O estudo analisa a ocorrência do trabalho infantil no Brasil, investigando os fatores associados à sua evolução e alguns dos limites do Programa de Erradicação do Trabalho Infantil (PETI) para o enfrentamento da questão na atualidade. O trabalho está organizado em quatro capítulos, além daquele que o encerra com um breve comentário conclusivo. No primeiro são apresentados o problema de pesquisa, seus objetivos e pressupostos, e as principais características do PETI, para em seguida ser analisado o referencial teórico sobre a cooperação intergovernamental no âmbito das políticas sociais no Brasil. No segundo capítulo é discutida a ocorrência do trabalho infantil em âmbito internacional, por meio de esforço analítico que compara a associação entre as taxas de atividade da população de 10 a 14 anos e um conjunto de variáveis que expressam fatores de ordem socioeconômica e demográfica para uma amostra de 25 países com mais de 20 milhões de habitantes. O terceiro capítulo é desenvolvido em termos similares ao anterior, analisando como evoluiu a ocupação de crianças no país desde meados do século passado, e em que medida as diferenças entre os Estados brasileiros a respeito estão associadas a variáveis socioeconômicas e demográficas, com ênfase na estrutura do mercado de trabalho. O quarto capítulo analisa as diferenças entre os municípios brasileiros a respeito, e conclui que o PETI não pode ser considerado entre os principais fatores que explicam as variações nas taxas de atividade da população infantil na década passada, apontando alguns dos limites do Programa relacionados à promoção da cooperação intergovernamental necessária para que o país continue avançando de forma mais efetiva no enfrentamento da questão. O trabalho inclui também um balanço sobre a produção acadêmica brasileira a respeito do trabalho infantil, destacando o conjunto de estudos voltados à análise das ações do Estado frente à questão (Apêndice A).

中国资源植物丰富,蕴藏着优异的基因资源,开发和利用这些优异资源是植物学研究的重要课题。本文面向国家重大需求选择两种资源植物一羊草(Leymuschinensis (Trin.)Tzvel)和向日葵(llelia thus annuus L.),采用分子标记技术和分子生物学方法对其进行评价和研究,以期为资源利用提供依据。由于两种植物本身的差别和采用的研究方法各异,故分别论述。 羊草,隶属禾本科赖草属,是欧亚大陆草原区东部重要建群种之一。羊草是牧草之王,是我国比较有优势的战略性生物资源,对我国北方畜牧业的发展以及生态环境的保育均具有重要意义。近年来,由于缺乏科学管理、过度放牧等不利影响,加之羊草本身固有的“三低”问题(即抽穗率低、结实率低、发芽率低)已对羊草生物多样性维持构成了严重的威胁,限制了我国人工草地建设和天然草地的改良及沙化治理的步伐。因此,如何通过形态调查结合生物技术手段评价羊草遗传多样性为建立核心种质及改良羊草、快速评价和创造新的种质、如何加快育种进程便成为当前亟待解决的问题。本文围绕这些问题开展了系统的研究并取得如下结果: 1. 对羊草的形态调查和AFLP分析,表明羊草是一种形态变异较大但是遗传变 异较小的物种。两种生态型的表现显著差异,其中灰绿生态型羊草比黄绿生 态型差异大。羊草遗传多样性与包括长期的栽培驯化、地理分布有很大的相 关性,地理来源相同的几乎全部聚到了一组。 2. 通过主成分分析和通径分析,简化了羊草31个性状分析的复杂性,了解到 羊草无性繁殖受好的营养生长促进。 3. AFLP分子标记技术在分析羊草遗传多样性方面有显著优势,尤其是对于羊 草这样多态性不高的物种是一种非常有效的分析工具。在分析AFLP数据时 采用聚类分析和主坐标分析相结合的方法,既兼顾了亲缘关系较近的种质之 间的关系调查也兼顾了亲缘关系较远的种质之间的关系调查。 4.羊草AFLP反应,不同引物所获得的总带数和多态性带数差别明显。羊草基因 组对3’端有选择性碱基TN的所有EcoRJ选择性引物扩增效果很差,前人 的有关赖草属的遗传研究也支持这一结果。 向日葵(n=17),属于菊科( Compositae)向日葵属(Helia thus),向日葵的研究重要领域是向日葵杂种生产,而细胞质雄性不育系的使用是杂种优势育种的核心。全世界90%以上的向日葵杂交种生产仍然在使用同一个细胞质类型PETI,玉米遗传单一给生产带来的毁灭性打击仍然令研究者和生产者记忆犹新,因此寻找更多的细胞质类型仍然是研究者的重要任务。本研究围绕一个新的不育源(G20023)的发现及鉴定,通过使用不育的G20023的保持系、恢复系、恢复的Fi代、回交一代之间比较以及与属于PETI细胞质类型的不育系的相应材料进行比较,找出与这一新的细胞质类型不育表型有关的可能差异序列,来探讨其不育机制,得到如下结果: 1、 通过田间杂交试验,证明G20023的保持系有很多(已证实有24份), 目前找到的恢复系只有一个,H.maximiliani。G20023不育源作为一 种新的细胞质类型可以成为将来杂交育种的候选资源。同时,我们找 到一些表型证据,除了无花粉之外,G20023与PETI表型的典型不同 之处还在于前者的花药上下均为分离状态,而后者花药的基部联合, 顶部分离。显然,不同的细胞质类型在解剖结构上可能表现不尽相同。 2、 与线粒体基因组特异基因的核酸序列比较,结果表明,G20023线粒体 基因组上没有orfH522序列,与PETI表现出差异;此外,在基因atp6 位点也与PETI不同,而且在该位点也与同属向日葵ANTI不相同。同 时由于orf873并没有出现在ANTI中而出现在G20023中,因此我们可 以认为G20023这一个新的不育系是与ANTI和PETI不同的细胞质类 型。 3、 在参考常规线粒体DNA提取方法的基础上,我们做了很多改进,建立 了自己的向日葵线粒体DNA提取方法。该方法更快更简单,提取的线 粒体DNA完全可以用于酶切和杂交。 4、 G20023不育源由于其稳定的不育性状,可以作为培育无花粉彩色向日 葵杂交种的亲本材料,我们通过此不育源选育适当花色的无花粉观赏 向日葵生产杂交种。

Objective. To compare the voice performance of children involved in street labor with regular children using perceptual-auditory and acoustic analyses.Methods. A controlled cross-sectional study was carried out on 7- to 10-year-old children of both genders. Children from both groups lived with their families and attended school regularly; however, child labor was evident in one group and not the other. A total of 200 potentially eligible street children, assisted by the Child Labor Elimination Programme (PETI), and 400 regular children were interviewed. Those with any vocal discomfort (106, 53% and 90, 22.5%) had their voices assessed for resonance, pitch, loudness, speech rate, maximum phonation time, and other acoustic measurements.Results. A total of 106 street children (study group [SG]) and 90 regular children (control group [CG]) were evaluated. the SG group demonstrated higher oral and nasal resonance, reduced loudness, a lower pitch, and a slower speech rate than the CG. the maximum phonation time, fundamental frequency, and upper harmonics were higher in the SG than the CG. Jitter and shimmer were higher in the CG than the SG.Conclusion. Using perceptual-auditory and acoustic analyses, we determined that there were differences in voice performance between the two groups, with street children having better quality perceptual and acoustic vocal parameters than regular children. We believe that this is due to the procedures and activities performed by the Child Labor Elimination Program (PETI), which helps children to cope with their living conditions.

Identificar, en los discursos y prácticas de los maestros y monitores, los significados que se atribuyen a la sostenibilidad y analizar la relación entre el discurso y la práctica educativa de estos actores socio-educativo, en relación a la sostenibilidad. La investigación es de naturaleza cualitativa, debido al estudio de la realidad de las comunidades en su contexto natural, intentando dar sentido e interpretando los significados que las personas atribuyen a la sostenibilidad. La investigación se desarrolla, en los barrios de Mangabeira y Papagayos, en Feira de Santana, y en dos escuelas públicas, en la ciudad de Serrinha -Bahia. En relación con la muestra de investigación, se compone, en espacios formales diez maestros de las escuelas públicas (estatal y municipal) de la escuela fundamental de Serrinha. En los espacios educativos no formales, se seleccionan cinco monitoras de PETI, que desarrollar sus actividades, en el núcleo de Mangabeira, y de Parrot. Se amplía la muestra con seis monitores pertenecientes a otros centros para participar en el grupo de coordinación. Como fuentes de información, para el estudio, se utilizan los siguientes instrumentos: entrevista semi-estructura, la observación participante y grupo focal. En relación con el análisis e interpretación de los datos, las técnicas utilizas son las siguientes: análisis de los discursos en los grupos de discusión, procesos de triangulación y análisis de contenido . Las propuestas presentadas en la investigación, pueden contribuir a las cuestiones sociales, instituciones educativas y de las comunidades. En lo social, tanto niños como adolescentes y sus familias pueden beneficiarse mediante la mejora de la calidad social de vida de los aspectos: educación, higiene, salud, vivienda, saneamiento, alimentación, trabajo, entre otros. En el campo educativo, este estudio contribuye a la formación de los educadores, contemplando un nuevo plan de estudios que abarca la perspectiva de transversales y la educación integral asociada a diversas actividades de educación. En el aspecto institucional, las instituciones pueden adoptar las propuestas existentes, para repensar, con el fin de proporcionar a los niños y las familias de las comunidades estudiadas nuevos retos en la vida, como la dignidad humana.

O atual ambiente de negócios crescentemente competitivo e turbulento requer das organizações modernas conhecimento profundo sobre as necessidades dos clientes e uma percepção de oportunidades e arrojo não triviais. Neste contexto, a transformação de dados em informações oportunas e precisas é fundamental para subsidiar a gestão. O Planejamento Estratégico Empresarial (PEE) e da Tecnologia da Informação (PETI) vêm modernamente sendo construídos para, de forma alinhada, atender o anseio maior da empresa, qual seja, maximizar seu valor a longo prazo. Este trabalho descreve sucintamente algumas visões sobre estratégia corporativa, sobre a necessidade de alinhamento desta estratégia com a TI e analisa o caso de implementação de um Sistema de Apoio à Decisão pioneiramente desenvolvido e implementado num grande Centro de Diagnósticos Médicos localizado na cidade de São Paulo. A análise do caso está fundamentada na literatura e nas vivências profissionais do pesquisador e fundamenta-se em quatro grandes grupos de fatores: tecnologia da informação, sistemas de inteligência artificial e do conhecimento, recursos humanos e contexto organizacional. A conclusão reitera a importância do alinhamento estratégico e ilustra os resultados positivos que dele se pode esperar.

Este trabalho busca estimar a relação entre a oferta de trabalho, gasto público e transferências diretas no Brasil. Esta estimativa é fundamental para calcular o custo marginal do financiamento do setor público, em um regime de orçamento equilibrado e com provisão de cestas de bens físicos e monetários (Duarte e Mattos, 2008). São levadas em consideração transferências individuais (o Bolsa-Escola, PETI, previdência etc.) como gastos públicos apropriados pelos indivíduos e não como renda involuntária, diferentemente da literatura. Busca-se com isto, separar os efeitos destes gastos apropriados daqueles agregados, em termos de resposta da oferta de trabalho. Usando os dados para o Brasil – PNAD 2004, separamos os gastos agregados e os gastos apropriados pelo governo para estimarmos a resposta da oferta de trabalho. Os resultados sugerem que os gastos públicos (apropriados e não) podem ter um efeito significativo na oferta de trabalho o que implica que devem ser considerados para estimar o custo marginal do financiamento do setor público no Brasil.

The International Labor Organization (OIT) estimates that there are around 118 million children subjected to child labor around the world. In Brazil, there are 3.5 million workers aged between 5 and 17. This exploitation practice constitutes a serious social problem, including of Public Health, since these workers are exposed to a wide range of risks, such as those related to health, physical integrity and even to life, which may cause them to become sick adults and/or interrupt their lives prematurely. Therefore, this research aims to investigate the relationship between the frequency of child labor in the age group of 10 to 13 years and some socio-economic indicators. It is a quantitative research in an ecological study whose levels of analysis are the Brazilian municipalities grouped in 161 regions, defined from socioeconomic criteria. The dependent variable of this study was the prevalence of child labor in the age group of 10 to 13 years. The independent variables were selected after a correlation between the 2010 Census of child labor in the age group of 10 to 13 years and secondary data had been conducted, adopting two main independent variables: funds from the Family Allowance Program (PBF) per 1,000 inhabitants and Funds from the Child Labor Eradication Program (PETI) per a thousand inhabitants. Initially, it was conducted a descriptive analysis of the variables of the study, then, a bivariate analysis, and the correlation matrix was built. At last, the Multiple Linear Regression stratified analysis was performed. The results of this survey indicate that public policies , like the Bolsa Familia Program Features per 1000 inhabitants and Resources Program for the Eradication of Child Labour to be allocated to municipalities with HDI < 0.697 represent a decrease in the rate of child labor ; These programs have the resources to be invested in municipalities with HDI > = 0.697 have no effect on the rate of child labor. Other adjustment variables showed significance, among these the municipal Human Development Index (IDH), years of schooling at 18 years of age, illiteracy at 15 years of age or more, employees without employment contract at 18 years of age and the Gini Index. It is understood that the child labor issue is complex. The problem is associated, although not restricted to, poverty, the social exclusion and inequality that exist in Brazil, but other factors of cultural and economic nature, as well as of organization of production, also account for its aggravation. Fighting child labor involves a wide intersectoral articulation, shared and integrated with several public policies, among them health, sports, culture, agriculture, labor and human rights, with a view to guaranteeing the integrality of the rights of children and adolescents in situation of labor and of their respective families

The question of evaluating the fight against poverty in a given society is very complex task, considering the range of factors that permeate, such as education, culture and economy itself. Come hence the relevance of the theme and its constant presence in discussions on the fruits of public policies, institutional structure and economic development which are the guiding elements of this work, and noted that seeks to highlight the social demographics and most important, the most significant trends and issues pertaining to her. The assessment was initially made in all the municipalities of Rio Grande do Norte doing a verticalilzação to the municipalities Caicó, Pau dos Ferros, Ipueira and Taboleiro Grande. Highlighting the role of a social policy through government programs, such as the Bolsa Familia Program (PBF), which creates the possibility of changes in the socio demographic profile given the importance that the action of this public policy has in shaping the regional economic reality As well as social programs and actions of the government here reported that generate mobility of people and new social demands, such as rural retirements, the benefit of continuing provision (BPC), the Program for the Eradication of Child Labor (PETI) that put on the market of population living on the margins of various forms of consumption. Accordingly, the socio economic profile of the state shows a significant improvement in their social indicators, vital education and redistribution of income, due to the significant improvement in life expectancy in the fall of school drop-out rate and the drop in indicators of Proportion Poor and destitute of the state. Where the fall in the proportion of poor and indigent is strongly associated with an increase in income, from social programs. With this transfer and redistribution of income can be gauged that occurs a strengthening of local economies and an engagement of families with the conditionalities of social programs and PETI Bolsa Familia. Our research concludes that simply raising the rents caused by transfers, presents relevant impacts on the education of young people in beneficiary families. There is no doubt that the programs of transfer income, no facing the social field, representing a mechanism to decrease the most perverse ills of poverty, social and economic inequality that is hungry. For a significant portion of the Brazilian population living below the poverty line, programs for the transfer of income are expressed directly in improving the material conditions of life and indirectly in improving self-esteem of women and all family members receiving encouraging yet the integration family. Experiments have shown that improvements in health and nutrition can be obtained through the implementation of adequate social policies like the programs of transfer income, while social inclusion and economic does not become full
