This is an analytical report of a qualitative study of fear of crime in six Australian expatriates living in Ho Chi Minh City (HCMC) Vietnam. Addressing the primary question of what changes, or impacts upon, fear of crime in Australian expatriates in HCMC Vietnam, the research paid particular attention to studying the differences in fear of crime when respondents became expatriates, and the impact of incivilities and access to media. Each of the respondents indicated that they felt safer in Vietnam than in Australia. An analysis of the respondents’ responses indicates that this feeling of safety did not occur on arrival but after a short period of adjustment. The findings of this research support the existing theories on fear of crime and highlight the importance of context in predicting the impact of such factors as media and incivilities. The study has practical applications for both private and public sector organisations seeking to deploy staff to HCMC and adds to the current significant body of fear of crime research by specifically examining the issue of fear of crime amongst expatriates.

This article draws on research into racist vilification experienced by young Arab and Muslim Australians especially since 11 September 2001, to explore the links between public space, movement and national belonging, and the spatial regulation of cultural difference that functions in Australia. The authors analyse the way that the capacity to experience forms of national belonging and cultural citizenship is shaped by inclusion within or exclusion from local as well as nationally significant public spaces. While access to public space and freedom to move are conventionally seen as fundamental to a democratic state, these are often seen in abstract terms. This article emphasises how movement in public space is a very concrete dimension of our experience of freedom, in showing how incivilities directed against Arab and Muslim Australians have operated pedagogically as a spatialised regulation of national belonging. The article concludes by examining how processes associated with the Cronulla riots of December 2005 have retarded the capacities of Muslim and Arab Australians to negotiate within and across spaces, diminishing their opportunities to invest in local and national spaces, shrinking their resources and opportunities for place-making in public space.

The challenge of this work is to assess the importance of the municipal police in improving the safety of citizens, if gauging from this reality through contributions from the Municipal Police Guimarães. The IV Constitutional Review in 1997, enabled the Portuguese municipalities creating administrative police bodies. These services, known as Municipal Police, have gradually come up in several municipalities. Currently the Municipal Police have their fundamental legal regulations of Law No. 19/2004 of 20 May, which, according to the Portuguese Constitution provides that these must be seen as municipal services, which act in a space territorially delimited, which corresponds to the municipality that each belongs. Under Article 237, paragraph 3, of the Constitution, the Municipal Police are municipal services, which shall cooperate in the maintenance of public order and protection of local communities, acting in cooperation with the security forces, public security functions. The safety concept has been taking an increasingly significant importance within the population. Is also no doubt say that, currently, insecurity affects all of society and is a major concern of law enforcement authorities. To find suitable answers we found that there are several studies on these subjects. In order to be able to make our contribution, text looks us on this subject, having had the support of the Municipal Police Guimarães, in the preparation of this work. Thus, based on a survey, they were sounded out, as privileged actors, agents of the Municipal Police Guimarães, in order to know their perceptions with regard to security issues faced in the context of security. We understand ask them to answer in particular the following questions: What are the most facilitators situations of crime? How important is the Municipal Police Guimarães in crime prevention? What are the strategies for prevention of incivilities? What other skills that can be conferred upon the Municipal Police? The results obtained allowed us to conclude that incivilities facilitate the occurrence of crimes and that the Municipal Police may have a more active role in the security of the population. If you were given other duties, in addition to that already have, the Municipal Police could reach another level of effectiveness. However we understand that any change to the tasks of this police need a serious and profound reflection, to find complementary alternatives with the security forces, which does not conflict with current assignments of any of the parties or with the interests of citizens.

Cette recherche s'intéresse aux perceptions des personnes itinérantes sur leur judiciarisation et leurs incarcérations. La judiciarisation s'opère suite à la remise de constats d'infractions en lien avec les règlementations municipales de la ville, celles de la Société des Transports de Montréal ainsi que le Code de Sécurité Routière. Elle relève donc de la procédure pénale, par opposition au code criminel et concerne des infractions mineures, souvent en lien avec des incivilités. Ultimement, la judiciarisation conduit à l'emprisonnement faute de paiement de l'amende. L'objectif de cette recherche est de mieux comprendre les perceptions à partir d'une compréhension des effets au plan matériel, des relations entretenues avec les différents acteurs socio-judiciaires et du regard que les personnes portent sur la justice à partir de leur expérience. Ancrée dans un cadre théorique fondé sur la reconnaissance (Honneth, 2000), l'expérience de judiciarisation et de l'incarcération est conçue et révélatrice d'un rapport entre la personne itinérante et le système de justice. Pour réaliser cette étude, deux méthodologies complémentaires ont été utilisées. La première s'appuie sur 29 entrevues réalisées avec des personnes itinérantes, portant sur leurs expériences de judiciarisation et sur leur expérience de rue. La seconde a consisté en une analyse statistique descriptive des dossiers judiciaires des 29 personnes, dossiers comprenant l'ensemble des infractions reprochées (criminelles et pénales) ainsi que le processus judiciaire suivi par chacune.

Les médias renforcent l’image négative de l’émergence de zones criminelles dans certaines banlieues, mettant en avant l’impuissance des interventions policières et de la stratégie étatique. Les citoyens vivant au quotidien dans ces quartiers expriment un sentiment d’insécurité. L’impression d’un cercle vicieux entre insécurité réelle et sentiment d’insécurité persiste alors au travers de tels discours et perdure au travers des époques et des lieux, que ce soit en France, aux États-Unis ou même au Canada. Bon nombre d’études ont déjà posé la question à savoir si ces discours se fondent sur une réelle situation d’insécurité ou sur le sentiment d’insécurité des citoyens mais peu ont pris l’axe d’approfondir la réflexion et l’étude sur ces nouveaux phénomènes de désordres urbains et d’incivilités émergents dans les banlieues du Québec. Cette recherche a pour but d’approfondir cette réflexion en prenant un exemple d’un quartier de Laval au Québec. Il s’agit d’établir s’il y a réelle problématique d’incivilités et de désordres urbains ou s’il s’agit davantage d’un sentiment d’insécurité, le but étant ainsi de pouvoir établir un guide de résolutions de problèmes dans les banlieues et d’apporter une réflexion sur les interventions potentielles dans des zones sensibles. Se basant sur une méthodologique mixte, reliant une comparaison des statistiques de criminalité par quartiers à la perception d’acteurs clés de terrain de Laval, cette recherche apporte un nouveau regard sur ces résolutions de problèmes. Les résultats apportent une analyse intéressante sur cette interaction en soulignant l’importance du quartier et des caractéristiques sociodémographiques, du contrôle social informel, du tissu social mais aussi de la nécessité du cadre de l’autorité institutionnelle telle que la police, l’école ou encore le tissu associatif. Ces premiers éléments permettent d’ouvrir la discussion sur un plan partenarial d’interventions établissant une stratégie de lutte contre l’insécurité et le sentiment d’insécurité, cassant ainsi ce cercle vicieux par la mise en place d’une nouvelle gouvernance locale de sécurité et de bien-vivre ensemble.

Numerous theories apply to fear of crime and each are associated with different kinds of variables. Most studies use only one theory, though this study examines the relative importance of different kinds of variables across a number of theories. The study uses data from a survey of residents in Brisbane, Australia to examine the relative importance of individual attributes, neighbourhood disorder, social processes and neighbourhood structure in predicting fear of crime. Individual attributes and neighbourhood disorder were found to be important predictors of fear of crime, while social processes and neighbourhood structure were found to be far less important. The theoretical implications are that the vulnerability hypothesis and the incivilities thesis are most appropriate for investigating fear of crime, though social disorganization theory does provide conceptual support for the incivilities thesis. Although social processes are less important in predicting fear of crime than neighbourhood incivilities, they are still integrally related to fear of crime: they explain how incivilities arise, they buffer against fear of crime, and they are affected by fear of crime.

Desde hace ya varias décadas se ha extendido un lema convertido en habitual año tras año: que los museos necesitan cambios y que, éstos, deben seguir produciéndose en el futuro para que estas instituciones sigan siendo significativas en la sociedad, es decir, para los ciudadanos a quienes representan y sirven. La cuestión de cómo afrontan los cambios es lo que verdaderamente ha dado lugar a reflexiones interesantes en el campo de la museología. No existe un enfoque único para una cuestión tan compleja, ya que está compuesta de múltiples capas que, en muchas ocasiones, son difícilmente acoplables. Sin embargo, en términos generales, podemos apuntar que va a ser en la exposición donde los nuevos planteamientos tendrán su desarrollo.
