No Brasil, a aplicação dos royalties do petróleo não é feita necessariamente de forma a gerar benfeitorias para a população da localidade que recebe o recurso. Estudos têm mostrado que as populações residentes em localidades beneficiadas pelos royalties não estão usufruindo deste recurso, sendo notórias as desigualdades sociais e os impactos no meio ambiente. O objetivo desta tese foi o de verificar se as Leis que regulam o setor do petróleo no Brasil visam a destinação dos recursos com o intuito de satisfazer as necessidades básicas das pessoas, melhorar a qualidade de vida, preservar o meio ambiente e resguardar os recursos para as gerações futuras. Para isso, foi feita uma verificação detalhada da legislação do petróleo e da aplicação de royalties no Brasil e nos cinco países grandes produtores de petróleo considerados desenvolvidos pelo IDH. Pretendeu-se investigar se as Leis que regulam o setor de petróleo nos países grandes produtores considerados desenvolvidos são voltadas para a satisfação das necessidades básicas das pessoas, preservação ambiental, gerações futuras e qualidade de vida. Foi feito um comparativo entre o conteúdo das Leis brasileiras que regulam o setor atualmente e o das Leis dos países grandes produtores para entender se existem, no modelo brasileiro, lacunas em relação aos conceitos definidos. Os resultados mostraram que conceitos como gerações futuras e qualidade de vida são pouco abordados, tanto na legislação brasileira quanto nas Leis internacionais. Foi possível observar também diferenças significativas entre os requisitos de aplicação dos royalties de algumas Leis internacionais e os das Leis brasileiras. São sugeridas modificações no modelo brasileiro. Entre elas, requerer monitoramento dos investimentos, através de um comitê com participação popular, responsabilizar as empresas pelo financiamento das pesquisas referentes a danos ambientais cometidos e a criação de um fundo para emergências ambientais.

A Constituição da República Federativa do Brasil (1988), em seu Art. n. 20, deixa claro: São bens da União: ... os recursos naturais da plataforma continental e da zona econômica exclusiva; e ainda: é assegurada, nos termos da lei, aos Estados, ao Distrito Federal e aos Municípios, bem como a órgãos da administração direta da União, participação no resultado da exploração de petróleo ou gás natural, de recursos hídricos para fins de geração de energia elétrica e de outros recursos minerais no respectivo território, plataforma continental, mar territorial ou zona econômica exclusiva, ou compensação financeira por essa exploração. Portanto, os Royalties do Petróleo constituem compensações financeiras, previstas em lei, devida aos entes federativos pelos concessionários que exploram e produzem petróleo ou gás natural. A identificação dos estados e municípios beneficiários dos Royalties do Petróleo e do gás natural extraídos da plataforma continental é feita de acordo com critérios definidos pelo decreto presidencial de n. 93.189, de 29 de agosto de 1986, que determina à Fundação Instituto Brasileiro de Geografia e Estatística (IBGE) como órgão responsável pelos traçados das projetantes dos limites estaduais e municipais e, também, pela identificação dos Estados e Municípios a serem beneficiados pelos Royalties do Petróleo produzido na Plataforma Continental. Sendo assim, este trabalho consiste no desenvolvimento de um Sistema de Informação Geográfica voltado para a classificação dos estados e municípios quanto à sua categoria de beneficiário dos Royalties do Petróleo em conformidade com a Lei n. 7.525/86 e com o Decreto n. 93.189/86.

Há cerca de dez anos os municípios confrontantes com a Bacia de Campos vem registrando contínuo e vigoroso aumento das receitas oriundas das participações governamentais incidentes sobre a exploração e produção de petróleo e gás natural em função da Lei Federal n° 9.478/98 que, entre outras medidas, ampliou as alíquotas básicas de royalties de 5% para até 10% do valor da produção bem como instituiu o pagamento de participações especiais sobre o lucro obtido em campos de grande produção ou rentabilidade. Nesse trabalho buscamos analisar o comportamento, na Prefeitura Municipal de Cabo Frio, das receitas em epígrafe durante o período compreendido entre os exercícios financeiros de 2002 a 2007, verificando os efeitos quantitativos produzidos nos tributos arrecadados por aquele Executivo, bem como avaliando as gestões, através da análise dos dados coletados, no sentido de determinar em qual delas houve maior efetividade na arrecadação tributária. O estudo em tela pretende ser uma fonte de informações para futuros gestores, auxiliando-os na condução de políticas fiscais e administrativas que visem incrementar a arrecadação.

This research aims to discuss the division of royalties from a legal perspective and its substitute role towards the non-taxation at source, in other words the taxation of destiny at the Brazilian petroleum industry. The analysis aims to deal with the historical evolution in relation to the aspect of royalties’ payment and its deviation of compensatory character in order to supply the ICMS function. There are some specific study objects in this research: 1. how the transformation of royalties’ payment led to financial compensation; 2. to whom the transference of mineral rent belongs – to the UNIÃO or to the fortunate regions which the oil is extracted; 3. would a tax reform be enough to minimize the competition of States and Cities towards the royalties? The research aims to clarify the real expectation that States have on the royalties’ payment. There is no compensation for damage to the environment as it is stated by the initial characteristic of the Constitution, and, by the contrast, from a compensatory character, there is a lacking of taxation from the sector mentioned before, this fact damages the producing states checked out by this research

This thesis is a study of naturally occurring radioactive materials (NORM) activity concentration, gamma dose rate and radon (222Rn) exhalation from the waste streams of large-scale onshore petroleum operations. Types of activities covered included; sludge recovery from separation tanks, sludge farming, NORM storage, scaling in oil tubulars, scaling in gas production and sedimentation in produced water evaporation ponds. Field work was conducted in the arid desert terrain of an operational oil exploration and production region in the Sultanate of Oman. The main radionuclides found were 226Ra and 210Pb (238U - series), 228Ra and 228Th (232Th - series), and 227Ac (235U - series), along with 40K. All activity concentrations were higher than the ambient soil level and varied over several orders of magnitude. The range of gamma dose rates at a 1 m height above ground for the farm treated sludge had a range of 0.06 0.43 µSv h 1, and an average close to the ambient soil mean of 0.086 ± 0.014 µSv h 1, whereas the untreated sludge gamma dose rates had a range of 0.07 1.78 µSv h 1, and a mean of 0.456 ± 0.303 µSv h 1. The geometric mean of ambient soil 222Rn exhalation rate for area surrounding the sludge was mBq m 2 s 1. Radon exhalation rates reported in oil waste products were all higher than the ambient soil value and varied over three orders of magnitude. This study resulted in some unique findings including: (i) detection of radiotoxic 227Ac in the oil scales and sludge, (ii) need of a new empirical relation between petroleum sludge activity concentrations and gamma dose rates, and (iii) assessment of exhalation of 222Rn from oil sludge. Additionally the study investigated a method to determine oil scale and sludge age by the use of inherent behaviour of radionuclides as 228Ra:226Ra and 228Th:228Ra activity ratios.

Understanding the impacts of traffic and climate change on water quality helps decision makers to develop better policy and plans for dealing with unsustainable urban and transport development. This chapter presents detailed methodologies developed for sample collection and testing for heavy metals and total petroleum hydrocarbons, as part of a research study to investigate the impacts of climate change and changes to urban traffic characteristics on pollutant build-up and wash-off from urban road surfaces. Cadmium, chromium, nickel, copper, lead, iron, aluminium, manganese and zinc were the target heavy metals, and selected gasoline and diesel range organics were the target total petroleum hydrocarbons for this study. The study sites were selected to encompass the urban traffic characteristics of the Gold Coast region, Australia. An improved sample collection method referred to as ‘the wet and dry vacuum system’ for the pollutant build-up, and an effective wash-off plan to incorporate predicted changes to rainfall characteristics due to climate change, were implemented. The novel approach to sample collection for pollutant build-up helped to maintain the integrity of collection efficiency. The wash-off plan helped to incorporate the predicted impacts of climate change in the Gold Coast region. The robust experimental methods developed will help in field sample collection and chemical testing of different stormwater pollutants in build-up and wash-off.

This report discusses the geologic framework and petroleum geology used to assess undiscovered petroleum resources in the Bohaiwan basin province for the 2000 World Energy Assessment Project of the U.S. Geological Survey. The Bohaiwan basin in northeastern China is the largest petroleum-producing region in China. Two total petroleum systems have been identified in the basin. The first, the Shahejie–Shahejie/Guantao/Wumishan Total Petroleum System, involves oil and gas generated from mature pods of lacustrine source rock that are associated with six major rift-controlled subbasins. Two assessment units are defined in this total petroleum system: (1) a Tertiary lacustrine assessment unit consisting of sandstone reservoirs interbedded with lacustrine shale source rocks, and (2) a pre-Tertiary buried hills assessment unit consisting of carbonate reservoirs that are overlain unconformably by Tertiary lacustrine shale source rocks. The second total petroleum system identified in the Bohaiwan basin is the Carboniferous/Permian Coal–Paleozoic Total Petroleum System, a hypothetical total petroleum system involving natural gas generated from multiple pods of thermally mature coal beds. Low-permeability Permian sandstones and possibly Carboniferous coal beds are the reservoir rocks. Most of the natural gas is inferred to be trapped in continuous accumulations near the center of the subbasins. This total petroleum system is largely unexplored and has good potential for undiscovered gas accumulations. One assessment unit, coal-sourced gas, is defined in this total petroleum system.

In this study, an LPG fumigation system was fitted to a Euro III compression ignition (CI) engine to explore its impact on performance, and gaseous and particulate emissions. LPG was introduced to the intake air stream (as a secondary fuel) by using a low pressure fuel injector situated upstream of the turbocharger. LPG substitutions were test mode dependent, but varied in the range of 14-29% by energy. The engine was tested over a 5 point test cycle using ultra low sulphur diesel (ULSD), and a low and high LPG substitution at each test mode. The results show that LPG fumigation coerces the combustion into pre-mixed mode, as increases in the peak combustion pressure (and the rate of pressure rise) were observed in most tests. The emissions results show decreases in nitric oxide (NO) and particulate matter (PM2.5) emissions; however, very significant increases in carbon monoxide (CO) and hydrocarbon (HC) emissions were observed. A more detailed investigation of the particulate emissions showed that the number of particles emitted was reduced with LPG fumigation at all test settings – apart from mode 6 of the ECE R49 test cycle. Furthermore, the particles emitted generally had a slightly larger median diameter with LPG fumigation, and had a smaller semi-volatile fraction relative to ULSD. Overall, the results show that with some modifications, LPG fumigation systems could be used to extend ULSD supplies without adversely impacting on engine performance and emissions.

While economic theory acknowledges that some features of technology (e.g., indivisibilities, economies of scale and specialization) can fundamentally violate the traditional convexity assumption, almost all empirical studies accept the convexity property on faith. In this contribution, we apply two alternative flexible production technologies to measure total factor productivity growth and test the significance of the convexity axiom using a nonparametric test of closeness between unknown distributions. Based on unique field level data on the petroleum industry, the empirical results reveal significant differences, indicating that this production technology is most likely non-convex. Furthermore, we also show the impact of convexity on answers to traditional convergence questions in the productivity growth literature.

The study monitored the emissions of volatile organic compounds (VOCs) from the exhaust of cars fuelled by liquefied petroleum gas (LPG) and unleaded petrol (ULP). Six cars, four fuelled by LPG and two by ULP, were tested on a chassis dynamometer at two different cruising modes of operation (60 km h−1 and 80 km h−1) and idle. A total of 33 VOCs were identified in the exhaust of both types of fuels by the use of GC/MS. Due to the complexity of the dataset, Multi Criteria Decision Making (MCDM) software PROMETHEE and GAIA was used to rank the least polluting mode and fuel. The 60 km h−1 driving speed was identified as the cleaner mode of driving as was LPG fuel. The Ozone Formation Potential (OFP) of the VOCs was also calculated by using the incremental reactivity scale. Priority VOCs leading to ozone formation were identified according to the three incremental reactivity scales: MIR, MOIR and EBIR. PROMETHEE was applied to assess the most preferred scale of reactivity for predicting ozone formation potential under different scenarios. The results enhance the understanding of the environmental value of using LPG to power passenger cars.

Uncombined elemental sulphur in petroleum products such as kerosene, diesel, furnace and gear oil has been determined by conversion into copper(I) sulphide at 150–170°. The copper(I) sulphide can be weighed, or its sulphur content determined by the iodimetric method.
