A driving argument behind recent EU treaty reforms was that more qualified majority voting (QMV) was required to reduce the potential dangers of legislative paralysis caused by enlargement. Whilst existing literature on enlargement mostly focuses on the question of what changed in the legislative process after the 2004 enlargement, the question of why these changes occurred has been given far less attention. Through the use of a single veto player theoretical model, this paper seeks to test and explain whether enlargement reduces the efficiency of the legislative process and alters the type of legislation produced, and whether QMV can compensate for these effects. In doing this, it offers a theoretical explanation as to why institutional changes that alter the level of cohesion between actors in the Council have an influence over both the legislative process and its outcomes.

Nos Estados republicanos modernos, o sistema de freios e contrapesos é um dos modelos institucionais responsável por assegurar o equilíbrio entre os Poderes e prevenir abusos por parte dos governantes. Dois questionamentos podem ser encontrados na literatura brasileira sobre o tema e fundamentam esta Dissertação: um geral sobre o suposto poder excessivo que o nosso sistema político confere ao Poder Executivo e outro, específico, de que nesse contexto, o veto teria um papel central na supremacia do presidente da república sobre o Congresso Nacional no âmbito do processo legislativo. Partindo dessas premissas, a pesquisa avalia se essas características estão condizentes com as expectativas e o desenho institucional proposto para o Estado brasileiro pela Assembleia Nacional Constituinte ANC de 1987. Com base nos anais da ANC e em referências históricas, conclui-se que, ao menos no tocante ao instituto do veto presidencial, o modelo de preponderância do Poder Executivo observado no processo legislativo decorreu de uma opção deliberada e reafirmada pela elite política em 1988, quando da promulgação da Constituição.

A participative ergonomics approach to reducing injuries associated with manual tasks is widely promoted; however only limited evidence from uncontrolled trials has been available to support the efficacy of such an approach. This paper reports on a randomized and controlled trial of PErforM, a participative ergonomics intervention designed to reduce the risks of injury associated with manual tasks. One hundred and seventeen small to medium sized food, construction, and health workplaces were audited by government inspectors using a manual tasks risk assessment tool (ManTRA). Forty-eight volunteer workplaces were then randomly assigned to Experimental and Control groups with the Experimental group receiving the PErforM program. Inspectors audited the workplaces again, 9 months following the intervention. The results showed a significant decrease in estimates of manual task risk and suggested better legal compliance in the Experimental group.

This article examines the relative importance of regional and national forces in shaping the behavior of Brazilian legislators at the national level. A widely held view is that national legislators respond to state pressures in making decisions, rather than pressures from the national government. Governors not only can influence national debates but also can determine outcomes by exerting control over their states` legislative delegations. This article examines a dataset of all roll-call votes in the Chamber of Deputies between 1989 and 2006 to isolate and evaluate the impact of local pressures on legislative voting. Spanning the terms of five presidents and five different congresses, the data show that the local influence is weaker than the national on the voting decisions of individual legislators and the voting cohesion of state delegations. Alternative institutional resources allow the central government to counteract the centrifugal pressures of federalism and other institutional influences.

This article describes the Brazilian position on forests and climate change from 1997 to 2012. It argues that it has evolved from a veto, which excluded from the climate change regime emissions from the conversion of native forests, to a proposition, as Brazil offered its approach to the international community. It explains the change with domestic developments: governance over deforestation, the emergence of new and relevant actors, and presidential diplomacy.
