Dr. James A. Gibson was born in Ottawa on January 29, 1912 to John W. and Belle Gibson. At an early age the family moved to Victoria, B.C. where John W. Gibson was a director of the Elementary Agricultural Education Branch, Department of Education. Gibson received his early education in Victoria, receiving a B.A. (honours) at UBC in 1931. In 1931 he was awarded the Rhodes scholarship and received his B.A., M.A., B.Litt and D. Phil at New College, Oxford. This was to be the beginning of a long and dedicated relationship with the Rhodes Scholar Association. Upon his return to Canada, Dr. Gibson lectured in Economics and Government at the University of British Columbia. In 1938 he was married to Caroline Stein in Philadelphia, and the same year joined the staff of the Department of External Affairs as a Foreign Service officer. Within twenty minutes of his arrival he was seconded to the Office of the Prime Minister and Secretary of State for External Affairs, W. L. Mackenzie King in charge of War Records and Liaison Officer. This was a critical time in the history of Canada, and Dr. Gibson experienced firsthand several milestones, including the Royal Visit of King George VI and Queen Elizabeth in 1939. Dr. Gibson was present at the formation of the United Nations in San Francisco in 1945, being part of the Prime Minister’s professional staff as well as attending conferences in Washington, Quebec and London as an advisor to the Canadian delegation. Gibson contributed many articles to the publication bout de papier about his experiences during these years. After his resignation in 1947, Gibson joined the staff of the fledgling Carleton College, as a lecturer. In 1949 he was appointed a professor and in 1951 became Dean of Arts and Sciences. Dr. Gibson acted as President from 1955 to 1956 upon the sudden death of Dr. MacOdrum. In 1963 Dr. Gibson accepted the invitation of the Brock University Founders’ Committee, chaired by Arthur Schmon, to become the founding president. Dr. Gibson guided the new University from a converted refrigeration plant, to an ever expanding University campus on the brow of the Niagara Escarpment. Dr. Gibson remained firmly “attached” to Brock University. Even after official retirement, in 1974, he retained the title President Emeritus. Gibson’s final official contribution was an unpublished ten year history of the University. In retirement Gibson remained active in scholarly pursuits. He was a visiting scholar at the Center of Canadian Studies, University of Edinburgh; continued his ongoing research activities focusing on W. L. Mackenzie King, the Office of the Governor General of Canada, and political prisoners transported to Van Dieman’s Land. He remained active in the Canadian Association of Rhodes Scholars, becoming editor from 1975 to 1994 and was appointed Editor Emeritus and Director for Life in 1995 in honour of his dedicated and outstanding service. In 1993 he was awarded one of Canada’s highest achievements, the Order of Canada. Gibson retained close ties with Brock University and many of its faculty. He maintained an office in the Politics Department where he became a vital part of the department. In 1996 Brock University honoured Gibson by naming the University Library in his honour. James A. Gibson Library staff was instrumental in celebrating the 90th birthday of Gibson in 2002, with a widely attended party in the Pond Inlet where many former students, including Silver Badgers. The attendees also included former and current colleagues from Brock University, Canadian Rhodes Scholars Association, family and friends. Gibson was later to remark that the highlight of this event was the gift of his original academic robe which he had personally designed in 1964. In 2003 Dr. Gibson moved to Ottawa to be near some of his children and the city of his birth and early career. In that year “two visits to Brock ensued: the first, to attend a special celebration of the James A. Gibson Library; his late to attend the 74th Convocation on Saturday, October 18, 2003. A week later, in Ottawa, he went for a long walk, returned to his residence, Rideau Gardens, went into the lounge area, took off his coat and folded it up, put it on the back of his chair, sat down, folded his hands in his lap, closed his eyes, and died”. Joseph Pope was born in Charlottetown, Prince Edward Island in 1854. He was the private secretary to Sir John A. Macdonald from 1882-1891. He worked as the assistant clerk to the Privy Council and undersecretary of state for Canada from 1896-1909. He was appointed a Companion of the Order of St. Michael and St. George in 1901. He was later knighted as a Knight Commander of the same order. Joseph Pope was the first permanent head of the Department of External Affairs (now Foreign Affairs and Internal Trade) 1909-1925. He was an advisor to Prime Ministers from Macdonald to King. He died in Ottawa, in 1926. As well as Confederation, Pope also penned: Memoirs of Sir John A. Macdonald : A Chronicle of the First Prime Minister of the Dominion; The Day of Sir John Macdonald; Jacques Cartier, his life and voyages; Traditions and Sir John A. MacDonald vindicated : a review of the Right Honourable Sir Richard Cartwright's reminiscences as well as other books Pope’s son, Maurice Arthur Pope wrote a book about Joseph entitled Public Servant: the Memoirs of Sir Joseph Pope”.

Ce mémoire vise à élucider les implications de l’intégration européenne pour les diplomaties nationales. À partir d’une approche sociologique axée sur les pratiques des individus, une étude de cas est menée sur la diplomatie autrichienne, pour la période allant de 1987 à 2009. S’appuyant sur une vingtaine d’entretiens conduits en 2009 à Vienne, cette étude rend compte, d’une part, des changements engendrés par l’intégration européenne de l’Autriche au regard des pratiques et des représentations de ses diplomates concernant la politique de neutralité. D’autre part, nous relatons le processus d’adaptation des diplomates et du ministère des Affaires étrangères autrichiens aux exigences pratiques et aux dynamiques sociales de l’interaction diplomatique au sein de l’Union européenne (UE). En somme, notre étude montre que les diplomates impliqués dans la gestion des affaires (tant internes qu’externes) de l’UE convergent autour d’un certain nombre de règles et de représentations sociales; cette dynamique a des implications substantielles pour les diplomaties nationales intégrées relativement tardivement dans l’UE, comme ce fut le cas pour l’Autriche.

Cette thèse porte sur l’évolution des relations des « nationalités historiques » espagnoles avec l’Union européenne dans les années 1992-2008. L’analyse se concentre sur la genèse d’une paradiplomatie nationaliste européenne dont l’objectif est la reconnaissance de l’identité nationale de ces communautés au sein de l’Union européenne. Après avoir obtenu une certaine reconnaissance nationale et un statut privilégié en Espagne, les élites de ces « nations sans État » ont remarqué que le processus de construction de l’Union européenne a des conséquences négatives sur leur autonomie et, dans ce contexte, ces élites nationalistes sont obligées à concevoir une vraie politique européenne pour protéger leurs intérêts nationaux en Espagne et dans l’Union européenne. À partir de l’étude des rapports établis entre les « nationalités historiques » espagnoles avec l’Union européenne, nous démontrons que l’involution autonomique (en Espagne) et le manque d’empathie de l’Union européenne envers ces communautés nationales sont les principales causes de la genèse de leur politique européenne. Loin d’être simplement associée à une forme de régionalisme ou de néo-régionalisme, cette politique étrangère (« action extérieure ») de ces entités envers l’Union européenne fait partie d’un processus de construction nationale et pourrait être définie comme une paradiplomatie nationaliste. La présente thèse, basée sur une analyse de la politique européenne des « nationalités historiques » entre 1992 et 2008, soutient que les limites du dessein institutionnel de l’Union européenne représentent la principale raison d’être de l’évolution de la paradiplomatie nationaliste vers une protodiplomatie apparemment incohérente. Dans une telle situation, l’inaptitude institutionnelle de l’Union européenne à accommoder les demandes nationalistes serait une cause majeure de l’échec des initiatives nationalistes autonomistes et, en même temps, une cause de l’émergence d’un nouveau courant nationaliste au sein des élites des « nations sans État » occidentales, dont le but est la construction d’un propre État national à l’intérieur de l’Union européenne.

Este proyecto realiza un estudio sobre las principales características de los sub sectores de producción de algodón en India y en Colombia. Ello, debido a que a pesar de no existir ningún acuerdo comercial en la materia entre ambos países, la hipótesis de que este llegase a presentarse resulta atractiva. En este sentido, las características del cultivo, producción y comercialización tanto de India como de Colombia, ofrecen un panorama que invita a reflexionar sobre los beneficios y desventajas para el sub sector de algodón, frente a la eventual firma de un Tratado de Libre Comercio. En este orden de ideas, en este trabajo se observan elementos tales como los distintos pormenores de cada proceso de producción, además de las estrategias de comercialización y las políticas gubernamentales de cada país con relación al cultivo de algodón. Asimismo, se da una mirada a la actualidad del sub sector de algodón en Colombia e India a través la balanza comercial de estos países. De este modo, se proponen una serie de estrategias para contrarrestar las desventajas que podrían presentarse, como a su vez plantear los beneficios que también tendrían lugar y las políticas a implementar.

El interés de este estudio de caso es analizar la incidencia de la actualización del Tratado de Amistad entre India y Bután firmado en 2007 en las disposiciones de política exterior de Bután en el periodo 2007-2014. Este trabajo se enmarca en los conceptos de identidad nacional, tomadores de decisiones, proceso de toma de decisión y análisis de política exterior, a partir de los cuales se pretende comprobar que el tratado de 2007 tuvo principalmente un efecto cristalizador en la política exterior de Bután, manifestado de manera significativa en materia de cooperación internacional, moderada en materia de representación política internacional y muy modesta en materia de apertura económica y comercial.

La seguridad agroalimentaria debe ser prioridad para los gobiernos de Brasil y Argentina, debido a que deben garantizar la producción y el abastecimiento de los alimentos básicos para las futuras generaciones, entendido como alimentos básicos aquellos que más se consumen, ya sea en su forma original o por medio de sus subproductos, estos productos son el trigo, el maíz y el arroz. El garantizar la producción y el abastecimiento de estos productos en el corto y largo plazo, implica entender cuáles de los procesos productivos aplicados en la realización de los productos base de alimentación no son compatibles con el medio ambiente, generando impactos negativos sobre este. Estos impactos ambientales generados a partir de la agricultura, son identificados como el uso excesivo de recursos naturales entre ellos el agua, así como su contaminación por agentes toxico como los agroquímicos y fertilizantes. Asimismo, el uso de estos agentes tóxicos, genera la infertilidad de los suelos afectando directamente la producción en el largo plazo. Entender los impactos ambientales, implica desarrollar estrategias transversales que le permitan a los garantizar un desarrollo sostenible a lo largo de todo el ciclo del producto; estas estrategias deben estar acompañadas por un rendimiento y eficiencia de los cultivos, de nada sirve implementar estrategias compatibles con el medio ambiente si no se cumple con el principal objetivo de la producción de estos producto, que es garantizar el abastecimiento y alimentación para las generaciones presentes y futuras.

Institutions continue to face increasing pressure from faculty, students, and other concerned constituents to divest endowment holdings from perceived social injustices. In this report, investment officers and advisory committee members offer insight into institutional practices used to respond to these concerns through the adoption of socially responsible investment policies and other socially responsible investment options. Contacts offer recommendations on balancing the administration’s fiduciary responsibility to ensure maximum endowment returns with the social concerns of institutional constituents.

South-South Cooperation has become one of the axis of the Brazilian foreign policy, especially when related to Africa. Besides the economic, political and technologic areas, among others, the Brazilian government created a series of cooperation agreements with many African countries in the field of security and defense. This paper analyses the objective and reach of the actions concerning South-South Cooperation between the government of Brazil and the African countries, especially the ones from Atlantic Africa, making use of a bibliography related to the subject and sources derived from the Ministry of External Affairs and the Ministry of Defense.
