O Ministério da Saúde (MS), através de sua política de incentivos financeiros, vem promovendo um processo de reorganização da atenção à saúde bucal, com a implantação das Equipes de Saúde Bucal (ESB) na Estratégia Saúde da Família (ESF), no âmbito da atenção básica, e dos Centros de Especialização Odontológica (CEO) e Laboratório Regional de Próteses Dentárias (LRPD), na atenção secundária. Nesse contexto, esta dissertação foca o processo de reorganização da atenção à saúde bucal em Cascavel e nos demais municípios pertencentes à 10 Regional de Saúde do Estado do Paraná. Consideramos que, em tese, este processo de regionalização deve ser orientado pelas diretrizes da Política Nacional de Saúde Bucal (PNSB), que priorizam a atenção básica em saúde bucal através da ESF e trazem ainda como proposta a ampliação da média e alta complexidade em saúde bucal. Foi realizada ampla pesquisa nas bases de dados do DATASUS, relativos à produção das ações de saúde bucal dos 25 municípios pertencentes à 10 Regional de Saúde do Estado do Paraná, no período de janeiro de 1998 a dezembro de 2007. Os dados foram cotejados com aqueles disponibilizados pelo Departamento de Atenção Básica (DAB) relativos à implantação das ESB, CEO e LRPD. Os resultados demonstram que, no âmbito da 10 RS, ocorreu ampliação do acesso e da oferta de ações e serviços de saúde bucal. No entanto, a despeito da ampliação do acesso, há um longo caminho a ser percorrido para que haja avanços significativos nas condições de saúde bucal da população, tal como é a proposta da PNSB.

Esta dissertação foca o processo de reorganização das ações e serviços de saúde bucal no estado do Rio de Janeiro. Este processo, em tese, deve ser orientado pelas diretrizes da Política Nacional de Saúde Bucal (PNSB) que priorizam a atenção básica em saúde bucal através da Estratégia Saúde da Família e ampliam a atenção em saúde bucal na média e alta complexidades. O Ministério da Saúde lança mão de incentivos financeiros para induzir, sob condições específicas, a adesão às diretrizes formuladas pela Política Nacional de Saúde Bucal (PNSB) e assim promover um processo de reorganização da atenção à saúde bucal nas esferas subnacionais. O núcleo deste trabalho tem por base uma pesquisa que analisa um amplo espectro de dados sobre os serviços e as ações de saúde bucal realizadas pelo conjunto dos municípios do estado do Rio de Janeiro no período de janeiro de 1998 a dezembro de 2007. As principais conclusões da pesquisa apontam para o caráter inconcluso do processo de reorganização da atenção em saúde bucal na grande maioria dos municípios estudados e para a necessidade de uma ação conjunta entre as autoridades sanitárias das esferas federal, estadual e municipal orientada para promover uma efetiva melhoria das condições de saúde da população tal como é a proposta da PNSB.

In Brazil, rates of urban solid waste generation increase proportionally more than the annual growing of the population. The government, from its federal authority to the municipal spheres, faces increasing challenges for Urban and Environmental management regarding to solid waste in general and, in particular, municipal solid waste. Financial problems added to public health problems that worsen with the serious environmental impacts generated every year. In August 2010 Brazil the PNRS (National Policy on Solid Waste) was approved and sanctioned in which represented a true watershed in the country as a legal framework extremely ambitious and visionary. This work presents the successes and challenges that the municipality of Sorocaba/SP is facing after more than three years of PNRS sanctioned to conduct an Urban and Environmental management suited to the new legal bases towards the subject of solid waste. The results show a large gap between the content proposed by the law and the technical, financial and temporal reality to practical implementation by the municipal government. New legislation and federal incentives, consortiums among the cities, flexible deadlines and environmental education at all levels are certainly some proposals to catalyze processes that aim to solve and overcome the challenges of solid waste

Recent federal incentives and increased demand for home photovoltaic and small wind electrical systems highlights the need for consistent zoning ordinances and guidance materials for Northglenn residents. This Capstone Project assesses perceived impacts related to renewable energy systems, like noise, safety, aesthetics, and environmental considerations, and provides a model ordinance intended to mitigate these issues. It was concluded a model ordinance would ease and stimulate additions of alternative energy systems in Northglenn. Additionally, this research concluded development of public information could stimulate homeowners into positive decisions. The project also identifies potential financial and environmental benefits of installing such systems in an effort to promote sustainable and clean energy production within the city.

The changing R&D Tax Concession has been touted as the biggest reform to business innovation policy in over a decade. But, is it a changing tax for changing times? This paper addresses this question and further asks ‘what’s tax got to do with it?’. To answer this question, the paper argues that rather than substantive tax reform, the proposed measures simply alter the criteria and means by which companies become eligible for a Federal Government subsidy for qualifying R&D activity. It further argues that when considered as part of the broader innovation agenda, the R&D Tax Concession should be evaluated as a government spending program in the same way as any direct spending on innovation. When this is done, the tax regime is arguably only the administrative policy instrument by which the subsidy is delivered. However, it is proposed that this may not be best practice to distribute those funds fairly, efficiently, and without distortion, while at the same time maintaining adequate government control and accountability. Finally, in answering the question of ‘what’s tax got to do with it?’ the paper concludes that the answer is ‘very little’.

The changes to the R&D tax concession in 2011 were touted as the biggest reform to business innovation policy in over a decade. Three years later, as part of the 2014 Federal Budget, a reduction in the concession rates was announced. While the most recent of the pro-posed changes are designed to align with the reduction in company tax rate, the Australian Federal Government also indicated that the gain to revenue from the reduction in the incentive scheme will be redirected by the Government to repair the Budget and fund policy priori-ties. The consequence is that the R&D concessions, while designed to encourage innovation, are clearly linked with the tax system. As such, the first part of this article considers whether the R&D concession is a changing tax for changing times. Leading on from part one, this article also addresses a second question of ‘what’s tax got to do with it’? To answer this question, the article argues that, rather than ever being substantive tax reform, the constantly changing measures simply alter the criteria and means by which companies become eligible for a Federal Government subsidy for qualifying R&D activity, whatever that amount is. It further argues that when considered as part of the broader innovation agenda, all R&D tax concessions should be evaluated as a government spending program in the same way as any direct spending on innovation. Innovation is the transformation of knowledge of any kind into new products or services in the market. Its importance as a production factor is widely acknowledged. In the age of the knowledge-based economy innovation became critical for any company or even country to compete globally. Many countries are encouraging innovation through various mechanisms, and one of the most widely used is the provision of special incentives for innovation. This paper investigates incentive systems for the growth of technology companies as a strategy to promote knowledge-based economic development. As for the case investigations the study focuses on an emerging economy, Brazil. The research is based upon the available literature, best practices, government policy and review of incentive systems. The findings provide insights from the case study in a country context and some lessons learned for other countries using incentive systems to boost the innovation capabilities of their technology companies.

This study evaluates the practice of redeveloping Brownfields with solar photovoltaic renewable energy technology. Utilizing renewable energy as a strategy to reuse contaminated or potentially contaminated property is a relatively new convention. While the benefits of redeveloping Brownfields are well established, ongoing challenges and limited literature on the subject complicate the practice. Challenges, opportunities, and benefits related to renewable energy development on Brownfields are identified and analyzed. Strategic leveraging of federal, state, local, and utility incentives for renewable energy and Brownfield revitalization, and gap finance tools is explored and evaluated. A comparison of three photovoltaic Brownfield projects is analyzed for critical success and failure factors, and lessons learned. A recommendation of best practices is made based on findings and results.

This study investigated the intention of the older workers to continue working after state pension age/time. On this way, it explores the relation between this intention and factors related with the meanings of the work and retirement. Specifically, it was examined that factors related to work and non-work are predictors of the intention to continue working, and it was explored if meanings of retirement are linked to this decision. It is a crosssectional mixed methods study, using a survey conducted with 283 federal civil servants of a federal Northeastern University which were near retirement. It envolved an on-line questionnaire, with open-ended questions and the likert-type scale "Older Worker's Intention to Continue Working" (OWICW) of Shacklock and Brunneto (2011), which was validated to the Brazilian version. The quantitative data were analyzed using descriptive and multivariate statistics, specifically procedures for comparing means and coefficients of multiple logistic regression. The qualitative data were analyzed using the lexicographical technique Descending Hierarchical Classification. The findings indicate that most participants want to continue in paid work, and that perception of personal autonomy at work, interpersonal relationships at work, interests outside of work, and flexible working arrangements are significant predictors of intention to continue working. Furthermore, the perception of personal autonomy at work, flexible working arrangements, and the financial incentives are predictors of decision to postpone retirement and remain in the organization. The analysis revealed five patterns of meanings of retirement: "worker's right", "resting", "idle time at home", "new stage in the life course", and "enjoy the use of time”. The decision to postpone retirement is linked to idleness and lack of substitutionary activities work, and the decision to stop working linked to retirement as a life with more quality. The study provides information that can contribute with management policies before the process of retirement decision.
