación técnica de Naciones Unidas en Colombia con respecto al tráfico ilícito armas pequeñas y ligeras, y de esta forma, estudiar su concordancia con las necesidades del país para el cumplimiento de los objetivos del “Programa de Acción de Naciones Unidas sobre el tráfico ilícito de APL” 2008-2012. Para lograrlo, se pretende cumplir con los siguientes objetivos específicos: Determinar los objetivos del Programa de Acción como una herramienta para alcanzar un mayor control del tráfico ilegal de armas pequeñas y ligeras; analizar las necesidades de Colombia con respecto al cumplimiento del Programa de Acción de Naciones Unidas sobre el Tráfico Ilícito de armas pequeñas y ligeras; y examinar los lineamientos desarrollados en la cooperación técnica de Naciones Unidas en Colombia con respecto al tráfico ilícito de armas pequeñas y ligeras.

Both the end of the twentieth century and the beginning of the twenty-first century have been characterized as a period of major political, economic, social and cultural transformations. Two of the major consequences of the political-economical crisis of the end of last century are the restructuring of capitalist production, and the consolidation of neoliberalism as a worldwide phenomenon. This new world political-economical scenario has influenced, in a dialectic way, the contemporary urban development. In that sense, "new" spatial processes and new paradigms in both urban management and urban planning have gained shape. In this context of urban transformations, the central areas of western cities, also known as historic centers, are being increasingly (re)valued. Since the Second World War, the historic centers urban areas which have great infrastructure and symbolic relevance had been undergoing a process of evasion of population and activities, undeniably linked to the neglect of government authorities. However, in recent decades, the question of historic centers rehabilitation has acquired a growing interest, academically and in political agendas. The object of this dissertation is to focus on how the government of each Brazil and Portugal has dealt with the issue of historic center rehabilitation through programs of urban rehabilitation

One of the main referring subjects to the solar energy is how to compare it economically with other sources of energy, as much alternatives as with conventionals (like the electric grid). The purpose of this work was to develop a software which congregates the technical and economic main data to identify, through methods of microeconomic analysis, the commercial viability in the sizing of photovoltaic systems, besides considering the benefits proceeding from the proper energy generation. Considering the period of useful life of the components of the generation system of photovoltaic electricity, the costs of the energy proceeding from the conventional grid had been identified. For the comparison of the conventional sources, electric grid and diesel generation, three scenes of costs of photovoltaic panels and two for the factor of availability of diesel generation had been used. The results have shown that if the cost of the panels is low and the place of installation is more distant of the electric grid, the photovoltaic system becomes the best option.

In this paper I present some evidencie that forces us to conclude that within the Minimalist Program (Chomsky 1993; 1995), Binding Theory (BT) should be computed after LF (Logical Form). I show that derivations leading to structures containing violations of BT-Principles must converge at LF, since less economical alternative derivations respecting those principles are also ungrammatical. Being irrelevant to the notion of convergence, BT must apply after LF. A similar reasoning reveals that the Theta-Criterion should have the status of a bare output condition appling at LF, since less economical derivations are allowed by the computational system to prevent violations of it.

We present and discuss in this article some features of a research program whose central object of investigation is the way in which the recent fields of history, philosophy, and sociology of mathematical education could take part in a critical and qualified manner in the initial and continuing training of teachers in this area. For that, we endorse the viewpoint that the courses for mathematics teacher education should be based on a conception of specificity through which a new pedagogical project could be established. In such project those new fields of investigation would participate, in an organic and clarifying way, in the constitution of multidimensional problematizations of school practices, in which mathematics would be involved, and that would be guided by academic investigations about the issues that currently challenge teachers in the critical work of incorporation, resignification, production, and transmission of mathematical culture in the context of the school institution.
