Análisis de las transformaciones del discurso de la guerra contra el terrorismo como elemento de tensión en el conflicto de Mindanao. Periodo 1995-2005

El objetivo de este estudio de caso es determinar como el discurso de la guerra contra el terrorismo promovido por los EE.UU influyó el conflicto en las Filipinas en su isla de Mindanao; la cual posee la problemática de grupos secesionistas y terroristas islámicos que se les ha señalado de tener conexiones con Al Qaeda. No obstante, han existido diferentes acercamientos entre el gobierno y el Frente Moro de Liberación Islámica para encontrarle una solución al conflicto. La investigación surge con la afirmación de que sí las Filipinas optó por el discurso de la Guerra global contra el terrorismo después de los atentados del 9/11, la negociación de una solución pacífica del conflicto se vería obstaculizada por el aumento de las tensiones entre las partes por las ofensivas militares. Para reafirmar o refutar lo anterior se utilizarán diferentes tipos de evidencias.

La mobilisation sociopolitique paysanne et son impact sur le profil alimentaire : Chiapas, Mexique et Mindanao, Philippines comparés

Dans l’État mexicain du Chiapas et aux Philippines sur l’île de Mindanao, on retrouve des groupes paysans en révolte contre leurs gouvernements respectifs. À l’origine de ce conflit, on souligne une situation alimentaire difficile et des revendications concernant la terre, son partage et son usage. L’objectif de ce mémoire est de comparer les différents résultats que peuvent avoir des mobilisations sociopolitiques de type belliqueux et pacifique sur la situation alimentaire de populations paysannes. Pour y parvenir, le concept original de profil alimentaire est élaboré, se situant entre les notions de sécurité et de souveraineté alimentaire. Les hypothèses de recherche sont qu’une mobilisation sociopolitique belliqueuse entraîne une amélioration forte du profil alimentaire, qu’une mobilisation sociopolitique pacifique entraîne une amélioration notable du profil alimentaire et que l’absence de mobilisation laisse le profil alimentaire dans un état statique. Ce mémoire, utilisant l’anthropologie politique comme méthode de recherche et d’analyse, réussit à asseoir le concept de profil alimentaire qui permet de souligner l’évolution de la qualité d’alimentation et des pratiques agricoles.

Gender-preferential intergenerational patterns in primary education attainment : a quantitative analysis of a case of rural Mindanao, the Philippines

The Philippines has achieved a relatively high standard of education. Previous researches, most of which deal with Luzon Island, have indicated that rural poverty alleviation began partly due to the increased investment in education. However, the suburban areas beyond Luzon Island have rarely been studied. This study examines a case from rural Mindanao, and investigates the determinants and factors associated with children's education, with a special focus on delays in schooling, which may be a cause of dropout and holdover incidences, as well as exploring gender-specific differential patterns. The result shows that after controlling other socioeconomic attributes, (1) delays in schooling, as well as years completed, are more favorable for girls than boys; (2) the level of maternal education is equally associated with the child(ren)’s education level regardless of their gender; and (3) paternal education is preferentially and favorably influential to the same-gender child(ren), i.e., son(s). To reduce the boy-unfriendly gender bias in primary education, this study suggests two future tasks, i.e., providing boy-specific interventions to enhance the magnitude of the father-son educational virtuous circle, and comparing the magnitude of gender-equal maternal education influence and boy-preferential paternal education influence to specify which effect is larger.

Torres Strait Island parents' involvement in their children's mathematics learning : a discussion paper

This paper is a beginning point for discussing what the literature states about parents’ involvement in their children’s mathematics education. Where possible it will focus on Torres Strait Islander Peoples. Little is known about how Torres Strait Islander parents approach their children’s learning of mathematics and how important early mathematics is to mothers. What is known is that is they are keen for their children to receive an education that provides them with opportunities for their present and future lives. However, gaining access to education is challenging given that the language of instruction in schools is written to English conventions, decontextualised and disconnected from the students’ culture, community and home language. This paper discusses some of the issues raised in the literature about what parents are confronted with when making decisions about their children’s education.

Info-gap theory and robust design of surveillance for invasive species : the case study of Barrow Island

Surveillance for invasive non-indigenous species (NIS) is an integral part of a quarantine system. Estimating the efficiency of a surveillance strategy relies on many uncertain parameters estimated by experts, such as the efficiency of its components in face of the specific NIS, the ability of the NIS to inhabit different environments, and so on. Due to the importance of detecting an invasive NIS within a critical period of time, it is crucial that these uncertainties be accounted for in the design of the surveillance system. We formulate a detection model that takes into account, in addition to structured sampling for incursive NIS, incidental detection by untrained workers. We use info-gap theory for satisficing (not minimizing) the probability of detection, while at the same time maximizing the robustness to uncertainty. We demonstrate the trade-off between robustness to uncertainty, and an increase in the required probability of detection. An empirical example based on the detection of Pheidole megacephala on Barrow Island demonstrates the use of info-gap analysis to select a surveillance strategy.

Charities, civil society and the charity law reviews on the island of Ireland

This article considers the opportunity, presented by the coincidence of simultaneous charity law reviews in the two jurisdictions on the island of Ireland, for an adjustment of charity law frameworks to maximise appropriate and effective charitable activity within each jurisdiction,while also facilitating the coordination of some such activity between both. It examines the nature of civil society and charity law, and the relationship between them. The article argues that a creative legislative response to this opportunity could address themes of social inclusion common to both jurisdictions and thereby contribute to the consolidation of civil society on this island.
