Improving the quality of teaching is an educational priority in Kenya, as in many developing countries. The present paper considers various aspects of in-service education, including views on the effectiveness of in-service, teacher and headteacher priorities in determining in-service needs and the constraints on providing in-service courses. These issues are examined though an empirical study of 30 secondary headteachers and 109 teachers in a district of Kenya. The results show a strong felt need for in-service provision together with a firm belief in the efficacy of in-service in raising pupil achievement. Headteachers had a stronger belief in the need for in-service for their teachers than did the teachers themselves. The priorities of both headteachers and teachers were dominated by the external pressures of the schools, in particular the pressures for curriculum innovation and examination success. The resource constraints on supporting attendance at in-service courses were the major problems facing headteachers. The results reflect the difficulties that responding to an externally driven in-service agenda creates in a context of scarce resources.

Educational leadership/management scholars have undertaken work which documents the difficulties particular headteachers face when implementing policy. Some have suggested that headteachers mediate policy, ensuring the best possible outcomes for their schools, but there is also critique of this argument and a counter-suggestion that heads ought to resist the imposts of conservative, marketised policies which produce and reproduce educational inequities. In this article I consider this position, and argue that if the field is to take up the question of resistance then it will need to extend its theoretical resources, interrogate and test out the limits of the proposition through empirical example, consider instances where resistance appears to occur, and move beyond a focus on individual headteachers to take seriously their collective professional organisations. In making this argument, I generate some suggestions for future research.

This article reports early case-study data gathered from 20 schools involved in the ‘Impact of School Leadership on Pupil Outcomes’ project. We present and discuss the perceptions of headteachers and other school leaders regarding leadership factors that directly and indirectly affect pupil outcomes in these improving schools. Included are issues relating to the pivotal role played by the headteacher in setting and communicating a strategic vision for the school; models of distributed leadership; and the building of leadership capacity so as to build a collective responsibility for the improvement of pupil outcomes.

Headteacher workloads are often in the news. Long hours, punitive audit regimes and excessive amounts of paperwork take their toll on many, including John Illingworth, former National Union of Teachers (UK) President, and ex primary headteacher. In this paper, I investigate a UK BBC Radio 4 human interest interview conducted with Illingworth by the usually acerbic John Humphrys. Mobilising Bourdieu’s notion of field, I examine the interview and argue that the analysis suggests that the media game of market share and the doxa of the fourth estate might work to delimit the capacity of such interviews to speak truth to policy power.

Pour parfaire les compétences des nouvelles directions d’école, nous constatons l’émergence de programmes de formation proposés par des universités, des districts scolaires, etc. Le but de notre étude est d’identifier les contextes de formation formel, non formel ou informel qui ont le plus aidé les nouvelles directions d’école dans le développement de leurs compétences d’une part, et ceux qui seraient mieux à même de les aider à l’avenir. Dans le cadre de cette recherche qualitative, 101 acteurs-trices de l’éducation ont été interrogé-es. Les résultats montrent que les trois contextes de formation (formel, non formel et informel) semblent avoir contribué au développement des compétences des nouvelles directions, alors que le contexte non formel, et plus particulièrement les ateliers et le soutien du district scolaire, s’avère être celui pouvant le plus aider les nouvelles directions à développer leurs compétences dans le futur. Ce travail s’inscrit dans le champ des recherches concernant les pratiques inclusives en milieu scolaire ordinaire dans l’enseignement primaire. En France, le système éducatif propose de scolariser les élèves à besoins éducatifs particuliers soit en classe ordinaire, soit en classe spécialisée, bien que les gouvernements valorisent l’accueil en milieu ordinaire depuis la loi de 2005. Or, ceci questionne les pratiques des acteurs de l’école sur la prise en charge de ces élèves. Partant des travaux montrant que les enseignants utilisant l’évaluation formative gèrent mieux la diversité des élèves, nous étudions ici dans quelle mesure cette fonction de l’évaluation aiderait les élèves présentant des besoins éducatifs particuliers à acquérir des connaissances grâce aux feedbacks émis lors d’évaluations orales et de corrections collectives. L’analyse des données recueillies à l’aide d’entretiensavec des enseignants et d’observations d’élèves fait ressortir les attitudes des acteurs, les interactions et les régulations. (DIPF/Orig.)

Die Autorin greift in ihrem Beitrag den Aspekt der Reproduktion männlicher Herrschaft in pädagogischen Institutionen auf. Unter dem Titel „Man(n) wird da so hineingelobt“ – Ko-Konstruktion von Männlichkeit und Aufstieg ins Schulleitungsamt an Grundschulen nimmt die Autorin die Beobachtung zum Ausgangspunkt, dass auch in diesem frauendominierten Feld die Wahrscheinlichkeit einer Übernahme von Leitungsfunktionen für männliche Lehrkräfte nach wie vor größer ist als für weibliche. Sie zeigt auf, wie in der pädagogischen Institution Schule die ‚Eignung‘ von Personen für eine bestimmte Funktion durch spezifische Geschlechterkonstruktionen hergestellt wird. Auf der Basis von Interviews und Beobachtungen bei Qualifikationsmaßnahmen für an Leitungspositionen interessierten Lehrkräften wird rekonstruiert, wie die Beteiligten von einer mangelnden Passung zwischen Männlichkeit und dem Aufgabenfeld einer Grundschullehrkraft und gleichzeitig von einer Eignung der Männer für Leitungsaufgaben ausgehen. Beides mündet in konkrete Formen der Aufstiegsermutigung für männliche Lehrkräfte, die ihre weiblichen Kolleginnen nicht erfahren, sodass es auf der Basis zugeschriebener Eignung bei der unhinterfragten Verknüpfung von Männlichkeit und institutionalisierten Einflussmöglichkeiten bleibt. Marketization has changed the education system. If we say that education is a market, this transforms the understanding of education and influences how people act. In this paper, adult-education school-leaders’ talk is analysed and seven metaphors for education are found: education as administration, market, matching, democracy, policy work, integration and learning. Exploring empirical metaphors provides a rich illustration of coinciding meanings. In line with studies on policy texts, economic metaphors are found to dominate. This should be understood not only as representing liberal ideology, as is often discussed in analyses of policy papers, but also as representing economic theory. In other words, contemporary adult education can be understood as driven by economic theories. The difference and relation between ideology and theory should be further examined since they have an impact on our society and on our everyday lives. (DIPF/Orig.)
