RAAKAPUUKULJETUKSET VENÄJÄN RAUTATEILLÄ, SEKÄ SUOMEN JA VENÄJÄN VÄLISESSÄ YHDYSLIIKENTEESSÄ

Työssä on aluksi tarkasteltu Venäjän raakapuukuljetuksiin vaikuttavia tekijöitä siten, että ne selittäisivät parhaalla mahdollisella tavalla raakapuukuljetuksien tulevaisuutta sekä niissä käytettävän liikkuvan kaluston kehitystä Venäjällä. Lopuksi työssä on keskitytty raakapuukuljetuksissa käytettävän liikkuvan kaluston tämän hetkiseen tilaan ja ongelmiin. Reformi, joka on saanut alkunsa tarpeesta sopeutua markkinatalouden asettamiin vaatimuksiin, poistaa MPS:ltä kaksinaisroolin rahoittajana ja viranomaistahona sekä tuo mukanaan suuria muutoksia nykyiseen tariffipolitiikkaan. Tariffipolitiikka määrittelee Venäjällä mitä kuljetusmuotoa kannattaa käyttää ja millä kalustolla kuljetuksia suorittaa. Venäjän MPS:n uudistuksen kautta kuljetukset ovat avautuneet vuonna 2001 ensimmäistä kertaa yksityisille operaattoriyrityksille. Liikkuvan kaluston puute on Venäjällä rautatietoimialan tämän hetkisistä ongelmista suurin. Venäjän MPS:llä ei ole varaa tehdä riittäviä investointeja liikkuvaan kalustoon, jotta kaikki kuljetukset saataisiin suoritettua. Nykyinen raakapuun kuljetuskalusto on erittäin huonokuntoista. Puutavaravaunuista on jo tällä hetkellä jatkuva pula. Puutavarakuljetuksissa käytettävät vaunut ovat Vok-vaunuja, pankkovaunuja ja puutavaran erikoiskuljetusvaunuja. Vaikka pankkorakenteiset Vo-vaunut ovat kasvattaneet suosiotaan itäisessä yhdysliikenteessämme on niissä huomattavia rakenteellisia ongelmia. Nämä ongelmat johtuvat Venäjän vaunuteollisuuden käyttämistä huonolaatuisista teräksistä ja teollisuuden valmistusmenetelmistä.

Entscheid des EuGH in Gazprom OAO - West Tankers distinguised. Zum Verhältnis des Systems von Brüssel und Lugano zur Internationalen Schiedsgerichtsbarkeit

Im Mai 2015 hat sich der EuGH in der Rs. C-536/13 (Gazprom OAO) erneut zur vieldiskutierten Frage geäussert, wie Gerichtsstandsverordnung Brüssel I (inzwischen revidierte EG-Verordnung Nr. 44/2001, EuGVVO; Parallelverordnung zum geltenden Lugano-Übereinkommen 2007, LugÜ) und Schiedsgerichtsbarkeit voneinander abzugrenzen sind. Ein schwedischer Schiedsentscheid hatte den Kläger eines Litauer Gerichtsverfahrens dazu verurteilt, seine Klage zu beschränken. Nach EuGH ist dies kein Verstoss gegen das Brüsseler Gerichtsstandssystem und beeinträchtigt dessen praktische Wirksamkeit nicht. Das EuGH-Urteil West Tankers aus dem Jahr 2009 hatte die Abgrenzung zwischen EuGVVO und Schiedsgerichtsbarkeit problematisch verwischt. Der vorliegende EuGH-Entscheid präzisiert und korrigiert. Er zieht die Grenzen des Anwendungsbereichs der EuGVVO resp. des LugÜ scharf. Die Prüfung, ob eine gültige Schiedsvereinbarung dem staatlichen Gerichtsverfahren entgegensteht, steht deutlich ausserhalb deren Anwendungsbereich. Vor diesem Hintergrund stellt der EuGH klar, dass die EuGVVO Anerkennung und Vollstreckung eines Schiedsspruchs in einem EU-Mitgliedstaat, der in einem anderen EU-Mitgliedstaat erlassen worden ist, nicht berührt, sondern alleine dem New Yorker Schiedsübereinkommen von 1958 unterfällt. Diese Präzisierung kommt auch dem internationalen Schiedsplatz Schweiz zugut, der damit keine negativen Interferenzen aus dem Lugano-Bereich mehr zu befürchten hat.

The evolution and masses of the neutron star and donor star in the high mass X-ray binary OAO 1657−415

We report near-infrared radial velocity (RV) measurements of the recently identified donor star in the high mass X-ray binary (HMXB) system OAO 1657−415 obtained in the H band using ISAAC on the Very Large Telescope. Cross-correlation methods were employed to construct a RV curve with a semi-amplitude of 22.1 ± 3.5 km s−1. Combined with other measured parameters of this system it provides a dynamically determined neutron star (NS) mass of 1.42 ± 0.26 M⊙ and a mass of 14.3 ± 0.8 M⊙ for the Ofpe/WN9 highly evolved donor star. OAO 1657−415 is an eclipsing HMXB pulsar with the largest eccentricity and orbital period of any within its class. Of the 10 known eclipsing X-ray binary pulsars OAO 1657−415 becomes the ninth with a dynamically determined NS mass solution and only the second in an eccentric system. Furthermore, the donor star in OAO 1657−415 is much more highly evolved than the majority of the supergiant donors in other HMXBs, joining a small but growing list of HMXBs donors with extensive hydrogen depleted atmospheres. Considering the evolutionary development of OAO 1657−415, we have estimated the binding energy of the envelope of the mass donor and find that there is insufficient energy for the removal of the donor’s envelope via spiral-in, ruling out a common envelope evolutionary scenario. With its non-zero eccentricity and relatively large orbital period the identification of a definitive evolutionary pathway for OAO 1657−415 remains problematic, we conclude by proposing two scenarios which may account for OAO 1657−415 current orbital configuration.

Global compilation of chlorophyll fluorescence profiles from several data bases, and from published and unpublished individual sources

The present data set includes 268,127 vertical in situ fluorescence profiles obtained from several available online databases and from published and unpublished individual sources. Metadata about each profiles are given in the file provided here in further details. The majority of profiles comes from the National Oceanographic Data Center (NODC) and the fluorescence profiles acquired by Bio-Argo floats available on the Oceanographic Autonomous Observations (OAO) platform (63.7% and 12.5% respectively). Different modes of acquisition were used to collect the data presented in this study: (1) CTD profiles are acquired using a fluorometer mounted on a CTD-rosette; (2) OSD (Ocean Station Data) profiles are derived from water samples and are defined as low resolution profiles; (3) the UOR (Undulating Oceanographic Recorder) profiles are acquired by a equipped with a fluorometer and towed by a research vessel; (4) PA profiles are acquired by autonomous platforms (here profiling floats or elephant seals equipped with a fluorometer). Data acquired from gliders are not included in the compilation.
