Investigación producida a partir de una estancia en Buenos Aires en septiembre del 2007. Los procesos de consolidación de las naciones-estado llevan consigo una serie de políticas y prácticas que se focalizan en la construcción del "pueblo". Particularmente, la construcción del estado nacional argentino en el siglo XIX implicó la definición -por parte de los grupos de poder- de un pueblo que cumpliera con las expectativas que se esperaban de una joven nación que se encaminaba hacia la civilización y el progreso, es decir, lo que en esa época se correspondía con un imaginario de pueblo blanco y europeo. Así, se propiciaron políticas de erosión de quienes habitaban en el territorio nacional pero que no cumplían con aquellos mandatos, promoviendo su “invisibilización”. Nosotros trabajamos una de estas comunidades erosionadas de la memoria y de la historia nacional argentina, la comunidad de afrodescendientes de Buenos Aires. El objeto de la investigación que se está llevando a cabo es justamente el análisis de la población afroargentina de Buenos Aires en las últimas décadas del siglo XIX, un momento en que su presencia e historia estaban siendo negadas de los discursos y de las prácticas. Esta investigación de corte histórico-antropológico necesita para su consecución de un trabajo exhaustivo de archivos, objetivo principal de la beca de investigación fuera de Cataluña. Lo que se intentó en el viaje fue encontrar y rescatar fuentes que permitieran entrever las dinámicas de esta comunidad, sus formas de resistir y/o de negociar un estado nacional cada vez más fuerte y que sentaba las bases de lo que debía ser el “pueblo argentino”.

Realizamos uma investigação acerca do tombamento de coleções e acervos abrangendo as duas primeiras gestões do órgão do patrimônio nacional (1937-1979). Escolhemos este período por ser neste que ocorre o empenho na proteção desses bens móveis em conjunto, ou seja, dos acervos e coleções. Nossa intenção é descrever como o campo do patrimônio, institucionalizado no Brasil na década de 1930, com a criação do Serviço de Patrimônio Histórico e Artístico Nacional (SPHAN), atuava na preservação de coleções e acervos tombados. Ao lado do tombamento, como medida de proteção para esses bens, o SPHAN procurou desenvolver outras ações para a proteção de bens moveis, como o cadastro de negociantes de obras de arte e inventário de colecionadores particulares, medidas essas desenvolvidas sobremaneira a partir da contribuição do SPHAN em terras paulistas na gestão de Mário de Andrade e do arquiteto Luís Saia, gestão esta que investigamos como foco principal em nosso estudo. Assim, esses objetos são preservados e protegidos pelo órgão de patrimônio por serem dotados de valor de raridade e de documento, constituindo valiosas fontes para conhecer e difundir a memória nacional, garantindo assim, esse legado ao tempo.

Este artigo discute o desenvolvimento dos modelos institucionais atuais de proteção do patrimônio cultural, apresentando alguns problemas que trazem novos sentidos aos trabalhos dedicados à memória social, especialmente em países como o Brasil. Criados com a construção do Estado Nacional esses modelos fundavam-se na idéia de cidadania e nos laços da comunidade nacional. A globalização das relações econômicas, sociais e culturais enfraqueceram o papel das nações como espaços privilegiados de coesão social provocando repercussões imediatas nas políticas de proteção ao patrimônio que, agora, precisam ter foco sobre as sociedades locais.

A year ago, the Parliament of Ukraine adopted four bills on the policy of national memory: on granting access to the archives of the repressive organs of the Communist totalitarian regime in the years 1917–1991, on the legal status and commemoration of Ukrainian independence fighters in the twentieth century, on the immortalisation of the victory over Nazism in the Second World War, 1939–1945, and on the condemnation of the Communist and National Socialist (Nazi) totalitarian regimes and the forbidding of their symbolism from being promoted. The laws came into force on 21 May 2015. After a year, it can be stated that only the latter two are being observed – the official narrative regarding World War II has been changed, mainly due to the activity of the Ukrainian Institute of National Remembrance (UINR), but also as a result of public statements by President Petro Poroshenko. The process of removing from public places the names and commemorations referring to the Soviet era is underway, and the fears that this may trigger serious conflicts have not proved true. From roughly a thousand placenames subject to de-communisation some two thirds have been changed so far (parliamentary bills regarding the remaining ones are awaiting approval) and most statues of Communist leaders have been removed. However, the law concerning independence fighters, which raised the most serious controversies, did not have any practical consequences. Moreover, nothing suggests that this could change. The implementation of the de-communisation laws is associated with a significant change in Ukrainian patriotic narrative: it is no longer focused on national martyrdom and it is beginning to emphasize heroic motives, which is in line with wartime needs. The fact that some of these motives are likely to trigger problems in Ukraine’s relations with Poland seems to be viewed as a marginal ‘by-product’.

The article gives an account of the various microfilming initiatives taken in Malta during the last thirty years. Various archives have managed to microfilm their holdings under co-operation agreements with international societies, or manuscript libraries. The advent of digital technology is now posing new challenges and opportunities for the archives sector. The idea of a National Memory Project that will try to bridge the different approaches in the preservation of records in the various public, private, and ecclesiastical archives in Malta is discussed. Technical challenges are highlighted, as are the opportunities that arise from collaboration and active participation in international projects such as the European Visual Archives (EVA), and the SEEDI initiative.

We consider binary infinite order stochastic chains perturbed by a random noise. This means that at each time step, the value assumed by the chain can be randomly and independently flipped with a small fixed probability. We show that the transition probabilities of the perturbed chain are uniformly close to the corresponding transition probabilities of the original chain. As a consequence, in the case of stochastic chains with unbounded but otherwise finite variable length memory, we show that it is possible to recover the context tree of the original chain, using a suitable version of the algorithm Context, provided that the noise is small enough.

The paper presents the development of a mechanical actuator using a shape memory alloy with a cooling system based on the thermoelectric effect (Seebeck-Peltier effect). Such a method has the advantage of reduced weight and requires a simpler control strategy as compared to other forced cooling systems. A complete mathematical model of the actuator was derived, and an experimental prototype was implemented. Several experiments are used to validate the model and to identify all parameters. A robust and nonlinear controller, based on sliding-mode theory, was derived and implemented. Experiments were used to evaluate the actuator closed-loop performance, stability, and robustness properties. The results showed that the proposed cooling system and controller are able to improve the dynamic response of the actuator. (C) 2009 Elsevier Ltd. All rights reserved.

The discrete-time neural network proposed by Hopfield can be used for storing and recognizing binary patterns. Here, we investigate how the performance of this network on pattern recognition task is altered when neurons are removed and the weights of the synapses corresponding to these deleted neurons are divided among the remaining synapses. Five distinct ways of distributing such weights are evaluated. We speculate how this numerical work about synaptic compensation may help to guide experimental studies on memory rehabilitation interventions.
