The aim of this MA thesis is to demonstrate how corporate concentration within the global music industry specifically affects the Canadian music industry's ability to compete for its own national audience as well as audiences worldwide. Federal public policies, regulatory regimes and subsidies are considered within the context of the structure of the global marketplace which is, in effect, an oligopoly controlled by four major corporations. Through an extensive literature review of political economy theory, Canadian public policies and music studies, as well as personal interviews conducted with Canadian musicians, entrepreneurs and public servants, I will situate my research within the body of political economy theory; present a detailed report of the structure of the global music industry; address the key players within the industry; describe the relationship between the major corporations and the independent companies operating in the industry; discuss how new technologies affect said relationships; consider the effectiveness of Canadian public policies in safeguarding the national music industry; and recommend steps that can be taken to remedy the shortcomings of Federal policies and regulatory regimes.

For this paper, heterolingualism or language plurality will be considered as the presence in a single text or in a social environment of both French and English, Canada’s official languages. Language plurality will here be studied from an institutional viewpoint: the influence of the Canadian government on the translation of political speeches. The first part of this article will establish that political speeches are written in a bilingual environment where the two official languages are often in contact. This bilingualism, however, is often homogenised when it comes to speech delivery and publication. Therefore, the second part focuses on the speeches’ paratextual

El reto de la plena ciudadanía es uno de los objetivos actuales en los discursos sociales y, entre ellos, los discursos relativos a las políticas de juventud. El objetivo es justamente superar el debate teórico y discursivo y entrar en el análisis de la práctica experimentada de la ciudadanía, aquella que capacita justamente para el ejercicio práctico de los derechos reconocidos y que no tiene otra forma de lograrlo que a través del ejercicio práctico y aplicado de este derecho. Desde esta posición la finalidad de las políticas de juventud es garantizar la posibilidad y la calidad de todos los procesos que permiten hablar del ejercicio de una plena ciudadanía. Por eso hay que favorecer la emancipación juvenil entendida como el acceso a una vivienda y a un trabajo digno, pero también haber recibido una educación de calidad, tener acceso a la cultura o no estar sometido a ningún tipo de exclusión social. Por tanto, la evaluación de toda política de juventud deberá incorporar elementos para considerar la efectividad de las acciones emprendidas desde una perspectiva de integridad para favorecer la plena ciudadanía. En esta aportación presentamos una propuesta de evaluación desde esta perspectiva. El SIAPJove se concibe como una herramienta para la autoevaluación y para el análisis de la propia acción municipal en políticas de juventud. Útil para ayudar a describir la situación en que se encuentran las políticas municipales de juventud, detectar tendencias, contribuir a establecer objetivos y medir la eficacia de las políticas y los programas de juventud en el ámbito municipal. Presentamos los principales objetivos de evaluación de este sistema, el proceso de validación realizado para la construcción de este instrumento y su estructura básica como herramienta útil para la evaluación de políticas municipales de juventud

Canadians appear to hold the activities of those in government and in big business in low esteem. Media reports of several high-profile political and corporate instances of unethical conduct have reinforced the public's concern for the status of ethical conduct and honesty in government and in big business. The response by public and private sector managers to unethical conduct by employees is largely in the form of 'ethical rules' which both sectors agree provide a measure of certainty as to the ethical conduct expected from employees. Since research on ethics in the public and private sectors is limited and since ethics is a topic of increasing concern to both sectors, this thesis provides data that could assist managers in dealing with the issue of ethical conduct within their respective organizations. The purpose of this thesis is to compare the state of ethical conduct within public and private sector organizations in Canada. This is accomplished through a description and analysis of the approaches taken by the public and private sectors as well as the four professions of law, engineering, accountancy and medicine. Ethical conduct within the public sector focuses on the ethical behaviour of public servants rather than elected officials. The underlying intent of this thesis is to discover if contemporary ethical problems are similar in the public and iv private sectors with respect to the four ethical areas of conflict of interest, political activity, problem public comment and confidentiality. The comparative data on both public and private sector ethics are assessed and similarities and differences are identified. One major finding emerges from this study. Codes of ethics in both the public and private sectors are perceived by management to play an important role in the prevention of unethical conduct. A procedure for developing a code of ethics is presented along with recommendations as to the administration of a code of ethics. Finally, recommendations are made as to the role of education in ethics.

Dr. James A. Gibson was born in Ottawa on January 29, 1912 to John W. and Belle Gibson. At an early age the family moved to Victoria, B.C. where John W. Gibson was a director of the Elementary Agricultural Education Branch, Department of Education. Gibson received his early education in Victoria, receiving a B.A. (honours) at UBC in 1931. In 1931 he was awarded the Rhodes scholarship and received his B.A., M.A., B.Litt and D. Phil at New College, Oxford. This was to be the beginning of a long and dedicated relationship with the Rhodes Scholar Association. Upon his return to Canada, Dr. Gibson lectured in Economics and Government at the University of British Columbia. In 1938 he was married to Caroline Stein in Philadelphia, and the same year joined the staff of the Department of External Affairs as a Foreign Service officer. Within twenty minutes of his arrival he was seconded to the Office of the Prime Minister and Secretary of State for External Affairs, W. L. Mackenzie King in charge of War Records and Liaison Officer. This was a critical time in the history of Canada, and Dr. Gibson experienced firsthand several milestones, including the Royal Visit of King George VI and Queen Elizabeth in 1939. Dr. Gibson was present at the formation of the United Nations in San Francisco in 1945, being part of the Prime Minister’s professional staff as well as attending conferences in Washington, Quebec and London as an advisor to the Canadian delegation. Gibson contributed many articles to the publication bout de papier about his experiences during these years. After his resignation in 1947, Gibson joined the staff of the fledgling Carleton College, as a lecturer. In 1949 he was appointed a professor and in 1951 became Dean of Arts and Sciences. Dr. Gibson acted as President from 1955 to 1956 upon the sudden death of Dr. MacOdrum. In 1963 Dr. Gibson accepted the invitation of the Brock University Founders’ Committee, chaired by Arthur Schmon, to become the founding president. Dr. Gibson guided the new University from a converted refrigeration plant, to an ever expanding University campus on the brow of the Niagara Escarpment. Dr. Gibson remained firmly “attached” to Brock University. Even after official retirement, in 1974, he retained the title President Emeritus. Gibson’s final official contribution was an unpublished ten year history of the University. In retirement Gibson remained active in scholarly pursuits. He was a visiting scholar at the Center of Canadian Studies, University of Edinburgh; continued his ongoing research activities focusing on W. L. Mackenzie King, the Office of the Governor General of Canada, and political prisoners transported to Van Dieman’s Land. He remained active in the Canadian Association of Rhodes Scholars, becoming editor from 1975 to 1994 and was appointed Editor Emeritus and Director for Life in 1995 in honour of his dedicated and outstanding service. In 1993 he was awarded one of Canada’s highest achievements, the Order of Canada. Gibson retained close ties with Brock University and many of its faculty. He maintained an office in the Politics Department where he became a vital part of the department. In 1996 Brock University honoured Gibson by naming the University Library in his honour. James A. Gibson Library staff was instrumental in celebrating the 90th birthday of Gibson in 2002, with a widely attended party in the Pond Inlet where many former students, including Silver Badgers. The attendees also included former and current colleagues from Brock University, Canadian Rhodes Scholars Association, family and friends. Gibson was later to remark that the highlight of this event was the gift of his original academic robe which he had personally designed in 1964. In 2003 Dr. Gibson moved to Ottawa to be near some of his children and the city of his birth and early career. In that year “two visits to Brock ensued: the first, to attend a special celebration of the James A. Gibson Library; his late to attend the 74th Convocation on Saturday, October 18, 2003. A week later, in Ottawa, he went for a long walk, returned to his residence, Rideau Gardens, went into the lounge area, took off his coat and folded it up, put it on the back of his chair, sat down, folded his hands in his lap, closed his eyes, and died”. O presente trabalho objetiva analisar o papel que a participação popular desempenha no processo de planejamento e gestão da política urbana em Belém, tendo como referência o Projeto de Macrodrenagem da Bacia do Una. Busca-se, também, reconhecer o processo de incorporação da participação popular no Projeto de Macrodrenagem, assim como sua dinâmica, composição, articulação e ações que direcionam e são direcionadas pelo Estado; analisar a importância e as repercussões dessa participação popular no Projeto, buscando entender as estratégias adotadas pelos setores populares e sua possível contribuição ou não para o desenvolvimento do mesmo; além de constatar a permanência ou não das organizações populares na fase de conclusão das obras físicas, identificando os avanços e as dificuldades em relação à sua inserção no processo de planejamento e gestão de política urbana, via Projeto Una. Esse Projeto foi concebido na década de 1980 com a finalidade de sanear as áreas de baixadas da cidade, que sempre foram tidas como um problema a ser solucionado pelo poder público A questão do saneamento básico tornou-se um dos mais graves e sérios problemas, pois os governos que se elegeram, pouco ou quase nada fizeram para resolver essa situação, sendo efetivadas apenas algumas medidas corretivas e paliativas, sem que as camadas populares tivessem seus problemas de enchentes ou alagamentos, falta de esgoto, pontes deterioradas, dentre outros, solucionados. Esse fato provocou uma ampla luta das organizações populares em prol da superação dessas condições de vida as quais estavam submetidas, exigindo, assim, medidas eficazes por parte do poder público, bem como a participação na gestão da cidade. A metodologia utilizada foi pesquisa bibliográfica, pesquisa documental, observação direta e pesquisa de campo, que se realizou no período de 2004 a 2005, junto a 100 organizações comunitárias dispostas em 09 bairros da cidade (área de abrangência do Projeto de Macrodrenagem), onde se aplicaram questionários para verificar o processo de inserção, importância, avanços e dificuldades da participação popular no Projeto. Foram realizadas ainda entrevistas com técnicos do Projeto Una e lideranças. Dentre os resultados da análise dos dados, pode-se dizer que a participação popular exerceu um papel importante na implementação do Projeto, conseguindo intervir nas ações do mesmo na medida em que se organizaram e pressionaram o governo estadual. Outro resultado relevante é que, nessa fase final do Projeto, as organizações populares criaram o Conselho Gestor, mostrando, assim, a importância da experiência acumulada com as lutas reivindicatórias e mudando suas estratégias mobilizatórias, através da capacitação dos setores populares, levando-os a pensar a dimensão da cidade a partir de sua totalidade, percebendo os seus elementos constitutivos, onde emergem as contradições sociais.

Trata-se de uma pesquisa de mestrado que tem por objetivo discutir os processos de planejamento educacional e de formação continuada do professor de Ensino Médio, envolvendo aspectos do trabalho coletivo dos educadores/professores, o momento do registro, os saberes docentes e do coordenador pedagógico e a construção da autonomia docente. O trabalho visa responder às seguintes questões: por que é tão difícil que o trabalho de planejamento, a troca de experiência, o estudo conjunto aconteçam na escola, mesmo quando são destinadas horas remuneradas para esses fins? Por que as horas destinadas ao planejamento, à troca de experiências, à avaliação do trabalho pedagógico e à formação continuada não são bem aproveitadas na escola? Muitos governos estaduais e municipais e mesmo muitos mantenedores de instituições privadas, geralmente "enfiam goela abaixo" dos educadores os seus projetos, não solicitando dos mesmos a contribuição, e o que é mais importante, o envolvimento no processo de elaboração. Os professores, ao resistirem aos processos de planejamento, estão reagindo a essa forma autoritária de desencadear políticas? Se não, que razões levam o professor a rejeitar mudanças em sua prática? Quais questionamentos fazem os professores em torno do planejamento/plano? A dissertação tem como objetivo geral analisar as respostas apresentadas da sondagem exploratória realizada no início da pesquisa, com quatro professores de uma mesma escola de Ensino Médio da rede particular, e relacioná-las aos estudos bibliográficos apresentados a partir de diversos autores estudiosos no assunto. Pretende, ainda, enfocar o "como" os professores poderiam utilizar melhor o processo do trabalho coletivo para um movimento reflexivo do ato de educar; o "quanto" as horas previstas e remuneradas poderiam contribuir para as discussões sobre o processo ensino-aprendizagem-avaliação. Como procedimento metodológico, além da entrevista inicial, foi realizado um estudo bibliográfico sobre a importância da palavra a partir dos estudos de Freud e, em seguida, da abordagem multirrefrencial por permitir um olhar plural e mais humano sobre os processos educacionais. Foram apresentados estudos sobre os conceitos atribuídos às políticas de planejamento curricular: o planejamento e o plano de ensino - práticas construídas no cotidiano. Como resultados, mesmo que provisórios, apontamos para: o trabalho coletivo no espaço organizado e garantido pelos gestores da escola; a valorização da memória e autoria docente, para a reflexão de práticas, a visibilidade do trabalho e o resultado pedagógico. O trabalho ainda considera a importância da formação contínua, planejada em momentos remunerados e garantidos pela instituição, a importância da construção dos saberes, docentes e do coordenador pedagógico e a historicidade das práticas de registro dos planos como aspectos inerentes a um projeto pedagógico e que devem ser reconhecidos, valorizados e estimulados pelas políticas institucionais.(AU)

The thesis presents a comparison of the national energy policies of the Federal Republic of Germany and Canada from 1973 until the late 1980s. The purpose of this paper is to analyze whether economic and/or environmental concerns were responsible for changes in the· West-German and Canadian national energy policies. Furthermore, the feasibility of implementing a soft energy path in West-Germany and Canada is examined. For better comprehension of the policy-making process and implemented changes in the national energy policies of the two states, the West-German and Canadian parliamentary systems and the political cultures were compared. For the analysis, several events with international impact were taken as guidelines. Furthermore, based on statistical data, the West-German and Canadian energy production and consumption were analyzed. With reference to these results the degree of the de facto changes in the national energy policies were analyzed. In addition, the thesis discusses the possibilities which a soft energy path offers to both national governments to renounce themselves from the dependencies on a few energy resources. The thesis reveals that changes in the West-German and Canadian national energy policies, in their energy production and consumption are correlated to various world events. In particular, governmental reponses security of energy supply by the two international oil crises of 1973 and 1979/1980 demonstrate that changes in the West-German and Canadian national energy policies were implemented in reaction to economic concerns than environmental ones. With the policies "away from oil" and "off oil", the West-German and Canadian government implemented the i i substitution of oil through various diverse energy supply resources. However, energy savings concepts and policies were initiated through the first oil crisis in 1973. The world recessions in 1975 and 1982 had no 'profound impacts on the agenda of West-German and Canadian energy policies. As a consequence of the stagnation or the negative growth of the world economic market, changes in their energy production and consumption can be perceived. However, the West-German and Canadian energy production and consumption intensified with the augmentation of the world economy. During the period of study, environmental concerns were taken into account in the energy policy agendas of the Federal Republic of Germany and Canada but they were not of primary concern. wi thin the decade of. the 1980s notably more environmental considerations were taken into account in the energy policies of the two states. The two nuclear reactor accidents in 1979 and 1986 sharpened to various degrees West-German and Canadian public discourse of present energy supply mix and attitude towards energy production and consumption. The statistical data reflects yet no changes in the energy policies in regard to the position of nuclear power. However, in the next several years possible changes can be observed through statistical data, because the planning, the construction and possible phase out of nuclear power requires several years. Finally, the thesis reveals that the implementation of a soft energy path requires profound changes in the consumer behaviour. As several studies indicate, a soft energy path is technological and economically feasible for the Federal Republic of Germany and Canada, its implementation remains to be a political decision.
