luoridation of the public water supplies is recognized as among the top ten public health achievements of the twentieth century. However, the positive aspects of this measure depend on the maintenance of fluoride concentrations within adequate levels. Objective: To report the results of seven years of external control of the fluoride (F) concentrations in the public water supply in Bauru, SP, Brazil in an attempt to verify, on the basis of risk/ benefit balance, whether the levels are appropriate. Material and Methods: From March 2004 to February 2011, 60 samples were collected every month from the 19 supply sectors of the city, totaling 4,641 samples. F concentrations in water samples were determined in duplicate, using an ion-speciflc electrode (Orion 9609) coupled to a potentiometer after buffering with TISAB II. After the analysis, the samples were classified according to the best risk-benefit adjustment. Results: Means (±standard deviation) of F concentrations ranged between 0.73±0.06 and 0.81±0.10 mg/L for the different sectors during the seven years. The individual values ranged between 0.03 and 2.63 mg/L. The percentages of the samples considered low risk for dental fluorosis development and of maximum benefit for dental caries prevention (0.55-0.84 mg F/L) in the first, second, third, fourth, fifth, sixth, and seventh years of the study were 82.0, 58.5, 37.4, 61.0, 89.9, 77.3, and 72.4%, respectively, and 69.0% for the entire period. Conclusions: Fluctuations of F levels were found in the public water supply in Bauru during the seven years of evaluation. These results suggest that external monitoring of water fluoridation by an independent assessor should be implemented in cities where there is adjusted fluoridation. This measure should be continued in order to verify that fluoride levels are suitable and, if not, to provide support for the appropriate adjustments.

Patients with first-episode psychosis (FEP) often show dysfunctional coping patterns, low self-efficacy, and external control beliefs that are considered to be risk factors for the development of psychosis. Therefore, these factors should already be present in patients at-risk for psychosis (AR). We compared frequencies of deficits in coping strategies (Stress-Coping-Questionnaires, SVF-120/SVF-KJ), self-efficacy, and control beliefs (Competence and Control Beliefs Questionnaire, FKK) between AR (n=21) and FEP (n=22) patients using a cross-sectional design. Correlations among coping, self-efficacy, and control beliefs were assessed in both groups. The majority of AR and FEP patients demonstrated deficits in coping skills, self-efficacy, and control beliefs. However, AR patients more frequently reported a lack of positive coping strategies, low self-efficacy, and a fatalistic externalizing bias. In contrast, FEP patients were characterized by being overly self-confident. These findings suggest that dysfunctional coping, self-efficacy, and control beliefs are already evident in AR patients, though different from those in FEP patients. The pattern of deficits in AR patients closely resembles that of depressive patients, which may reflect high levels of depressiveness in AR patients. Apart from being worthwhile treatment targets, these coping and belief patterns are promising candidates for predicting outcome in AR patients, including the conversion to psychosis

Background: The cerebrospinal fluid (CSF) biomarkers amyloid beta (A beta)-42, total-tau (T-tau), and phosphorylated-tau (P-tau) demonstrate good diagnostic accuracy for Alzheimer`s disease (AD). However, there are large variations in biomarker measurements between studies, and between and within laboratories. The Alzheimer`s Association has initiated a global quality control program to estimate and monitor variability of measurements, quantify batch-to-batch assay variations, and identify sources of variability. In this article, we present the results from the first two rounds of the program. Methods: The program is open for laboratories using commercially available kits for A beta, T-tau, or P-tau. CSF samples (aliquots of pooled CSF) are sent for analysis several times a year from the Clinical Neurochemistry Laboratory at the Molndal campus of the University of Gothenburg, Sweden. Each round consists of three quality control samples. Results: Forty laboratories participated. Twenty-six used INNOTEST enzyme-linked immunosorbent assay kits, 14 used Luminex xMAP with the INNO-BIA AlzBio3 kit (both measure A beta-(1-42), P-tau(181P), and T-tau), and 5 used Mesa Scale Discovery with the A beta triplex (A beta N-42, A beta N-40, and A beta N-38) or T-tau kits. The total coefficients of variation between the laboratories were 13% to 36%. Five laboratories analyzed the samples six times on different occasions. Within-laboratory precisions differed considerably between biomarkers within individual laboratories. Conclusions: Measurements of CSF AD biomarkers show large between-laboratory variability, likely caused by factors related to analytical procedures and the analytical kits. Standardization of laboratory procedures and efforts by kit vendors to increase kit performance might lower variability, and will likely increase the usefulness of CSF AD biomarkers. Background: There is evidence that drinking during residential treatment is related to various factors, such as patients’ general control beliefs and self-efficacy, as well as to external control of alcohol use by program’s staff and situations where there is temptation to drink. As alcohol use during treatment has been shown to be associated with the resumption of alcohol use after discharge from residential treatment, we aimed to investigate how these variables are related to alcohol use during abstinenceoriented residential treatment programs for alcohol use disorders (AUD). Methods: In total, 509 patients who entered 1 of 2 residential abstinence-oriented treatment programs for AUD were included in the study. After detoxification, patients completed a standardized diagnostic procedure including interviews and questionnaires. Drinking was assessed by patients’ selfreport of at least 1 standard drink or by positive breathalyzer testing. The 2 residential programs were categorized as high or low control according to the average number of tests per patient. Results: Regression analysis revealed a significant interaction effect between internal and external control suggesting that patients with high internal locus of control and high frequency of control by staff demonstrated the least alcohol use during treatment (16.7%) while patients with low internal locus of control in programs with low external control were more likely to use alcohol during Treatment (45.9%). No effects were found for self-efficacy and temptation. Conclusions: As alcohol use during treatment is most likely associated with poor treatment outcomes, external control may improve treatment outcomes and particularly support patients with low internal locus of control, who show the highest risk for alcohol use during treatment. High external control may complement high internal control to improve alcohol use prevention while in treatment. Key Words: Alcohol Dependence, Alcohol Use, Locus of Control, Alcohol Testing.

OBJECTIVE: To assess the relationship between locus of control and knowledge, attitude and practice regarding pill and condom use among university students. METHODS: The inquiry was developed in Campinas, a city in Southeastern Brazil, in 2006. A total of 295 adolescent newcomers to a public university answered a structured questionnaire and Levenson's multidimensional locus of control scale. The scores of the dimensions of locus of control were calculated and Spearman's correlation coefficient was used to assess their correlation with knowledge and practice concerning pill and condom use. In order to assess the relationship between the dimensions of locus of control and sociodemographic variables and variables related to the individuals' sex life, Kruskal-Wallis and Mann-Whitney tests were used. RESULTS: Male adolescents had higher scores of powerful others externality when compared to female adolescents (p=0.01). Students living alone had lower internality (p=0.01). When locus of control was compared to condom use in the first intercourse, considering only the 102 students who informed the age of the beginning of sexual activity, greater internality was found among male adolescents who did not use condoms (p<0.05). When the locus of control scores were correlated with contraceptive knowledge and practice, it was found that the higher the powerful others externality locus, the lower the adequate use of contraceptive methods (r = -0.22, p=0.03). CONCLUSIONS: The powerful others externality locus influences the practice of contraceptive use in this group of adolescents.

El presente proyecto se ha elaborado con la finalidad de encontrar la relación existente entre el liderazgo y el locus de control, por medio de una revisión documental que permita dar una visión más amplia de estos dos fenómenos. De acuerdo con investigaciones realizadas, existen características individuales que afectan el desarrollo de liderazgo, lo cual a su vez tiene un impacto sobre el comportamiento de los individuos dentro de una sociedad. Uno de estos factores es el locus de control, el cual sesta determinado por características del individuo, y por el ambiente en el cual se desenvuelven las personas. Existen diferentes evidencias que soportan ésta relación entre locus de control y liderazgo. En éste estudio documental se describirán estos hallazgos, identificando las características del individuo y del contexto que influyen sobre ellos. Asimismo se pondrá en contexto a través del trabajo las características principales de los líderes y como se presentan las interacciones entre los lideres y seguidores, teniendo en cuenta que no todas las veces los seguidores desarrollan este papel al seguir a su líder, sino que por otro lado y estos pueden tomar parte fundamental en la interacción, influyendo de manera directa sobre el líder. Se recuerda que a los lideres los hacen sus seguidores y que sin estos no podrían desarrollar el papel de líder.

Desde Fodor (1983) a modularidade comportamental tem gerado fortes controvérsias, especialmente em torno do quanto são especializados os módulos eventuais e do quanto são encapsulados, isto é, independentes de controles externos. No presente ensaio, depois de rever formulações precursoras a respeito de instinto e de aprendizagens especializadas e de expor as características básicas da modularidade, tomo, como estudo de caso, pesquisas sobre a percepção da expressão facial da emoção, mostrando tanto o lado especializado desse processo como a sua abertura para controles externos. Termino defendendo a necessidade de, junto à estratégia de delimitar processos comportamentais especializados, colocar a questão de como eles se integram e se controlam uns aos outros e são eventualmente gerenciados por processos gerais.

O texto fala ainda da evolu????o das rela????es entre o Tribunal de Contas e o Parlamento, das tend??ncias recentes de transforma????o na ??rea de controle, incluindo aspectos relativos ?? reforma constitucional e ?? Uni??o Europ??ia, e das novidades legislativas surgidas em 1993 e 1994.

O presente artigo exp??e a vis??o que as elites sociais e institucionais t??m sobre os Tribunais de Contas (TCs) subnacionais brasileiros. Realizada no bojo do processo de diagn??stico e reforma dos TCs, o Programa de Moderniza????o do Sistema de Controle Externo dos Estados e do Distrito Federal (Promoex), esta pesquisa revela quais s??o os problemas que afetam o desempenho administrativo e a legitimidade institucional desses ??rg??os fiscalizadores, bem como as suas qualidades, as quais podem ser utilizadas como motor de sua reformula????o. A partir da interpreta????o das opini??es dos atores entrevistados, a an??lise final procura revelar quais caminhos podem ser trilhados para se modernizarem os Tribunais de Contas subnacionais.

Sob o ponto de vista constitucional os controles interno e externo somam-se a fim de promover responsabiliza????o permanente dos gestores p??blicos em torno dos princ??pios constitucionais da administra????o p??blica: legalidade, impessoalidade, moralidade, publicidade e efici??ncia. Neste artigo a argumenta????o segue no sentido de incrementar as discuss??es acerca da import??ncia de que em todos os n??veis da administra????o p??blica e nos tr??s poderes ??? Legislativo, Executivo e Judici??rio ??? seja implantada a auditoria interna, como unidade respons??vel pela an??lise do sistema de controle interno e a interlocu????o com o controle externo. Embora a administra????o p??blica no Brasil ainda se estruture hibridamente sob o sistema burocr??tico e o sistema gerencial, o fato ?? que os administradores p??blicos possuem na auditoria interna importante mecanismo gerencial que, como regra, contribui para detectar e propor a corre????o dos desperd??cios e procedimentos equivocados, principalmente antecipando-se a essas ocorr??ncias. Este estudo aborda o tema orçamento como ferramenta de controle gerencial em uma Instituição Federal de Ensino Superior (IFES), cujo objetivo da pesquisa foi investigar, descrever e analisar os fatores que inibem a institucionalização do orçamento como ferramenta de controle gerencial em uma IFES. A questão de pesquisa é quais os fatores que inibem a institucionalização do orçamento como ferramenta de controle gerencial em uma IFES? Desta forma, a compreensão do problema norteou a opção por um estudo de caso, com uma abordagem qualitativa, com objetivos descritivo e exploratório, utilizando como procedimentos técnicos de coleta de dados a observação não participante, entrevista semi estruturada e analise documental. O levantamento dos dados deu-se nos meses de dezembro de 2013 a março de 2014. Como técnica de análise de dados foi utilizada a técnica de Análise de Conteúdo de Bardin (1977, 2004) desenvolvida nos meses abril a junho de 2014. A pesquisa teve como referenciais teóricos, a literatura de Orçamento com trabalhos de Frezatti et al., (2008) e Covaleski et al., (2003) e a Teoria Institucional com a contribuição de trabalhos de autores como Burns e Scapens (2000) e Dimaggio e Powell, (1983, 2007). Entretanto, cabe destacar que a literatura principal utilizada foi a de Frezatti et al., (2011) onde foram analisadas oito categorias impactantes ao processo orçamentário. Na análise dos dados, foi analisado o processo orçamentário nos planos teórico e real, foi verificado os estágios de institucionalização das etapas e funções do processo orçamentário e foi observado oito categorias de análise com 27 fatores impactantes a institucionalização do orçamento. Como conclusão, foi verificado 16 fatores inibidores, tais como: Comunicação Top Down, Dados Históricos, Impessoalidade e que o orçamento na IFES ainda não foi institucionalizado como ferramenta de controle gerencial. É apenas um “critério cerimonial de valor” que estabiliza e legitima a gestão da universidade frente à comunidade acadêmica e aos órgãos de controle externo.

Por intermédio deste trabalho, foi possível detectar o acúmulo de recomendações, o que possivelmente possa indicar a presença de falhas na gestão. Dessa forma o objetivo deste trabalho é investigar as causas e propor soluções que contribuam para o atendimento das recomendações pendentes e para a melhoria de tomada de decisões administrativas. Tomou-se como apoio o Relatório de Auditoria Anual de Contas nº 201305863 e forma apresentadas ferramentas que auxiliem a gestão no processo gerencial de tomadas de decisões. O universo pesquisado compõe-se dos gestores do IFES, que vivem a rotina burocrática dessa instituição de ensino, o que possibilita obter uma percepção do inter-relacionamento profissional junto à AUDIN (Auditoria Interna). A coleta de dados foi feita por meio de questionário, tendo foco na percepção dos gestores de como os trabalhos de auditoria são realizados no IFES, e, paralelamente, buscou informações capazes de municiar a AUDIN com ferramentas capazes de melhor auxiliar no assessoramento administrativo. A pesquisa sugere que a Auditoria Interna e os gestores incorporem diversos conhecimentos para se obter um melhor desempenho frente às demandas do controle interno e externo. Foi observado um acúmulo significativo de recomendações, o que indica a presença de possíveis falhas na gestão do referido órgão. Assim sendo, a pesquisa apresentou resultados que posicionam a Auditoria Interna à margem do processo gerencial do IFES.
