Goncalo de Melo Bandeira Counter-Terrorism, State of Emergency and Human Rights. In the global cities, the fight against terrorism is a way forward. Prevention of terrorism is another possible way. There are legal systems where the prevailing idea is combating terrorism. Fight, because is possible: life imprisonment or informal death penalty or even torture. While other jurisdictions only follow the prevention of terrorist crime: the retribution and positive general prevention and the resocialization. There may be extreme cases also in restorative justice. The recent terrorist attacks in Paris on 11.13.2015 have shown to the different types of police several problems. Some of those are: the declaration of State of emergency and the consequent restriction of human rights as the privacy of human communication or the liberty of travel by local city citizens or foreign citizens or the public entertainment shows, the problem of money laundering and the restriction of the business as usual, the vicious circle of more isolation from some urban communities, v.g. muslims, and other citizens also; and, brevitatis causa, the criminological problem of the causes and consequences of terrorism.

La réforme des secteurs de sécurité est au cœur du processus de reconstruction postconflictuelle et du rétablissement de l’État de droit. Souvent implantées par des acteurs internationaux, ces réformes sont nécessaires au développement socio-économique des sociétés sortant de conflit. L’objectif premier de ce travail est d’établir si la coordination des forces militaires et policières internationales a une influence sur la réussite de la réforme des secteurs de sécurité dans le cadre des missions de paix de l’ONU. L'hypothèse de départ est la suivante : la coordination entre les policiers et les militaires sur le terrain, facilitée par la coopération entre les composantes policières et militaires du Département des opérations de maintien de la paix de l'ONU (DOMP), favorise le succès de la RSS. C’est la culture bureaucratique de l’ONU qui influencera la qualité et le degré de coopération entre les composantes policières et militaires du DOMP. Cela sera vérifié à travers l’étude en deux temps de l’aide internationale apportée à la réforme des secteurs de sécurité en Haïti de 1993 à 1997, puis de 2004 à aujourd’hui. La qualité de la coordination entre policiers et militaires dépend de facteurs internes à la mission plutôt que des initiatives mises de l’avant par les quartiers généraux de l’ONU. De plus, la coordination militaropolicière sur le terrain facilite certains aspects de la réforme des secteurs de sécurité, comme la professionnalisation des forces policières locales et le rétablissement de la sécurité.

La presente investigación analiza los principales retos que afectan la cooperación e integración de los cuerpos policiales latinoamericanos en la lucha contra el narcotráfico. Para realizar dicho análisis se toma como caso de estudio AMERIPOL, organización creada en el año 2007 y que actualmente constituye el único mecanismo de cooperación policial en el hemisferio americano. Se considera que la cooperación e integración de los cuerpos policiales en la lucha contra el narcotráfico en la región enfrentan dos retos principales: la disparidad de los marcos jurídicos entre los Estados y la descoordinación política. Estos retos suponen la existencia de factores que impiden una política de cooperación conjunta contra las drogas y por tanto, el desarrollo de actitudes aislacionistas que limitan la cooperación en contra de éste flagelo

A Força de Gendarmerie Europeia ergueu-se na esfera dos países da União Europeia com forças de polícia de estatuto militar, tipo gendarmerie, com o propósito de proporcionar uma ferramenta de cooperação internacional que permitira aumentar a capacidade de gestão de crises e contribuir para o desenvolvimento da identidade europeia de segurança e defesa, bem como para o reforço da Política Comum de Segurança e Defesa. Depois de dez anos passados após a plena capacidade operacional, interessa avaliar se a Organização constitui verdadeiramente um instrumento eficaz, eficiente e proveitoso para os seus Estados-Membros e para as principais organizações internacionais, bem como ponderar o seu impacto na ação externa da União Europeia. Com este objetivo, desenvolveu-se uma investigação qualitativa recorrendo ao raciocínio hipotético-dedutivo. Esquadrinharam-se questões de natureza descritiva e interpretativa, conferindo uma importância especial aos contributos facilitados pelos entrevistados, dotados de destacada relevância profissional na esfera da cooperação policial internacional. Constata-se no estudo que a Força de Gendarmerie Europeia constitui um instrumento útil para a cooperação internacional, oferecendo capacidades operacionais bem-sucedidas assentes no treino permanente, na interoperabilidade com os atores participantes e na capacidade de resposta rápida a situações de crise. Abstract: The European Gendarmerie Force stood up in the background of European Union countries with military status police forces, gendarmerie type, in order to provide a tool for international cooperation increasing crisis management capacities and contributing to the development of the European security and defence identity, in addition to strengthening the Common European Security and Defence Policy. Ten years after achieving full operational capability, it is intended to assess if the Organization actually performs an effective, efficient and profitable instrument for its Member States and the main international organizations, as well as considering its impact on external action of the European Union. With that aim, a qualitative research was developed using the hypothetical-deductive reasoning. Descriptive and interpretative issues were scoured, giving special importance to contributions provided by respondents with outstanding professional background in international police cooperation sphere. The study reveals that the European Gendarmerie Force is a useful tool for international cooperation, providing successful operational capabilities settled in permanent training, interoperability with the participating actors and in a rapid response capability to crisis situations.

The institution the police force has been established to protect citizens and their property from harm and predatory opportunism. However, there have been occasions when the very people assigned to protect become part of the predatory force against society. Predatory policing occurs when the police use their powers to extort money in the form of bribes. While, the concept is receiving attention in Europe but there have not been any direct studies in Australia. To overcome this research deficit and determine the extent, if any, of predatory policing in Australia data is interrogated from four police corruption inquiries in the Australian states of Queensland, New South Wales, Victoria and Western Australia. In addition, it examines the role of the type of networks used by corrupt police officers. The synthesis and application of public corruption and network literatures to the predatory policing domain provides new and relevant insights to assist those responsible for the administration of our institutions of justice. The paper concludes with a framework, drawn from the first stage of the project, to assist in the conceptualisation and monitoring of this public problem.

With the growth of service industry occupations, managing emotions at work has increased as a topic of interest among scholars and practitioners in organisational behaviour and human resource management(Grandey, 2000). Emotional dissonance occurs when there is discrepancy between organisational sanctioned emotions and actual emotions of employees(Zapf, Vogt, Seifert, Mertini, & Isic, 1999). This discrepancy can be associated with significant levels of psychological ill-health (Zapf, Seifert, Schmutte, Mertini, & Holz, 2001). Policing is consistently ranked among the top five stressful/high-risk occupations (e.g. Coman, Evans, Stanley, & Burrows, 1991). Police officers act as the front-line contact when dealing directly with community members; they are expected to be social workers, teachers, role models, and counsellors. Operational police officers are often required to suppress their actual emotions during their work, in order to perform their job to formally designated procedures and standards.
