This work objectives to investigate how the public policies of urbanization and land regularization of the Program of Urbanization of Informal Settlements - PROAP, in Rio de Janeiro allow the social inclusion and the rescue of the citizenship of the poor populations. To reach this objective the two programs of PROAP were analyzed into two communities both beneficed by each one of these programs. First, the social exclusion and how it reflects itself in the form of appropriation of the territory and in the type of housing was deeply analyzed. It leads the analysis of the public policies. As a next step, a brief historical analysis was made to include the PROAP in the historical context, and this was analyzed in each one of its stages. Finally, through a qualitative approaching, the slum of Vigário Geral and the irregular settlement of Ana Gonzaga have been researched, both were chose by their singular characteristics and, according to speech of the inhabitants, it was evaluated how the Program contributes in the social inclusion in these communities.

This study presents research regarding affordable housing and their effects on the spatial reconfiguration of Natal/ RN, aiming to identify the specificities of the informality of urban land. This study aims to understand how informal housing market operates housing provision for the population located in popular informal settlements, through buying and selling market and rental market of residential properties irregular / illegal. This understanding will be through the neighborhood of Mãe Luisa, Special Area of Social Interest (SASI), located between neighborhoods with a population of high purchasing power and inserted into the tourist shaft of seaside of town. The characterization of informal housing market in Mãe Luiza, from buyers, sellers and renters, will help to understand how these informal transactions operate on SASI and housing provision for public policy development and implementation of housing programs and land regularization for low-income population, adequate to dynamic and reality of housing of informal areas

O processo de ocupação desigual da cidade de Belém possui uma relação direta com o aumento da ocupação informal nesse município. As intervenções urbanísticas de cunho elitista resultaram em poucas intervenções do Estado no sentido de garantir o direito à moradia digna as frações de classe popular, assim as áreas de ocupação se tornaram entre as décadas de 1980 e 1990 praticamente a única forma de provisão da habitação para os pobres. O Estado, por não apresentar alternativas para o problema da moradia, cede às pressões populares de forma limitada com ações pontuais para amenizar os possíveis conflitos. A regularização fundiária urbana, apesar do discurso oficial, que apresenta a política como garantia ao direito à cidade, não foge à regra de outras políticas estatais formal, pontual, fragmentada e descontínua. Que ao contrário de representar formas de legitimar a equidade urbana acabam por exacerbar às expressões da questão social produto da desigualdade social que no Brasil se mostra cada vez mais danosa no campo ou na cidade.

O presente trabalho realiza a análise dos processos de urbanização, cuja característica marcante é a segregação econômica, social e espacial da população de baixa renda, perceptível pelo fenômeno de periferização urbana vivenciado por este segmento social. Sem vias de acesso formal à terra urbana, a população de baixa renda residente em centros urbanos promove a ocupação irregular de áreas desprovidas ou carentes de infraestrutura e serviços urbanos, as quais, em geral, não são requisitadas pelo mercado imobiliário formal. A forma de apropriação desigual dos espaços territoriais é fruto do modo de apropriação do modo capitalista. Nesse contexto de desigualdade, exclusão, segregação se insere a questão da ocupação irregular nas margens de cursos d’água situadas no meio urbano, áreas estas especialmente protegidas pela legislação ambiental, tema que nos remete ao foco principal da dissertação: o estudo da possibilidade de implementação de ações de regularização fundiária sustentável em ocupações de interesse social, consolidadas em áreas urbanas situadas às margens de cursos d’água, analisada como instrumento de combate ao processo de segregação socioespacial vivenciado pela população de baixa renda em decorrência do processo de produção capitalista dos espaços urbanos. Para tanto, a partir da análise de casos concretos utiliza-se as ações de regularização como instrumento para a consecução do direito às cidades sustentáveis, albergado no ordenamento jurídico brasileiro na Lei nº10.257/2001, afirmando-o como um direito fundamental, a partir da teoria do jusfilósofo Ronald Dworkin. A problemática que a dissertação revela reside no aparente conflito ante a necessidade de atendimento dos direitos fundamentais das populações residentes destas ocupações e o dever de manutenção do meio ambiente ecologicamente equilibrado, cuja solução é pautada pelo sopesamento de princípios, e valores neles incutidos, com fundamento no conceito de direito como integridade, também desenvolvido por Ronald Dworkin.

Understanding the territorial transformations is important to the geographic knowledge, especially when it is related to structural questions as agrarian one. In this way, the land acquisition to agrarian reform enables us to understand some of these transformations, represented by territorialization of landless workers in rural settlements, that are concrete results of the struggle for land that boost the policies of agrarian reform in our country. The renewal of the agrarian structure is fundamental to the concept of land reform and also provides that advances social, political, cultural, economic, etc. Classified as a country with rates of the highest land concentration in the world, Brazilian government attempts to base his actions to take in the expropriation of land the main character of the land reform. However, new policies have been gradually used to obtaining the rural settlements, in a process that Fernandes (2010) called the reconceptualization of land reform. Starting in 1985, Brazil has 63% of the beneficiaries of land reform policies settled on expropriated land, the rest is a result of incorporation policies such as land regularization, of land reform and land purchase. Such policies generate changes in agrarian structure, that is the goal of land reform, but don´t concentrate to the land ownership. This attitude of the state in coping with the agrarian question is his response to the pressures of capitalist agriculture represented by landowners and agribusiness, coping catching an intense and uneven territorial dispute with peasant agriculture, in an attempt to impose its model of development for the field. The aimed of this present study is to understand better the land reform acquisition and its implications in the Brazilian territory, in order to understand it in their multiplicity.

The occupation of Rondônia, from the 1970s, occurred in a disorganized way, since it attracted an amount of migrants which was much bigger than the settling projects could sustain. The aim of this research was to analyze the circumstances in which the district of Nova Londrina was settled, utilizing for this reason a bibliographic survey, as well as the Oral History method. The arrival in Nova Londrina, Ji-Paraná, was highlighted by conflicts between the settlers and the settling company Calama S/A. In spite of the company's violence, the colonists resisted until there was an intervention from INCRA, through a land regularization program. In this context, the Urban Center for Rural Support (NUAR) was implanted, intending to support the agricultural workers

This book’s guideline is a description of the activities developed during the University Extension project entitled "Housing and Environment: building dialogue over the urbanization of the settlement Ilha", located in the Metropolitan Region of Curitiba. This project was coordinated by professors from the Federal University of Technology - Paraná (UTFPR). The initial objectives of the extension project were to investigate ways of intervention on the scenario of poor conditions of housing and urbanization of the settlement Ilha, for their land regularization. The book tells the story of the extension project, showing how the initial goals have changed with time. In addition, this book describes the frustrations and the learning process along the way, from the view of professors and students of UTFPR who actively participated in this project. This book also intends to report the feelings that the villagers attributed to their place of residence; the joys, stumbling and learning by using a participatory methodology from what Paulo Freire says about popular education. Moreover, the book brings the confrontation between the technical and popular vision on the regularization of the area.

The urban growth in Latino American cities, in a neoliberal context, has led to several population groups to having no possibilities to the access to urban land. Informal and irregular urban settlements increase, requiring attention from local governments, with actions and strategies in order to achieve both the regularization of such situation and further prevention. In the city of Córdoba different informal and irregular operations have taken place promoted by different actors. Furthermore, policies focused on regularization which have been promoted, have few intervention mechanisms, a fact that becomes critical, especially for the urban problems it causes. The main aim of this article is to present a classification over different modes of urban land acquirement taking place out of both urban and civil legislations. Afterwards, different informal settlement typologies are described, as well as the policies focused on them, together with their respective effects and impacts.
