The implications of local currency pricing (LCP) for monetary regime choice are analysed for a country facing foreign monetary shocks. In this analysis expenditure switching is potentially welfare reducing. This contrasts with the existing LCP literature, which focuses on productivity shocks and thus analyses a world where expenditure switching is welfare enhancing. This paper shows that, when home and foreign producers follow LCP, expenditure switching is absent and a floating rate is preferred by the home country. But when only home producers follow LCP, expenditure switching is present and a fixed rate can be welfare enhancing for the home country.

The purpose of this article is to contribute to the discussion of the financial aspects of dollarization and optimum currency areas. Based on the model of self-fulfilling debt crisis developed by Cole and Kehoe [4], it is possible to evaluate the comparative welfare of economies, which either keep their local currency and an independent monetary policy, join a monetary union or adopt dollarization. In the two former monetary regimes, governments can issue debt denominated, respectively, in local and common currencies, which is completely purchased by national consumers. Given this ability, governments may decide to impose an inflation tax on these assets and use the revenues so collected to avoid an external debt crises. While the country that issues its own currency takes this decision independently, a country belonging to a monetary union depends on the joint decision of all member countries about the common monetary policy. In this way, an external debt crises may be avoided under the local and common currency regimes, if, respectively, the national and the union central banks have the ability to do monetary policy, represented by the reduction in the real return on the bonds denominated in these currencies. This resource is not available under dollarization. In a dollarized economy, the loss of control over national monetary policy does not allow adjustments for exogenous shocks that asymmetrically affect the client and the anchor countries, but credibility is strengthened. On the other hand, given the ability to inflate the local currency, the central bank may be subject to the political influence of a government not so strongly concerned with fiscal discipline, which reduces the welfare of the economy. In a similar fashion, under a common currency regime, the union central bank may also be under the influence of a group of countries to inflate the common currency, even though they do not face external restrictions. Therefore, the local and common currencies could be viewed as a way to provide welfare enhancing bankruptcy, if it is not abused. With these peculiarities of monetary regimes in mind, we simulate the levels of economic welfare for each, employing recent data for the Brazilian economy.

This study proposes a new method for testing for the presence of momentum in nominal exchange rates, using a probabilistic approach. We illustrate our methodology estimating a binary response model using information on local currency / US dollar exchange rates of eight emerging economies. After controlling for important variables a§ecting the behavior of exchange rates in the short-run, we show evidence of exchange rate inertia; in other words, we Önd that exchange rate momentum is a common feature in this group of emerging economies, and thus foreign exchange traders participating in these markets are able to make excess returns by following technical analysis strategies. We Önd that the presence of momentum is asymmetric, being stronger in moments of currency depreciation than of appreciation. This behavior may be associated with central bank intervention

In this paper we look at various alternatives for monetary regimes: dollarization, monetary union and local currency. We use an extension of the debt crisis model of Cole and Kehoe ([3], [4] and [5]), although we do not necessarily follow their sunspot interpretation. Our focus is to appraise the welfare of a country which is heavily dependent on international capital due to low savings, for example, and might suffer a speculative attack on its external public debt. We study the conditions under which countries will be better off adopting each one of the regimes described above. If it belongs to a monetary union or to a local currency regime, a default may be avoided by an ination tax on debt denominated in common or local currency, respectively. Under the former regime, the decision to inate depends on each member country's political inuence over the union's central bank, while, in the latter one, the country has full autonomy to decide about its monetary policy. The possibility that the government inuences the central bank to create ination tax for political reasons adversely affects the expected welfare of both regimes. Under dollarization, ination is ruled out and the country that is subject to an external debt crisis has no other option than to default. Accordingly, one of our main results is that shared ination control strengthens currencies and a common-currency regime is superior in terms of expected welfare to the local-currency one and to dollarization if external shocks that member countries suffer are strongly correlated to each other. On the other hand, dollarization is dominant if the room for political ination under the alternative regime is high. Finally, local currency is dominant if external shocks are uncorrelated and the room for political pressure is mild. We nish by comparing Brazil's and Argentina's recent experiences which resemble the dollarization and the local currency regimes, and appraising the incentives that member countries would have to unify their currencies in the following common markets: Southern Common Market, Andean Community of Nations and Central American Common Market.

In this paper we propose a dynamic stochastic general equilibrium model to evaluate financial adjustments that some emerging market economies went through to overcome external crises during the latest decades, such as default and local currency devaluation. We assume that real devaluation can be used to avoid external debt default, to improve trade balance and to reduce the real public debt level denominated in local currency. Such effects increase the government ability to deal with external crisis, but also have costs in terms of welfare, related to expected inflation, reductions in private investments and higher interest to be paid over the public debt. We conclude that openness improves expected welfare as it allows for a better devaluation-response technology against crises. We also present results for 32 middle-income countries, verifying that the proposed model can indicate, in a stylized way, the preferences for default-devaluation options and the magnitude of the currency depreciation required to overcome 48 external crises occurred as from 1971. Finally, as we construct our model based on the Cole-Kehoe self-fulfilling debt crisis model ([7]), adding local debt and trade, it is important to say that their policy alternatives to leave the crisis zone remains in our extended model, namely, to reduce the external debt level and to lengthen its maturity.

A tese pretende conhecer de forma profunda a metodologia de ataques especulativos sobre dívidas, desenvolvida por Cole e Kehoe (1996), e tem três objetivos principais: (i) aplicá-la a outros países, além do México, que é feito na versão original; (ii) entender a opção de um país dolarizar, em relação à alternativa de manter sua moeda local, quando a economia depende da entrada de capitais financeiros internacionais; e (iii) estudar a união monetária como uma terceira alternativa de regime monetário, em comparação com a dolarização e o regime de moeda local. O modelo de crises da dívida de Cole-Kehoe é aplicado às economias da Coréia, da Rússia e do Brasil. Modifica-se este modelo para incluir dívida denominada em moeda local, que é totalmente adquirida pelos consumidores nacionais e que dá ao governo a possibilidade de obter receitas por meio da cobrança de um imposto inflacionário sobre estes ativos. As receitas obtidas desta forma podem ser utilizadas para pagar os banqueiros internacionais e evitar uma crise da dívida externa, que ocorreria, em caso contrário. Considera-se também, neste caso, que o banco central possa estar sujeito a pressões de seu governo para gerar estas receitas. Analogamente, para representar um país pertencente a uma união monetária, inclui-se dívida denominada em moeda comum e um governo central no modelo original. A política monetária da união está subordinada à decisão conjunta de todos os países membros. Supõe-se também que o banco central da união possa sofrer pressões políticas de alguns governos nacionais sem disciplina fiscal e dispostos a obter receitas de imposto inflacionário sobre a dívida. Na dolarização, a política monetária está submetida a do banco central do país âncora e, portanto, não há possibilidade de o governo gerar receitas extraordinárias sobre a dívida, a menos que haja forte simetria dos choques que atingem a economia dolarizada e o país âncora. Considerando estas peculiaridades dos três regimes monetários, os níveis de bem-estar são caracterizados e avaliados numericamente para o Brasil. Além disso, obtém-se a política ótima do governo para a dívida em dólar, segundo os três regimes.

Ao contrário do que afirma a análise econômica convencional, a causa das crises financeiras dos anos 1990 no México, Ásia, Brasil e Argentina não foi principalmente fiscal, mas sim a decisão dos governos de crescerem com poupança externa, isto é, com déficits em conta corrente. Essas foram crises de balanço de pagamento geradas pela sobreapreciação da moeda local e pelo alto nível de dívida externa e/ou rápido crescimento de déficit de conta corrente. Assim, repentinamente os credores externos se convenceram de que o país não enfrenta apenas um problema de liquidez, mas de solvência, e para de rolar a dívida. This research investigates the factors that lead Latin American non-financial firms to manage risks using derivatives. The main focus is on currency risk management. With this purpose, this thesis is divided into an introduction and two main chapters, which have been written as stand-alone papers. The first paper describes the results of a survey on derivatives usage and risk management responded by the CFOs of 74 Brazilian non-financial firms listed at the São Paulo Stock Exchange (BOVESPA), and the main evidence found is: i) larger firms are more likely to use financial derivatives; ii) foreign exchange risk is the most managed with derivatives; iii) Brazilian managers are more concerned with legal and institutional aspects in using derivatives, such as the taxation and accounting treatment of these instruments, than with issues related to implementing and maintaining a risk management program using derivatives. The second paper studies the determinants of risk management with derivatives in four Latin American countries (Argentina, Brazil, Chile and Mexico). I investigate not only the decision of whether to use financial derivatives or not, but also the magnitude of risk management, measured by the notional value of outstanding derivatives contracts. This is the first study, to the best of my knowledge, to use derivatives holdings information in emerging markets. The use of a multi-country setting allows the analysis of institutional and economic factors, such as foreign currency indebtedness, the high volatility of exchange rates, the instability of political and institutional framework and the development of financial markets, which are issues of second-order importance in developed markets. The main contribution of the second paper is on the understanding of the relationship among currency derivatives usage, foreign debt and the sensitivity of operational earnings to currency fluctuations in Latin American countries. Unlikely previous findings for US firms, my evidence shows that derivatives held by Latin American firms are capable of producing cash flows comparable to financial expenses and investments, showing that derivatives are key instruments in their risk management strategies. It is also the first work to show strong and robust evidence that firms that benefit from local currency devaluation (e.g. exporters) have a natural currency hedge for foreign debt that allows them to bear higher levels of debt in foreign currency. This implies that firms under this revenue-cost structure require lower levels of hedging with derivatives. The findings also provide evidence that large firms are more likely to use derivatives, but the magnitude of derivatives holdings seems to be unrelated to the size of the firm, consistent with findings for US firms.

The objectives of this paper are twofold. First, it intends to provide theoretical elements to analyze the relation between real exchange rates and economic development. Our main hypothesis is very much in line with the Dutch disease literature, and states that competitive currencies contribute to the existence and maintenance of the anufacturing sector in the economy. This, in turn, brings about higher growth rates in the long run, given the existence of increasing returns in the industrial sector, and its importance in generating echnological change and increasing productivity in the overall economy. The second objective of this paper is empirical. It intends to analyze examples of successful exchange rate policies, such as Chile and Indonesia in the eighties, as a benchmark for comparison with countries where currency overvaluation has taken place, such as Brazil. In the latter case, the local currency is being inflated by large capital inflows, due to high domestic interest rates and to a boom in demand and prices of commodities in the international markets. It will be argued that the industrial sector bears most of the burden when the currency appreciates, and that Brazil risks at deindustrialization if there are no changes in the exchange rate regime

Este trabalho contribui a discussão de diversificação internacional no contexto de investidores brasileiros com referência na moeda local (Reais). O trabalho testa as seguintes hipóteses: (1) se a adição de ativos internacionais não aumenta a eficiência (melhora na relação retorno/risco) de carteiras somente com ativos brasileiros, (2) se carteiras de menor risco exigem mais alocações internacionais e, (3) se alocação de ativos é parecida para investidores com referências em dólar ou em reais. Esse trabalho utiliza modelos já conhecidos de fronteiras eficientes com aplicação de técnicas que utilizam rotinas de Monte Carlo para suavizar possíveis erros na estimação dos retornos das classes de ativos, que incorporam ainda incertezas sobre o câmbio. Nas simulações são utilizadas uma cesta de ativos locais e uma cesta de ativos que melhor representa o mercado internacional. Apesar da grande maioria dos investidores brasileiros utilizarem muito pouco ativos internacionais em suas carteiras, seja por motivos de Home Bias, fatores históricos macroeconômicos evidenciados pelas altas taxas de juros ou limitações regulatórias, os resultados empíricos demonstram que existem ganhos de eficiência para as carteiras de investidores brasileiros ao se incluir ativos internacionais na alocação de ativos. Esses ganhos de eficiência são evidenciados para todos os perfis de risco, desde os mais conservadores até os perfis mais agressivos. Os resultados mostram que quanto maior o perfil de risco da carteira, maior é a alocação internacional que maximiza a eficiência da carteira. E por último, a referência da moeda muda significativamente a alocação eficiente de carteiras, carteiras com referência em dólar exigem menos diversificação com ativos em reais do que carteiras com referência em Reais exigem diversificação com ativos internacionais.

Este trabalho visa sistematizar um modelo para previsão e explicação dos movimentos de curto prazo da estrutura a termo de taxas de juros pré-fixada em reais do Brasil, baseado na relação dos movimentos em questão com os níveis e alterações que se processam nas variáveis macroeconômicas relevantes. A metodologia usada foi dividir o procedimento em duas etapas: Na primeira etapa, o modelo de Svensson (1994) é usado para ajustar a Estrutura a Termo de Taxas de Juros de cada data específica para obter os parâmetros daquela data. Isso é conseguido através da maximização da estatística R2 na regressão de mínimos quadrados, como sugerido no artigo original de Nelson e Siegel (1987). Então, as medianas dos dois parâmetros de decaimento utilizados são calculadas e mantidas arbitrariamente constantes para facilitar os cálculos da segunda etapa. Na segunda etapa, uma vez que os estimadores que melhor se ajustam às curvas de juros foram obtidos, outra regressão de MQO é realizada considerando os betas de Svensson dependentes de variáveis macroeconômicas de estado.

O trabalho faz uma análise sobre as taxas de juros brasileiras, além das principais características da curva soberana de juros nominais, dando ênfase aos títulos pré-fixados emitidos pelo governo em moeda local, no mercado doméstico e externo, onde notamos a ocorrência de um fenômeno bastante peculiar, que é o diferencial de rendimento e de maturidade existentes entre os dois mercados. Arida, Bacha e Lara-Resende (2004) conjecturam sobre a existência de um risco inerente ao país, chamado por eles de “incerteza jurisdicional”, relacionado às instituições brasileiras, e que estaria por trás das altas taxas de juros e da inexistência de um mercado de crédito doméstico de longo prazo. É feito um diagnóstico mais detalhado sobre as possíveis causas do fenômeno de maior maturidade e menor rendimento dos títulos emitidos no mercado externo em relação aos títulos do mercado interno, notando-se que ambos os fenômenos – dos altos juros brasileiros e da inexistência de um mercado juros de longo prazo – estão diretamente relacionados. As conclusões sobre as possíveis causas para o diferencial de rendimento entre os títulos locais e externos emitidos em Reais dizem respeito tanto aos fatores quantitativos, relacionados aos custos de investimento no Brasil e ao risco de conversibilidade, que contribuem em parte para aumentar as taxas exigidas para os títulos locais, bem como aos fatores qualitativos, como piores instituições no Brasil em relação às instituições externas. A diferença de maturidade entre os títulos também advém de questões institucionais, o que reafirma de certo modo a teoria de “incerteza jurisdicional” para explicar este fenômeno.

Events in Argentina dominated most of the third quarter of 2001 until September 11, when the terrorist attacks against the United States prompted a sell-off of emerging markets assets, increasing uncertainty and risk aversion against a background of global economic slowdown. Emerging markets' short term prospects to tap international capital markets deteriorated significantly. In the third quarter of 2001, Latin American countries issued US$7.6 billion in bonds, following US$11.2 billion in the second quarter and US$13.2 billion in the first quarter, which had been a jump from only US$2.9 billion in the last quarter of 2000. At first, it seemed that the pace of debt issuance would slow down considerably given Argentina's troubles in July, as Argentina's bond auction at the beginning of the month was poorly received, forcing the government to shorten the maturity of the new debt and to pay rates as high as those during the Russian crisis in 1998. By August, however, emerging markets rebounded strongly on the back of a new US$8 billion IMF assistance package to Argentina, with both Mexico and Brazil successfully launching large issues. International markets displayed considerable flexibility as investors gave Mexico's US$1.5 billion 30- year bond and Brazil's JPY200 billion two-year samurai issue a warm reception. This return to capital markets was interrupted by the events of September 11, which caused debt issuance to fall sharply in September and October. Following the events of September 11, EMBI+ spreads widened above 1,000 basis points for the first time in nearly two years. According to J.P. Morgan there was a 3.7% market decline in September, which brought year-to-date returns for the EMBI+ to only 0.06%. Emerging markets debt, however, fared better than most other fixed income and equity markets in the immediate aftermath of the attacks. U.S. high-yield market suffered its worst month since August 1998, declining by 6.5%, while the S&P 500 and Nasdaq declined by 8.2% and 17%, respectively. Emerging equity markets suffered even greater declines, with losses as severe as 24% in local currency terms and 31% in U.S. dollar terms.
