This article explores the relationship between the Crown, the French society and the king's financiers. It starts with a brief review of the discourses on the financiers and a survey of the work done by historians. Further to a description of the various groups of financiers, it analyses the nature of the contracts passed between the king and the traitants to pay for the Nine Years War, as well as the latter’s activities and profits. The article argues that the government supervised effectively the traitants and that, given the constraints of the Old Regime, these financiers provided essential services, but too costly to be sustainable.

This work concerns itself with the possibility of solutions, both cooperative and market based, to pollution abatement problems. In particular, we are interested in pollutant emissions in Southern California and possible solutions to the abatement problems enumerated in the 1990 Clean Air Act. A tradable pollution permit program has been implemented to reduce emissions, creating property rights associated with various pollutants.

Before we discuss the performance of market-based solutions to LA's pollution woes, we consider the existence of cooperative solutions. In Chapter 2, we examine pollutant emissions as a trans boundary public bad. We show that for a class of environments in which pollution moves in a bi-directional, acyclic manner, there exists a sustainable coalition structure and associated levels of emissions. We do so via a new core concept, one more appropriate to modeling cooperative emissions agreements (and potential defection from them) than the standard definitions.

However, this leaves the question of implementing pollution abatement programs unanswered. While the existence of a cost-effective permit market equilibrium has long been understood, the implementation of such programs has been difficult. The design of Los Angeles' REgional CLean Air Incentives Market (RECLAIM) alleviated some of the implementation problems, and in part exacerbated them. For example, it created two overlapping cycles of permits and two zones of permits for different geographic regions. While these design features create a market that allows some measure of regulatory control, they establish a very difficult trading environment with the potential for inefficiency arising from the transactions costs enumerated above and the illiquidity induced by the myriad assets and relatively few participants in this market.

It was with these concerns in mind that the ACE market (Automated Credit Exchange) was designed. The ACE market utilizes an iterated combined-value call market (CV Market). Before discussing the performance of the RECLAIM program in general and the ACE mechanism in particular, we test experimentally whether a portfolio trading mechanism can overcome market illiquidity. Chapter 3 experimentally demonstrates the ability of a portfolio trading mechanism to overcome portfolio rebalancing problems, thereby inducing sufficient liquidity for markets to fully equilibrate.

With experimental evidence in hand, we consider the CV Market's performance in the real world. We find that as the allocation of permits reduces to the level of historical emissions, prices are increasing. As of April of this year, prices are roughly equal to the cost of the Best Available Control Technology (BACT). This took longer than expected, due both to tendencies to mis-report emissions under the old regime, and abatement technology advances encouraged by the program. Vve also find that the ACE market provides liquidity where needed to encourage long-term planning on behalf of polluting facilities.

Inserida no contexto português da segunda metade do século XVIII, cenário de importantes mudanças culturais e marcado pela presença centralizadora do marquês de Pombal, a Academia Fluviense Médica, Cirúrgica, Botânica e Farmacêutica, estabelecida no Rio de Janeiro em 1772 sob a proteção do vice-rei, marquês do Lavradio, e direção da família Paiva, constituiu-se ao mesmo tempo como um espaço para a discussão e prática das ciências, produzindo conhecimento de caráter utilitário no âmbito da História Natural com vistas ao revigoramento e diversificação da agricultura colonial; como também um meio para o exercício da política das relações pessoais do Antigo Regime. Analisando as obras do presidente da Academia, José Henriques Ferreira e as de seu irmão, Manoel Joaquim Henriques de Paiva, foi possível compreender algumas implicações sócio-econômicas e, sobretudo, políticas, associadas à forma como se operavam concepções tais como natureza e ciência, que eram fundamentais no setecentos.

Os objetos centrais do presente trabalho foram os áulicos do Primeiro Reinado (1824-1826), em específico, os quatorze Conselheiros de estado e Ministro vigentes no período determinado; seu projeto político e parte da imprensa destinada a veicular suas ideias. Os áulicos constituíram-se nos representantes que gravitavam em torno do imperador Pedro I, procurando dar sustentação e visibilidade a seu governo diante da opinião pública. O trabalho perpassou pela formação do grupo durante as discussões da Assembleia Constituinte de 1823, até o início da reabertura das atividades parlamentares em 1826, que ficou marcado pelo início do enfraquecimento dos áulicos. As principais metas dos áulicos, tanto na Assembleia de 1823, quanto na imprensa, foram a defesa contra os ataques perpetrados pelos partidos rivais ao imperador e a reafirmação de seus postulados políticos, que tinham como ideias basilares a manutenção da ordem pública, a presença uma Monarquia Constitucional com forte poder centralizador e a defesa da soberania legítima de d. Pedro I. Na convivência entre as ideias modernas Constitucionalistas e os fortes preceitos de Antigo Regime, forjou-se a facção áulica. Sob essas perspectivas entre o novo e o antigo, as continuidades e descontinuidades das práticas políticas, buscou-se o fio condutor para entender os princípios que norteavam o projeto político dos áulicos.

The human occupation of the Tavira ridge is characterised by a network of small agglomerations of buildings (known as ‘montes’) belonging to the proprietors of lands around them. This way of organising places is, by and large, extensive to an important area of the schist mountains that stretch from Alentejo to Algarve, from the Guadiana river to the Atlantic Ocean. However, within the scope of that larger entity, the Tavira ridge appears as a sub-unit with traits of its own, which may be attributed not only to biophysical conditions, but also to the historical circumstances associated to the settlement of the territory. This particular ridge, which was confined to the perimeter of the Tavira municipality during the days of the Old Regime, has been more densely populated, due to its lack of interior hierarchisation, unlike what happens in neighbouring sub-units, both in terms of agglomeration sizes and of the property system itself. The traditional architecture of these areas was usually reduced to the bare essentials, reflecting the adverse conditions that generally surrounded the local economies. As can easily be gleaned from the plans shown here, the groupings of edifices that define the ridge’s settlement are largely characterised by the aggregation of buildings belonging to various owners, often intent on achieving a prominent position in the landscape.

Corte na Aldeia (1619), de Francisco Rodrigues Lobo, é o primeiro manual de cortesania em língua portuguesa, inspirado por Il Cortegiano (1528), de Baldesar Castiglione, a obra-matriz do género. Em tempo de usurpação do trono português por Castela, é necessário “resgatar” a glória da antiga corte, que servirá de base à escrita de um manual destinado a formar o cortesão do futuro, o “discreto”, na sua expressão mais exigente. Este, investido da devida doutrina, poderá entretanto brilhar numa corte política e simbolicamente dispersa “pelas aldeias”. Ora, o domínio da eloquência e a adopção de uma retórica apropriada ao trato cortesão, assente numa língua portuguesa “renascida”, constituem as ferramentas essenciais de que importa munir o aspirante a cortesão, que, neste início do século XVII, poderá até ser originário da burguesia.

Los estudios sobre política y su impacto y circulación entre la sociedad moderna, han solido limitar su expansión a un número reducido de personas del entorno más próximo a los grandes actores cortesanos frente a la tradicional “indiferencia” del común. Sin embargo, gracias a la renovación de la historiografía de lo político y a su interés por áreas culturales y sociales ajenas a su tradicional consideración, en las últimas décadas se ha descubierto un interesante terreno de experiencias políticas que nos puede servir como atalaya para conocer la difusión de la información sobre los hechos políticos también entre “gente corriente”. A nuestro juicio, es un momento adecuado para evaluar el desarrollo de un fenómeno historiográfico carente de cierta sistematicidad, razón por la que planteamos este balance crítico y analítico sobre la sociedad ibérica del Antiguo Régimen.

Profit, embezzlement, restitution. The role of the traitants in the Nine Years War and Chamillart’s tax on financial benefits The aim of this article is to revisit the question of the financiers in Old Regime France. It starts with an analysis of the discourses about the financiers under the Absolute monarchy that underlines the complexity of their relationship with the government and the public. It then reviews the secondary literature and highlights the existence of competing historical interpretations (functional, political, utilitarian), which raise the question of their overall capacity to account for the role and impact of the financiers at different times. On this ground, the article focuses on a specific group of financiers, the so-called traitants d’affaires extraordinaires, during the Nine Years War. Further to a description of the specific role and scope of the activities of the various financiers responsible for helping the monarchy to raise the funds it needed to pay for its peace and wartime expenditure, the article examines the conditions and profits granted by the king in his contracts with the traitants whose services were hired for the purpose of selling royal offices in the public and advancing the revenue to the Treasury. It also explores the contractual arrangements of the companies established by the financiers to manage their operations as well as the rights and the responsibilities of their various stakeholders. These bases being laid, the article relies on the administrative correspondence relating to the traités during the Nine Years War to address a range of issues, in particular the extent to which these contracts, and other control procedures, were robust enough to deter fraud. The accounts of two traitants’ companies offer an opportunity to analyse and compare the structure of their income and expenditure (including the volume and cost of the promissory notes sold in the public to finance their payments to the Treasury), to explore the strategies of the contractors, to calculate their net profits and further discuss the problem of embezzlement. The article ends with the study of the context and debates which led to the introduction by finance minister Michel Chamillart, in 1700, of a shortfall tax on the financial profits of the gens d’affaires or traitants, the method used to determine its rate (50 % of the net benefits), its distribution among the various stakeholders (including the bailleurs de fonds or backers), and the related procedures. In total, the article argues that the relationship between the monarchy, society and the financiers under the Ancien Regime was not static and, therefore, suggests that the broad question of control and fraud must be examined against changing circumstances. With regard specifically to the Nine Years War, the article concludes that within the constraints of the Absolute monarchy, contractors offered valuable services by raising capital for the benefit of a king who ruled over a country which, at the time, was by far the wealthiest in Europe, and where ministers failed to foresee long wars of attrition and whose financial strategy was limited by the very existence of privilege. Overall, the traités were too costly to be a viable system of war financing. In these conditions, the substantial fortunes made by a handful of very successful traitants suffice to explain that the government easily gave in to public criticism against the wealth of the financiers and felt compelled, when peace resumed, to cancel the advantageous conditions offered in the treaties by taxing financial profits.

[ES] La evolución historiográfica ocurrida en los últimos años en relación con el mundo de las finanzas en general y las Haciendas reales en particular, ha generado grandes cambios en la percepción del interés por el gasto de los Estados. La potenciación del deseo de observar cómo las Monarquías del Antiguo Régimen gestionan la atención a sus necesidades, conlleva aparejada una creciente atención por el estudio de los organismos encargados de dicha actuación. Entre estas instituciones destaca en la España del siglo XVIII la Tesorería Mayor o Tesorería General. Su estudio permite conocer la evolución política de la Monarquía y de su relación con las finanzas privadas desde una perspectiva diferente. Los estudios centrados en la actuación de este organismo, su composición interna, su estructura territorial, los mecanismos de su ordenación contable y, en definitiva, cualquier tipo de actuación ocurrida dentro del ámbito de su gestión son el objeto del presente estudio.
