Resumen: Este artículo es una breve exposición sobre la consolidación de la bioética como práctica social que, a través de la atención acentuada en el actuar de la gente común y sus principios generales de resolución, describe conductas humanas capaces de resolver situaciones específicas con dilemas éticos. Además, muestra la disposición de la bioética para encarar amenazas de la biomedicina o consecuencias negativas del mercantilismo y pragmatismo en la manipulación de la vida, la medicina o la fármaco-industria; así también, su capacidad para facilitar el diálogo sobre la admisibilidad moral de nuevas bio-tecnologías, para desarrollar la cosmovisión profesional en la toma de posicionamiento moral, o como una institución social en formación.

A dissertação busca demonstrar como o final do século XVIII português foi marcado por tentativas de estabelecimento de programas de reformas pautadas em estratégias reformistas, no sentido de salvar Portugal da difícil situação social, política econômica em que o mesmo se encontrava. Nesse sentido, destaca a administração de D. Rodrigo de Souza Coutinho, ministro da marinha e do ultramar e teórico da Ilustração luso-brasileira, que teve como proposta manter e explorar a América portuguesa, baseado no mercantilismo ilustrado. A dissertação destaca, ainda, o papel da Academia Real das Ciências de Lisboa, reduto da intelectualidade luso-brasileira, cujo auxílio permitiu que fosse colocada em prática uma exploração renovada e útil das riquezas do Brasil, calcada no ideal de reforma das Luzes.

The presence and importance of the sea as a factor that has helped shape the history of England since at least the Roman invasions of 55-54 BC (less successful, incidentally, than most of Caesar’s other military ventures ...) need no particular urging or demonstration. Nonetheless, a bird’s-eye view would necessarily survey the waves of invasions and settlements that, one after the other, came dashing over the centuries upon England’s shores; not to mention the requested invasion of 1688, Angles and Saxons, Scandinavians, Normans, they all crossed the whale’s path and cast anchor in England’s green and pleasant land. In the course of this retrospective voyage through the oceans of History, one would inevitably stop at the so-called ‘Discoveries’ of the 15th-16th centuries, meet their navigators, sailors and pirates extolled by Richard Hakluyt (1553?-1616), face an anonymous crowd of merchants and witness the huge expansion of trade, largely to the benefit of the ‘discovering’ countries as prescribed by the economic Gospel Adam Smith (1723-90) would later baptize as “mercantilism”.

Comme une grande partie des îles de la Caraïbe, pour des raisons économiques basées sur le mercantilisme, justifiées par une législation, la Martinique, née il y a trois siècles, a connu un emmêlement massif de diverses ethnies. Suite à l’abolition de l’esclavage en 1848 et à la crise agricole qui en découla, c’est un brassage de coutumes qui s’opéra avec l’immigration des Hindous, des Africains, des Chinois et des Indochinois. Ce faisant, ces coutumes ont conservé leurs traditions et croyances propres, expliquant ainsi la fusion d'éléments de ces cultures, encore présente aujourd’hui. En abolissant l’esclavage, la « Loi » abolit également la réification, rétablissant ainsi l’humanité de l’homme, puisque l’esclave noir était considéré comme un bien meuble . Il en résulte la création d’un nouveau monde, modifiant la vie culturelle, déployant des habitus, ainsi qu’une manière de penser et d’agir. Aussi, un nouveau langage se structure progressivement. En 1946, la Martinique est reconnue département français d’Amérique. Aujourd’hui, elle se trouve dans une dépendance économique et sociale. De cet état de fait, un conflit s’impose à l’Afro-Martiniquais quant à la question de l’identité. Il se trouve partagé entre le contexte franco-européen et le milieu afro-antillais. Cette contradiction émane aussi de situations de confrontation, d’où se dégage souvent un ressenti de « fatalité » voire de « malédiction » entraînant « un sentiment de culpabilité collective » d’oser défier l’ordre social en place. Notre recherche vise à analyser ce dilemme de la dépendance à partir de l’énoncé des malédictions puis des considérations historiques suivies d'une perspective psychanalytique.

Esta investigação visa analisar a relação entre trabalho produtivo e acumulação de capital desde a época do mercantilismo. Parte da hipótese de que não é a forma material ou imaterial do produto do trabalho que determina se este é ou não produtivo, mas a função que ele desempenha no processo global de acumulação de capital. Concebemos o capital como uma relação de produção em que trabalhadores assalariados produzem uma mais-valia para os proprietários dos meios de produção que não se limitam a consumi-la improdutivamente, mas a reinvesti-la periodicamente no processo produtivo. Pretendemos demonstrar que com o desenvolvimento do capitalismo a esfera do trabalho produtivo se alarga para além do processo de produção material porque a ciência se transforma numa força produtiva e, por conseguinte, num instrumento de valorização do capital. Além do mais, a revolução cibernética converte uma parte crescente do trabalho intelectual em trabalho produtivo. No entanto, como a desigualdade na repartição de rendimentos não parou de aumentar desde os anos oitenta do século passado, estas transformações tecnológicas não contribuíram para a melhoria das condições de existência de todos mas apenas para o incremento do sobretrabalho que sustenta a acumulação de capital.

Neoliberalism and developmentalism are the two alternative forms of economic and political organization of capitalism. Since the 2008 global financial crisis we see the demise of neoliberalism in rich countries, as state intervention and regulation increased, opening room for a third historical developmentalism (the first was mercantilism, the second, Fordism). Not only because of major market failures, not only because the market is definitely unable to assure financial stability and full employment, an active macroeconomic policy is being required. Modern economies are divided into a competitive and a non-competitive sector; for the coordination of the competitive sector the market is irreplaceable and regulation as well as strategic industrial policy will be pragmatically adopted following the subsidiarity principle, whereas for the non-competitive sector, state coordination and some state ownership are usually more efficient. Besides, the fact that capitalist economies are increasingly diversified and complex is an argument against the two extremes – against statism as well as neoliberalism – in so far that they require market coordination combined with increased regulation. But the third developmentalism probably will not be progressive as was the second, because the social-democratic political parties are disoriented. They won the battle for the welfare state, which neoliberalism was unable to dismantle, but the competition of low wage developing countries and immigration continue to offer arguments to conservative political parties that defend the reduction of the cost of labor contracts or the or precarization of labor.

The present study analyzes the expansion of Brazilian superior education, investigating how the public and the private sectors are inserted in this process, taking as analysis dimensions the philanthropic actions, the democratization and the mercantilism. The study had for general objective to analyze the dynamics of the expansion of superior education in Brazil, investigating how it configures the overlap between the public and the private in this process. More specifically was tried: a) to understand the process of participation of the non-state public, state and private sectors with lucrative goals in the expansion of superior education; b) to analyze the limits between the democratization and mercantilism in the process of expansion of superior education; c) to analyze the mechanisms that express the privatization in the process of expansion of superior education; d) to investigate, in a program of the government, how is materialized the overlap between the public and the private, in the expansion of superior education. In the development of the study, was adopted as theoretician and methodological way a historical and critical perspective, because is considered it allows to understand the mediations between the inquiry subject and the historical context in which it is developed, allowing, this way, the true explanation of the studied object. About the technician procedures, it was adopted documentary and bibliographical research. Also, secondary data were searched on the main governmental web sites (INEP, SISPROUNI, INEP, PNUD; IBGE) which produce statistics on superior education and sponsors of private institutions of superior education, as example ABMES and the Court of Accounts of the Union, amongst others. The study results had delineated a picture that allows to evidence that has been occurring, in the country, a process of expansion of superior education, marked for the articulated participation of the public state, private with lucrative ends and private without lucrative ends sectors, but it is distinguished in recent years the prevalence of the private sector with lucrative ends. In result, it is concluded that this process of expansion cannot be considered as dimension of the democratization because it occurs by means that move it away from the education as a right to be placed in the scope of the market, changing the right into a service that is appropriated by mercantile relations

This research has as objective of study the evolution of the accountancy princliple terminology which is present in the accounting conceptual framework. The scene of this research will have as target the North American School of Accounting. The choice of the searched terminology is its relevance in the study of the Accounting Theory. To understand the evolution of the accountancy thought, will be boarded: the influence of the Feudal System and the Mercantilism in the European economic conception; the importance of the Industrial Revolution in the beginning of the accounting standards and the influence of England in the formation of the North American School of Accounting. With relation to U.S.A., the development of the economic-financial scene of the American society will be evaluated, focusing the contribution in the search of the construction of an applied theoretical framework to the Accounting. The economic-financial development of U.S.A. provided the sprouting of new users with specific necessities. The necessity of the user for useful information for the decision taking, unchained the process of research directed toward the establishment of an applied Accountancy terminology. In this process, the paper exerted for the responsible accountancy organisms for the accounting standards will be boarded, as well as the professionals associations which had invested in researches, aiming at to elaborate a body of accountancy principles and to adjust the accountancy procedures to the necessities of the users. To reach the research objective, a bibliographical revision in specialized literature will be effected, adopting the historical method, in the period that understands the development of the North American School of Accounting. As result of the research, it can conclude that the evolution process of the terminology which is studied presents a structural logical problem, because the impossibility of the construction of a theoretical framework, having as bases the principle terminology. The impossibility occurred in function of the reach attributed to the term, which made a difficult in its application in the elaboration of the accountancy procedures

Villiers de l’Isle-Adam (1838-1889) is always remembered and admired for his books: Contes cruels, L’Ève future and Claire Lenoir- which summarize the main worries of the writer, his satire of the triumphant Positivism, his metaphysical theory and his aspiration for the Ideal. He is one of the greatest artisans of the French literature style of the XIX century and, in spite of some individual and particular characteristics, he shares with other writers from his time – Joris-Karl Huysmans, Barbey d’Aurevilly, Leon Bloy, among others – the same sorrow and fury towards Positivism and Mercantilism. Having as a starting point the collection Contes cruels, the purpose of this article is to reveal the author’s writings who, by searching for the Ideal and by taking refuge in art, is able to unite the poet, the ironic and the idealist philosopher. Through his writings, the writer moves away from the world’s mediocrity and can express a mix of revolt, reaction, rebellion and also, his hopes expressed in his beliefs in the “Au-delà” and in the salvation by the Ideal.

The contemporary intellectual property rights (IPR) system is not a simple, smoothly working block of rules but is complex and full of ambiguities, and as many argue, imperfections. Some deficits relate on the one hand to the inherent centrality of authorship, originality and mercantilism to the ‘Western’ IP model, which leaves numerous non-Western, collaborative or folkloric modes of production outside the scope of protection. On the other hand, some imperfections stem from the way IPR are granted, whereby creators acquire a temporary monopoly over their works and thus exclude the public from having access to them. In this sense, it is often uncertain whether the existent IPR model appropriately reflects the precarious balance between private and public interests, and whether the best incentives to promote creativity and innovation - the initially stated objectives of intellectual property protection - are offered. The matter becomes still more complicated when one considers that the IPR system is not domestically contained but is globalised and strongly affected by rules at the regional and international levels. The question of whether the balance between private interests and public values is sustained within the international legal framework, epitomised by the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) of the World Trade Organization (WTO), is precisely the topic of the book reviewed here. A kameralizmus a 16-18. századi német gyakorlati államtudomány és egyetemi tantárgy volt, amely összefoglalta a hivatalnokok képzéséhez szükséges elméleti és gyakorlati gazdasági ismereteket. Felfogása szerint az alattvalók jóléte és boldogsága feltétele az uralkodó gazdagságának, de az alattvalók önmaguktól nem képesek utat találni ehhez a boldogsághoz, szükség van az állandó külső irányításra. Igazgatásközpontúsága és egyetemi intézményesülése miatt nem tekinthető a merkantilizmus helyi változatának. Az 1840 és 1945 közötti német történeti iskola hagyományos ábrázolása több mint egy évszázadon át a német és a neoklasszikus tradíció szembenállását hangsúlyozta, kiemelve az organicizmus, a fejlődésgondolat és az egyediség jelentőségét, a szociális kérdés fontosságát, illetve a deduktív módszer és a gazdaság változatlan törvényeinek tagadását. A modern rekonstrukciók a történeti iskolát a posztklasszikus válságra adott egyik európai válaszként fogják fel, amely a történelemből levont, empirikusan megalapozott induktív alternatívát kínált. Az 1871-től kialakult osztrák iskola a neoklasszikus paradigmának egyszerre volt alkotórésze és versenytársa. A módszertani individualizmus, a szubjektivizmus, az idő fontossága, a tudás szerepe, az alternatív költségek elmélete stb. ugyan beépültek a mainstream közgazdaságtanba, de hangsúlyos kiemelésük lehetővé tette, hogy a társadalomelméleti magyarázat igényét őrző osztrák iskola megtartson valamit önálló beszédmódjából. / === / Cameralism was a practical political science and university subject in 16th–18th century Germany, summarizing the theoretical and practical economic knowledge required in the training of officials. The assumption was that the prosperity of the ruler depended on the welfare and happiness of the subjects, but the subjects themselves were not capable of achieving this happiness without permanent directions from above. Cameralism’s emphasis on administration and university institutionalization means that this approach cannot be seen as a local variant of mercantilism. The traditional account of the German historical school from 1840 to 1945 emphasized for over a century the contrast between the German and the Neoclassical traditions. It underlined the significance of the organic approach, the concept of development and individuality, the importance of the social question, and the denial of the deductive method and unalterable laws of the economy. Modern reconstructions see the historical school as one European response to the post-Classical crisis, offering an inductive alternative grounded empirically on history. The Austrian school formed in 1871 was at once a constituent of the Neoclassical paradigm and a rival to it. Methodological individualism, subjectivism, the importance of time, the role of knowledge, the theory of alternative costs etc. were absorbed into mainstream economics, but the focusing on these issues allowed the Austrian school, in keeping alive its demand for a social-theoretical explanation, to preserve something of an alternative discourse.
