The paper quantifies the effects on violence and police activity of the Pacifying Police Unit program (UPP) in Rio de Janeiro and the possible geographical spillovers caused by this policy. This program consists of taking selected shantytowns controlled by criminals organizations back to the State. The strategy of the policy is to dislodge the criminals and then settle a permanent community-oriented police station in the slum. The installation of police units in these slums can generate geographical spillover effects to other regions of the State of Rio de Janeiro. We use the interrupted time series approach proposed by Gonzalez-Navarro (2013) to address effects of a police when there is contagion of the control group and we find that criminal outcomes decrease in areas of UPP and in areas near treated regions. Furthermore, we build a model which allows to perform counterfactuals of this policy and to estimate causal effects in other areas of the State of Rio de Janeiro outside the city.

Este estudo analisa o indivíduo que atua na linha de frente do RIO 2016, um programa social do Governo do Estado do Rio de Janeiro que opera 800 unidades de atendimento no Estado, com gestão da Secretaria de Estado de Esporte e Lazer. O indivíduo analisado nesta pesquisa é denominado Integrador de Núcleo Esportivo e é o responsável pela gestão de uma dessas unidades — Núcleo Esportivo — que atende em média 50 alunos de uma comunidade carente no Estado do Rio de Janeiro. Essa pesquisa analisa o Integrador de Núcleo Esportivo sob uma perspectiva inédita, entendendo-o como um agente que atua além do seu escopo burocrático de trabalho. Para esse estudo foram consideradas teorias sobre burocracia organizacional, lançando mão da literatura de Michel Crozier ―The Bureaucratic Phenomenon‖ (1964), que analisa as relações entre pessoas, grupos e poder para entender a influência da organização burocrática no indivíduo. O termo ―sociological citizen‖,desenvolvido por Silbey (2009), também foi considerado para classificar esse indivíduo que se mostra mais aplicado que outros nos serviço de seu mandato organizacional e legal. Silbey aplica também o termo ―relational regulation‖ para denominar esta forma particular de prática da ―cidadania sociológica‖ (tradução do autor), por meio da qual os agentes ―governam a lacuna existente entre as expectativas regulatórias e o desempenho requerido‖.

As a result of the local autonomy program that commenced in Indonesia in Jan 2001, there is a concern regarding the applicability of the formalized model of security & the possibility of that being replaced by a local community-based security model. This rather informal security model is then promoted to be the only form of security used between societies & the nation. However, this model does not solve the problem because of widespread corruption, collusion, & nepotism, & the many limitations of the Indonesian National Police (Polri), a police department that has a mediocre & generalized level of service. In relation to autonomy, the effort of empowering the police units from the regional police down will bridge the gap between the people's ability to protect themselves & the limitations of those that are sworn to uphold the law. 17 References. The past four decades have witnessed an explosive growth in the field of networkbased facility location modeling. This is not at all surprising since location policy is one of the most profitable areas of applied systems analysis in regional science and ample theoretical and applied challenges are offered. Location-allocation models seek the location of facilities and/or services (e.g., schools, hospitals, and warehouses) so as to optimize one or several objectives generally related to the efficiency of the system or to the allocation of resources. This paper concerns the location of facilities or services in discrete space or networks, that are related to the public sector, such as emergency services (ambulances, fire stations, and police units), school systems and postal facilities. The paper is structured as follows: first, we will focus on public facility location models that use some type of coverage criterion, with special emphasis in emergency services. The second section will examine models based on the P-Median problem and some of the issues faced by planners when implementing this formulation in real world locational decisions. Finally, the last section will examine new trends in public sector facility location modeling.

O presente estudo de caso teve por objetivo identificar como a implantação da Unidade de Polícia Pacificadora na favela Santa Marta, na Zona Sul do Rio de Janeiro, alterou a interação do mercado com esta comunidade e como isso afetou as relações sociais na favela a partir da percepção dos moradores. O intuito era perceber como o mercado interno, seja ele formal ou informal, tem respondido à nova conjuntura e como atores do mercado externo, como Firjan, Light, entre outros, vêm atuando no local. Ademais, buscou-se analisar como essa nova dinâmica do mercado, viabilizada pela maior presença do estado no Santa Marta, influenciou a sociabilidade local. Para tal, por meio de pesquisa de campo, foram realizadas observações participantes e entrevistas semi-abertas com representantes de empresas que atuam na comunidade, empreendedores locais, moradores e lideranças. Concluiu-se que a expansão do mercado interno e da atuação do mercado externo na comunidade, permite que alguns benefícios cheguem; contudo, essa nova conjuntura tem gerado inseguranças nos moradores que sentem que tiveram espaços de lazer restringidos com o aumento do turismo e eventos festivos para o público externo, receiam não ter condições de arcar com o aumento do custo de vida e conseqüente empobrecimento e temem que venham a sofrer um processo de remoção branca causada pela pressão do mercado. Assim, alguns terão condições de aproveitar e até se desenvolver com as oportunidades que têm surgido com a expansão do mercado, enquanto outros, provavelmente, não terão capacidade e sofrerão uma nova exclusão.

The decrease in crime is one of the core issues that cause concern in society today. This study aims to propose improvements to public safety from the choice of points to the location of police units, ie the points which support the car and the police. For this, three models were developed in order to assist decision making regarding the best placement of these bases. The Model of Police Units Routing has the intention to analyze the current configuration of a given region and develop optimal routes for round preventative. The Model of Allocation and Routing for New Police Units (MARNUP) used the model of facility location called p-median weighted and traveling salesman problem (TSP) combined aiming an ideal setting for regions that do not yet have support points or to assess how far the distribution is present in relation to that found in solution. The Model Redefinition and Routing Unit Police (MRRUP) seek to change the current positioning taking into account the budgetary constraints of the decision maker. To verify the applicability of these models we used data from 602 points to instances of police command that is responsible for the capital city of Natal. The city currently has 31 police units for 36 of these 19 districts and police have some assistance. This reality can lead to higher costs and higher response times for answering emergency calls. The results of the models showed that in an ideal situation it is possible to define a distance of 500 km/round, whereas in this 900 km are covered by approximately round. However, a change from three-point lead reduced to 700 km / round which represents a decrease of 22% in the route. This reduction should help improve response time to emergency care, improving the level of service provided by the increase of solved cases, reducing police shifts and routing preventive patrols

Este estudo objetiva compreender como a Polícia Militar do Estado do Rio de Janeiro pode se valer das redes sociais para potencializar a interlocução com a sociedade e aprimorar seu trabalho e gerando valor público. O referencial teórico buscou contextualizar um panorama privilegiado nesse estudo, considerando o ambiente potencializador de interações propiciado pelas redes sociais e a visão da aplicação no campo da segurança. Foram considerados fatores como a evolução da visão sobre o trabalho policial voltado para a área de segurança, evolução esta motivada pela inserção de conceitos voltados para o pleno exercício da cidadania, para a necessidade de colaboração social nas atividades estatais como caminho para atingir as necessidades das pessoas e realização do trabalho dos órgãos estatais, bem como a forma que este envolvimento social tem se dado no contexto recente na Polícia Militar do Estado, analisada a partir de seus exemplos operacionais observados no campo da segurança, a indicação de uma terminologia própria para o momento de envolvimento desses conceitos no campo da segurança, agregando ferramentas e conceitos voltados a Governança Pública e a utilização das redes sociais através do aplicativo WhatsApp, visto ser este aplicativo um dos de maior alcance no contexto nacional e que reúne características próprias ao escopo da pesquisa. Adicionalmente e buscando entender as práticas organizacionais vivenciadas pela utilização das redes sociais através do WhatsApp, foram realizadas entrevistas semiestruturadas com empresas de comunicação e Unidades Policiais com experiência no assunto, o que propiciou um mapeamento das motivações para utilização das redes sociais, suas formas de operação, bem como dificuldades enfrentadas nesta utilização e resultados para os propósitos das organizações. Além dos resultados apresentados neste estudo, as revelações do campo e suas correlações, propiciaram a elaboração de linha mestra para emprego da ferramenta no contexto da Polícia Militar como parte das implicações do estudo. O estudo demonstrou que as redes sociais são úteis como ferramenta para a interlocução social, entre a Polícia Militar e a sociedade, destacando sua capacidade no campo da prevenção e melhoria da capacidade governamental na segurança.

In response to a crime epidemic afflicting Latin America since the early 1990s, several countries in the region have resorted to using heavy-force police or military units to physically retake territories de facto controlled by non-State criminal or insurgent groups. After a period of territory control, the heavy forces hand law enforcement functions in the retaken territories to regular police officers, with the hope that the territories and their populations will remain under the control of the state. To a varying degree, intensity, and consistency, Brazil, Colombia, Mexico, and Jamaica have adopted such policies since the mid-1990s. During such operations, governments need to pursue two interrelated objectives: to better establish the state’s physical presence and to realign the allegiance of the population in those areas toward the state and away from the non-State criminal entities. From the perspective of law enforcement, such operations entail several critical decisions and junctions, such as: Whether or not to announce the force insertion in advance. The decision trades off the element of surprise and the ability to capture key leaders of the criminal organizations against the ability to minimize civilian casualties and force levels. The latter, however, may allow criminals to go to ground and escape capture. Governments thus must decide whether they merely seek to displace criminal groups to other areas or maximize their decapitation capacity. Intelligence flows rarely come from the population. Often, rival criminal groups are the best source of intelligence. However, cooperation between the State and such groups that goes beyond using vetted intelligence provided by the groups, such as a State tolerance for militias, compromises the rule-of-law integrity of the State and ultimately can eviscerate even public safety gains. Sustaining security after initial clearing operations is at times even more challenging than conducting the initial operations. Although unlike the heavy forces, traditional police forces, especially if designed as community police, have the capacity to develop trust of the community and ultimately focus on crime prevention, developing such trust often takes a long time. To develop the community’s trust, regular police forces need to conduct frequent on-foot patrols with intensive nonthreatening interactions with the population and minimize the use of force. Moreover, sufficiently robust patrol units need to be placed in designated beats for substantial amount of time, often at least over a year. Establishing oversight mechanisms, including joint police-citizens’ boards, further facilities building trust in the police among the community. After disruption of the established criminal order, street crime often significantly rises and both the heavy-force and community-police units often struggle to contain it. The increase in street crime alienates the population of the retaken territory from the State. Thus developing a capacity to address street crime is critical. Moreover, the community police units tend to be vulnerable (especially initially) to efforts by displaced criminals to reoccupy the cleared territories. Losing a cleared territory back to criminal groups is extremely costly in terms of losing any established trust and being able to recover it. Rather than operating on a priori determined handover schedule, a careful assessment of the relative strength of regular police and criminal groups post-clearing operations is likely to be a better guide for timing the handover from heavy forces to regular police units. Cleared territories often experience not only a peace dividend, but also a peace deficit – in the rise new serious crime (in addition to street crime). Newly – valuable land and other previously-inaccessible resources can lead to land speculation and forced displacement; various other forms of new crime can also significantly rise. Community police forces often struggle to cope with such crime, especially as it is frequently linked to legal business. Such new crime often receives little to no attention in the design of the operations to retake territories from criminal groups. But without developing an effective response to such new crime, the public safety gains of the clearing operations can be altogether lost.

This study describes the professional experience of military police officers from the Portuguese Republican National Guard (N = 95). We focused on the main sources and consequences of stress and the coping strategies used to deal with stress. The evaluation protocol included one closed-ended question and four open-ended questions. Data analysis of meaningful text segments was conceptually based and data categorization followed deductive content analysis. Results allowed the identification of 483 meaning units. Factors intrinsic to the job and the relationships at work were the main stressors referred by participants. The consequences of stressors were evident at an individual level, affecting family, psychological, and physical/health domains. The coping strategies used to deal with the main source of stress in the professional career were focused on problem solving (e.g., active confrontation) and emotional regulation (e.g., situation acceptance). Practical implications and future avenues of research with these professionals are discussed.

El Servei d'Avaluació, Seguiment i Selecció de l'ISPC han elaborat un estudi sobre el perfil de personalitat dels aspirants al Curs de Formació bàsica per policies, que es va presentar a l'International Society for the Study of Individual Differences Meeting celebrat al CosmoCaixa de Barcelona i que organitzen conjuntament l’Associació Iberoamericana per a la recerca de les diferències individuals i la Universitat de Barcelona. L’estudi, titulat Revised NEO Personality Inventory Normative Data for Catalan police officer selection: A preliminary study, té com a objectiu comparar els perfils de personalitat d’una mostra d’aspirants de l’ISPC amb els resultats d’una mostra d’aspirants a policia dels EUA, publicada en una revista científica de prestigi el mes de febrer passat. Els resultats mostren que els aspirants catalans destaquen per obtenir millors puntuacions en les dimensions de responsabilitat i amabilitat, cosa que indicaria que aquest tret es valora especialment durant el procés de selecció de la policia de Catalunya; en altres característiques de la personalitat les dues mostres obtenen resultats similars. Els trets característics del perfil del policia català seria el de persones estables emocionalment, poc impulsives, amb capacitat per gestionar l’estrés, orientades a les persones, agradables, sociables, responsables, disciplinades i cauteloses. This article analyses the counter-terrorist operations carried out by Captain (later Major General) Orde Wingate in Palestine in 1938, and considers whether these might inform current operations. Wingate's Special Night Squads were formed from British soldiers and Jewish police specifically to counter terrorist and sabotage attacks. Their approach escalated from interdicting terrorist gangs to pre-emptive attacks on suspected terrorist sanctuaries to reprisal attacks after terrorist atrocities. They continued the British practice of using irregular units in counter-insurgency, which was sustained into the postwar era and contributed to the evolution of British Special Forces. Wingate's methods proved effective in pacifying terrorist-infested areas and could be applied again, but only in the face of 'friction' arising from changes in cultural attitudes since the 1930s, and from the political-strategic context of post-2001 counter-insurgent and counter-terrorist operations. In some cases, however, public opinion might not preclude the use of some of Wingate's techniques.

The aim of this study was to analyze the reasons for missed appointments in dental Family Health Units (FHU) and implement strategies to reduce same through action research. This is a study conducted in 12 FHUs in Piracicaba in the State of São Paulo from January, 1 to December, 31 2010. The sample was composed of 385 users of these health units who were interviewed over the phone and asked about the reasons for missing dental appointments, as well as 12 dentists and 12 nurses. Two workshops were staged with professionals: the first to assess the data collected in interviews and develop strategy, and the second for evaluation after 4 months. The primary cause for missed appointments was the opening hours of the units coinciding with the work schedule of the users. Among the strategies suggested were lectures on oral health, ongoing education in team meetings, training of Community Health Agents, participation in therapeutic groups and partnerships between Oral Health Teams and the social infrastructure of the community. The adoption of the single medical record was the strategy proposed by professionals. The strategies implemented led to a 66.6% reduction in missed appointments by the units and the motivating nature of the workshops elicited critical reflection to redirect health practices.

A wide variety of opportunistic pathogens has been detected in the tubing supplying water to odontological equipment, in special in the biofilm lining of these tubes. Among these pathogens, Pseudomonas aeruginosa, one of the leading causes of nosocomial infections, is frequently found in water lines supplying dental units. In the present work, 160 samples of water, and 200 fomite samples from forty dental units were collected in the city of Barretos, State of São Paulo, Brazil and evaluated between January and July, 2005. Seventy-six P. aeruginosa strains, isolated from the dental environment (5 strains) and water system (71 strains), were tested for susceptibility to six antimicrobial drugs most frequently used against P. aeruginosa infections. Susceptibility to ciprofloxacin, followed by meropenem was the predominant profile. The need for effective means of reducing the microbial burden within dental unit water lines is emphasized, and the risk of exposure and cross-infection in dental practice, in special when caused by opportunistic pathogens like P. aeruginosa, are highlighted.
