El fenómeno del desplazamiento forzado en Colombia ha sido y sigue siendo uno de los temas más importantes tanto a nivel nacional como internacional. Colombia se encuentra hoy entre los países del mundo con más número de desplazamientos forzados, lo cual implica una violación a los derechos humanos y al Derecho Internacional Humanitario. Por tal razón, el fenómeno de desplazamiento en Colombia no solo ha sido tema de preocupación a nivel interno, sino que ha llamado la atención de la comunidad internacional, quien desde los últimos años ha contribuido con el Gobierno para hacer frente a la problemática. Teniendo esto en cuenta, el presente trabajo busca hacer una aproximación a lo que ha sido la ayuda internacional frente al tema del desplazamiento forzado en Colombia, mediante el análisis de la Cooperación Internacional entre Organismos Internacionales y el Gobierno colombiano, específicamente en materia de protección y asistencia de la población desplazada por la violencia. Se hará especial énfasis en el papel del Alto Comisionado de las Naciones Unidas para los Refugiados (ACNUR) junto con el de la Agencia Presidencial para la Acción Social y la Cooperación Internacional, que se deriva en la Unidad Técnica Conjunta (UTEC).

Ao longo das últimas décadas o município de Amarante tem-se deparado com inúmeros problemas de instabilidade de estruturas de suporte de terras, maioritariamente instabilidade de taludes artificiais, (escavação e/ou aterro) e muros de contenção tradicionais em alvenaria de pedra. A unidade técnica de projeto, ou UTP da Câmara Municipal de Amarante tem vindo a elaborar estudos, projetos e adjudicar as obras para repor a normalidade apos a instabilização desses elementos, contudo a frequência de ocorrência destes fenómenos e os recursos necessários para a sua resolução ultrapassam a capacidade desta unidade, levando a que muitos destes casos se arrastem durante anos antes de ser reposta a sua normalidade. Perante este panorama revelou-se necessário efetuar um estudo de forma a listar, avaliar e priorizar os vários casos de instabilidade existentes, para uma eficiente alocação dos recursos disponíveis. Esta análise pretende ainda identificar as principais causas de instabilidade destas estruturas, de forma a eliminar ou mitigar a ocorrência de futuros problemas semelhantes. Para o estudo destes elementos de contenção de terras adotou-se o método de análise de risco conhecido como FMEA, “Failure Modes and Effects Analysis” ou Analise dos Modos de Falha e Efeitos, com as adaptações necessárias de forma a maximizar a confiabilidade das avaliações mediante a especificidade dos casos a avaliar e realidade da instituição.

The specific research described in this dissertation is based on the author’s work over the years as head of the Eduardo Torroja Institute for Construction Science’s4 Technical Unit for the Assessment of Innovative Construction Products. The hypothesis proposed is the feasibility of developing methodology able to deliver a preliminary estimate (in just 1‐3 months’ time) of the technical suitability of certain innovative construction products for their intended use. The product families studied are the object of technical assessment guides or guidelines authored by two European organisations, the Union Européenne pour l'agrément technique dans la construction (UEAtc) and the European Organization for Technical Assessment (EOTA). Such families are eligible for or have been awarded technical approvals (TAs, also referred to in English under the French term “agréments”) or European Technical Approvals (ETAs), which is presently an 11‐month process. The proposed methodology would consist of a pre‐assessment procedure referred to hereunder as DIT PREASSESSMENT/PREEVALUACIÓN (Spanish initials, PPD). Based on the experience obtained from trials, calculations and studies undertaken in the framework of this research, the proposed procedure would identify the performance factors (primarily identification and fitness for use, although also durability where ascertainable via shortterm testing) that predict construction product or system suitability in a more immediate time frame.

A criterion for selecting a coating for an energy pipeline is that the coating should have a suitable flexibility to meet the high strain demand during hydrostatic testing and during field bending. This requires knowledge of the level of strain demand for the pipeline, and also the maximum strain that could be
tolerated by the coating system. Whereas average strains imposed during manufacturing and construction are reasonably well predicted, there is insufficient understanding on the factors leading to localised deformation of the pipe. Significant work has been carried out in the past to develop tests for assessing
the coatings’ ability to handle a certain amount of strain based on bend testing, tensile testing and burst testing. However, there is a concern as to whether these tests properly represent localised micro-strains associated with construction activities including field bending and pressure testing, particularly pressure testing of pipelines designed for operation at 80% of specified minimum yield strength (SMYS). Consequently coatings considered "suitable" for modern pipelines may fail. The first issue discussed in this paper is main factors affecting strain localisation. The non-deterministic distributions of heterogeneities over the pipe provide a ground to consider the mechanisms of localisation as a stochastic process. An approach is proposed to quantify the maximum localised strain demand through cold field bending and hydrostatic experiments. Another issue discussed in this paper is the experimental assessment of coating flexibility under the effects of localised strains. Preliminary mandrel tests have been carried out to assess the uniformity of the imposed strain. Although mandrel testing has been shown to be a useful method for relative comparison of coating flexibility, it has several weaknesses that could significantly affect the reliability and reproducibility of the results.

This Paper Studies Tests of Joint Hypotheses in Time Series Regression with a Unit Root in Which Weakly Dependent and Heterogeneously Distributed Innovations Are Allowed. We Consider Two Types of Regression: One with a Constant and Lagged Dependent Variable, and the Other with a Trend Added. the Statistics Studied Are the Regression \"F-Test\" Originally Analysed by Dickey and Fuller (1981) in a Less General Framework. the Limiting Distributions Are Found Using Functinal Central Limit Theory. New Test Statistics Are Proposed Which Require Only Already Tabulated Critical Values But Which Are Valid in a Quite General Framework (Including Finite Order Arma Models Generated by Gaussian Errors). This Study Extends the Results on Single Coefficients Derived in Phillips (1986A) and Phillips and Perron (1986).

Medial penetration of the helical blade into the hip joint after fixation of trochanteric fractures using the proximal femur nail antirotation (PFN-A) is a potential failure mode. In low demand patients a blade exchange with cement augmentation may be an option if conversion to total hip arthroplasty is unfeasible to salvage the cut-through. This article describes a technique to avoid intraarticular cement leakage using a cement plug to close the defect in the femoral head caused by the cut-through.

Activity of the vasti has been argued to vary through knee range of movement due to changes in passive support of the patellofemoral joint and the relative contribution of these muscles to knee extension. Efficient function of the knee is dependent on optimal control of the patellofemoral joint, largely through coordinated activity of the medial and lateral quadriceps. Motor unit synchronization may provide a mechanism to coordinate the activity of vastus medialis (VMO) and vastus lateralis (VL), and may be more critical in positions of reduced passive support for the patellofemoral joint (i.e., full extension). Therefore, the aim of this study was to determine whether the degree of motor unit synchronization between the vasti muscles is dependent on joint angle. Electromyographic (EMG) recordings of single motor unit action potentials (MUAPs) were made from VMO and multiunit recordings from VL during isometric contractions of the quadriceps at 0 degrees, 30 degrees, and 60 degrees of knee flexion. The degree of synchronization between motor unit firing was evaluated by identification of peaks in the rectified EMG averages of VL, triggered from MUA-Ps in VMO. The proportion of cases in which there was a significant peak in the triggered averages was calculated. There was no significant difference in the degree of synchronization between the vasti at different knee angles (p = 0.57). These data suggest that this basic coordinative mechanism between the vasti muscles is controlled consistently throughout knee range of motion, and is not augmented at specific angles where the requirement for dynamic control of stability is increased.
