Harris R. and Trainor M. (2007) Impact of government intervention on employment change and plant closure in Northern Ireland, 1983-97, Regional Studies 41, 51-63. Financial assistance to manufacturing industry is an important element of the industrial development policy in Northern Ireland. This paper uses the individual plant-level records of the Annual Respondents Database (ARD) for the Northern Ireland manufacturing sector (1983-97) matched to the plant-level details of financial support provided by the Industrial Development Board to examine the effect of selective financial assistance (SFA) on employment change and plant closure. It is found that SFA concentrated on protecting existing, rather than new, enterprises in terms of employment change. Using a hazard model, it is found that the receipt of SFA significantly reduced the probability of plant closure by, on average, between 15 and 24%.

This paper examines how the loss of 6300 jobs from the closure of MG Rover (MGR) in the city of Birmingham (UK) in April 2005 affected the employment trajectories of ex-workers, in the context of wider structural change and efforts at urban renewal. The paper presents an analysis of a longitudinal survey of 300 ex-MGR workers, and examines to what extent the state of local labour markets and workers’ geographical mobility—as well as the effectiveness of the immediate policy response and longer-term local economic strategies—may have helped to balance the impacts of personal attributes associated with workers’ employability and their reabsorption into the labour markets. It is found that the relative buoyancy of the local economy, the success of longer-run efforts at diversification and a strong policy response and retraining initiative helped many disadvantaged workers to find new jobs in the medium term. However, the paper also highlights the unequal employment outcomes and trajectories that many lesser-skilled workers faced. It explores the policy issues arising from such closures and their aftermath, such as the need to co-ordinate responses, to retain institutional capacity, to offer high-quality training and education resources to workers and, where possible, to slow down such closure processes to enable skills to be retained and reused within the local economy.

Sodium phosphates are a class of chemicals that have been widely employed in commercial and consumer applications. However, declining use of these chemicals due to environmental concerns has lead to restructuring within the industry that has caused, and is likely to continue to cause, reduction of sodium phosphate production capacity. Closure of a sodium phosphate manufacturing plant necessitates decommissioning and decontamination activities that are subject to a variety of federal, state, and local regulations. A compliance plan was developed to provide a blueprint for ensuring that all federal regulatory requirements are met, however, site dependent state and local requirements were excluded. The compliance plan provides a framework that addresses project team formation and project planning, regulatory requirements, identification of affected processing equipment, plant pre-shutdown activities, waste stream identification and waste management facilities, safety, training, and emergency preparedness planning, and project decommissioning remedial actions. This regulatory compliance plan will enable sodium phosphate plant operators to complete decontamination and decommissioning work in a timely, efficient, compliant, and cost effective manner.

Purpose – The purpose of the paper is to present the findings of a study of factory closure management. It details the sequence and the results of the key strategic manufacturing management decisions made from the time of the announcement of the plant closure to the cessation of operations. The paper also includes an analysis of the human resource management (HRM) actions taken during this same time period and their consequences upon all those involved in the closure management process. Design/methodology/approach – The case study methodology consisted of two initial site visits to monitor closure management effectiveness (adherence to plan and the types and frequency of closure management communications). During these visits, documentary evidence of the impact of the closure decision upon production performance was also collected (manufacturing output and quality performance data). Following plant closure, interviews were held with senior business, production and HRM managers and production personnel. A total of 12 interviews were carried out. Findings – The case study findings have informed the development of a conceptual model of facility closure management. Information obtained from the interviews suggests that the facility closure management process consists of five key management activities. The unexpected announcement of a factory closure can cause behavioural changes similar to those of bereavement, particularly by those employees who are its survivors. In addition, similar reactions to the closure announcement may be displayed by those who choose to remain employed by the factory owner throughout the phased closure of the plant. Originality/value – Facility closure management is an insufficiently researched strategic operations management activity. This paper details a recommended procedure for its management. A conceptual model has also been developed to illustrate the links between the key facility closure management tasks and the range of employee changes of behaviour that can be induced by their execution.

Väitöskirja koostuu neljästä esseestä, joissa tutkitaan empiirisen työntaloustieteen kysymyksiä. Ensimmäinen essee tarkastelee työttömyysturvan tason vaikutusta työllistymiseen Suomessa. Vuonna 2003 ansiosidonnaista työttömyysturvaa korotettiin työntekijöille, joilla on pitkä työhistoria. Korotus oli keskimäärin 15 % ja se koski ensimmäistä 150 työttömyyspäivää. Tutkimuksessa arvioidaan korotuksen vaikutus vertailemalla työllistymisen todennäköisyyksiä korotuksen saaneen ryhmän ja vertailuryhmän välillä ennen uudistusta ja sen jälkeen. Tuloksien perusteella työttömyysturvan korotus laski työllistymisen todennäköisyyttä merkittävästi, keskimäärin noin 16 %. Korotuksen vaikutus on suurin työttömyyden alussa ja se katoaa kun oikeus korotettuun ansiosidonnaiseen päättyy. Toinen essee tutkii työttömyyden pitkän aikavälin kustannuksia Suomessa keskittyen vuosien 1991 – 1993 syvään lamaan. Laman aikana toimipaikkojen sulkeminen lisääntyi paljon ja työttömyysaste nousi yli 13 prosenttiyksikköä. Tutkimuksessa verrataan laman aikana toimipaikan sulkemisen vuoksi työttömäksi jääneitä parhaassa työiässä olevia miehiä työllisinä pysyneisiin. Työttömyyden vaikutusta tarkastellaan kuuden vuoden seurantajaksolla. Vuonna 1999 työttömyyttä laman aikana kokeneen ryhmän vuosiansiot olivat keskimäärin 25 % alemmat kuin vertailuryhmässä. Tulojen menetys johtui sekä alhaisemmasta työllisyydestä että palkkatasosta. Kolmannessa esseessä tarkastellaan Suomen 1990-luvun alun laman aiheuttamaa työttömyysongelmaa tutkimalla työttömyyden kestoon vaikuttavia tekijöitä yksilötasolla. Kiinnostuksen kohteena on työttömyyden rakenteen ja työn kysynnän muutoksien vaikutus keskimääräiseen kestoon. Usein oletetaan, että laman seurauksena työttömäksi jää keskimääräistä huonommin työllistyviä henkilöitä, jolloin se itsessään pidentäisi keskimääräistä työttömyyden kestoa. Tuloksien perusteella makrotason kysyntävaikutus oli keskeinen työttömyyden keston kannalta ja rakenteen muutoksilla oli vain pieni kestoa lisäävä vaikutus laman aikana. Viimeisessä esseessä tutkitaan suhdannevaihtelun vaikutusta työpaikkaonnettomuuksien esiintymiseen. Tutkimuksessa käytetään ruotsalaista yksilötason sairaalahoitoaineistoa, joka on yhdistetty populaatiotietokantaan. Aineiston avulla voidaan tutkia vaihtoehtoisia selityksiä onnettomuuksien lisääntymiselle noususuhdanteessa, minkä on esitetty johtuvan esim. stressin tai kiireen vaikutuksesta. Tuloksien perusteella työpaikkaonnettomuudet ovat syklisiä, mutta vain tiettyjen ryhmien kohdalla. Työvoiman rakenteen vaihtelu saattaa selittää osan naisten onnettomuuksien syklisyydestä. Miesten kohdalla vain vähemmän vakavat onnettomuudet ovat syklisiä, mikä saattaa johtua strategisesta käyttäytymisestä.

AIMS: To assess the impact of involuntary job loss due to plant closure or layoff on relapse to smoking and smoking intensity among older workers. DESIGN, PARTICIPANTS, SAMPLE: Data come from the Health and Retirement Study, a nationally representative survey of older Americans aged 51-61 in 1991 followed every 2 years beginning in 1992. The 3052 participants who were working at the initial wave and had any history of smoking comprise the main sample. METHODS: Primary outcomes are smoking relapse at wave 2 (1994) among baseline former smokers, and smoking quantity at wave 2 among baseline current smokers. As reported at the wave 2 follow-up, 6.8% of the sample experienced an involuntary job loss between waves 1 and 2. FINDINGS: Older workers have over two times greater odds of relapse subsequent to involuntary job loss than those who did not. Further, those who were current smokers prior to displacement that did not obtain new employment were found to be smoking more cigarettes, on average, post-job loss. CONCLUSIONS: The stress of job loss, along with other significant changes associated with leaving one's job, which would tend to increase cigarette consumption, must outweigh the financial hardship which would tend to reduce consumption. This highlights job loss as an important health risk factor for older smokers.

Cette thèse porte sur l’exploration des facteurs d’influence et des déterminants qui peuvent décrire et expliquer le comportement d’une entreprise multinationale lors d’un licenciement collectif pour fermeture d’usine mesuré à l’aune de l’idée de responsabilité sociale. Nous prenons pour base les conséquences sociales et économiques néfastes des licenciements collectifs sur les employés et les communautés ainsi que la faiblesse à cet égard du droit du travail québécois. De plus, nous établissons le lien entre la nature de la responsabilité sociale d’un point de vue théorique et la perspective empirique dans le cadre d’un processus de licenciement collectif. Pour arriver à cette fin, au niveau théorique, c’est à travers les critères éthiques de Garrett et Klonoski (1986) soit la juste cause, la minimisation des effets dommageables et la justice procédurale, que notre recherche a démontré qu’il était possible de déterminer de la responsabilité sociale d’une entreprise d’un point de vue empirique dans un contexte de licenciement collectif. Nous avons aussi regardé de près les différentes théories de la responsabilité sociale de l’entreprise pour finalement retenir une théorie instrumentale des parties-prenantes. Au plan méthodologique, nous avons utilisé une étude de cas unique soit celle de la fermeture partielle de l’usine de Rio Tinto Alcan située à Beauharnois au Québec. De plus, il a été possible de catégoriser l’approche adoptée par cette entreprise sous une taxonomie théorique de la responsabilité sociale, c’est donc une approche intégrative à deux niveaux : local et corporatif qui ressort de notre analyse. Au niveau local, nous avons identifié une perspective éthique reliée aux valeurs personnelles des individus devant mettre en place les mécanismes. Au niveau corporatif, c’est davantage une perspective instrumentale qui ressort. En ce sens, la multinationale estime devoir rendre des comptes à la fois à ses actionnaires et aux financiers afin d’établir une légitimité nécessaire ainsi qu’au politique (entre autre municipal et provincial) afin d’avoir accès aux ressources convoitées et nécessaires à son exploitation, de là l’importance de son image corporative. Le type d’entreprise doit être pris en considération, dans le secteur des ressources naturelles, le rôle et l’implication du politique s’avère central car il permet un accès aux ressources, essentiels à la survie de l’entreprise. L’apport de cette recherche se retrouve principalement dans l’étude du concept de responsabilité sociale à travers un phénomène important pour les relations industrielles soit celui des licenciements collectifs. Elle élargie aussi le champ théorique habituelle des relations industrielles en prenant en compte un cadre de la responsabilité sociale qui permet d’étudier des phénomènes sous un nouvel angle qui tient compte des priorités actuelles des multinationales dans un contexte d’ouverture des marchés et de recherche de légitimité.

Au cours des dernières années, la mondialisation des marchés a radicalement modifié les activités économiques des entreprises et le tissu productif à travers la planète. Les restructurations deviennent dès lors des options avantageuses pour les entreprises afin de demeurer concurrentielles. Alors qu’auparavant les restructurations consistaient essentiellement en une réduction d’effectifs dans un site considéré peu rentable, elles sont aujourd’hui polymorphes: fermeture de site, délocalisations, sous-traitance, ouverture de nouvelles unités au pays et hors pays, relocalisation et fusions-acquisitions (Rouleau, 2000) et (AgirE, 2008). Or, les restructurations posent un problème pour l’action syndicale qui doit composer avec ces processus complexes en raison de leur caractère multidimensionnel, multi niveaux et multi acteurs. Les réponses syndicales aux restructurations s’élaborent toujours dans un contexte d’asymétrie de pouvoirs dans la mesure où l’employeur est maître des dimensions spatiales et temporelles des restructurations. L'anticipation syndicale des restructurations apparaît être une stratégie innovante qui permet aux syndicats de réduire ou mieux, de prévenir les conséquences négatives qui découlent des restructurations. Cette recherche a pour objectif d’examiner les facteurs influençant l’anticipation des restructurations en vue d’en dégager les conditions se rattachant à un tel exercice pour les syndicats. À cette fin, deux modèles d'analyse ont été mobilisés. En premier lieu, les ressources de pouvoir syndicales de Lévesque et Murray (2003) permettent d'expliquer l'anticipation syndicale des restructurations dans la mesure où la capacité d'action du syndicat local constitue un facteur qui ne dépend que du syndicat lui-même. Puis, le modèle d'analyse d'AgirE (2008) permet d'expliquer l'espace et le temps d'action alloués au syndicat par l'employeur pour anticiper les restructurations. Les variables indépendantes provenant de ce modèle d'analyse sont les suivantes: les caractéristiques de l'entreprise, les caractéristiques du territoire et la stratégie patronale de restructuration. Cette présente recherche a été réalisée sous la forme d'une étude de cas. Il s'agit ici de l'étude d'un cas critique d'anticipation syndicale d'une restructuration ayant eu cours en 2004-2005 dans une usine du secteur manufacturier québécois. Des entrevues ont été effectuées auprès de représentants syndicaux de l'usine, d'un ex-cadre de l'usine et de deux intervenants importants du milieu communautaire. Les résultats de notre recherche montrent sans équivoque que la capacité d'action du syndicat local est un facteur-clé qui a permis d'expliquer l'anticipation stratégique et opérationnelle de la restructuration interne ayant eu lieu dans l'usine de fabrication et d'emballage de verre. En dépit des caractéristiques de l'entreprise et de la stratégie patronale de restructuration défavorable à l'implication syndicale, le syndicat local a su lui-même se créer un espace d'action lui ayant permis de sauver l'établissement d'une possible fermeture à moyen-long terme. Les caractéristiques territoriales favorables à une action concertée entre les différents acteurs du territoire où est située l'usine se sont également avérées une condition importante pour l'anticipation syndicale de la restructuration. This paper focuses on analysis of and suggestions for Corporate Social Responsibility (CSR) orienta- tion during the closedown process.The article addresses CSR considerations that adjust business strategies, which in turn change the Human Resource Management (HRM) focus. Our study fo- cuses on four best practice cases in Sweden, which are compared with three reported cases in the literature.All four best practice cases had a long notice period and socially responsible coordination of management and employees, which created adjusted corporate strategies.Three cases had the CSR orientation in the earliest stage, while the fourth case had this coordination during a later stage of the closedown process. We develop a model where we show that the scope for action increases if the CSR orientation and coordination of actions come early in the closedown process, due to the increased ability to adjust the business strategy and create a plan for outreach HRM activities and local community activities.
Analysis of spring break-up and its effects on a biomass feedstock supply chain in northern Michigan

Demand for bio-fuels is expected to increase, due to rising prices of fossil fuels and concerns over greenhouse gas emissions and energy security. The overall cost of biomass energy generation is primarily related to biomass harvesting activity, transportation, and storage. With a commercial-scale cellulosic ethanol processing facility in Kinross Township of Chippewa County, Michigan about to be built, models including a simulation model and an optimization model have been developed to provide decision support for the facility. Both models track cost, emissions and energy consumption. While the optimization model provides guidance for a long-term strategic plan, the simulation model aims to present detailed output for specified operational scenarios over an annual period. Most importantly, the simulation model considers the uncertainty of spring break-up timing, i.e., seasonal road restrictions. Spring break-up timing is important because it will impact the feasibility of harvesting activity and the time duration of transportation restrictions, which significantly changes the availability of feedstock for the processing facility. This thesis focuses on the statistical model of spring break-up used in the simulation model. Spring break-up timing depends on various factors, including temperature, road conditions and soil type, as well as individual decision making processes at the county level. The spring break-up model, based on the historical spring break-up data from 27 counties over the period of 2002-2010, starts by specifying the probability distribution of a particular county’s spring break-up start day and end day, and then relates the spring break-up timing of the other counties in the harvesting zone to the first county. In order to estimate the dependence relationship between counties, regression analyses, including standard linear regression and reduced major axis regression, are conducted. Using realizations (scenarios) of spring break-up generated by the statistical spring breakup model, the simulation model is able to probabilistically evaluate different harvesting and transportation plans to help the bio-fuel facility select the most effective strategy. For early spring break-up, which usually indicates a longer than average break-up period, more log storage is required, total cost increases, and the probability of plant closure increases. The risk of plant closure may be partially offset through increased use of rail transportation, which is not subject to spring break-up restrictions. However, rail availability and rail yard storage may then become limiting factors in the supply chain. Rail use will impact total cost, energy consumption, system-wide CO2 emissions, and the reliability of providing feedstock to the bio-fuel processing facility.

Esta pesquisa analisa as razões do crescimento do número de pentecostais no bairro paulistano de Perus, zona noroeste de São Paulo a partir do fenômeno de migração urbana. Com IDH figurando na 81ª posição entre os 96 distritos da capital paulista, o bairro apresenta grande concentração de igrejas pentecostais. 20,9% de sua população declarou-se com esta filiação religiosa no Censo 2000. O índice é alto quando comparado com a média da população pentecostal do município de São Paulo, calculado em 11,9%. Perus faz parte da periferia urbana, porém, no próprio bairro, há vilas que sofrem com maior falta de infra-estrutura, formando pequenas periferias dentro da periferia. Com crescimento associado à primeira fábrica de Cimento do país, a Cia de Cimento Portland Perus, o bairro foi o endereço de chegada de milhares de migrantes desde as primeiras décadas do século XX, a princípio originários do interior do estado de São Paulo e de Minas Gerais. No entanto, mesmo com o fechamento da fábrica, o bairro continua a receber migrantes de outras regiões, como o Nordeste do país e mesmo moradores de outros bairros da cidade de São Paulo. Assim, esta pesquisa pretende detectar como as redes religiosas pentecostais, existentes em uma multiplicidade de denominações, se fazem presentes no processo de acolhida e adaptação do migrante em sua chegada ao bairro e em que medida a filiação religiosa ganha importância neste processo de movimento e circulação populacional no espaço urbano.

Plants are rooted to their growth place; therefore it is important that they react adequately to changes in environmental conditions. Stomatal pores, which are formed of a pair of guard cells in leaf epidermis, regulate plant gas-exchange. Importantly, guard cells protect the plant from desiccation in drought conditions by reducing the aperture of the stomatal pore. They serve also as the first barrier against the major air pollutant ozone, but the behaviour of guard cells during ozone exposure has not been sufficiently addressed. Aperture of the stomatal pore is regulated by the influx and efflux of osmotically active ions via ion channels and transporters across the guard cell membrane, however the molecular identity of guard cell plasma membrane anion channel has remained unknown. In the frame of this study, guard cell behaviour during ozone exposure was studied using the newly constructed Arabidopsis whole-rosette gas-exchange system. Ozone induced a Rapid Transient Decrease (RTD) in stomatal conductance within 10 min from the start of exposure, which was followed by a recovery in the conductance within the next 40 min. The decrease in stomatal conductance was dependent on the applied ozone concentration. Three minutes of ozone exposure was sufficient to induce RTD and further ozone application during the closure-recovery process had no effect on RTD, demonstrating that the whole process is programmed within the first three minutes. To address the molecular components responsible for RTD, the ozone response was measured in 59 different Arabidopsis mutants involved in guard cell signalling. Four of the tested mutants slac1 (originally rcd3), ost1, abi1-1 and abi2-1 lacked RTD completely. As the ozone sensitive mutant slac1 lacked RTD, the next aim of this study was to identify and characterize SLAC1. SLAC1 was shown to be a central regulator in response to all major factors regulating guard cell aperture: CO2, light/darkness transitions, ozone, relative air humidity, ABA, NO, H2O2, and extracellular Ca2+. It encodes the first guard cell plasma membrane slow type anion channel to be identified at the molecular level. Interestingly, the rapid type anion conductance was intact in slac1 mutant plants. For activation, SLAC1 needs to be phosphorylated. Protein kinase OST1 was shown to phosphorylate several amino acids in the N-terminal tail of SLAC1, Ser120 was one of its main targets, which led to SLAC1 activation. The lack of RTD in type 2C protein phosphatase mutants abi1-1 and abi2-1, suggests that these proteins have a regulatory role in ozoneinduced activation of the slow type anion channel.

Floral closure may be induced by pollination and various other factors, but is rarely studied comprehensively. Different kinds of floral closure should have various effects on reproductive fitness of plants. Two contrasting types of floral closure were observed in the flowers of Gentiana straminea Maxim. in the eastern Qinghai-Tibetan Plateau. The first type occurred prior to pollination during both gender phases, in response mainly to decreasing air temperatures. Flowers closed when decreasing temperatures approached 20 degrees C and subsequently began to reopen the following day during mid-morning when air temperatures warmed to approximately 13-15 degrees C. This kind of floral closure can protect pollen grains on either stamens or stigmas, increasing fitness of both male and female. Following pollination, permanent floral closure occurred, although there was a delay between the dates of pollination and permanent closure, during which flowers continued to show temporary closure in response to low temperature episodes. The time required for permanent, pollination-induced closure varied according to the age of the gender phase, including a prolonged time before closure if pollination occurred early in the female phase. The retaining of permanent closed flowers increased both approaching (to inflorescences) and visiting (to unpollinated flowers) frequencies of individual plants when with fewer open flowers and the persisting corolla is further beneficial for seed sets of these pollinated flowers. Thus, two separate types of floral closure, one in response to environmental cues and the other in response to the age of each gender stage, appeared to have a strong influence on reproductive fitness in this species. These results revealed a different adaptive strategy of alpine plants in the sexual reproduction assurance in addition to the well-known elevated floral longevity, dominant role of more effective pollinators and increased reproduction allocation in the arid habitats.

We performed an ensemble of twelve five-year experiments using a coupled climate-carbon-cycle model with scenarios of prescribed atmospheric carbon dioxide concentration; CO2 was instantaneously doubled or quadrupled at the start of the experiments. Within these five years, climate feedback is not significantly influenced by the effects of climate change on the carbon system. However, rapid changes take place, within much less than a year, due to the physiological effect of CO2 on plant stomatal conductance, leading to adjustment in the shortwave cloud radiative effect over land, due to a reduction in low cloud cover. This causes a 10% enhancement to the radiative forcing due to CO2, which leads to an increase in the equilibrium warming of 0.4 and 0.7 K for doubling and quadrupling. The implications for calibration of energy-balance models are discussed.

The aim of this research was to determine whether shoot growth could be regulated and plant quality improved through two controlled irrigation techniques: Regulated Deficit Irrigation (RDI) or Partial Root Drying (PRD). An additional benefit of such techniques is that they would also improve the efficiency of irrigation application and reduce the volume of water used on commercial nurseries. Results from two ornamental woody plant species (Cotinus and Forsythia) demonstrated that plant quality could be significantly improved when RDI was applied at ≤ 60% of potential evapo-transpiration (ETp). Stomatal closure and reduced leaf and internode growth rates were associated with both the RDI and PRD techniques, but reduced leaf water potential was only recorded in the RDI system. Changes in xylem sap pH and ABA concentrations were correlated with changes in shoot physiology, and thought to be generated by those roots exposed to drying soil. By adopting such controlled irrigation systems on commercial holdings it is estimated that water consumption could be reduced by 50 to 90%.
