Many governments in western democracies conduct the work of leading their societies forward through policy generation and implementation. Despite government attempts at extensive negotiation, collaboration and debate, the general populace in these same countries frequently express feelings of disempowerment and undue pressure to be compliant, often leading to disengagement. Here we outline Plan B: a process for examining how policies that emerge from good intentions are frequently interpreted as burdensome or irrelevant by those on whom they have an impact. Using a case study of professional standards for teachers in Australia, we describe how we distilled Foucault’s notions of archaeology into a research approach centring on the creation of ‘polyhedrons of intelligibility’ as an alternative approach by which both policy makers and those affected by their policies may understand how their respective causes are supported and adversely affected.

Following the agreement made by Prime Minister David Cameron with the EU on 18-19 February 2016, the day for the referendum for the UK to remain in or leave the EU is set for 23 June 2016. This will be the most important decision taken by the British people in half a century, and whose consequences will live on for another half century. The first edition of this book, published in March 2015, laid the foundations for any objective assessment of the workings of the EU and the UK’s place in it. It was widely acclaimed and rated as “a myth-breaking exercise of the best kind”. This second edition adds a substantial new chapter following Cameron’s agreement with the EU and announcement of the referendum. It reviews both the ‘Plan A’, namely the status quo for the UK in the EU as amended by the new agreement, and three variants of a ‘Plan B’ for secession. The key point is that the ‘leave’ camp have not done their homework or ‘due diligence’ to specify the post-secession scenario, or how the British government would face up to the challenges that this would bring. The authors therefore do the ‘leave’ camp’s homework for them, setting out three Plan Bs more concretely and in more depth than the ‘leave’ camp have been able or wanted to do, or any other source has done. The book is therefore unique and essential reading for anyone concerned with the fateful choice that lies soon ahead.

The Olympic Coast National Marine Sanctuary (OCNMS or Sanctuary) planned and organized the 1998 Research Workshop as part of its mission to protect and improve understanding of its marine resources through research and education programs. The Sanctuary is also mandated to coordinate and facilitate information exchanges and sponsors periodic research workshops to that end. The goals of the 1998 Research Workshop were as follows: A. Highlight and prioritize research needs for the Sanctuary relative to the development of a framework for a five-year research plan; B. Build on results from the Olympic Coast Marine Research Workshop of 1996; C. Present recent/ongoing research; D. Share multi-disciplinary information; E. Select priority sites for multi-disciplinary studies; and F. Promote student participation and research. (PDF contains 93 pages.)

La iniciativa Yasuní ITT propone dejar el crudo bajo tierra en el parque natural Yasuní y no emitir 400 millones de toneledas de dióxido de carbono a la atmósfera, así como proteger la diversidad cultural y biológica contenida en los campos Ishpingo, Timbococha y Tiputini. El análisis de esta iniciativa desde la perspectiva de la disciplina de las Relaciones Internacionales dará algunas luces sobre el aporte de la Iniciativa al problema del cambio climático.

Esta investigación analiza el impacto de la no renovación de la ley de Promoción Comercial Andina y Erradicación de las Drogas (en inglés Andean Trade Promotion and Drug Erradication Act‐ ATPDEA) en las exportaciones de flores y brócoli, así como las alternativas o plan B que han desarrollado los exportadores ante un escenario definitivo sin las preferencias arancelarias. En primer lugar, se observa la importancia de Estados Unidos como socio comercial, así como la relevancia del ATPDEA, como estrategia de comercio para los países andinos; en este aspecto, el análisis se centra en tres momentos: la plena vigencia de las preferencias arancelarias; un período de constantes extensiones del beneficio arancelario; y una última etapa, la más extensa sin ATPDEA, desde su implementación para Ecuador. Como un segundo paso, se analiza la situación de cada sector (flores y brócoli) en función de la producción nacional, así como la evolución de las cifras y destinos de las exportaciones. Y finalmente, se expone los efectos y afectaciones para cada sector en ausencia del ATPDEA, además de las opciones de un plan B que visualizan los exportadores para permanecer en el mercado internacional.

If the Conservative party wins Britain’s General Election in 2015 the incoming Government intends to negotiate a new settlement with the EU, and then hold an in-out referendum. Opinion polls suggest a narrow majority would vote to leave. To exercise an informed choice the electorate would need to know what feasible alternatives are available, so that these can be assessed and debated. Furthermore, in the event of a no vote the Government must be ready to implement its alternative strategy: Plan B. This implies that both a new EU settlement, and Plan B, need to be negotiated concurrently. There has been no serious attempt to explain what Plan B would mean for UK farm policy. Would, for example, British farmers continue to receive the level of support that they currently enjoy; would support be more focussed on environmental objectives? WTO rules on most-favoured-nation treatment and regional trade agreements would apply. Could a WTO compatible agri-food trade agreement be negotiated with its former EU partners, or would Irish and Brazilian beef face the same tariff barriers on imports into the British market? For the EU, the loss of a major net contributor to EU finances could result in a re-examination of the CAP budget.

Este estudo, que se insere no contexto das pesquisas dos saberes docentes do engenheiro professor em cursos de Engenharia, teve como eixo norteador os seguintes questionamentos: Existe um conhecimento base a ser considerado na formação do professor de Engenharia? Teria o saber da experiência uma relevância sobre os demais saberes? Quais saberes são mobilizados por engenheiros em sua atuação docente? Schulman (1986), Tardif (2002) e Saviani (1996), entre outros, ofereceram as referências teóricas para o trabalho. Para a pesquisa empírica foram realizadas entrevistas com cinco professores de Engenharia, procedendo-se à análise de conteúdo. No aprofundamento da análise foram consideradas duas narrativas de professores de Engenharia: a do autor e a de um dos professores entrevistados, que aceitou realizar a entrevista intensiva. Os resultados trazem um mapeamento problematizador das experiências vividas por professores de Engenharia, revelando uma ênfase nos saberes disciplinares que, no exercício da prática, se articulam com os saberes da experiência, os saberes didático-curriculares, os atitudinais e os críticocontextuais, mostrando que a docência, em cursos de Engenharia, ainda está fortemente influenciada pela epistemologia dominante, própria da ciência moderna. A docência, em cursos de Engenharia, carrega uma concepção de docência como dom, relegando os conhecimentos pedagógicos a um segundo plano.

There are two possible responses to the Greek debt crisis: ‘Plan A’, continued official lending, for as long as needed, with possible voluntary private sector involvement, and ‘Plan B’, coercive preemptive or post-default restructuring with significant face value reduction in privately-held debt. Both options have risks, but it is necessary to move to Plan B sooner or later. The impact on Greece could be mitigated by foreign bank ownership and proper liquidity support measures. The direct spillover impact on the rest of the euro area seems small. But there is the risk of contagion, which is a serious concern. There is a cautious case for delaying somewhat Plan B in order to prepare for it.

This study examined the relationships between gifted selection criteria used in the Dade County Public Schools of Miami, Florida and performance in sixth grade gifted science classes.^ The goal of the study was to identify significant predictors of performance in sixth grade gifted science classes. Group comparisons of performance were also made. Performance in sixth grade gifted science was defined as the numeric average of nine weeks' grades earned in sixth grade gifted science classes.^ The sample consisted of 100 subjects who were formerly enrolled in sixth grade gifted science classes over two years at a large, multiethnic public middle school in Dade County.^ The predictors analyzed were I.Q. score (all scales combined), full scale I.Q. score, verbal scale I.Q. score, performance scale I.Q. score, combined Stanford Achievement Test (SAT) score (Reading Comprehension plus Math Applications), SAT Reading Comprehension score, and SAT Math Applications score. Combined SAT score and SAT Math Applications score were significantly positively correlated to performance in sixth grade gifted science. Performance scale I.Q. score was significantly negatively correlated to performance in sixth grade gifted science. The other predictors examined were not significantly correlated to performance.^ Group comparison results showed the mean average of nine weeks grades for the full scale I.Q. group was greater than the verbal and performance scale I.Q. groups. Females outperformed males to a highly significant level. Mean g.p.a. for ethnic groups was greatest for Asian students, followed by white non-Hispanic, Hispanic, and black. Students not receiving a lunch subsidy outperformed those receiving subsidies.^ Comparisons of performance based on gifted qualification plan showed the mean g.p.a. for traditional plan and Plan B groups were not different. Mean g.p.a. for students who qualified for gifted using automatic Math Applications criteria was highest, followed by automatic Reading Comprehension criteria and Plan B Matrix score. Both automatic qualification groups outperformed the traditional group. The traditional group outperformed the Plan B Matrix group. No significant differences in mean g.p.a. between the Plan B subgroups and the traditional plan group were found. ^
