This article examines the transformation in the narratives of the international governance of security over the last two decades. It suggests that there has been a major shift from governing interventions designed to address the causes of security problems to the regulation of the effects of these problems. In rearticulating the goals of international actors, the means and mechanisms of security governance have also changed, no longer focused on the universal application of Western knowledge and resources but rather on the unique local and organic processes at work in societies that bear the brunt of these problems. This transformation takes the conceptualisation of security governance out of the traditional terminological lexicon of security expertise and universal solutions and instead articulates the problematic of security and the policing of global risks in terms of local management processes, suggesting that decentralised coping strategies and self-policing are more effective and sustainable solutions.

This article reports key findings from a comparative survey of the role perceptions, epistemological orientations and ethical views of 1800 journalists from 18 countries. The results show that detachment, non-involvement, providing political information and monitoring the government are considered essential journalistic functions around the globe. Impartiality, the reliability and factualness of information, as well as adherence to universal ethical principles are also valued worldwide, though their perceived importance varies across countries. Various aspects of interventionism, objectivism and the importance of separating facts from opinion, on the other hand, seem to play out differently around the globe. Western journalists are generally less supportive of any active promotion of particular values, ideas and social change, and they adhere more to universal principles in their ethical decisions. Journalists from non-western contexts, on the other hand, tend to be more interventionist in their role perceptions and more flexible in their ethical views.

This study seeks to contribute to the systematic explanation of journalists’ professional role orientations. Focusing on three aspects of journalistic interventionism – the importance of setting the political agenda, influencing public opinion and advocating for social change – multilevel analyses found substantive variation in interventionism at the individual level of the journalist, the level of the media organizations, and the societal level. Based on interviews with 2100 journalists from 21 countries, findings affirm theories regarding a hierarchy of influences in news work. We found journalists to be more willing to intervene in society when they work in public media organizations and in countries with restricted political freedom. An important conclusion of our analysis is that journalists’ professional role orientations are also rooted within perceptions of cultural and social values. Journalists were more likely to embrace an interventionist role when they were more strongly motivated by the value types of power, achievement and tradition.

The role of people as buyers and eaters of food has changed significantly. From being protected by a paternalistic welfare state, people appear to be accorded more freedom and responsibility as individuals, where attention is redirected from the state towards market relations. Many have asserted that these changes are accompanied by fragmentation, individualisation, and privatisation, leading to individual uncertainty and lack of confidence. But empirical observations do not always confirm this, distrust is not necessarily growing and while responsibilities may change, the state still plays an active role. This dissertation explores changing relationships between states and markets, on the one hand, and ordinary people in their capacities as consumers and citizens, on the other. Do we see the emergence of new forms of regulation of food consumption? If so, what is the scope and what are the characteristics? Theories of regulation addressing questions about individualisation and self-governance are combined with a conceptualisation of consumption as processes of institutionalisation, involving daily routines, the division of labour between production and consumption, and the institutional field in which consumption is embedded. The analyses focus on the involvement of the state, food producers and scientific, first of all nutritional, expertise in regulating consumption, and on popular responses. Two periods come out as important, first when the ideas of “designing the good life” emerged, giving the state a very particular role in regulating food consumption, and, second, when this “designing” is replaced by ideas of choice and individual responsibility. One might say that “consumer choice” has become a mode of regulation. I use mainly historical studies from Norway to analyse the shifting role of the state in regulating food consumption, complemented with population surveys from six European countries to study how modernisation processes are associated with trust. The studies find that changing regulation is not only a question of societal or state vs individual responsibilities. Degrees of organisation and formalisation are important as well. While increasing organisation may represent discipline and abuses of power (including exploitation of consumer loyalty), organisation can also, to the consumer, provide higher predictability, systems to deal with malfeasance, and efficiency which may provide conditions for acting. The welfare state and the neo-liberal state have very different types of solutions. The welfare state solution is based on (national) egalitarianism, paternalism and discipline (of the market as well as households). Such solutions are still prominent in Norway. Individualisation and self-regulation may represent a regulatory response not only to a declining legitimacy of this kind of interventionism, but also increasing organisational complexity. This is reflected in large-scale re-regulation of markets as well as in relationships with households and consumers. Individualisation of responsibility is to the consumer not a matter of the number of choices that are presented on the shelves, but how choice as a form of consumer based involvement is institutionalised. It is recognition of people as “end-consumers”, as social actors, with systems of empowerment politically as well as via the provisioning system. ‘Consumer choice’ as a regulatory strategy includes not only communicative efforts to make people into “choosing consumers”, but also the provision of institutions which recognise consumer interests and agency. When this is lacking we find distrust as representing powerlessness. Individual responsibility-taking represents agency and is not always a matter of loyal support to shared goals, but involves protest and creativity. More informal (‘communitarian’) innovations may be an indication of that, where self-realisation is intimately combined with responsibility for social problems. But as solutions to counteract existing imbalances of power in the food market the impacts of such initiatives are probably more as part of consumer mobilisation and politicisation than as alternative provisioning.

A presente dissertação versa sobre limites para a intervenção do Estado na economia sob a forma empresarial e os controles a ela aplicáveis. Além de abordar o papel do Estado como acionista de sociedades privadas e a compatibilidade dessa forma de intervenção com o ordenamento jurídico brasileiro, promove-se uma releitura da doutrina e jurisprudência sobre as sociedades de economia mista e sobre as empresas públicas. Estuda-se as razões que levam o Estado a intervir na economia de uma maneira geral, seja de forma direta ou indireta, a partir das teorias econômicas normativas e descritivas sobre a intervenção estatal na economia. Discorre-se sobre os fundamentos constitucionais à intervenção do Estado na economia e os possíveis motivos para a criação de empresas estatais e participação minoritária em sociedades privadas, bem como sobre os condicionamentos impostos pelo princípio da livre iniciativa à intervenção do Estado na economia, em especial à luz da jurisprudência dos Tribunais Superiores. Foram abordados, ainda, os princípios da eficiência, da livre concorrência e da proporcionalidade, que também constituem fundamentos e limites gerais à intervenção do Estado na economia, além da necessidade de autorização legal. Além de apresentarmos um breve resumo da discussão histórica sobre a criação das empresas estatais no Brasil e os motivos para a escolha de um ou outro tipo de sociedade estatal, analisa-se o regime jurídico aplicável a essas entidades, à luz dos dispositivos constitucionais e da jurisprudência sobre o tema, incluindo-se o estudo do seu regime de pessoal, de bens, tributário, licitações, contratual, responsabilidade civil e falência. Estudaremos, ainda, as formas de controle incidentes sobre essas entidades. Por fim, a dissertação também abrange o estudo da intervenção do Estado como acionista minoritário em sociedades privadas, abordando os motivos para essa participação societária, bem como a natureza dessa intervenção. Trata-se de empresas controladas pela iniciativa privada, mas que têm algum grau de participação estatal em seu capital. São muitos os motivos que podem levar o Poder Público a participar sem poder de controle em empresas privadas. A participação minoritária pode visar a permitir um maior controle do Estado sobre a empresa participada, ou mesmo a tomada de controle gradual de determinada companhia, mas também pode constituir uma forma de parceria entre a iniciativa estatal e a privada, como forma mais eficiente de fomento de atividades consideradas de interesse público ou de compartilhamento de riscos e custos envolvidos em determinada atividade explorada pelo Poder Público e pela iniciativa privada. Aborda-se a relação das sociedades meramente participadas com a Administração pública, bem como os condicionamentos constitucionais à participação minoritária estatal sem controle em sociedades privadas (proporcionalidade, eficiência, necessidade de autorização legal, realização de procedimento licitatório com vista à escolha do parceiro privado, e controle do Tribunal de Contas da União).

Este trabalho disseca o processo de realização do documentário Retrato de Carmem D. a partir da ideia da quebra da inflexibilidade da imagem ilustrativa formulada pelo artista plástico Francis Bacon. À luz de autores como Gilles Deleuze, Félix Guattari, Didi-Huberman e Jaques Rancière, a presente dissertação se confronta com as atuações do acaso e da intervenção em um filme documentário.

This article explores the state of the art in theories of special divine action by means of a study of the Divine Action Project (DAP) co-sponsored by the Vatican Observatory and the Center for Theology and the Natural Sciences in Berkeley. The basic aim is to introduce the DAP and to summarize its results, especially as these were compiled in the final “capstone” meeting of the DAP, and drawing on the published output of the project where possible. The subsidiary aim is to evaluate criticisms of theories of special divine action developed within the DAP.

A investigação acerca das pessoas deslocadas internamente (isto é, no interior dos seus países, mas fora dos seus espaços de vida habituais) se mostra um desafio, em virtude dos volumes de pessoas atualmente envolvidas e das condições com que se confrontam, da incapacidade (ou desinteresse) dos Estados nacionais em garantir proteção aos seus cidadãos, e do princípio de neutralidade internacional, que dificilmente permite intervenções externas no sentido da salvaguarda dos direitos humanos. Discutimos as categorizações adotadas, as normas jurídicas existentes e o quadro institucional vigente no que se refere à proteção das Pessoas Deslocadas Internamente, da mesma forma que destacamos grupos minoritários de deslocados internos que sofrem maiores constrangimentos, como as mulheres. Fizemos um paralelo com os refugiados, assim como com os retidos nas zonas de conflito, os deslocados por razões ambientais e econômicas. Analisamos o conceito de cidadania, Estado soberano e a noção do não intervencionismo, assim como problematizamos os desafios colocados pela globalização, pela amplitude dos fenômenos migratórios e desrespeitos aos direitos humanos. Argumentamos a possibilidade de uma esfera pública transnacional como possível mediadora entre Estado e cidadãos, fazendo-se necessário uma análise do conceito de esfera pública, bem como da atuação dos movimentos sociais transnacionais. Realizamos um estudo comparativo entre Angola (desalojamento de pessoas e destruição de casas) e Brasil (perda de terra dos agricultores familiares ou populações nativas), atentos ao fato de que muitas vezes, nestes contextos, as vítimas destes processos não são consideradas como Pessoas Deslocadas Internamente. Acreditamos que as aproximações e diferenciações entre os dois casos podem trazer respostas comuns e sua análise pode servir a um maior entendimento sobre os fenômenos migratórios, fragilidade institucional, atuação da Sociedade Civil Organizada (SCO), além da revisão de conceitos. Pode ainda servir para uma revisão crítica da legislação e da possibilidade de institucionalização de órgãos transnacionais de proteção.

Dans un contexte d'instabilité économique, force est de constater que les remises en question du libéralisme économique s'intensifient, mettant ainsi l'accent sur l'importance de la réglementation pour la protection des investisseurs ainsi que l'efficience des marchés financiers. Souvent associés aux conséquences d'un manque d'encadrement, les fonds de couverture représentent des cibles de choix pour ceux qui cherchent à expliquer l'effondrement majeur des marchés, tout en prônant un interventionnisme accru des autorités gouvernementales. Pour mieux comprendre les tenants et aboutissants de cette industrie, la présente étude propose une vue d'ensemble des caractéristiques fondamentales des fonds de couverture, tant sous l'angle de leur structure organisationnelle que de leur encadrement réglementaire. À cet égard, il importe de jauger les principaux enjeux découlant des règles applicables à l'administration d'un fonds, particulièrement sur le plan de la transparence informationnelle et au niveau de la gouvernance interne. Ces deux éléments constituant les pierres angulaires de la présente analyse, notre étude offrira finalement une réflexion sur l'approche réglementaire à privilégier, et ce, en tenant compte des particularités des fonds de couverture. Dans un même ordre d'idées, le rôle des divers intermédiaires professionnels sera abordé afin d'élargir notre compréhension de la question sous étude. L'objet de cette étude n'est pas d'apporter une solution complète et définitive à ces enjeux, mais bien d'offrir des pistes de réflexions pouvant servir de balises à une étude subséquente de la question, laquelle devra par ailleurs tenir compte du rôle assumé par les fonds de couverture ainsi que du statut particulier qu'ils occupent sur les marchés financiers.

Pourquoi, comment et quand y a-t-il changement institutionnel et politique en Afrique ? En examinant les stratégies de développement économique de l’Afrique postcoloniale et en s’intéressant à l’évolution du rôle de l’État – État comme acteur central du développement, tentative du retrait de l’État, interventionnisme limité au social, retour de l’État dans la sphère économique –, la présente thèse se propose d’expliquer le changement sous l’angle original des innovations politiques et institutionnelles. En effet, derrière l’apparente continuité que la plupart des auteurs tant analytiques que normatifs fustigent, il se produit des innovations dont nous proposons de rendre compte par le biais des variables idéationnelles, stratégiques, temporelles et institutionnelles. Cette thèse propose ainsi une analyse comparative inédite du rôle des acteurs nationaux (élites, États, administrations publiques du Bénin, Burkina Faso, Cameroun, Côte d’Ivoire, Congo, Sénégal, Mali, Niger, Togo), des institutions internationales (FMI, Banque mondiale, ONU) et des organisations d’intégration régionale (Union africaine, NEPAD) dans l’émergence et les trajectoires des stratégies de développement en Afrique. Les contextes temporels favorables, les crises des modèles précédents, les configurations et héritages institutionnels structurants, les stratégies instrumentales des acteurs intéressés, l’apprentissage politique, les dimensions cognitives et normatives des idées permettent d’expliquer la diffusion, la sédimentation et la conversion institutionnelles comme processus privilégiés d’innovation en Afrique. La critique de ces concepts permet de développer des outils mieux adaptés pour expliquer certaines innovations, soit l’inclusion et l’intrusion institutionnelles. L’inclusion institutionnelle est un processus mi-stratégique et mi-idéationnel à travers lequel les acteurs nationaux ou régionaux incluent intentionnellement des stratégies (ou solutions) internationales déjà existantes dans une nouvelle institution ou politique dans le but d’accroître la probabilité d’acceptation (reconnaissance, convenance sociale, partage réel ou supposé des mêmes valeurs) ou de succès (pour faire valoir les intérêts) de cette dernière dans un environnement politique structuré. Les idées sont constitutives des intérêts dans ce processus. L’intrusion institutionnelle renvoie à un processus mi-stratégique et mi-structurel par lequel les acteurs nationaux se font relativement imposer de nouvelles institutions ou politiques qu’ils n’acceptent qu’en raison de l’asymétrie de pouvoir, de la contrainte structurelle (structure), ou des gains escomptés (stratégies) des acteurs internationaux, alors que des solutions de rechange pertinentes et non contraignantes sont quasi inexistantes. Ceci n’exclut pas l’existence d’une marge de manœuvre des acteurs nationaux. Inspirés de spécialistes comme Nicolas van de Walle, Kathleen Thelen, Robert Bates, Barry Weingast, Alexander Wendt, Peter Hall, Theda Skocpol et Paul Pierson, ces concepts d’intrusion et d’inclusion institutionnelles que nous proposons réconcilient des approches parfois jugées contradictoires en intégrant les dimensions stratégiques, institutionnelles, historiques et idéationnelles à l’analyse d’un même objet scientifique. Au niveau empirique, la présente thèse permet d’avoir une meilleure compréhension des processus d’émergence des stratégies de développement économique en Afrique, ainsi qu’une meilleure connaissance des relations entre les acteurs internationaux, régionaux et nationaux en ce qui concerne l’émergence et le développement des institutions et des politiques publiques relatives au développement. Une attention particulière est accordée à la dynamique entre différents acteurs et variables (idées, intérêts, institution, temps) pour expliquer les principales stratégies des trois dernières décennies : les stratégies nationales de développement du Bénin, Burkina Faso, Cameroun, Côte d’Ivoire, Congo, Sénégal, Mali, Niger, Togo, le Plan d’action de Lagos, les programmes d’ajustement structurel, le Nouveau Partenariat pour le Développement de l’Afrique, les Documents de stratégie pour la réduction de la pauvreté et certaines interventions du Fonds monétaire international, de Banque mondiale et de l’ONU. En s’intéressant à la question de l’innovation délaissée à tort par la plupart des analyses sérieuses, la présente thèse renouvelle la discussion sur le changement et l’innovation politiques et institutionnels en Afrique et en science politique.

La planification de la politique économique au Brésil a été proposée dans les années 1950 avec le but de promouvoir l'indépendance et le développement économique du pays. Cette planification serait réalisée grâce à l'intervention de l'État par le contrôle de l'économie et des marchés, et par la création des entreprises publiques et des secteurs prioritaires, y compris l'énergie. L'État a créé Petrobras dans le but d'encourager la croissance économique du pays, afin de faire croître le pays grâce au contrôle des cycles de production. C’est pourquoi le gouvernement commença à assumer la croissance et à financer les investissements nécessaires pour construire un environnement industriel pour le Brésil. La création de Petrobras se passa avant même la connaissance du sous-sol brésilien ainsi qu’au début de l'extraction pétrolière, croyant en la capacité productrice du Brésil. La planification développementaliste s’est prolongée dans tous les gouvernements, en l’adaptant afin d'évoluer, mais en devenant plus présent par le soutien du secteur privé. Grâce à la politique nationaliste et interventionniste dans l'économie, cela a été caractérisé par l'implication des parties de gauche et de droite, à savoir, le nationalisme n'a pas été dépendent de leur positionnement politique, mais plutôt de l'idéologie économique défendue. Ainsi, la création de Petrobras a été un acte de foi dans la vie politique, un élément de volonté et d’engagement de l’État en faveur du développement de l'énergie, devenant la base de l'économie du Brésil.

Since around twenty years, the Saguenay CMA seems to have underwent a population decline and important economic transformations, wich would have confronted citizens and local actors to a situation of a possible decline. In a context of an ageing population generalized to the whole Quebec, the Saguenay CMA can be seen as a precursor territory of the population decline phenomenon for a medium-sized city. It’s the scale and the extent of the phenomenon wich seem to have become more important. In this context, is it possible to reverse the situation from an urban planning based on growth, to a planning that takes into account the possiblity of the decrease and the ageing of the population, as well as the reorganization of econimic activities? The analysis of the actors’s speech, who are involved in planning, economic development and politics, raise the question of the difficulty to conceive the decrease of the population and the economic tranformations, not as an occasional phenomenon, but as a possibly structural phenomenon that may last over time. The subject of the decline seems to generate a form of discomfort among the actors, going even to the complete reject of the situation as a possible reality. For several, the eventuality of a generalized decline is inconceivable, the decrease can be perceived as a political failure. It appears that most of the strategies put in place to correct the situation, are based on the goal of a return to the growth. From the signs in the built framework, through the strategy of territorial marketing and municipal interventionism, until the appearance of urban brownfields, the impacts of the population decrease and the economic transformations seems, for the greater part very subtile, but to be present on the territory of the CMA. The shrinking cities phenomenon is observed in this study according to a new approach that confronts the actors’s speech, the territory reality and the analysis of the economic and demographic dynamics. It is thus an exploratory research wich tries to question the current way of thinking the urban growth.

Esta disertación busca analizar y contrastar los argumentos sobre una posible intervención en el campo de refugiados de Srebrenica en 1995 bajo el concepto de Seguridad Humana.
