Prémio - CEN/TC 287 AWARD FOR EXCELLENCE IN INSIRE 2012 Implementation of the INSPIRE Directive on Road Infrastructure in Portugal Inês Soares, aluna de Mestrado em engenharia civil do ISEL, Instituto Superior de Engenharia de Lisboa e Paulo Martins, e o seu orientador, receberam um prémio europeu, no dia 27 de junho, em Istambul na Turquia, numa conferência internacional organizada pela Comissão Europeia e pelo governo Turco. A jovem portuguesa foi escolhida entre cerca de 20 candidatos de vários países. Paulo Matos Martins, professor no ISEL, além de mentor do trabalho premiado, foi orientador de mestrado da aluna e explica que se trata de um estudo sobre a aplicação da Diretiva comunitária INSPIRE à infraestrutura rodoviária nacional que contou com a estreita colaboração do InIR, Instituto da Infraestrutura Rodoviária através da coorientação da engenheira Adelaide Costa e colaboração técnica do engenheiro Rui Luso Soares. O projeto-piloto correspondeu à criação de uma aplicação informática que permite aceder a informação geográfica harmonizada relativa à infraestrutura rodoviária nacional, de acordo com as disposições de execução INSPIRE, dando cumprimento aos requisitos impostos pela Diretiva às entidades responsáveis por este tipo de informação, entre as quais se incluem diversos organismos públicos (podendo no futuro vir a incluir as autarquias), permitindo aos decisores políticos e a todos os cidadãos o fácil acesso a informação de qualidade sobre as infraestruturas, o território e o ambiente.

Erilaisten paikkatietoon ja karttoihin perustuvien palveluiden määrä on viime vuosina kasvanut suuresti. Eräänä mahdollistajana tähän lienee Euroopan Unionin Inspire-direktiivi, jonka tavoitteena on tehostaa paikkatietoaineistojen käyttöä, laajentaa viranomaisten välistä yhteistyötä, sekä edistää monipuolisten kansalaispalveluiden syntymistä. Toisena tekijänä lienee mobiiliverkkojen tiedonsiirtokapasiteetin kasvu. Tämä diplomityö keskittyy geneerisen karttakomponentin kehitykseen. Työssä tutustutaan erilaisiin paikkatiedon välityksessä käytettäviin tiedonsiirtotekniikoihin ja paikkatiedon visuaalisen esityksen mahdollistaviin työkaluihin. Tekniikoiden esittelyn jälkeen selvitetään mitä käytettävyydellä ja geneerisyydellä tarkoitetaan kirjallisuuslähteitä apuna käyttäen. Työn seuraavassa vaiheessa toteutetaan prototyyppi uudelleenkäytettävästä karttakomponentista, sekä selvitetään hyvä tallennusratkaisu erilaisille kartalle tehtäville merkinnöille. Viimeisessä vaiheessa analysoidaan toteutusta ja valittuja ratkaisuja. Työn tuloksina saadaan uudelleenkäytettävän karttakomponentin prototyyppi sekä yrityksen tuotteisiin sopiva tallennusratkaisu karttamerkinnöille. Lisäksi prototyypin analysoinnista saatavat tulokset edesauttavat paremman tuotantoversion kehittämisessä.

Existe una creciente preocupación por las catástrofes de origen natural que están por llegar, motivo por el que se están realizando estudios desde prácticamente todas las ramas de la ciencia. La razón para ello se puede encontrar en el miedo a que los eventos futuros puedan dificultar las actividades humanas, aunque no es el único factor. Por todo ello, se produce una dispersión muy importante incluso en los conceptos más elementales como qué debe ser considerado o cómo debe llamarse y catalogarse uno u otro elemento. En consecuencia, los métodos para comprender los riesgos naturales también son muy diferentes, rara vez encontrándose enfoques realmente multidisciplinares. Se han realizado algunos esfuerzos para crear un marco de entendimiento común como por ejemplo, la "Directiva sobre inundaciones" o, más recientemente, la Directiva Inspire. Las entidades aseguradoras y reaseguradoras son un actor importante entre los muchos involucrados en los estudios de riesgos. Su interés radica en el hecho de que terminan pagando la mayor parte de la factura, si no toda. Pero, a cuánto puede ascender esa factura, no es una pregunta fácil de responder aún en casos muy concretos, y sin embargo, es la pregunta que constantemente se plantea por parte de los tomadores de decisiones a todos los niveles. Este documento resume las actividades de investigación que han llevado a cabo al objeto de sentar un marco de referencia, implementando de enfoques numéricos capaces de hacer frente a algunas de las cuestiones más relevantes que se encuentran en casi todos los estudios de riesgos naturales, ensayando conceptos de manera pragmática. Para ello, se escogió un lugar experimental de acuerdo a diferentes criterios, como la densidad de población, la facilidad de proporcionar los límites geográficos claros, la presencia de tres de los procesos geológicos más importantes (inundaciones, terremotos y vulcanismo) y la disponibilidad de datos. El modelo aquí propuesto aprovecha fuentes de datos muy diversas para evaluar los peligros naturales, poniendo de relieve la necesidad de un enfoque multidisciplinar y emplea un catálogo de datos único, unificado, independiente (no orientado), coherente y homogéneo para estimar el valor de las propiedades. Ahora bien, los datos se explotan de manera diferente según cada tipo de peligro, manteniendo sin variación los conceptos subyacentes. Durante esta investigación, se ha encontrado una gran brecha en la relación entre las pérdidas reales y las probabilidades del peligro, algo contrario a lo que se ha pensado que debía ser el comportamiento más probable de los riesgos naturales, demostrando que los estudios de riesgo tienen vida útil muy limitada. En parte debido ello, el modelo propuesto en este estudio es el de trabajar con escenarios, fijando una probabilidad de ocurrencia, lo que es contrario al modelo clásico de evaluar funciones continuas de riesgo. Otra razón para abordar la cuestión mediante escenarios es forzar al modelo para proporcionar unas cifras creíbles de daño máximo fijando cuestiones como la ubicación espacial de un evento y sus probabilidades, aportando una nueva visión del "peor escenario posible” de probabilidad conocida. ABSTRACT There is a growing concern about catastrophes of natural origin about to come hence many studies are being carried out from almost any science branch. Even though it is not the only one, fear for the upcoming events that might jeopardize any given human activity is the main motive. A forking effect is therefore heavily present even on the basic concepts of what is to be considered or how should it be named and catalogued; as a consequence, methods towards understanding natural risks also show great differences and a multidisciplinary approach has seldomly been followed. Some efforts were made to create a common understanding of such a matter, the “Floods Directive” or more recently the Inspire Directive, are a couple of examples. The insurance sector is an important actor among the many involved. Their interest relies on the fact that, eventually, they pay most of the bill if not all. But how much could that be is not an easy question to be answerd even in a very specific case, and it is almost always the question posed by decision makers at all levels. This document summarizes research activities that have being carried out in order to put some solid ground to be followed, implementing numerical approaches that are capable of coping with some of the most relevant issues found in almost all natural risk studies, testing concepts pragmatically. In order to do so, an experimental site was selected according to different criteria, such as population density, the ease of providing clear geographical boundaries, the presence of three of the most important geological processes (floods, earthquakes and volcanism) and data availability. The model herein proposed takes advantage of very diferent data sources in the assessment of hazard, pointing out how a multidisciplinary approach is needed, and uses only one unified, independent, consistent, homogeneous (non objective driven) source for assessing property value. Data is exploited differently according to each hazard type, but the underlying concepts remain the same. During this research, a deep detachment was found between actual loss and hazard chances, contrarily to what has been thought to be the most likely behaviour of natural hazards, proving that risk studies have a very limited lifespan. Partially because of such finding, the model in this study addresses scenarios with fixed probability of occurrence, as opposed to studying a continuous hazard function as usually proposed. Another reason for studying scenarios was to force the model to provide a reliable figure after a set of given parameters where fixed, such as the spatial location of an event and its chances, so the “worst case” of a given return period could be found.

The environmental, cultural and socio-economic causes and consequences of farmland abandonment are issues of increasing concern for researchers and policy makers. In previous studies, we proposed a new methodology for selecting the driving factors in farmland abandonment processes. Using Data Mining and GIS, it is possible to select those variables which are more significantly related to abandonment. The aim of this study is to investigate the application of the above mentioned methodology for finding relationships between relief and farmland abandonment in a Mediterranean region (SE Spain).We have taken into account up to 28 different variables in a single analysis, some of them commonly considered in land use change studies (slope, altitude, TWI, etc), but also other novel variables have been evaluated (sky view factor, terrain view factor, etc). The variable selection process provides results in line with the previous knowledge of the study area, describing some processes that are region specific (e.g. abandonment versus intensification of the agricultural activities). The European INSPIRE Directive (2007/2/EC) establishes that the digital elevation models for land surfaces should be available in all member countries, this means that the research described in this work can be extrapolated to any European country to determine whether these variables (slope, altitude, etc) are important in the process of abandonment.

This paper is situated within a theoretical discussion that asserts a positive correlation between indirectness and politeness, and uses these claims as a springboard for an examination of polite ways of issuing directives in eighteenth century Chinese. On the basis of an analysis of directive speech acts from dialogue in the novel Honglou meng, it argues that the concept of indirectness, as it applies to the illocutionary transparency of individual speech acts, has no particular value in the culture and language of eighteenth century Chinese men. It is found that other linguistic devices such as particles, the reduplication of verbs, terms of address, and the presence and sequencing of supportive moves are far more significant to the communication of politeness. The findings suggest a need to rethink current theoretical positions on this subject and move beyond the analysis of individual speech acts to examine the role discourse structure and management play in the enactment of politeness. The European Union's (EU) decision to include aviation into the Emissions Trade Scheme was heatedly contested. Countries around the world, but mainly the Brazil, Russia, India, China and South Africa group (BRICS) and the US, denounced the EU's initiate as illegal and unilateral. Following a decade of frustrated negotiations at the International Civil Aviation Organization (ICAO), this paper interrogates why such measure, in principle climate-friendly, inspired so much global resentment. I argue that concerns with competitiveness and risks of legal inconsistency are important, but insufficient elements to explain the core of the conflict. The paper suggests that the EU was strongly criticized because third countries perceived this action as an imposed solution, which fostered an environment of distrust. Therefore, I claim that the problem has more to do with a normative divide than with a substantive divergence on what should be done regarding aviation emissions. My analysis is informed by the present literature on the links between trade and climate change, but gives particular weight to first-hand information through interviews with key stakeholders. The paper is divided in three parts. First, it presents the scope of the EU directive in historical perspective. Second, it explores the EU's measure through three different angles: legal, economical and political. The final part explores some possible solutions to overcome these divergences.

This article has as main objective to evaluate the role of information and communication technologies (ICTs), in particular the eHealth (electronic health), in the implementation of the directive 2011/24/EU, of the European Parliament and of the Council of March 9th, on the exercise of patients' rights in cross-border healthcare within Member States of European Union. Being currently underway the deadline for transposition of the Directive, it is important to analyze the probable results for national health systems. Innovatively, the Directive specifically proposes the implementation of a European network of eHealth in the provision of cross-border healthcare. Within ICT, we focus on telemedicine as a key tool for the implementation, on a context of public budgets constrains. In this context, it is assumed that the EU will support and promote cooperation and the exchange of scientific information between member states within the framework of a voluntary network composed by the national authorities responsible for health (or eHealth). We apply the S.W.O.T. (strengths and weaknesses, opportunities and threats) analysis to forecast the main points that should be focused on deeper research. We discuss the technological, economic and social aspects of the use of ICT on the implementation of the directive. It is thus important to evaluate the context of ICT by S.W.O.T. tool to define strategies to sensitize policy-makers, health managers, and citizens, in order to be able to turn threats into opportunities and mitigating the weaknesses in the implementation of the Directive and to promote a better healthcare access for citizens, ensuring safe, effective healthcare and with different quality.

A informação geográfica encontra-se muitas vezes fragmentada, incompreensível, duplicada, impossibilitando a sua identificação, acesso e utilização. Estes problemas são comuns a um vasto número de políticas e são sentidos aos vários níveis da autoridade pública. A Comissão Europeia lançou em 2007 a Directiva INSPIRE que tem como visão produzir informação geográfica harmonizada e de elevada qualidade prontamente disponível para formulação, implementação, monitorização e avaliação das políticas comunitárias, possibilitando o acesso dos cidadãos à informação, a nível local e transfronteiriço. O presente trabalho visa compreender a Directiva INSPIRE, bem como as medidas associadas a esta, que a União Europeia e os seus Estados-Membros têm que desenvolver, sendo dado especial enfoque ao sector dos transportes. De facto, a implementação de um projecto tão ambicioso como a Directiva INSPIRE constituiu um factor de extrema motivação para a elaboração do presente trabalho. A criação de uma infra-estrutura de informação geográfica de acesso público, onde a informação se encontra interoperável, além de se revelar um desafio muito aliciante, contribuirá para o desenvolvimento económico, social e ambiental da União Europeia. A implementação da Directiva ao sector dos transportes permitirá o estabelecimento de uma rede de transportes integrada, onde os vários meios de transporte sejam interligados, contribuindo de forma significativa para o planeamento e gestão das infraestruturas de transportes. Contudo, ainda existe um longo caminho a percorrer na implementação no âmbito das infra-estruturas rodoviárias, especialmente no processo de recolha e harmonização da informação relevante para este tema da Directiva. Com o culminar da análise e compreensão das questões inerentes à Directiva INSPIRE, e em especial das questões relacionadas com as infra-estruturas rodoviárias, foi realizada uma análise SWOT sobre a implementação da Directiva pelo Instituto de Infraestruturas Rodoviárias, I.P. (InIR), assim como um inovador Web Service, onde é disponibilizada informação geográfica rodoviária, segundo as especificações INSPIRE, através da internet.
