This is the first of two papers that draw on a study of the national BHP Billiton Science Awards, a peak competition funded by BHP Billiton and administered by CSIRO. BHP Billiton, CSIRO and ASTA together oversee the strategic direction of the Awards. This paper reports an analysis focussed on the outcomes for students of participation in open scientific investigations. The second paper deals with school and teacher strategies supporting the conduct of such student open science investigations and the implications that can be drawn from the data.

While openness is well applied to software development and exploitation (open sources), and successfully applied to new business models (open innovation), fundamental and applied research seems to lag behind. Even after decades of advocacy, in 2011 only 50% of the public-funded research was freely available and accessible (Archambault et al., 2013). The current research workflows, stemming from a pre-internet age, result in loss of opportunity not only for the researchers themselves (cf. extensive literature on topic at Open Access citation project, http://opcit.eprints.org/), but also slows down innovation and application of research results (Houghton & Swan, 2011). Recent studies continue to suggest that lack of awareness among researchers, rather than lack of e-infrastructure and methodology, is a key reason for this loss of opportunity (Graziotin 2014). The session will focus on why Open Science is ideally suited to achieving tenure-relevant researcher impact in a “Publish or Perish” reality. Open Science encapsulates tools and approaches for each step along the research cycle: from Open Notebook Science to Open Data, Open Access, all setting up researchers for capitalising on social media in order to promote and discuss, and establish unexpected collaborations. Incorporating these new approaches into a updated personal research workflow is of strategic beneficial for young researchers, and will prepare them for expected long term funder trends towards greater openness and demand for greater return on investment (ROI) for public funds.

This paper introduces the concept of Open Science to policymakers and discusses how Open Science is fomenting change in the way scientific research is conducted, communicated, accessed and shared. The paper starts, firstly, by defining Open Science, identifying its pillars and describing its overall benefits. Secondly, it situates Open Science within the European Commission’s agenda for transforming science and democratising research1. Thirdly, it highlights the benefits and implications of Open Science for researchers – who are being increasingly encouraged to share research more widely and openly – and for policymakers, who have been adopting strategies and policies that encourage Open Science and open research. Importantly, this discussion paper intends to raise policymakers’ awareness to some of the reasons why researchers may or may not be supportive about Open Science. Finally, after highlighting the implications of Open Science for researchers, a reflection is made on how policymakers can implement cohesive and consistent policies and strategies that advance an Open Science agenda at the institutional, funder or national level(s).

Many aspects of China's academic publishing system differ from the systems found in liberal market based economies of the United States, Western Europe and Australia. A high level of government intervention in both the publishing industry and academia and the challenges associated with attempting to make a transition from a centrally controlled towards a more market based publishing industry are two notable differences; however, as in other countries, academic communities and publishers are being transformed by digital technologies. This research explores the complex yet dynamic digital transformation of academic publishing in China, with a specific focus of the open and networked initiatives inspired by Web 2.0 and social media. The thesis draws on two case studies: Science Paper Online, a government-operated online preprint platform and open access mandate; and New Science, a social reference management website operated by a group of young PhD students. Its analysis of the innovations, business models, operating strategies, influences, and difficulties faced by these two initiatives highlights important characteristics and trends in digital publishing experiments in China. The central argument of this thesis is that the open and collaborative possibilities of Web 2.0 inspired initiatives are emerging outside the established journal and monograph publishing system in China, introducing innovative and somewhat disruptive approaches to the certification, communication and commercial exploitation of knowledge. Moreover, emerging publishing models are enabling and encouraging a new system of practising and communicating science in China, putting into practice some elements of the Open Science ethos. There is evidence of both disruptive change to old publishing structures and the adaptive modification of emergent replacements in the Chinese practice. As such, the transformation from traditional to digital and interactive modes of publishing, involves both competition and convergence between new and old publishers, as well as dynamics of co-evolution involving new technologies, business models, social norms, and government reform agendas. One key concern driving this work is whether there are new opportunities and new models for academic publishing in the Web 2.0 age and social media environment, which might allow the basic functions of communication and certification to be achieved more effectively. This thesis enriches existing knowledge of open and networked transformations of scholarly publishing by adding a Chinese story. Although the development of open and networked publishing platforms in China remains in its infancy, the lessons provided by this research are relevant to practitioners and stakeholders interested in understanding the transformative dynamics of networked technologies for publishing and advocating open access in practice, not only in China, but also internationally.

The Bioinformatics Open Source Conference (BOSC) is organized by the Open Bioinformatics Foundation (OBF), a nonprofit group dedicated to promoting the practice and philosophy of open source software development and open science within the biological research community. Since its inception in 2000, BOSC has provided bioinformatics developers with a forum for communicating the results of their latest efforts to the wider research community. BOSC offers a focused environment for developers and users to interact and share ideas about standards; software development practices; practical techniques for solving bioinformatics problems; and approaches that promote open science and sharing of data, results, and software. BOSC is run as a two-day special interest group (SIG) before the annual Intelligent Systems in Molecular Biology (ISMB) conference. BOSC 2015 took place in Dublin, Ireland, and was attended by over 125 people, about half of whom were first-time attendees. Session topics included "Data Science;" "Standards and Interoperability;" "Open Science and Reproducibility;" "Translational Bioinformatics;" "Visualization;" and "Bioinformatics Open Source Project Updates". In addition to two keynote talks and dozens of shorter talks chosen from submitted abstracts, BOSC 2015 included a panel, titled "Open Source, Open Door: Increasing Diversity in the Bioinformatics Open Source Community," that provided an opportunity for open discussion about ways to increase the diversity of participants in BOSC in particular, and in open source bioinformatics in general. Certaines applications thérapeutiques de la médecine génomique sont susceptibles de mener à une amélioration considérable de la santé des populations des pays en développement dans les années à venir. La mise en place de politiques d’innovation efficaces demeure toutefois cruciale afin d’assurer la réalisation des promesses de la révolution génomique. Dans le domaine biomédical, la commercialisation des fruits de la recherche s’est établie comme le paradigme dominant au sein du système d’innovation. Plusieurs études récentes ont cependant démontré que l’emphase mise sur la commercialisation et la protection de la propriété intellectuelle a donné lieu à des résultats décevants. Certains acteurs du système d’innovation avancent donc désormais qu’il est nécessaire d’aller au-delà de la commercialisation de la recherche et de mettre en place des politiques basées sur le paradigme de la valorisation de la recherche, qui favorise l’atteinte d’objectifs sociaux ainsi qu’économiques. L’objectif de notre mémoire est de documenter l’impact des politiques d’innovation de projets internationaux de science ouverte en génomique médicale sur le développement des capacités en recherche et développement en génomique et l’accès à la médecine génomique dans les pays en développement. Nous avons ainsi réalisé une étude de cas impliquant quatre projets internationaux de science ouverte en génomique médicale. Les résultats de notre étude de cas ont démontré que ces projets jouent un rôle important dans le développement des capacités en recherche et en développement en génomique dans les pays en développement, mais qu’ils y jouent un rôle beaucoup plus limité sur le plan de l’accès aux applications de la médecine génomique.

Emphasizing the global and regional importance of mountain ecosystem services and referring to the anticipated future environmental changes affecting the provision of these services, this chapter takes a closer look at the Carpathian Mountains. In addition to climate change and general effects of globalization, rapid socioeconomic transformations after the fall of the Iron Curtain pose an extra challenge to the sustainable development of the region. Describing the early efforts of organizing mountain science through programs such as UNESCO MAB and UNEP at the global scale, this chapter focuses on the recent history of research coordination for the European mountains, in particular on the activities of the Carpathian Convention and the European Program of the Mountain Research Initiative, which were among main driving factors for the initiation of the Science for the Carpathians (S4C) network. This regional mountain research network was established in 2008 to foster scientific collaboration and communication and to promote applied research and capacity building, which in turn would support sustainable development in the Carpathian Mountains. Forum Carpaticum, a biennial open science conference, has become a central activity of the S4C network counting more than 400 members today.

Climate science and climate change are included in the Next Generation Science Standards, curriculum standards that were released in 2013. How to incorporate these topics, especially climate change, has been a difficult task for teachers. A team of scientists are studying aerosols in the free troposphere; what their properties are, how they change while in the atmosphere and where they came from. Lessons were created based on this real, ongoing scientific research being conducted in the Azores. During these activities, students are exposed to what scientists actually do in the form of videos and participate in similar tasks such as conducting experiments, collecting data, and analyzing data. At the conclusion of the lessons, students will form conclusions based on the evidence they have at the time.
