On 5 October 2015 the inquest into Connor Sparrowhawk’s death began. A young autistic man, aged 18, died in the bath on 4 July 2013. He had a seizure. The rolling tweets from @LBInquest are harrowing to say the least. Unimaginable torture for Sara and Richard (his mother and step-father), as well as his siblings and others caring. Comments from the inquest such as ‘I felt that Connor should be checked on every 5 or 10 minutes when he was in the bath because of his epilepsy’ and ‘ensuring someone was outside the door when he was bathing was basic nursing care’ sound all the alarm bells for lack of care, because allegedly this did not happen. Clearly there was no one person looking out for him when he needed it the most. On 16 October 2015 the inquest jury found Connor’s death was contributed by neglect. This article will explore the absence of care in a care-less system.

This thesis is an exploration of representation, authorship and creative collaboration in disability comedy, the centre piece of which is a feature-length film starring, co-created and co-written by three intellectually-disabled people. The film, entitled Down Under Mystery Tour, aims to entertain, and be accessible to, a mainstream audience, one that would not normally care about disability or listen to disabled voices. In the past, the failure of these voices to reach audiences has been blamed on poor training, marginal timeslots and indifferent audiences. But this project seeks an alternative approach, building collaboration between disabled and non-disabled people to express voice, conceive, construct and produce a filmed narrative, and engage willing audiences who want to listen.

The main purpose of this study was to provide a full account of the Christian social work carried out at the Tampere City Mission (TCM) as well as the Missions sphere of operations from the Second World War to the early 1970s, comprising a period of significant change. The study consists of charting the processes of change and connections within the activities of the TCM and how examining these were linked to the general tendencies of the period, in lay work, social work, professionalization and the representation of gender. The positioning of the activities is described on the basis of these tendencies. The main sources for the study were the archives of the Mission, for example the minutes of meetings, correspondences as well as annual reports, and the archives of its partners, such as the City of Tampere, the Evangelical Lutheran parishes of Tampere and the State Welfare Administration. The archives of the Helsinki, Turku and Stockholm Missions supplied comparison reference and other material. In particular, social welfare and Christian social work technical journals of were used as printed sources. The principal method used was the genetic method of historiology. The research subject was also evaluated from the point of view of third sector research in addition to that of professionalization studies and gender studies. By the beginning of the research period, the TCM had turned more and more dedicatedly into a multipurpose social service organization maintaining social services such as old people s homes and children´s homes. This development continued, even though new areas of activity emerged and older ones fell into disuse. Social innovations sprang up, marriage counseling being one of them. On the national level, the TCM pioneered the provision of sheltered industrial work for intellectually disabled persons as well as housing services for them. As new activities were initiated, they overlapped with the established ones, and the TCM handed some of its child protection functions over to the municipality, in accordance with the current adaptation theory. The use of its own property to produce ever-changing social services may be the reason why the association s work continued on with vitality. Functional networks and political aid in the field of social services also bolstered the association. As in other Nordic countries, nonprofit organizations served as partners rather than competitors, with the State establishing institutional welfare arrangements. In the 1960s the municipal takeover of social services impacted the TCM activities. Rules for government subsidies and municipal allowances were not well established; hence these funds were not easily available, making improvements difficult. The TCM was a community in which women had a relatively strong position and an opportunity to make a difference. Female staff were reasonably equal to men, and women worked as heads of a several institutions. Care work employed a number of men, which went against the traditional segregation of labour between the sexes. L'objectif de ce projet de recherche était d'approfondir notre compréhension des liens entre communauté et cinéma, rendus possibles par et pour le film documentaire, à travers l'analyse des interactions entre le cinéaste, la personne filmée et le spectateur. L'expérience cinématographique sera analysée d'une part en tant que pratique sociale à travers la prise en considération du contexte de production des films. D'autre part, le film sera aussi considéré comme expérience imaginaire de sociabilité. Les trois films de notre corpus s'intéressent à des expériences communautaires atypiques et mettent en scène des relations fragiles et précaires avec des personnes souffrant de troubles sociaux majeurs, c'est-à-dire des psychotiques, des déficients intellectuels profonds ou des autistes. C'est à partir de l'expérience de l'apparente insociabilité de ces individus que nous réfléchirons au lien d'accompagnement ainsi qu'au concept de care qui seront envisagés, aussi, comme pouvant traduire la relation particulière qui a lieu entre le spectateur et le film. En effet, le cinéma permet l'élaboration d'une expérience relationnelle construite dans les œuvres médiatiques. Le dispositif filmique donne l'occasion au spectateur d'expérimenter des postures morales et affectives nouvelles. Nous tiendrons compte, au cours de ce mémoire, de la façon dont les choix esthétiques du cinéaste peuvent éduquer et faire évoluer la sensibilité du spectateur. Nous essaierons aussi de souligner les différents jeux de pouvoir et d'influence entre les trois instances que sont le cinéaste, la personne filmée et le spectateur. Après avoir décrit le cadre et les enjeux théoriques du projet, le premier chapitre concernera le film La Moindre des choses (1996) dans lequel Nicolas Philibert filme, jour après jour, les pensionnaires de la clinique psychiatrique de la Borde. Ce film nous a servi de prétexte pour penser ou repenser la place du spectateur comme étant inclus dans la relation entre le cinéaste et la personne filmée et cela à partir de cette phrase d'un des protagonistes du film : « On est entre nous, mais vous aussi, vous êtes entre nous. » Le deuxième chapitre s'intéressera au film Ce Gamin là (1985) de Renaud Victor qui cherche à faire voir au spectateur ce que le projet de Fernand Deligny de vivre dans les Cévennes en compagnie d'enfants autistes a d'original et de particulier. Nous pensons que l'enfant autiste nous amène à dépasser nos expériences de sociabilités habituelles. Le lien d'accompagnement d'enfants autistes, puisque toujours fragile et précaire, révèle quelque chose sur nos façons d'avoir du commun. L'étude des médias et de la médiation est pertinente parce qu'elle nous permet de multiplier et de diversifier les modes de communications. Dans Ce Gamin-là, bien que les images permettent au cinéaste de rendre compte de l'événement d'un contact, l'accent sera mis sur l'analyse du commentaire de Deligny, puisqu'il accompagne le spectateur dans l'appréhension d'une réalité qui lui est étrangère. Ce film nous a aussi appris que l’étude des techniques utilisées nous renseigne sur les différentes façons de dire ou de montrer un lien communautaire, affectif ou social particulier. Le Moindre Geste (1971) qui permet à Yves Guignard, déficient intellectuel sévère, de devenir le héros d'un film, se distingue des deux autres films de par la distinction radicale entre les deux étapes du tournage et du montage. Le troisième chapitre se concentrera, d'une part, sur l'analyse de la relation qui se développe entre Yves et Josée Manenti à la caméra. Ensuite, nous verrons de quelle façon le jeu du montage de Jean-Pierre Daniel laisse une grande liberté à Yves, mais aussi au spectateur en multipliant les possibilités d'interprétations.

The practice of regular physical activity has been considered a protective factor against the degenerative processes of the body, acting as a promoter of health, especially for risk groups such as obese and resistant groups exercise adherence as among the intellectually disabled (ID) . This study involved the administration of a training protocol and the physical parameters of longitudinal health in a subject about 43 years, intellectually deficient, hypertensive, obese and with a strong predisposition to develop diabetes and heart disease. The main objective of long-term program was to reduce body weight and normalize blood pressure (BP) after the student's physical activity and preferentially interfere with BP values at rest (ie before the daily schedule). The other objective was to improve general physical fitness. The protocol involved four meetings per week lasting one hour, in addition to participation in the program PROEFA (twice a week with sessions of one hour each), totaling 57 sessions spread over five months. The evaluation protocol included in each session the following tests: blood pressure measurements and heart rate, and amount of physical activity recorded via pedometer. Tests applied before and after the training included: anthropometric assessment, agility test, flexibility test, test drive through vertical and horizontal jumps and endurance to the test bench. The mass (kg) and BMI corresponded to the initial values of 127.7 kg and 42.05 kg m-2, and 5 months after 113.2 kg and 37.48 kg m-2, respectively. The waist-hip ratio was close to 1 after the intervention and this value corresponded to 0.98. For the test of agility (shuttle run) was not found improvement in performance. To test the values of the horizontal jump in pre-test were 52 cm and 56 cm post-test, vertical jump has been improved and...(Complete abstract click electronic access below)

Current immigration options for individuals with intellectual disabilities do not adequately address their special needs and under existing immigration laws, intellectually disabled adult dependents of United States citizens suffer an excessive burden. This problem causes undue hardship of persons whose families lawfully reside in the United States or have the opportunity to immigrate to the United States. The aim of this review is to examine materials relevant to the issue and answer the question: What are the barriers and pathways for adults with intellectual disability within the family-based preference system under United States immigration law? ^ Adults with intellectual disability are a vulnerable population that often relies upon family members to be their principle caregiver and provide financial support. Under the family-based preference system, the United States has maintained that the reunion of family members with their close relatives promotes the health and welfare of the United States, but a review of the number of findings of inadmissibility due to a mental/physical disorder with associated harmful behavior and the number of waivers granted show otherwise. The lack of reviewability of the decisions made by the Board of Immigration Appeals in addition to the lack of transparency surrounding the immigration process only serve to compound this problem. ^

This paper is about mothering an intellectually disabled child identified with special educational needs. It specifically looks at the parent partnership rhetoric that has dominated UK government policy and directives for nearly three decades and yet research suggests parents and more often mothers have to battle to be recognised as legitimate experts. This paper engages with sociological analysis as it highlights via qualitative narratives that mothers are weighed down by the sheer number of professionals involved in their day-to-day life. Moreover, mothers whose children are not identified in the early years are often blamed in the first instance for playing a part in their child’s difficult behaviour. This research ultimately suggests that partnership work is important and necessary for practice within health, education and social work professions, not least of all because the emotional roller-coaster that mothers experience during the assessment and statementing process is disabling.
