El interés de este estado del arte es establecer la dinámica que ha tenido el debate en torno al lobby israelí y su influencia en las decisiones en política exterior. Ante esto lo que se pretende es determinar cual es la tendencia que se sigue y específicamente cual es el estado del debate hoy en día. Por esto se pretende probar que el lobby israelí como fuerza de influencia, no es la única que busca fijar políticas en los EEUU en materia de política exterior ya que existen otros grupos que así mismo le hacen contrapeso. Para esto se recurrirá a fuentes de diferente tipo, en donde se recolecten los principales exponentes sobre el tema y así analizarlos a mayor profundidad.

La presente investigación pretende dar respuesta al siguiente interrogante: ¿Cuáles son las formas y los efectos del lobby en la discusión de la reforma tributaria del 2012? Para tal efecto, en primer lugar se hace una contextualización del lobby que permita ubicar histórica y coyunturalmente cual ha sido su evolución y se precisan los antecedentes del proyecto de reforma tributaria. En segundo lugar, se hace una revisión teórica desde los distintos enfoques que estudian el lobby con el fin de comprender cuáles son sus actores, como son sus tácticas y formas y cuales sus efectos. Posteriormente y haciendo uso de la metodología cualitativa se hace estudio de caso frente a la reforma tributaria del 2012 identificando actores, sus demandas, las modificaciones logradas y formas en las que se hizo lobby. Finalmente, se ha comparado la normatividad de países como Estados Unidos, Reino Unido, Escocia y de organizaciones supranacionales como la Unión Europea que regulan el ejercicio el cabildeo, detectando ventajas y desventajas y se hace mención especial al proyecto de ley que cursa en Colombia dando algunas recomendaciones.

Israel figures among the world-leaders in R&D expenditure and has a high-performing scientific community. Since the 1990s it has been associated with the Scientific Policy of the European Union via the European Research Framework Programmes (FP). The cooperation between Israel and the EU in this domain has gradually increased and benefits the scientific communities on both sides. In 2014 the association of Israel to the latest and biggest European FP ever adopted (Horizon 2020) was renewed for the fourth time. Based on all the scientific evidence provided, the elaboration of a European Research Policy can be identified as a highly regulated domain, offering relevant ‘channels of influence’. These channels offer Israel the opportunity to act within the Research Policy system. Being a member of several formal EU bodies in charge of implementing EU Research Policy, Israel is able to introduce its positions effectively. This is accompanied by an outstanding level of activity by Israel in linking concrete EU Research Policy measures to the Israeli Scientific Community at the national level. To carry out this task, Israel relies on an effective organization, which remodels the provided EU structures: European ‘National Contact Points’ (NCPs) are concentrated within the ‘Europe Israel R&D Directorate’ (ISERD). ISERD connects efficiently all the relevant actors, forums and phases of EU-Israeli Research Policy. Dendromonocotyle colorni sp. n. (Monogenea: Monocotylidae) is described from the dorsal skin surface of two specimens of Himantura uarnak (Forsskal) kept at the Eilat Underwater Observatory in Israel. Dendromonocotyle colorni is distinguished from the other eight species in the genus by the morphology of the terminal papillar sclerite on the haptor, the distal portion of the male copulatory organ and the morphology of the vagina. The development of the male copulatory organ is detailed for D. colorni and the adaptations of species of Dendromonocotyle to life on the dorsal skin surface of rays are discussed. Dendromonocotyle octodiscus Hargis, 1955 was identified from the dorsal skin surface of the southern stingray Dasyatis americana Hildebrand et Schroeder off Bimini, Bahamas and represents a new host record.

Um dos traços essenciais da ideologia real nas monarquias de Israel e da Mesopotâmia é a relação entre o rei e o deus criador. É essencialmente da complexidade dessa metáfora que depende, no plano ideológico, o poder real e a sua inteligibilidade em termos gerais. O rei é entendido como representação da divindade tutelar e demiúrgica. Na ideologia real israelita, a metáfora encontra a sua plenitude no conceito de aliança, contrução fundamentalmente teológica, mas que estrutura um corpo de ideias sobre o poder, sobre a sua origem, sobre o seu exercício e sobre os seus limites . Paralelamente, encontramos nas monarquias mesopotâmicas uma concepção sobre o poder que nos sugere muitas similaridades com a visão vetero-testamentária. Em ambos os casos, o poder resulta da delegação divina e da sua representação no plano terreno . Um dos exemplos paradigmáticos da metáfora bíblica é a descrição alegórica de 2 Sam.7, retomada no s1.89. Esta narraa promessa de uma dinastia a David. A promessa insere-se no quadro de uma aliança que compromete ambas as partes - Iavé e o rei . O rei torna-se o interlocutor privilegiado de Iavé, escolhido por ele para mediar a sua relação com Israel. Através deste processo de eleição/escolha, David é exaltado como figura eminente e perdendo a sua condição de homem comum, de simples pastor, é escolhido por Iavé para ser o rei de Israel.

This article addresses the work of Mizrahi women artists, i.e., Israeli-Jewish women of Asian or African ethnic origin, using the artist Vered Nissim as a case study. Nissim seeks to affirm the politics of identity and recognition, as well as feminism in order to create a paradigm shift with regards to the local regime of cultural representations in the Israeli art scene. Endeavouring to find ways of undermining the rigid imbalances between different social groups, she calls for a comprehensive reform of the status quo through artistic activism. Nissim employs a style, content, and medium that disrupts the accepted social order, using humour and irony as unique weapons with which she takes liberties with conventional moral, social, and economic values. Placing issues of race, class and gender at the centre of her work, she seeks to undermine and problematize essentialist attitudes, highlighting the political intersections of different identity categories as the critical analysis of intersectionality unfolds.

This paper analyzes endogenous lobbying over a unidimensional policy issue. Individuals differ in policy preferences and decide either to join one of two opposite interest lobbies or not to take part in lobbying activities. Once formed, lobbies make contributions to the incumbent government in exchange for a policy favor as in a common-agency model. A "sincere-lobby-formation" condition for equilibrium is introduced: an individual joins a lobby if their gain from the policy change that this lobby might achieve exceeds a contribution fee. Thus, an equilibrium occurs only if no lobby member would prefer their lobby to cease to exist. I show the existence of an equilibrium with two organized lobbies. Individuals with more extreme preferences are more likely to join lobbying activities. I fi nd that lobbying somewhat moderates the government's preferences, i.e., it shifts the final policy in favor of individuals who are initially disadvantaged by the government's pro- or anti-policy preferred position. Under a utilitarian government, however, lobbying does not affect the fi nal policy, and political competition results in a socially optimal outcome. JEL classi cation: D72.
