In this paper a water quality index is developed to subsidize management actions in the Atibaia River for upon protection of aquatic organisms. This index is composed of two measurable environmental parameters normaly, ammonia and dissolved oxygen, the latter representing the contribution of organic matter. Concentrations of these two variables were normalized on a scale from 0 to 100 and translated into statements of quality (excellent, good, regular, bad and very bad). The index was applied to three monitoring points in the Atibaia River and compared to other indices used by the State of São Paulo Environmental Agency (CETESB). The results showed that the degradation in this watershed follows the urban population density. The developed index is more restricted than the other ones routinely used to infer water quality.

Technical evaluation of analytical data is of extreme relevance considering it can be used for comparisons with environmental quality standards and decision-making as related to the management of disposal of dredged sediments and the evaluation of salt and brackish water quality in accordance with CONAMA 357/05 Resolution. It is, therefore, essential that the project manager discusses the environmental agency's technical requirements with the laboratory contracted for the follow-up of the analysis underway and even with a view to possible re-analysis when anomalous data are identified. The main technical requirements are: (1) method quantitation limits (QLs) should fall below environmental standards; (2) analyses should be carried out in laboratories whose analytical scope is accredited by the National Institute of Metrology (INMETRO) or qualified or accepted by a licensing agency; (3) chain of custody should be provided in order to ensure sample traceability; (4) control charts should be provided to prove method performance; (5) certified reference material analysis or, if that is not available, matrix spike analysis, should be undertaken and (6) chromatograms should be included in the analytical report. Within this context and with a view to helping environmental managers in analytical report evaluation, this work has as objectives the discussion of the limitations of the application of SW 846 US EPA methods to marine samples, the consequences of having data based on method detection limits (MDL) and not sample quantitation limits (SQL), and present possible modifications of the principal method applied by laboratories in order to comply with environmental quality standards.

Background: Urban air pollutants are associated with cardiovascular events. Traffic controllers are at high risk for pollution exposure during outdoor work shifts. Objective: The purpose of this study was to evaluate the relationship between air pollution and systemic blood pressure in traffic controllers during their work shifts. Methods: This cross-sectional study enrolled 19 male traffic controllers from Santo Andre city (Sao Paulo, Brazil) who were 30-60 years old and exposed to ambient air during outdoor work shifts. Systolic and diastolic blood pressure readings were measured every 15 min by an Ambulatory Arterial Blood Pressure Monitoring device. Hourly measurements (lags of 0-5 h) and the moving averages (2-5 h) of particulate matter (PM(10)), ozone (O(3)) ambient concentrations and the acquired daily minimum temperature and humidity means from the Sao Paulo State Environmental Agency were correlated with both systolic and diastolic blood pressures. Statistical methods included descriptive analysis and linear mixed effect models adjusted for temperature, humidity, work periods and time of day. Results: Interquartile increases of PM(10) (33 mu g/m(3)) and O(3) (49 mu g/m(3)) levels were associated with increases in all arterial pressure parameters, ranging from 1.06 to 2.53 mmHg. PM(10) concentration was associated with early effects (lag 0), mainly on systolic blood pressure. However, O(3) was weakly associated most consistently with diastolic blood pressure and with late cumulative effects. Conclusions: Santo Andre traffic controllers presented higher blood pressure readings while working their outdoor shifts during periods of exposure to ambient pollutant fluctuations. However, PM(10) and O(3) induced cardiovascular effects demonstrated different time courses and end-point behaviors and probably acted through different mechanisms. (C) 2011 Elsevier Inc. The critically endangered black-faced lion tamarin, Leontopithecus caissara, has a restricted geographical distribution consisting of small mainland and island populations, each with distinct habitats in coastal southeastern Brazil. Necessary conservation management actions require an assessment of whether differences in habitats are reflected in use of space by the species. We studied two tamarin groups on the mainland at Sao Paulo state between August 2005 and March 2007, and compared the results with data from Superagui Island. Three home range estimators were used: minimum convex polygon (MCP), Kernel, and the new technique presented dissolved monthly polygons (DMP). These resulted, respectively, in home ranges of 345, 297, and 282 ha for the 12-month duration of the study. Spatial overlap of mainland groups was extensive, whereas temporal overlap was not, a pattern that indicates resource partitioning is an important strategy to avoid intraspecific competition. L. caissara large home ranges seem to be dynamic, with constant incorporation of new areas and abandonment of others through time. The main difference between mainland and island groups is the amount and variety of sleeping sites. A better understanding of the home range sizes, day range lengths, and territorial behavior of this species will aid in developing better management strategies for its protection. Additionally, the presented DMP protocol is a useful improvement over the MCP method as it results in more realistic home range sizes for wildlife species. Am. J. Primatol. 73: 1114-1126, 2011. Among the toxic elements, Cd has received considerable attention in view of its association with a number of human health problems. The objectives of this study were to evaluate the Cd availability and accumulation in soil, transfer rate and toxicity in lettuce and rice plants grown in a Cd-contaminated Typic Hapludox. Two simultaneous greenhouse experiments with lettuce and rice test plants were conducted in a randomized complete block design with four replications. The treatments consisted of four Cd rates (CdCl2), 0.0; 1.3; 3.0 and 6.0 mg kg-1, based on the guidelines recommended by the Environmental Agency of the State of São Paulo, Brazil (Cetesb). Higher Cd rates increased extractable Cd (using Mehlich-3, Mehlich-1 and DTPA chemical extractants) and decreased lettuce and rice dry matter yields. However, no visual toxicity symptoms were observed in plants. Mehlich-1, Mehlich-3 and DTPA extractants were effective in predicting soil Cd availability as well as the Cd concentration and accumulation in plant parts. Cadmium concentration in rice remained below the threshold for human consumption established by Brazilian legislation. On the other hand, lettuce Cd concentration in edible parts exceeded the acceptable limit.

Laboratories consume great amounts of hazardous chemicals substances and consequently generate wastewater containing them, for example formaldehyde. This substance is widely utilized to preserve biological samples generating many liters of this residue every year. The present work proposes the use of the photo-Fenton process to treat formaldehyde wastewater using sunlight irradiation. Some aspects were investigated such as the iron source, sample and hydrogen peroxide concentration and also the use of stirred systems. The use of ferrioxalate (0.5 mmol L-1) improved the efficiency of the process in relation to the use of iron nitrate, while at least 1.0 mol L-1 H2O2 is necessary to treat the sample of the 500 mg C L-1. Under these conditions, every formaldehyde detectable was degradeted and 89% of the dissolved organic carbon was removed in two hours of exposure to sunlight. These results are satisfaction considerate for São Paulo State Environmental Agency.

There is a demonstrable association between exposure to air pollutants and deaths due to cardiovascular diseases. The objective of this study was to estimate the effects of exposure to sulfur dioxide on mortality due to circulatory diseases in individuals 50 years of age or older residing in São José dos Campos, SP. This was a time-series ecological study for the years 2003 to 2007 using information on deaths due to circulatory disease obtained from Datasus reports. Data on daily levels of pollutants, particulate matter, sulfur dioxide (SO2), ozone, temperature, and humidity were obtained from the São Paulo State Environmental Agency. Moving average models for 2 to 7 days were calculated by Poisson regression using the R software. Exposure to SO2 was analyzed using a unipollutant, bipollutant or multipollutant model adjusted for mean temperature and humidity. The relative risks with 95%CI were obtained and the percent decrease in risk was calculated. There were 1928 deaths with a daily mean (± SD) of 1.05 ± 1.03 (range: 0-6). Exposure to SO2 was significantly associated with mortality due to circulatory disease: RR = 1.04 (95%CI = 1.01 to 1.06) in the 7-day moving average, after adjusting for ozone. There was an 8.5% decrease in risk in the multipollutant model, proportional to a decrease of SO2 concentrations. The results of this study suggest that residents of medium-sized Brazilian cities with characteristics similar to those of São José dos Campos probably have health problems due to exposure to air pollutants.

This paper describes the use of a dental amalgam electrode (DAE) to evaluate the electrochemical behaviour and to develop an electroanalytical procedure for determination of diquat herbicide in natural water and potato samples. The work was based on the square wave voltammetry responses of diquat, which presented two well-defined and reversible reduction peaks, at -0.56 V (peak 1) and -1.00V (peak 2). The experimental and voltammetric parameters were optimised, and the analytical curves were constructed and compared to similar curves performed by high performance liquid chromatography coupled to ultraviolet-visible spectrophotometric detector (HPLC/UV-vis). The responses were directly proportional to diquat concentration in a large interval of concentration, and the calculated detection limits were very similar, around 10 mu g L(-1) (10 ppb) for voltammetric and chromatographic experiments. These values were lower than the maximum residue limit established for natural water by the Brazilian Environmental Agency. The recovery percentages in pure electrolyte, natural water and potato samples showed values from 70% to 130%, demonstrating that the voltammetric methodology proposed is suitable for determining any contamination by diquat in different samples, minimising the toxic residues due to the use of liquid mercury or the adsorptive process relative to use of other solid surfaces. Concomitantemente à produção de etanol, a partir da fermentação de diferentes matérias-primas (cana-de-açúcar, beterraba, milho, trigo, batata, mandioca), produz-se a vinhaça. A vinhaça da cana-de-açúcar é gerada na proporção média de 12 litros para cada litro de etanol. O Brasil é o maior produtor mundial de cana-de-açúcar (570 milhões de toneladas, em 2009) com a produção de 27 bilhões de litros/ano de etanol, no ciclo 2009/2010, basicamente para fins carburantes, e, portanto, a quantidade de vinhaça produzida é da ordem de 320 bilhões de litros/ano. Dentre as possíveis soluções para a destinação da vinhaça, tais como: concentração, tratamento químico e biológico ou produção de biomassa, é sua aplicação no solo a forma mais usual de disposição. No entanto, sua aplicação no solo não pode ser excessiva nem indiscriminada, sob pena de comprometer o ambiente e a rentabilidade agrícola e industrial da unidade sucroalcooleira. A necessidade de medidas de controle sobre a aplicação de vinhaça no solo do Estado de São Paulo, que concentra a produção de 60% do etanol produzido no Brasil, levou à elaboração da Norma Técnica P4.231, em 2005. A constatação do cumprimento dos itens desta Norma é uma das ações do agente fiscalizador, no monitoramento da geração e destinação da vinhaça pelos empreendimentos produtores de etanol. Os itens 5.7.1 e 5.7.2, desta Norma, tornam obrigatório o encaminhamento à CETESB (Companhia Ambiental do Estado de São Paulo), para fins de acompanhamento e fiscalização, até o dia 02 de abril de cada ano, o PAV (Plano de Aplicação de Vinhaça). Com o intuito de proporcionar melhor entendimento da Norma P4.231, contribuir para otimização de sua aplicabilidade e melhoria e perceber a realidade prática da aplicação da vinhaça, foram analisados PAVs protocolados na Agência Ambiental de Piracicaba, licenças concedidas, processos de licenciamento e realizadas vistorias a campo. Conclui-se que a Norma P4.231 representa um avanço no gerenciamento do uso da vinhaça no Estado de São Paulo, por disciplinar a disposição de vinhaça no solo, tornando obrigatórios: demarcações de áreas protegidas e núcleos populacionais, caracterização de solo e da vinhaça, doses máximas a serem aplicadas, estudos da geologia e hidrogeologia locais, monitoramento das águas subterrâneas, impermeabilização de tanques e dutos. Estabelece critérios a serem obedecidos por lei, e todos são condutas de boas práticas de proteção ao meio, que repercutem em maior rentabilidade agrícola e industrial. A Norma P4.231 é bem elaborada, complexa e extensa, o que a torna de difícil execução. Para facilitar sua aplicabilidade, sugere-se o estabelecimento de um cronograma de prioridades: impermeabilização dos tanques e dutos, drenos testemunha com funcionamento otimizado e boa caracterização do que está sendo aplicado, se vinhaça pura ou se misturada a águas residuárias. Das oito empresas deste estudo, apenas quatro (as maiores) vêm protocolando os PAVs com regularidade, desde 2005. As informações apresentadas foram incompletas e, em alguns casos, precárias. Mesmo com lacunas, os dados fornecidos, desde o início da obrigatoriedade do PAV, foram de utilidade para esboçar o perfil da atividade sucroalcooleira na região estudada.

O objetivo deste Trabalho de Conclusão de Curso é analisar as mudanças que Lei Complementar nº 140 de 2011 produziu na competência administrativa para licenciar. Analisei a definição da competência administrativa e o seu impacto na competência jurisdicional, incluindo uma análise da insegurança jurídica para os empreendedores durante a vigência da Resolução CONAMA nº 237/97, anterior à Lei Complementar nº 140. Para tanto, realizei pesquisa jurisprudencial sobre a constitucionalidade das disposições da referida Resolução, além de uma pesquisa jurisprudencial específica na tentativa de identificar o critério mais utilizado pelos Tribunais para identificação do órgão ambiental competente para licenciar. Explicitei as principais disposições da Lei Complementar, e finalizei o Trabalho com uma breve análise do que é possível esperar a partir de agora.
