We aimed to quantify the sources of variation contributing to the production and quality of cashmere produced in five districts in Osh and Naryn provinces of Kyrgyzstan. In early spring 2008 mid-side cashmere samples were taken from 719 cashmere adult females, and 41 cashmere adult males and castrates. Samples came from 53 villages and a total of 156 farmers’ flocks. For 91 goats from 33 farmers in 13 villages of two districts that had been sampled earlier, cashmere was combed from the goat at the time of a second visit (end of April 2008) when the cashmere would normally be harvested. Following standard cashmere objective measurement, data were examined using general linear modelling to quantify the effects of potential determinants. The mean fibre diameter (MFD) of cashmere differed between provinces (Osh 15.7 μm, Naryn 16.7 μm; P = 4.4 × 10−20). About 42% of the cashmere was <16 μm, 48% was 16.0–18.0 μm and 9.5% was >18.0 μm. Most of the cashmere samples were coloured (81%), with 63% black and 19% white. The percentage of cashmere samples that were white declined as MFD increased (26% < 14 μm to 11% of >18 μm). The primary determinants of cashmere MFD of individual goats were age of goat (range 1.46 μm, P = 1.8 × 10−12) and farm (range 6.5 μm, P = 1.7 × 10−14). The lesser effects detected for sex (range 0.9 μm, P = 0.026) and colour of cashmere (range 1.8 μm, P = 0.023) were based on small sample sizes and are unreliable. Age of goat had important affects on fibre diameter variation (up to 1.7% in coefficient of variation, P = 5.8 × 10−6) and fibre curvature (2.5–5°/mm, P = 2.1 × 10−4). By far the greatest effect on fibre curvature was cashmere MFD (P = 3.0 × 10−104) with a smaller effect of sex (about 5°/mm, P = 3.0 × 10−6). Village effects were detected on fibre diameter variability (range 4.5% in coefficient of variation, P = 0.027) and fibre curvature (range 15°/mm, P = 1.6 × 10−7). There was a strong negative association between increasing MFD and declining fibre curvature (−5.11 ± 0.181°/mm per 1 μm; P = 7.1 × 10−121; r2 = 0.51). Average combed cashmere weight was 164 g, the clean cashmere content was 0.661 and median clean cashmere production was 110 g per goat (range 60–351 g). Combed cashmere production increased with altitude of the village, probably related to different moulting times as spring temperatures warmed up later in higher altitude villages up to 3200 masl. Measurements of combed cashmere MFD were coarser than the mid-side samples taken earlier in the year. There are farmers and cashmere goats in the sampled districts of Kyrgyzstan which produce the finest qualities of commercial cashmere as the vast majority of cashmere is fine, has low variation in fibre diameter and has fibre crimping (curvature) typical of Chinese and Mongolian cashmere. There is substantial scope to increase the production and commercial value of cashmere produced by Kyrgyz goats. In particular, some villages and farmers need to change their buck selection practices if they wish to produce acceptable cashmere. Farmers should separate their finer and white cashmere prior to sale.

As with other types of flexible employment, a growing body of international research has found an association between temporary agency work and comparatively poor occupational safety and health outcomes. Temporary agency work has also been found to pose a serious challenge to regulatory regimes, including the activities of inspectors. Government agencies have responded to these challenges in a number of ways. This study examines a project undertaken in the Australian state of Queensland that sought to identify both particular problems and ways of resolving them. The focus of the project was to identify ‘non-regulatory’ solutions based on information collected through focus groups of agency and host employer representatives. However, while a number of policy interventions were identified that fitted this approach, the project also found that both agency firms and hosts believed additional regulatory controls were required. This paper assesses these findings in the context of broader research and policy debates about how to deal with the occupational safety and health problems posed by the global shift to more flexible work arrangements.

To develop a transparent and broadly applicable method for assessing occupational safety and health (OSH) programmes or management systems; (2) to assess OSH programmes in a sample of manufacturing worksites; and (3) to determine whether a management focused occupational health intervention results in greater improvement in OSH programmes compared to minimal intervention controls. OSH programmes were assessed using an adaptation of the US Occupational Safety & Health Administration's 1995 Program Evaluation Profile. Scores were generated from 91 binary indicator variables grouped under four "Essential Elements". Essential Element scores were weighted to contribute to an overall programme score on a 100 point scale. Seventeen large manufacturing worksites were assessed at baseline; 15 sites completed the 16 month intervention and follow up assessments. There was considerable variation in Essential Element scores across sites at baseline as judged by our instrument, particularly in "management commitment and employee participation" and "workplace analysis". Most sites scored highly on "hazard prevention and control" and "training and education". For overall OSH programme scores, most sites scored in the 60-80% range at baseline, with four sites scoring below 60%, suggesting weak programmes. Intervention sites showed greater improvements than controls in the four programme elements and in overall programme scores, with significantly greater improvements in "management commitment and employee participation". The OSH programme assessment method used is broadly applicable to manufacturing work settings, and baseline profiles suggest needs for improvement in OSH programmes in most such worksites. Despite a small sample size, results showed that sustained management focused intervention can result in improvement in these OSH programme measures.

This report summarizes the development of an occupational exposure database and surveillance system for use by health and safety professionals at Rocky Flats Environmental Technology Site (RFETS), a former nuclear weapons production facility. The site itself is currently in the cleanup stage with work expected to continue into 2006. The system was developed with the intent of helping health and safety personnel not only to manage and analyze exposure monitoring data, but also to identify exposure determinants during the highly variable cleanup work. Utilizing a series of focused meetings with health and safety personnel from two of the major contractors at RFETS, core data elements were established. These data elements were selected based on their utility for analysis and identification of exposure determinants. A task-based coding scheme was employed to better define the highly variable work. The coding scheme consisted of a two-tiered hierarchical list with a total of 34 possible combinations of work type and task. The data elements were incorporated into a Microsoft Access database with built-in data entry features to both promote consistency and limit entry choices to enable stratified analyses. In designing the system, emphasis was placed on the ability of end users to perform complex analyses and multiparameter queries to identify trends in their exposure data. A very flexible and user-friendly report generator was built into the system. This report generator allowed users to perform multiparameter queries using an intuitive system with very little training. In addition, a number of automated graphical analyses were built into the system, including ex posure levels by any combination of building, date, employee, job classification, type of contaminant, work type or task, exposure levels over time, exposure levels relative to the permissible exposure limit (PELS), and distributions of exposure levels. Both of these interfaces, allow the user to ''drill down'' or gradually narrow query criteria to identify specific exposure determinants. A number of other industrial hygiene processes were automated by the use of this database. Exposure calculations were coded into the system to allow automatic calculation of time-weighted averages and sample volumes. In addition, a table containing all the PELs and other relevant occupational exposure limits was built into the system to allow automatic comparisons with the current standards. Finally, the process of generating reports for employee notification was automated. The implementation of this system demonstrates that an integrated database system can save time for a practicing hygienist as well as provide useful and more importantly, timely information to guide primary prevention efforts.

This article explores the tensions inherent in how Kyrgyzstan's nationhood and statehood have been imagined and practised via an analysis of local reactions to the findings of the Kyrgyzstan Inquiry Commission's (KIC) investigation into the 2010 Osh violence and in particular the threat narrative that developed in opposition to the investigation. In the wake of the clashes that erupted in Osh in June 2010, a recurrent theme was calls from the international community for an independent investigation. Within Kyrgyzstan, however, some politicians argued that investigations violated the republic's sovereignty. Despite local reluctance, a number of investigations did subsequently take place. Yet the reports of the respective investigations did little to quell controversy, with the KIC report being strongly criticized and declared a threat to national security. The strength of feeling demonstrated by this reaction was indicative of long-standing and unresolved tensions in Kyrgyzstan between international and local imaginings of nationhood and statehood. The article concludes by arguing that nationhood and statehood need to be reimagined to focus on re-establishing state–society relations by both local and international actors in order for Kyrgyzstan to begin repairing the already fragile sociopolitical relationships that were grievously damaged by the violence and the subsequent investigations.

The commitment assumed by Brazil to ILO in order to pursue actions toward the ILO/OSH-2001 adoption in the country poses the issue of modeling the institutional arrangement the set roles and relationship between government, standards organizations, health and safety organizations, professionals and other institutions to deploy the ILO/OSH-2001. This Thesis develop institutional arrangement models based on the current model and also in the ISO 9000 scheme and others. It is studied the US case with OSHA and VPP, the OHSAS 18001 and ANSI/AIHA Z-10, in addition to actual context of the regulating norms NR s. The scenarios developed are put to evaluation on feasibility, potential changes and effects on current MTE auditors work scheme. The main results are five scenarios developed and that the MTE auditors tend to be reactive to the change toward the ILO/OSH-2001.

Cada vez mais há o estreitamento nas relações entre o homem e os animais domésticos, em especial o cão. Porém alguns cuidados precisam ser tomados para tornar esta relação saudável, evitando-se assim a propagação de doenças e o aumento desordenado da população de cães. Dentre as técnicas utilizadas para a esterilização de cães a ováriosalpingohisterectomia (OSH) é sem dúvida a mais utilizada. O objetivo desse trabalho é informar aos médicos veterinários a importância de conhecer as principais complicações após a OSH, possibilitando assim melhores condições de intervenção e prevenção oriundas de complicações da realização OSH. Para tanto foi realizada revisão de literatura onde artigos publicados de 2007 a 2014 foram pesquisados em bancos de dados reconhecidos por meio da biblioteca virtual em saúde animal(PUBMED). As principais complicações observadas na literatura foram piometra de coto, ligadura acidental de ureter, contaminação, incontinência urinária, síndrome do ovário remanescente, aderências, granulomas, fístulas e hemorragias. Há muitas complicações pós-cirúrgicas observadas após a realização da OSH sendo que muitas delas podem ser evitadas tomando-se algumas precauções como esterilização correta do material cirúrgico, atenção na localização anatômica das estruturas, realização prévia de análises laboratoriais, entre outras. Ressalta-se a importância do conhecimento prévio destas complicações para evitá-las ou minimizar suas consequências contribuindo assim para um melhor prognóstico do animal.
