This paper argues that women’s absence in peace processes cannot be explained by their alleged lack of experience in dialogue and negotiation, but by a serious lack of will to include them in such important initiatives of change. Women have wide ranging experience in dialogue processes including many war and post-war contexts, but there has been a deliberate lack of effort to integrate them in formal peace processes. After introducing the research framework, the paper addresses women’s involvement in peace, and analyzes the role played by women in peace processes, through the cases of Sri Lanka and Northern Ireland. The paper concludes that peace processes are as gendered as wars, and for that reason gender has to be a guiding line for including women in peace processes.

The peace process in Northern Ireland demonstrates that new sovereignty formulas need to be explored in order to meet the demands of the populations and territories in conflict. The profound transformation of the classic symbolic elements of the nation-state within the context of the European Union has greatly contributed to the prospects for a resolution of this old conflict. Today’s discussions are focused on the search for instruments of shared sovereignty that are adapted to a complex and plural social reality. This new approach for finding a solution to the Irish conflict is particularly relevant to the Basque debate about formulating creative and modern solutions to similar conflicts over identity and sovereignty. The notion of shared sovereignty implemented in Northern Ireland –a formula for complex interdependent relations– is of significant relevance to the broader international community and is likely to become an increasingly potent and transcendent model for conflict resolution and peace building.

Este trabajo examina la teoría sobre guerras civiles y resolución de conflictos con el fin de contestar la pregunta: ¿por qué fracasan o progresan los procesos de paz? Se miraron los procesos de paz en Colombia en los últimos cinco años cuando comenzó y fracasó el proceso de paz con las Fuerzas Armadas Revolucionarias de Colombia, FARC y comenzaron con las Autodefensas Unidas de Colombia, AUC. La teoría revela la relevancia de factores económicos, políticos, participación externa y militares para explicar por que fallan o prosperan los procesos de paz. Por su parte, el fracaso de las negociaciones con las FARC puede explicarse por razones de estrategia militar, el rol de la violencia durante la negociación y la falta de participación internacional. De otro lado, evitando todos los puntos sensibles de la negociación inicial, las AUC ganaron apoyo de la opinión publica y la confianza del gobierno para iniciar los diálogos. De esta forma, tenemos dos procesos recientes en Colombia para analizar: uno que fallo y el otro que esta progresando. El análisis de estos procesos puede ayudarnos a contestar la pregunta inicial de este trabajo.

This article considers the opportunities of civilians to peacefully resist violent conflicts or civil wars. The argument developed here is based on a field-based research on the peace community San José de Apartadó in Colombia. The analytical and theoretical framework, which delimits the use of the term ‘resistance’ in this article, builds on the conceptual considerations of Hollander and Einwohner (2004) and on the theoretical concept of ‘rightful resistance’ developed by O’Brien (1996). Beginning with a conflict-analytical classification of the case study, we will describe the long-term socio-historical processes and the organizational experiences of the civilian population, which favoured the emergence of this resistance initiative. The analytical approach to the dimensions and aims of the resistance of this peace community leads to the differentiation of O`Brian’s concept of ‘rightful resistance’.

Aquest text manté que l’absència de les dones en els processos de pau no pot ser justificada al·ludint a la seva suposada manca d’experiència en el diàleg i la negociació, sinó que obeeix a la manca de voluntat per a incloure-les-hi. Les dones tenen una àmplia experiència en processos de diàleg. Han estat capaces de liderar experiències de diàleg en molts contextos de conflicte armat i postbèl·lics, però hi ha hagut una manca d’esforços deliberada per a integrar-les en els processos de pau formals. Després de presentar el marc de la investigació, el text aborda la implicació de les dones en la construcció de la pau i analitza el paper jugat per elles en els processos de pau, especialment en els casos de Sri Lanka i Irlanda del Nord. El text conclou afirmant que com que els processos de pau estan tan imbuïts pel gènere com els conflictes armats, les dones hi han de ser incloses i la perspectiva de gènere ha de guiar-les.

Este texto sostiene que la ausencia de las mujeres en los procesos de paz no puede ser justificada aludiendo a su supuesta falta de experiencia en el diálogo y la negociación, sino que obedece a la falta de voluntad para incluirlas en ellos. Las mujeres tienen una amplia experiencia en procesos de diálogo. Han sido capaces de liderar experiencias de diálogo en muchos contextos de conflicto armado, así como posbélicos, pero ha habido una falta de esfuerzos deliberada para integrarlas en los procesos de paz formales. Tras exponer el marco de la investigación, el texto aborda la implicación de las mujeres en la construcción de paz y analiza el papel jugado por las mujeres en los procesos de paz, tomando los casos de Sri Lanka e Irlanda del Norte. El texto concluye afirmando que, como los procesos de paz están tan imbuidos por el género como los conflictos armados, las mujeres deben ser incluidas en ellos y la perspectiva de género debe guiarlos.

The Barcelona Forum aimed to generate both a theoretical and practical discussion on decentralized governance and its capacity to promote peace, prevent conflict, advance human security and ensure greater governmental accountability. The Forum intended to review the theoretical strength of decentralization as a political tool and discuss how it can be properly implemented. Eight case studies were selected to be covered during the two days in order to draw conclusions and offer proposals for the future implementation of decentralization. The case of Catalonia and the decentralized experience of Spain was given special attention, as an example of successful decentralization. The other cases presented achievements and challenges and prompted discussions on both the validity and universality of decentralization as a way to promote and preserve peace. Topics such as ethnic and territorial divisions, democratic accountability, financial decentralization and distribution, resource sharing, and external implementation of decentralization through peace processes were discussed.

The most outstanding conceptual challenge of modern crisis management is the principle of consent. It is not a problem only at the operational level - it challenges the entire decision-making structures of crisis management operations. In post-cold war times and especially in the 21st century, there has been a transition from peacekeeping with limited size and scope towards large and complex peace operations. This shift has presented peace operations with a dilemma. How to balance between maintaining consent for peace operations, whilst being able to use military force to coerce those attempting to wreck peace processes? To address such a dilemma, this research aims to promote understanding, on what can be achieved by military crisis management operations (peace support operations) in the next decade. The research concentrates on the focal research question: Should military components induce consent or rely on the compliance of conflicting parties in crisis management operations of the next decade (2020 – 2030)? The focus is on military – political strategic level considerations, and especially on the time before political decisions to commit to a crisis management operation. This study does not focus on which actor or organisation should intervene. The framework of this thesis derives from the so called ‘peacebuilding space’, the scope of peace operations and spoiler theory. Feasibility of both peace enforcement and peacekeeping in countering future risk conditions are analysed in this framework. This future-orientated qualitative research uses the Delphi-method with a panel of national and international experts. Citation analysis supports identification of relevant reference material, which consists of contemporary literature, the Delphi-questionnaires and interviews. The research process followed three main stages. In the first stage, plausible future scenarios and risk conditions were identified with the Delphi-panel. In the second stage, operating environments for peace support operations were described and consequent hypotheses formulated. In the third stage, these hypotheses were tested on the Delphi-panel. The Delphi-panel is sufficiently wide and diverse to produce plausible yet different insights. The research design utilised specifically military crisis management and peace operations theories. This produced various and relevant normative considerations. Therefore, one may argue that this research; which is based on accepted contemporary theory, hypotheses derived thereof and utilising an expert panel, contributes to the realm of peace support operations. This research finds that some degree of peace enforcement will be feasible and necessary in at least the following risk conditions: failed governance; potential spillover of ethnic, religious, ideological conflict; vulnerability of strategic chokepoints and infrastructures in ungoverned spaces; as well as in territorial and extra-territorial border disputes. In addition, some form of peace enforcement is probably necessary in risk conditions pertaining to: extremism of marginalised groups; potential disputes over previously uninhabited and resource-rich territories; and interstate rivalry. Furthermore, this research finds that peacekeeping measures will be feasible and necessary in at least risk conditions pertaining to: potential spillover of ethnic, religious, ideological conflict; uncontrolled migration; consequences from environmental catastrophes or changes; territorial and extra-territorial border disputes; and potential disputes over previously uninhabited and resource-rich territories. These findings are all subject to both generic and case specific preconditions that must exist for a peace support operation. Some deductions could be derived from the research findings. Although some risk conditions may appear illogical, understanding the underlying logic of a conflict is fundamental to understanding transition in crisis management. Practitioners of crisis management should possess cognizance of such transition. They must understand how transition should occur from threat to safety, from conflict to stability – and so forth. Understanding transition is imperative for managing the dynamic evolution of preconditions, which begins at the outset of a peace support operation. Furthermore, it is pertinent that spoilers are defined from a peace process point of view. If spoilers are defined otherwise, it changes the nature of an operation towards war, where the logic is breaking the will of an enemy - and surrender. In peace support operations, the logic is different: actions towards spoilers are intended to cause transition towards consent - not defeat. Notwithstanding future developments, history continues to provide strategic education. However, the distinction is that the risk conditions occur in novel futures. Hence, lessons learned from the past should be fitted to the case at hand. This research shows compelling evidence that swaying between intervention optimism and pessimism is not substantiated. Both peace enforcement and peacekeeping are sine qua non for successful military crisis management in the next decade.

This paper summarizes a number of observations and reflections on the phenomenon and practice called “reconciliation”, in connection to peace processes and peace-building initiatives. In particular it draws from processes followed by the author, in East Timor in particular, but also in Europe, the Middle East and, more recently, Colombia. It is a discussion paper. The purpose is to invite to reflection, both on the level of perspectives as well as concepts. It is developed from a lecture called “The Challenge of Reconciliation” held at Universidad Nacional, Bogotá, in December 2003. Following substantial revision since then (making the text more than double in length) I realize that today not many parts of the original text are still recognizable from that presentation, then organized by the Embassy of Sweden in Colombia, as part of its commitment to the peace process in that country. I have accepted the invitation of the Center of Political and International Studies (Centro de Estudios Políticos e Internacionales, CEPI), at Universidad del Rosario, to publish this work in progress, to reach a broader public in Colombia and contribute to the discussion on econciliation. The field of “political reconciliation” is evolving, definitions of reconciliation are abounding, and different contributors have different takes on the subject matter, quite naturally. It is the author’s view, that reconciliation can and should not be “held captive” of any particular field of study. It relates to fundamental, some would call it existential, issues of meaning, trust, contradictions, and suffering in the midst of a violent, political reality. It is wise to tread softly on ground with such a complex bottom.

La presente monografía tiene por objetivo analizar a través de la corriente constructivista de Alexander Wendt, cómo a partir de la política exterior de la Unión Europea, se crea una identidad europea que tiene efectos sobre Colombia a través de los Laboratorios de Paz. La creación de dicha identidad estuvo condicionada por la apropiación de ciertos mecanismos dentro de su política exterior, como la ayuda para el desarrollo y la diplomacia preventiva. Es de esta manera como la identidad europea afecta a Colombia a través de la creación de los Laboratorios de Paz por medio de mecanismos como actividades económicas alternativas y fuente de ingresos y empleo, sustitución de cultivos ilícitos, transferencia de conocimientos tecnológicos y administrativos, apoyo a procesos de paz al interior de la población, fortalecimiento institucional y participación ciudadana.

En las décadas comprendidas entre 1982 y 2002, Colombia ya se afirmaba como un Estado democrático. Sin embargo, en este período el paramilitarismo agenció uno de los más agudos niveles de violencia homicida en el país. Ante esta realidad incuestionable, surgen planteamientos que intentan explicar esta paradoja: a) Colombia no es una democracia: es un régimen terrorista que acaba con la oposición para mantener un sistema de exclusiones desde arriba; b) las instituciones colombianas han sido una víctima más de la violencia paramilitar; y c) el paramilitarismo obedece a la insurgencia de élites locales y regionales contra procesos de paz impulsados desde arriba. Las dos primeras, claramente cuestionables. La última, todavía insuficiente a la hora de identificar el papel de los tomadores de decisiones a nivel central, tanto en el Estado como en el sistema político, en el despliegue y auge del fenómeno paramilitar.Este artículo evalúa estas tres afirmaciones y analiza, con base en documentos oficiales e informes de prensa de la época, los alcances del paramilitarismo en las décadas comprendidas entre 1982 y 2002, al tenor del papel desempeñado por la democracia colombiana y sus instituciones, pues –alcontrario del discurso oficial de los gobiernos, quienes por más de treinta años han afirmado haber sufrido la penetración y agresión del paramilitarismo de la mano de “manzanas podridas” o “casos aislados”– el fenómeno paramilitar en Colombia durante el período estudiado disfrutó de un estatus especial agenciado públicamente por políticos centristas, prosaicos y conciliadores apuntalados en las presiones de sectoresclave del sistema político y de las élites vulnerables del país.

El conflicto armado colombiano está lleno de enseñanzas para la resolución negociada de conflictos. En la medida en que ha sido una confrontación compleja y prolongada, los grupos armados se han convertido en protagonistas. Tanto sus objetivos como el uso de la violencia han generado controversias alrededor de cuáles deben ser las acciones o respuestas que se implementan para hacer frente a dichas situaciones. Al igual que en otros países, los actores involucrados han participado en numerosos acercamientos, diálogos políticos o procesos de paz, aportando experiencias de negociaciones que involucran a diferentes sectores de la sociedad civil, actores estatales, comunidad internacional y organizaciones multilaterales.En este sentido, resulta pertinente no sólo retomar el surgimiento, caracterización y posibles motivaciones de tres de los más grandes grupos al margen de la ley —paramilitares, ELN, FARC— que han participado en el conflicto, sino también explorar las formas de acercamiento a estos por parte del gobierno colombiano y sus diferentes administraciones, para así comprender la complejidad y las múltiples dimensiones desde las cuales se representan diversas visiones sobre la evolución del conflicto y los hechos de corta, mediana y larga duración, en tanto esto permite dilucidar las continuidades y discontinuidades que han dado paso a ver el fenómeno a través de causas culturales, complejos políticos o perspectivas económicas.-----The armed conflict in Colombia is full of lessons for negotiated conflict resolution. Insofar as this has been a complex and long-lasting confrontation, the armed groups have now become protagonists. Their objectives as much as their use of violence has generated controversy about which actions or responses should be implemented to face such situations. Similarly to other countries, the players concerned have participated in several rapprochements, political dialogues or peace processes by contributing experience in negotiations that involve different sectors of the civil society, state players, the international community, and multilateral organizations. To that effect, it is relevant not only to retake the emergence, characterization and possible motivations of three of the biggest groups outside the law –paramilitary, ELN, FARC– which have participated in the conflict, but also to explore the rapprochement methods the Colombian government and its different administrations have employed with these groups. This way, we can fully understand the complexity and the multiple dimensions in the representation of various views of the conflict evolution and the short, medium, and long-term events in as much as this allows clarification of the continuity and discontinuity that have resulted in seeing the phenomenon from the standpoint of cultural causes, political complexities or economic perspectives.

Esta monografía se enfoca en el papel que ha tenido el derecho a la libre autodeterminación de los pueblos en la construcción de las relaciones bilaterales entre Palestina e Israel, en uno de los periodos tal vez más fructíferos de la historia de las dos naciones, comprendido entre 1993 y 2004. Por medio del análisis de ciertos eventos históricos y manifestaciones del derecho a la libre autodeterminación de los pueblos durante del periodo de estudio seleccionado, se busca explicar cómo éstos han repercutido en la relación de ambos pueblos. Este análisis hace uso del enfoque constructivista de Alexander Wendt como herramienta que permite una aproximación teórica que considera, que la construcción de relaciones entre los diferentes agentes del Sistema Internacional son las ideas y creencias compartidas y no únicamente las capacidades materiales.
