Transnational Corporations (TNCs) have played a vital role in fostering rapid industrialisation in many developing countries. The Philippines is the case. However, the country has been far lagging behind other ASEAN members in economic performance. The present study examines this issue, mainly focusing on the linkage formation between TNCs affiliates and Philippine local suppliers. Three factors are proposed to determine the overall performance of linkage formation; i.e., outsourcing strategies of TNCs’ local affiliates, local entrepreneurial response, and host government policies. An economic enclave structure is clearly identified in the Philippines, in which only a few locally-owned suppliers have emerged. Extremely weak local entrepreneurship in the Philippines is identified to explain the poor performance of linkage formation.

Vietnam’s burgeoning market for motorcycles has attracted global industry eaders,players from developing countries, and local firms. This has led to a dynamic evolution of value chains. This paper presents an explanation of the varieties of the growth patterns xperienced by the local suppliers, focusing on the roles of customer and local supplier strategies. Case studies showed that while the role of customers may be important, strategies of suppliers to improve the ompetitive edge in the production of otorcycle components and to diversify into other products account for important ariations of growth trajectories among local suppliers. Findings presented in this paper suggest the need to direct more attention to strategy that local firms use to boost their competitive edge in business.

Purpose - The purpose of this paper is to offer an exploratory case study comparing one Brazilian beef processor's relationships supplying two different distribution channels, an EU importer and an EU retail chain operating in Brazil. Design/methodology/approach - The paper begins with a short review of global value chains and the recent literature on trust. It gives the background to the Brazilian beef chain and presents data obtained through in-depth interviews, annual reports and direct observation with the Brazilian beef processor, the EU importer and the retailer. The interviews were conducted with individual firms, but the analysis places them in a chain context, identifying the links and relationships between the agents of the chains and aiming to describe each distribution channel. Findings - Executive chain governance exercised by the domestic retailer stimulates technical upgrading and transferring of best practices to local. suppliers. Consequently, this kind of relationship results in more trust within the global value chain. Practical implications - There are difficulties and challenges facing this Brazilian beef processor that are party related to the need to comply with increasingly complex and demanding food safety and food quality standards. There is still a gap between practices adopted for the export market and practices adopted locally. The strategies of transnational retailers in offering differentiated beef should be taken in account. Originality/value - The research outlines an interdisciplinary framework able to explain chain relationships and the kind of trust that emerges in relationships between EU importer/retail and a developing country supplier.

Purpose This paper examines how multinational enterprises (MNEs) and local partners, including suppliers, customers, and competitors in China, improve their innovation capabilities through collaboration. We analyse this collaboration as a three-way interaction between the ownership-specific (O) advantages or firm-specific assets (FSAs) of the MNE subsidiary, the FSAs of the local partner, and the location-specific assets of the host location. Design/methodology/approach Our propositions are examined through a survey of 320 firms, supplemented with 30 in-depth case studies, based in mainland China. Findings We find that the recombination of asset-type (Oa) FSAs and transaction-type (Ot) FSAs from both partners leads to new innovation-related ownership advantages, or ‘recombinant advantages’. Ot FSAs, in the form of access to local suppliers, customers or government networks are particularly important for reducing the liability of foreignness for MNEs. Originality/value The study reveals important patterns of reciprocal transfer, sharing, and integration for different asset categories (tacit, codified) and different forms of FSA and explicitly links these to different innovation performance outcomes. The paper reports on these findings, making an empirical contribution in an important context (China-based partnerships). We also contribute to conceptual developments, connecting various kinds of FSA, tacit and codifiable assets and ‘recombinant advantages’. Limited conceptual, methodological, and empirical contributions are made in linking asset integration with (measurable) innovation performance outcomes in international partnerships.

A adoção de tecnologias de informação e comunicação (TIC), em especial aquelas associadas à institucionalização da Internet como meio de relacionamento social e de negócios, tem provocado mudanças profundas e globais. Nos programas de governo eletrônico (e-gov), as TIC têm impactos econômicos, sociais e políticos, que devem ser monitorados para orientar a elaboração de políticas públicas eficazes. Avaliar esses impactos implica na condução de um processo complexo, baseado em modelos de medição de desempenho que deveriam ser definidos considerando o cidadão como elemento-chave na rede sociotécnica criada pelos programas de governo eletrônico. Contudo, existe uma lacuna nos modelos teóricos que definem as dimensões de desempenho a partir da perspectiva do cidadão. Apoiada em abordagem empírica e quadro teórico que compreende conceitos-chave provenientes da sociologia, da tecnologia de informação e de teorias do construtivismo social, a presente tese identifica os grupos sociais relevantes no processo de construção do e-gov e as dimensões de desempenho percebidas como relevantes por eles. O principal resultado desta pesquisa é o “Modelo (7+2)”, que consolida nove dimensões de desempenho emergentes da análise aprofundada de entrevistas a respeito da percepção dos artefatos tecnológicos do e-gov (canais de acesso e entrega de serviços públicos, serviços públicos eletrônicos e portal) pelos grupos sociais relevantes.

O objetivo desta pesquisa era identificar se o processo de negociação para a implantação de duas empresas multinacionais no Estado do Paraná influenciou a formação dos relacionamentos das empresas. Foram analisados os processos de negociação tendo como base a literatura sobre Investimento Direto Externo, em especial o Modelo do Poder de Barganha. Duas diferenças essenciais foram encontradas nos dois processos. A globalização e decorrente abertura do mercado brasileiro fez com que o poder de barganha do país e do Estado do Paraná fossem menor na negociação ocorrida na década de 90. A mudança de regime político e a descentralização fiscal que tiveram como conseqüência a guerra fiscal fizeram com que o poder de barganha do estado do Paraná fosse menor na década de 90. O menor poder de barganha da Volvo frente ao país e ao Estado na década de 70 influenciou-a a formar mais relacionamentos com os fornecedores locais. Já na década de 90 a Renault não foi influenciada a formar relacionamentos com os fornecedores locais. Portanto, ao serem analisados os relacionamentos das duas empresas com as organizações locais, os dados demonstraram que existia diferença significativa apenas com relação aos relacionamentos com fornecedores nacionais e multinacionais. A Volvo possui maior proporção de fornecedores nacionais que a Renault, especialmente quando utilizada a variável de controle estar instalado no Paraná. Esses resultados evidenciam mais uma das conseqüências da guerra fiscal que é uma menor integração com as organizações locais. Dentro da perspectiva da imersão social, a menor integração com as organizações locais pode levar a uma menor troca de informação entre empresa e organizações locais, e por conseqüência menor desenvolvimento de competências dessa subsidiária e a uma menor possibilidade de desenvolvimento econômico da região.

A utilização da tecnologia da informação na gestão da cadeia de suprimentos pelas organizações tem sido fonte de vantagem competitiva, principalmente em tempos de acirramento da concorrência. Entretanto, percebe-se pouca publicação com resultado de tal utilização no cenário do Nordeste do Brasil. Nesse sentido, ressalta-se a relevância da presente pesquisa, que tem como objetivo final analisar como a tecnologia da informação vem sendo utilizada para auxiliar a gestão da cadeia de suprimentos na cidade de São Luís do Maranhão. Demonstram-se as características do mercado local, os fornecedores atuantes e as potencialidades da região. A partir do referencial teórico é desenvolvido um instrumento de pesquisa, questionário do tipo survey, que é validado segundo metodologia sugerida pela literatura. Os resultados da pesquisa de campo contribuem para a implementação de estratégias de desenvolvimento da tecnologia da informação utilizada pelos fornecedores maranhenses e, consequentemente, para o desenvolvimento local. Tais dados permitem a constatação, em termos gerais, do uso incipiente de instrumentos específicos da tecnologia da informação na gestão da cadeia de suprimentos entre os fornecedores locais.

Vínculos de negócios são caracterizados como relacionamentos entre grandes empresas e pequenos fornecedores locais, com beneficios que incluem o aumento de negócios entre as empresas, diminuição de custos e dinamização da economia local, com implicações diretas para o desenvolvimento. Isso faz com que o Estado possa ter interesse na promoção destes vínculos, sendo as políticas públicas seu instrumento de promoção. Esta dissertação tem como objetivo identificar as condições para que o Estado estabeleça políticas públicas para a promoção de tais vínculos. Na revisão bibliográfica faz-se a análise de temas ligados ao relacionamento entre empresas, bem como do ambiente de investimento no Brasil. Também é realizada uma análise dos conceitos de vínculos de negócios e de políticas públicas. Para se chegar ao objetivo da pesquisa, foram analisados dois programas, ambos com o objetivo de fortalecer a relação entre grandes empresas compradoras e pequenos fornecedores: Projeto Vínculos e Programa de Desenvolvimento de Fornecedores (dos estados de Maranhão, Espírito Santo e Pará). Utilizou-se como técnica de coleta de dados a entrevista em profundidade, com um total de quatorze entrevistados, que autorizaram a transcrição para posterior análise. A conclusão é que o Estado pode estimular vínculos de negócios por meio de políticas públicas nas seguintes condições: ao complemento de políticas de Estado, como política de qualificação profissional, complemento à política de atração de investimentos, como incentivo à transferência de tecnologia e para o desenvolvimento do ambiente de negócios.

Este trabalho analisa o desenvolvimento de dynamic capabilities em um contexto de turbulência institucional, diferente das condições em que esta perspectiva teórica costuma ser estudada. É feito um estudo de caso histórico e processual que analisa o surgimento das Dynamic Capabilities nos bancos brasileiros, a partir do desenvolvimento da tecnologia bancária que se deu entre os anos 1960 e 1990. Baseando-se nas proposições da Estratégia que analisam as vantagens competitivas das empresas através de seus recursos, conhecimentos e Dynamic Capabilities, é construído um framework com o qual são analisados diversos depoimentos dados ao livro “Tecnologia bancária no Brasil: uma história de conquistas, uma visão de futuro” (FONSECA; MEIRELLES; DINIZ, 2010) e em entrevistas feitas para este trabalho. Os depoimentos mostram que os bancos fizeram fortes investimentos em tecnologia a partir da reforma financeira de 1964, época em que se iniciou uma sequência de períodos com características próprias do ponto de vista institucional. Conforme as condições mudavam a cada período, os bancos também mudavam seu processo de informatização. No início, os projetos eram executados ad hoc, sob o comando direto dos líderes dos bancos. Com o tempo, à medida que a tecnologia evoluía, a infraestrutura tecnológica crescia e surgiam turbulências institucionais, os bancos progressivamente desenvolveram parcerias entre si e com fornecedores locais, descentralizaram a área de tecnologia, tornaram-se mais flexíveis, fortaleceram a governança corporativa e adotaram uma série de rotinas para cuidar da informática, o que levou ao desenvolvimento gradual das microfundações das Dynamic Capabilties nesses períodos. Em meados dos anos 1990 ocorreram a estabilização institucional e a abertura da economia à concorrência estrangeira, e assim o país colocou-se nas condições que a perspectiva teórica adotada considera ideais para que as Dynamic Capabilities sejam fontes de vantagem competitiva. Os bancos brasileiros mostraram-se preparados para enfrentar essa nova fase, o que é uma evidência de que eles haviam desenvolvido Dynamic Capabilities nas décadas precedentes, sendo que parte desse desenvolvimento podia ser atribuído às turbulências institucionais que eles haviam enfrentado.

The inclusion of local suppliers in production chains has considerable impact on its performance, but most notably in its main actors. The results of this process may be of different kinds and can be analyzed from economic or institutional approaches. This study aimed to verify the existence of different performances of Petrobras due to the inclusion of local suppliers in the oil and gas production chain in the state of Rio Grande do Norte, from the viewpoints of transaction costs and the Institutional Theory. In order to this, were made the characterization of the PROMINP, the description of its actions and results, the mapping of its institutional context of reference, and identification of results obtained by Petrobras in terms of transaction costs and legitimacy. The theoretical framework is based on authors dealing with industrial concentration, as like Marshall, Krugman, Porter and Schmitz, from the sociological perspective of neoinstitucional theory, as like DiMaggio and Powell and Scott and Meyer, and transaction costs, as like Williamson. This is a qualitative research, with data collection done by consulting secondary fonts and semi-structured interviews with nineteen actors of three groups, namely: actors involved in actions of the program, representatives of enterprises and representative of Petrobras. To analyze the content was used the Suchman s model (1995) for categories associated with strategies of legitimation and fourteen variables associated with the three variables assets specificity, bounded rationality and opportunism (Williamson, 1995, 1989) in the case of transaction costs. The results indicate that PROMINP has achieved its objectives by encouraging the increased participation of local companies in the oil and gas production chain, reflecting in the economic development of the state. The Redepetro/RN, fostered and built upon the interaction of the participants, is presented as a solution of continuity to the participation of enterprises in the chain, after the closure of the actions of the program. PROMINP demands responses to coercive, legislative and regulatory pressures of the organizational field, whose institutional context of reference is wide. From the point of view of legitimacy, through strategies to gain cognitive legitimacy and maintaining pragmatic legitimacy, Petrobras can manipulate the environment, ensuring the compliance of the constituents to their technical and institutional demands. Enterprises, in turn, respond to the demands through compliance with technical demands, mainly through the certification of processes, and cultural changes. There aren t clear gains related to the transaction costs, however, gains in legitimacy can be seen as a cumulative capital that can serve as a competitive differential that generates economic gains. In terms of theoretical findings, it was found that, due to its explanatory power for actions that are difficult to explain only in economic terms, Institutional Theory may be used as theoretical support concurrent with other theories. TCE model has limitations in explaining the program actions. In the case, it s emphasized that Petrobras doesn t seek only economic efficiency, but has in its mission the commitment to social development.

The final stage of the catching-up process has formidable hurdles. This paper examines the case of Taiwan’s motorcycle industry and shows how latecomers overcame the hurdles. In the early 1990s, the two largest motorcycle makers in Taiwan, Sanyang and Kwang Yang, had completed the catching-up process and became independent from Honda, on which they had technologically depended since the early 1960s. The requisite for independence was acquiring the capacity for product innovation. The two assemblers could cultivate technological capacity by investing abundant resources, which they accumulated in the protected market. It should be noted that although the market was protected and highly concentrated, it was also very competitive. Another condition was the solid local suppliers of parts and components. The local suppliers had also grown under the government’s industrial policies. However, their development beyond imitators can be attributed to their own initiatives.

This report uses the Duke CGGC Global Value Chain (GVC) framework to examine the role of the Philippines in the global aerospace industry and identify opportunities for the country to upgrade. The Philippines is a newcomer to the growing global aerospace manufacturing industry. Although the country has been host to a major flight controls manufacturer since 1985, the industry really only began to expand within the past five to ten years. During this recent period (2007-2014), the country has rapidly ramped up its aerospace manufacturing exports, reaching US$604 million in 2014 and more than tripling employment. The industry now employs 3,000 full time and 3,000 part time workers. Although still a very small player, accounting for less than 0.15% of the global industry, this incipient growth is promising. Both foreign firms and local suppliers that have established operations in the industry have already achieved some degree of upgrading within a short timeframe. These include expanding the product lines served, obtaining essential process certifications and upgrading beyond basic assembly operations to undertake additional manufacturing processes such as machining as well as initiating procurement and engineering functions in country.
