This paper examines language reproduction in the family in the context of a highly innovative project in Wales, where the Welsh language has been in decline for over a century. Although Welsh-medium schooling has played a pivotal role in slowing and even reversing language shift in recent decades, there is mounting evidence of the dangers of over-reliance on education. The Twf (Growth) Project was established in 2002 with funding from the National Assembly for Wales with the aim of raising awareness of the benefits of bilingualism among parents and prospective parents. Analysis of interviews with the main stakeholders in the project (managers, the Twf project officers, parents, health workers and a range of other partners), publicity materials and observations of project staff at work suggests that the achievements of the project lie in two main areas: the recognition of the need for building strong alliances with professional groups and organisations that work with families with young children; and the development of a marketing strategy appropriate for the target audience. It is argued that the experience of the project will be of interest to those addressing the issue of intergenerational transmission in a range of other minority language settings.

This paper examines the achievements to date of Twf (“Growth”) — a project initiated as part of language planning efforts in Wales to encourage families to bring up their children to be bilingual. Evidence is presented of the ways in which the project has succeeded in raising awareness of the advantages of bilingualism amongst parents, prospective parents and the public at large by working strategically with health professionals and Early Years organizations, and by developing a range of highly innovative promotional materials. Given the central importance of the family as a site of intergenerational language transmission, the achievements of this project are likely to be of interest to those concerned with language planning in other minority communities in many other parts of the world. The lessons for language planning both in Wales and in other settings are discussed.

The Portuguese community is one of the largest diasporic groups in the Greater Toronto Area and the choice of retention and transmission of language and culture to Luso-Canadians is crucial to the development and sustainability of the community. The overall objective of this study is to learn about the factors that influence Luso-Canadian mothers’ inclination to teach Portuguese language and cultural retention to their children. To explore this topic I employed a qualitative research design that included in-depth interviews conducted in 2012 with six Luso-Canadian mothers. Three central arguments emerged from the findings. First, Luso-Canadian mothers interviewed posses a pronounced desire for their children to succeed academically, and to provide opportunities that their children that they did not have. Second, five of the mothers attempt to achieve this mothering objective partly by disconnecting from their Portuguese roots, and by disassociating their children from the Portuguese language and culture. Third, the disconnection they experience and enact is influenced by the divisions evident in the Portuguese community in the GTA that divides regions and hierarchically ranks dialects, and groups. I conclude that the children in these households inevitably bear the prospects of maintaining a vibrant Portuguese community in the GTA and I propose that actions by the community in ranking dialects influence mothers’ decisions about transmitting language and culture to their children.

El treball tracta el tema de la transmissió de la llengua catalana als fills per part de parelles que no tenen aquesta llengua com a la seva inicial. És un estudi qualitatiu en què s'ha entrevistat set parelles lingüísticament no mixtes de la comarca del Segrià. L'objectiu principal és el d'esbrinar els motius que duen a uns pares a la no transmissió intergeneracional de la llengua i les seves conseqüències en el si de la família i de la comunitat.

This thesis is a comparative sociolinguistic study which describes and compares language choice among people with Hungarian background in Sweden and Finland and studies their views on the importance of the Hungarian language and Hungarian cultural heritage for identity. The future prospects of language maintenance and language shift and differences between the Swedish-Hungarians and the Finnish-Hungarians are discussed. A survey was completed among 50 Swedish-Hungarian informants and 38 Finnish-Hungarian informants during 2006. The survey was supplemented by in-depth interviews with 15 informants during 2007. The majority language, either Swedish or Finnish, is much more active in the second-generation Hungarians’ lives than Hungarian is. Hungarian is mostly used in the domain of family relations. The language choices made today are dependent on the informant’s situation during childhood, particularly the parents’ usage of the language and the ability to learn and use Hungarian, chiefly gained through contact with the parents’ mother country and other Hungarian speakers. For some informants, having Hungarian roots forms the sole foundation for belonging, while for others it is this heritage combined with the culture, the ability to use the language or specific character traits. The Hungarian background is most often seen as a treasure offering diversity in life. Finnish-Hungarians are generally more positive about their Hungarian background, have better competence in the language and a greater awareness of the culture than Swedish-Hungarians. The Hungarian language plays a central though often symbolic role. The most important conditions for minority language preservation are language competence together with the desire and opportunity to use it; whereof the largest deficit among second-generation Hungarians is knowledge of the Hungarian language. Only one-fourth of the informants have all of the conditions necessary to be able to maintain the language, which means that Hungarian is an endangered minority language in Sweden and Finland.

This article examines the language strategies used in everyday explanation by young heterosexual adults to attribute blame for the transmission of HIV: Seventy-two-female and 60 male Australian university students took part in the study. They were formed into groups of four, with each group taking part in discussions about HIV: AIDS, and related matters. Transcripts were examined for instances of blaming, and a coding scheme for levels of attributed responsibility applied to those instances found. Language strategies of distancing self from HN and AIDS were then coded, including checks for who was blamed whether they were members of participants' ingroups or outgroups, and whether justifications were used. These findings are discussed in terms of positioning the self vis-a-vis HIV and AIDS, as well as the ways in which negative stereotypes were used in attributing blame to members of outgroups.

The existing language situation in Kazakhstan, while peaceful, is not without some tension. We propose to analyze here some questions we consider relevant in the frame of cultural globalization and gender equality, such as: free from Russian imperialism, could Kazakhstan become an easy prey of Turkey’s “imperialist dream”? Could these traditionally Muslim people be soon facing the end of religious tolerance and gender equality, becoming this new old language an easy instrument for the infiltration in the country of fundamentalism (it has already crossed the boarders of Uzbekistan), leading to a gradual deterioration of its rich multicultural relations? The present structure of the language is still very fragile: there are three main dialects and many academics defend the re-introduction of the Latin alphabet, thus enlarging the possibility of cultural “contamination” by making the transmission of fundamentalist ideas still easier through neighbour countries like Azerbaijan, Uzbekistan and Turkmenistan (their languages belong to the same sub-group of Common Turkic), where the Latin alphabet is already in use, and where the ground for such ideas shown itself very fruitful.

Through aggressive legislative and educational policies Indigenous languages globally have been shifted to the language of the dominant society. Globalization has brought previously geo-politically and/or geo-linguistically isolated people and language . groups into close proximity that necessitated interaction and at times intense power struggles. There are currently approximately 6,000 spoken languages in the world, more than half are either endangered, dying or disappearing altogether. Canadian statistics reveal an overall 3 % decline in the intergenerational transmission of language. Of the original 60 Indigenous languages spoken in Canada, 8 are extinct, 13 are nearly extinct, and 23 are critical. The remaining languages have a slim chance of survival. Within the next 100 years only 4 Indigenous languages will remain. The Hodenosaunee languages of Southern Ontario are not incl~ded among the list of languages that will survive the next 100 years. There are, without a doubt, complex challenges in the maintenance of Indigenous languages within a dominant-culture influenced environment. Given the increasing awareness of the social impact of linguistic integrity and preservation of languages on Indigenous people as a whole, this study considers how language is currently being used; the social, economic, and political implications of language shifting; the need to shift our social consciousness in order to understand the urgency in privileging our Hodenosaunee languages; as well as ways in which we might achieve those goals as individuals, as families, and as a community.

L’objectif de ce mémoire est de mettre en lumière la mise en forme, la réception et la transmission de 2S 7,1-17 à l’intérieur du débat qui a présentement cours autour de la rédaction deutéronomiste, ainsi que de vérifier le lien possible de ce texte avec l’évolution de la pensée théologique juive issue de l’édition deutéronomiste. Notre recherche commence par établir un texte hébreu de travail fiable grâce à la critique textuelle. L’analyse syntaxique nous permet ensuite de proposer une traduction qui soit la plus fidèle possible au texte hébreu retenu afin de mieux comprendre le sens du texte dans sa langue originale. Nous abordons, dans le troisième chapitre, la question des différentes sources littéraires ayant pu servir à la composition du texte de 2S 7,1-17. L’exploration plus détaillée de quelques pistes qui sont apparues à la suite de la critique des sources et de la réception du texte de 2S 7,1-17 par le(s) Chroniste(s), nous permet de constater qu’à l’intérieur des traditions textuelles hébraïques, la prophétie de Nathan a évolué de façon significative dans le parcours des différentes traditions de relecture. À partir des quatres étapes de recherches, nous dégageons les éléments qui pourraient être mis en lien avec les théories existantes dans le cadre de l’histoire deutéronomiste et mettons en lumière les forces et les faiblesses des solutions proposées. Les résultats de la recherche nous permettent de penser que l’intégration de la prophétie de Nathan dans la trame historique s’expliquerait par la nécessité d’éclairer une suite d’événements selon diverses perspectives théologiques. Ce n’est qu’à partir des conditions exiliques que nous aurions le texte de 2S 7,1-17 le plus tardif offrant une réflexion sur la première histoire d’Israël. Dans ce sens, la prophétie de Nathan prendrait toute sa valeur et son extension bien au-delà de la seule histoire personnelle de David ou de Salomon.

Le nombre d'unions où les deux conjoints n'ont pas la même langue maternelle est en augmentation depuis les dernières décennies au Québec. Sachant que les enfants issus de ces unions gravitent dans un univers familial plurilingue, l'objectif de ce mémoire est de connaître les langues qui leur sont transmises. En utilisant les données du questionnaire long du recensement canadien de 2006, nous avons procédé à différentes analyses descriptives nous permettant de cerner les langues maternelles véhiculées aux enfants issus d'une union mixte, de vérifier si ces enfants héritent davantage de la langue maternelle de leur mère ou de leur père et s'ils opèrent des substitutions linguistiques avant l'âge de 18 ans, c'est-à-dire si leur langue maternelle diffère de leur langue d'usage. De plus, par le biais de régressions logistiques, nous avons étudié les déterminants contextuel, ethno-culturel et socio-économique les plus susceptibles d'expliquer le choix de la langue transmise aux enfants. Les résultats obtenus démontrent la place prédominante des langues officielles canadiennes, au détriment des langues non officielles, chez les familles exogames. De plus, le choix de la langue maternelle transmise s'avère principalement conditionné par le lieu de résidence, le parcours migratoire des parents et le pays de naissance des enfants.

La ville mexicaine de Cuernavaca, dans l’État de Morelos, a vu arriver depuis 1970 de nombreux migrants autochtones nahuas originaires de l’État voisin du Guerrero. Les migrants, qui ont élu domicile dans un même quartier résidentiel, subsistent grâce à la vente d’artisanat et partagent le nahuatl comme langue maternelle. Cette recherche s’intéresse aux stratégies mises en oeuvre par les migrants dans la reproduction de l’identité nahua et dans sa transmission aux nouvelles générations. La pratique artisanale et le maintien des relations sociales avec les villages du Guerrero se retrouvent au centre des stratégies identitaires nahuas : en plus d’assurer la transmission de l’héritage culturel nahua aux jeunes nés à Cuernavaca, ils facilitent la participation des migrants à la vie sociale villageoise. Au fil des décennies, les migrants ont ainsi favorisé le maintien de l’identité nahua et assuré la cohésion de la communauté sur la base du partage d’une identité commune.

Depuis plus de trente ans, le Québec a pris position en faveur d’un mouvement de professionnalisation de l’enseignement. Ce choix se fonde principalement sur la volonté de moderniser les systèmes d’éducation grâce à la consolidation d’une expertise du travail enseignant. Elle a donc engendré toute une série de réformes visant à formaliser les pratiques des enseignants, à les appuyer sur les résultats de la recherche et à développer un code de pratiques responsables. Cependant, dans une perspective critique, ce processus de professionnalisation entre également dans le cadre plus large d’un processus de rationalisation étatique. Il exige de plus en plus des enseignants de faire preuve d’efficacité à tout prix, mais cette exigence ne tient pas compte de l’incertitude de l’action et des valeurs en jeu. Cette thèse vise à analyser, à partir d’une perspective critique, la conception de l’articulation entre la recherche et la pratique sous-jacente au mouvement de professionnalisation en vue de proposer une conception plus adéquate en regard de la réalité pratique: la traduction. Ce faisant, la thèse propose une réflexion sur le rôle transformateur du langage dans tout processus de transmission des connaissances. L’approche de la traduction s'inspire à la fois de la tradition herméneutique et de la critique poststructuraliste, et remet en question la conception du langage comme véhicule transparent de la pensée et des connaissances. À la lumière de ce cadre, je propose une analyse empirique (analyses discursive et sémiotique) des mécanismes de traduction qui assurent le passage du monde de la recherche vers le monde de l'enseignement. Cette partie repose sur une analyse comparative d’articles provenant de la revue Vie pédagogique, analyse qui se concentre sur les processus de traductions à l’œuvre dans trois concepts centraux du mouvement de professionnalisation : la pratique réflexive, la compétence et la collaboration. Elle met en lumière la manière dont le cadre actuel de la professionnalisation est réducteur, totalisant, et nie le caractère traductif du langage et de l’activité humaine. Je conclus avec une reconceptualisation de l'enseignement en tant que traduction et acte de profession de foi.

The search for ever deeper relationships among the World’s languages is bedeviled by the fact that most words evolve too rapidly to preserve evidence of their ancestry beyond 5,000 to 9,000 y. On the other hand, quantitative modeling indicates that some “ultraconserved” words exist that might be used to find evidence for deep linguistic relationships beyond that time barrier. Here we use a statistical model, which takes into account the frequency with which words are used in common everyday speech, to predict the existence of a set of such highly conserved words among seven language families of Eurasia postulated to form a linguistic superfamily that evolved from a common ancestor around 15,000 y ago. We derive a dated phylogenetic tree of this proposed superfamily with a time-depth of ∼14,450 y, implying that some frequently used words have been retained in related forms since the end of the last ice age. Words used more than once per 1,000 in everyday speech were 7- to 10-times more likely to show deep ancestry on this tree. Our results suggest a remarkable fidelity in the transmission of some words and give theoretical justification to the search for features of language that might be preserved across wide spans of time and geography.

The hydroelectric power plant Hidroltuango represents a major expansion for the Colombian electrical system (with a total capacity of 2400 MW). This paper analyzes the possible interconnections and investments involved in connecting Hidroltuango, in order to strengthen the Colombian national transmission system. A Mixed Binary Linear Programming (MBLP) model was used to solve the Multistage Transmission Network Expansion Planning (MTEP) problem of the Colombian electrical system, taking the N-1 safety criterion into account. The N-1 safety criterion indicates that the transmission system must be expanded so that the system will continue to operate properly if an outage in a system element (within a pre-defined set of contingencies) occurs. The use of a MBLP model guaranteed the convergence with existing classical optimization methods and the optimal solution for the MTEP using commercial solvers. Multiple scenarios for generation and demand were used to consider uncertainties within these parameters. The model was implemented using the algebraic modeling language AMPL and solved using the commercial solver CPLEX. The proposed model was then applied to the Colombian electrical system using the planning horizon of 2018-2025. (C) 2014 Elsevier B.V. All rights reserved.

Transmission expansion planning (TEP) is a classic problem in electric power systems. In current optimization models used to approach the TEP problem, new transmission lines and two-winding transformers are commonly used as the only candidate solutions. However, in practice, planners have resorted to non-conventional solutions such as network reconfiguration and/or repowering of existing network assets (lines or transformers). These types of non-conventional solutions are currently not included in the classic mathematical models of the TEP problem. This paper presents the modeling of necessary equations, using linear expressions, in order to include non-conventional candidate solutions in the disjunctive linear model of the TEP problem. The resulting model is a mixed integer linear programming problem, which guarantees convergence to the optimal solution by means of available classical optimization tools. The proposed model is implemented in the AMPL modeling language and is solved using CPLEX optimizer. The Garver test system, IEEE 24-busbar system, and a Colombian system are used to demonstrate that the utilization of non-conventional candidate solutions can reduce investment costs of the TEP problem.
